  • The aim of Port State Control(PSC) system is recognized as a proficient mechanism in preventing coastal traffic accident and protecting marine environment. Recently, PSC system is focused on human factor of International Maritime Convention, especially ILO and STCW Convention by considering many accidents resulted from human factor. Therefore, we have to understand of Consolidated Maritime Labour Convention which describes employment conditions and social welfare policy, the rights about the lowest wages, the overdue wages, the unemployment protection. a disaster reward, etc and STCW Convention which describes standards of training, certification and watchkeeping for seafarers. The aim of this study is to recognize inspection points about human factor of these Conventions. .

한국 담배규제 정책의 평가: 담배규제정책 전문가 의견 조사를 토대로 (Evaluation of Tobacco Control Policy in Korea: Development and Application of the Korean Tobacco Index for Policy Monitoring and Evaluation)

  • Background: Due to lack of regular and systematic evaluation tool, Korea's tobacco control policy has not been examined its overall process of implementation including efficiency and adequacy of the policies. This study developed policy monitoring and evaluation model to assess policy implementation and effectiveness of tobacco control in Korea. Methods: Based on World Health Organization operational manual for assessment, MPOWER (monitor tobacco use and prevention policies, protect from tobacco smoke, offer help to quit tobacco use, warn about the dangers of tobacco, enforce bans on tobacco advertising promotion and sponsorship, and raise taxes on tobacco) related policies were reviewed by rating policy efforts, programme management, people (human resources and their development), provision of organization, provision of fund and partnerships (range, 0 to 5). Results: As a result of the experts' assessment, overall Korean tobacco control policies scored 2.61 points, which is poor. In relation to each 'MPOWER' policies, 'W' scored the highest points (2.93), followed by 'O' (2.91), 'M' (2.87), 'P' (2.86), and 'E' (2.23). 'R' scored the lowest points of 1.87, meaning government efforts in tobacco price policy is insufficient. Conclusion: This study concludes that Korean tobacco control policy should strengthen tax and price measures, while programme infrastructure, people, and funds for policy enforcement should be secured. Furthermore, rather than focusing on one specific measure, a balanced approach reflecting various aspects of tobacco controls should be considered in order to decrease smoking rates and prevent smoking initiation.

The New Labour Government Policy and Preschool Education in England

  • Recently, early childhood education in England has experienced a significant level of government intervention including reforms for improving it. This study examines to what extent new Labour government initiatives impact preschool education in England and how effectively the English government implements its preschool education policies. This empirical study uses a combination of methods, including documentary analysis, questionnaire, and observation. Findings show that recent English government policy, especially the introduction of a national preschool curriculum framework combined with an inspection process and funding mechanism, appears to have had a strong influence on preschool practices.

  • This research identifies the most important domains in health care administration from now to the year 2005 and differentiates job skill, konwledge, and ability requirements necessary for successful management. Fellows of the Korean Hospital Association from about thirteen percents of the country responded to mail inquiry. Five of eleven domains, in order of ranked importance, were health care delivery concepts, leadership characteristics, quality management, cost/finance and human resources management. Results indicated that while a business orientation is needed for organizational survival, and equal emphasis on person-oriented skills, knowledge, and abilities is required.

Trends, Characteristics and inter-face of Prinary and Secondary Poverty in Urban India

  • This paper examines the policy implications of poverty in terms of its forms: primary and secondary poverty and brings out the synergetic relationship between the reduction of primary and secondary poverty in Urban India. The paper also demonstrates the influence that the alleviation of secondary poverty exerts on the alleviation of the primary poverty and it pinpoints the macro-level policy implications and suggests envisaged strategy for poverty alleviation applicable to the developing world.

  • 국가 R&D 관련 업무를 수행하는 여러 기관들은 각자의 필요에 의해 전문가 인력정보를 보유하고 있으며 이를 활용하고 있다. 하지만 과학기술 관련 각종 정책 수립 및 위원회 구성에 있어서 활용 가능한 전문가 인력 정보의 양이 부족하고 체계적으로 관리되지 않고 있으며, 해당 인력정보가 여러 시스템에 분산되어 있기 때문에 이용에 불편함이 있다. 또한 중요한 정책 마련을 위한 위원회에 전문가를 위촉하는 방법 및 위원회 결과 관리가 오프라인으로 이루어짐에 따라 위원 선임에 어려움이 있고, 위원회 히스토리에 대한 정보를 효율적으로 활용할 수 없는 실정이다. 본 논문에서는 과학기술 정책전문가로 활용 가능한 인력정보를 구축하고 위원 선정 및 위원회 관리의 효율성을 제공하기 위하여 과학기술 정책전문가 관리시스템을 설계 및 구축한다. 이 시스템은 KISTI에서 개발한 정보검색관리시스템인 KRISTAL-2002를 이용한다.

미국의 노동중심적 복지개혁에서의 '노동시장연결' 모델과 '인간자본개발' 모델 비교 (Comparing Labor Force Attachment and Human Capital Development Models in America's Welfare to Work Policies)

  • The goals and strategies of welfare-to-work (WTW) policies have been sources of contentious political debate. In the United States, despite 20 years of welfare reform, there remain important differences of opinion regarding how best to design and deliver WTW programs. The proliferation of state and local WTW experiments has led to the identification of two ideal-types of WTW programs: the Labor Force Attachment and Human Capital Development models. Most of the recent policy debate about WTW in America has focused on the relative merits and performance of LFA and HCD. While the Primary goal of the LFA model is for welfare recipients to achieve a rapid transition into work, the HCD model seeks to improve the long-term employability of welfare dependents through education and skill development. LFA policies tend to be strongly outcome-oriented and generally can yield quick results. Their "any job is a good job" philosophy has proved attractive to policy-makers who are anxious to see concrete results in a short-term period. In contrast, the HCD policies do not simply dump welfare dependents at the bottom of the labor market, but aim to secure relatively stable and well-paid jobs. However, these strengths are offset by several practical weaknesses including high unit costs and long-term investment in human capital. In recent years, LFA policies have been increasingly favored by both policy officials and politicians in the United States. The introduction of Temporaray Assistance to Needy Families of 1996 has been accelerating the trend. What is going to happen to welfare recipients? This simple shift to the LFA model, however, will only see an alarming increase of working poor in a near future.

제조 전문 국제기업 인사관리와 국내 인사관리 클라우드 서비스 운영 개인정보정책과의 연계 및 괴리에 대한 연구 (A Study on the Linkage and Gap in Personal Information Policy in Cloud Services between Multinational Companies' Human Resource Management and Domestic Companies' Human Resource Management)

  • 국내 개인정보 보호를 위한 법률은 공공 기관의 개인정보 보호에 관한 법률을 바탕으로 개인정보 보호에 대한 전문 법안으로 제정 및 개정되어 왔다. 그러함에도 불구하고 법률에서 안전성 확보 제한 사항이 명확하지 않고 일부는 폭넓게 제시되어 있어 위협이 지속적으로 발생해 왔다. 이처럼 국제 제조 기업들이 보유한 다양한 내부 및 외부 고객의 개인정보에 대한 기업마다의 고유 식별 Key 값을 연계하는 방식으로 보호 접근 방식을 제안하고 정책적인 측면과 관리적 접근을 동시에 시도함으로써 개인정보 보호를 위한 인력과 비용에 대한 부담을 줄이고자 활용 했던 적용 기술인 인사 관리 국내 ISP 서비스인 클라우드 인사 정보 관리 서비스가 점차 축소되고 시장이 점차 직접 기업이 운영하는 방향으로 변화하고 있다. 따라서 완벽한 안전성 확보를 보장을 위한 연계 관리의 편리성은 보장하되 연계함으로써 발생하는 해외의 국제 제조 기업 인력에 대한 관리 운영 포인트 융통성과 안전성에 대한 괴리를 본 논문을 통해 확인하고 연구를 하고자 한다.

중소도시의 지역만들기 방향 -진주시를 사례로- (A Direction in the Making a Better City of a Medium Scale City, Jinju)

  • `살기 좋은 지역만들기' 정책은 노무현 참언정부가 추구하는 삶의 질 정책의 주요 수단으로 알러졌다. 이는 지역정책의 방향이 물리적 요소 투입형의 하드웨어적 성장정책에서 거버넌스 등 휴멘웨어를 중시하는 정책전환의 징후로 이해된다. 이 정책이 효과를 얻기 위해서는 시민사회의 참여와 같은 '역동적 사회관계의 제도화'가 중요하다. 한국 남부의 중소도시인 진주시의 사례를 보면, 혁신도시 유치와 같은 대외적 경쟁을 통한 성장전략은 지방정부와 성장연합의 주로도 진행되었다. 노동조합과 시민단체의 연대에 의한 버스교통회사의 공영화가 이루어졌다. 그러나 역사적 장소의 복원은 개발이익 추구와 상충되어 실패하고 있다. 이러한 맥락에서, 시민사회단체의 참여를 제도화하는 휴먼웨어적 차원을 지역정책에 도입하는 것이 '살기 좋은 지역 만들기'의 핵심이라고 주장한다.

Conservation of Satoyama Landscapes for the Restoration of Ecological Integrity of Urban Area in Japan

  • One of the major environmental issues Japanese cities is now facing with is the conservation of seminatural landscapes for the restoration of ecological integrity of urban areas. The satoyama landscape, which includes coppice woodlands, agricultural areas and rural settlements, is seen as an indispensable semi-natural landscape, formed as a result of man-nature interaction. However, because of the loss of the economic viability they are now abandoned and in the process of losing their ecological values. Today a number of local municipalities as well as NPO groups are involved in the conservation projects of these landscapes. Although satoyama landscapes are commonly believed to have maintained their character over the years, historical studies have revealed that these landscapes have experienced constant and dynamic changes due to a variation in human impacts. It is therefore understood that the conservation projects on satoyama landscapes should not intend to restore their past condition, but should wet the goal of maintaining their dynamic character by promoting ecological roles which the landscapes may play in the contemporary world. EXPO2005 project in Aichi Prefecture is a good example of a development project underway on satoyama landscapes which intend to conserve the landscapes by stimulating contemporary ecological for them. In EXPO2005 project the key issue was the conservation of semi-natural landscapes formed by constant and intensive human impacts over the centuries and thus allowing endemic and endangered species to be accommodated. The planning team proposed a scheme to restore economic viability of satoyama landscapes. The scheme involves re-introducing intensive human impacts through a new management system with an innovative technology. This may restore the economic viability of lumbers provided form satoyama woodlands. EXPO2005 is understood as a model case which stimulates contemporary ecological functions of satoyama landscapes by applying innovative planning concepts.
