International Development Cooperation for Human Resources Development in Marine and Fisheries Sector in Indonesia (인도네시아 해양수산분야 인적자원개발을 위한 국제개발협력 방향)

  • This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

  • In teleoperating, as seeing the monitor screen obtained from a camera instituted in the working environment, human operator generally controls the slave arm. Because we can see only 2-D image in a monitor, human operator does not know the depth information and can not work with high accuracy. In this paper, we proposed a traded control method using an visual sensor for the purpose of solving this problem. We can control a teleoperation system with precision when we use the proposed algorithm. Not only a human operator command but also an autonomous visual sensor feedback command is given to a slave arm for the purpose of coincidence current image features and target image features. When the slave arm place in a distant place from the target position, human operator can know very well the difference between the desired image features and the current image features, but calculated visual sensor command have big errors. And when the slave arm is near the target position, the state of affairs is changed conversely. With this visual sensor feedback, human does not need coincide the detail difference between the desired image features and the current image features and proposed method can work with higher accuracy than other method without, sensor feedback. The effectiveness of the proposed control method is verified through series of experiments.

Human Resource Development in Local Governments: Increased Transparency and Public Accountability

  • The purpose of this study is to explore and empirically analyze the factors affecting transparency and public accountability in local government, which have not been sufficiently researched in terms of human resource management, and good governance implementation. In particular, this study intends to examine human resource management activities focusing on the government effectiveness dimension. This study uses a qualitative approach and phenomenological method to examine the phenomenon of participant experience along with documents that are in the setting under study. Participants consisted of nine people from the Regional Government Work Unit of Tasikmalaya City, the private sector, and the community. The researcher divided data analysis into three sub-indicators, including effectiveness and efficiency, responsiveness, and public service. The Results show Regional Financial and Asset Management Agency (BPKAD) of Tasikmalaya City as sufficient in terms of human resources, this can be verified from the number of leaders and staff, which amounts to 58 people, of which 80% are economic graduates. Although the quantity is adequate, the quality of human resources in BPKAD in Tasikmalaya City is still weak. In Conclusion of this study it is inferred that the application of the government effectiveness dimension in BPKAD Tasikmalaya City is not optimal and need adequate training to improve employee performance in financial management.

An Analysis of Accuracy for Submarine Topographic Information by Interpolation Method (보간기법에 따른 해저지형의 정확도 분석)

  • Three-dimensional information of submarine topography was acquired by assembling DGPS and Echo Sounder, which is mainly used in the marine survey. However, the features of submarine topography, derived according to mechanical data, were confirmed using human eyes. Because the dredging capacity using a submarine surveying data influences harbor public affairs, analysis and the process method of surveying data is a very special element in construction costs. In this study, information on submarine topography is acquired by assembling DGPS and Echo Sounder. Moreover, the dredging capacity in harbor public affairs has been analyzed by the interpolation method: inverse distance to a power, kriging, minimum curvature, nearest neighbor, and radial basis function. Also, utilization of DGPS and Echo Sounder method in calculation of the dredging capacity have been confirmed by comparing and analyzing the dredging capacity and the actual one, as per each interpolation. According to this comparison result, in the case of applying Radial basis function interpolation and Kriging, 3.94 % and 4.61 % of error rates have been shown, respectively. In the case of the study for application of the proper interpolation, as per characteristics of submarine topography, is preceded in calculation of the dredging capacity relevant to harbor public affairs, it is expected that more speedy and correct calculation for the dredging capacity can be made.

Thought of ChunChu and a practical solution of Song Joon Kil (동춘당 송준길의 춘추정신과 현실 대응)

  • Song Joon Kil(宋浚吉, 1606-1672) intended to establish the subjectivity of people as a "Great Justice". He declared that at that time "Great Justice" was meant to respect 'Ming(明)' and reject 'Ching'(淸). He understood 'Ching' as a country which destroyed the human community and reasoned that if we put Ching's uncivilized behavior out of our mind in favor of the pursuit of present existence and merits, a temporary peace may be got but eternal peace and stability would not be achieved. 'Ming' doesn't refer only to the name of a country, but a country with the capacity to perform 'humanity and justice' with a human culture. On the other hand, he considered 'Ching' to signify the uncivilised country that destroyed or repressed the humanity and peaceful order of the world. He thought the international order can only be maintained under the organization respectful and protective of humanity. He believed a country should act to unify the whole world guaranteeing life and stability. He possessed this cultivated spirit which acted to protect the civilised world from the perils of an uncivilised world. But because of the great famine for a lot of years and the international state(Ming was regressing, and Ching was continuing to make rapid strides) was timely unsuitable to revenge and to wash the shame off. So Song propeled to stabilize the government and to strengthen the national ethics. Song focused on administering the domestic affairs. To him a high priority was a internal affairs, and a low priority was a external affairs[military aggression]. Song considered 'providing for the welfare of the people'(安民) before 'pushing ahead with military aggression'(外攘). And a high priority was 'restoring the people'(養民), a low priority was 'the military affairs'(治兵). Song regarded 'domestic affairs'(內治) as a fundamental affairs. He putted 'to nurse people'(養民) and 'to straighten King's mind'(格君心) first, than 'to buildup military'. His foreign policy was 'respecting Ming' and 'rejecting Ching'. Song was bothered about defining Chosun dynasty's moral obligations to the southern Ming government(1644~46) at Nanjing at that time.

  • It was maintained that successful establishment and accomplishment of outsourcing might be possible only when those eating-out companies re-establish their concept of management strategy, identify core competencies through value-chain analysis, make a through cost analysis, select cooperative companies via overall screening, expand the area of outsourcing, enhance partnership to improve service quality, harmonize bilateral organization culture, remove the ambiguity of contract terms, protect core competencies of the rest area, continue with evaluation and control, and spinoff or invest to a new specialized business. Then, it was suggested that highway rest area business construct the core competencies and introduce outsourcing from a future-oriented viewpoint so that they can concentrate the competencies to competitive area and expand outsourcing scope to professional area such as finance and accounting, general affairs, personnel affairs, logistics, marketing, and R&D. They need to make out the problem of productivity reduction resulted from many years working employee's old age, refine human resource, and maintain the standards of skill so that they can improve service quality of the rest area, streamline each organization currently having so a large manpower, reduce manpower, and improve the productivity.

Study on the Clinical Trial Practice of Drugs at the Designated Hospitals (국내 임상시험 실시기관의 의약품 임상시험 관리현황 분석)

  • The purpose of this study is to understand present situation of clinical trials, and evaluate the preparedness of the desiRnated institutions to abide by GCP(Good Clinical Practice) standards during clinical trials. Survey on the status of clinical trials was conducted for the desienated 83 clinical trial hospitals, and response rate was $95.2\%$. The results showed that 39 hospitals have conducted clinical trials to obtain drug manufacturing approval from 1990 to 1994. Most of them were trials on Phase III. Only $46.8\%$ of the institutions had sufficient human resources to perform the clinical trials. Institutions which established IRB(Institutional Review Board) accounted for 41 or $51.9\%$, but those who have a protocol evaluation guideline, or Adverse Drug Reaction(ADR) reporting system were only 12, and 21 Places, respectively. Regarding supervision of the investigational drugs, less than 30 institutions designated pharmacist as a supervisor. In conducting clinical trials, $97.4\%$ of trials had high rates of prior consent of testees, but only part of them-$61.7\%$-gave written consent. The level of conducting GCP is found to be unsatisfactory. Institutions must build the appropriate infrastructure and government must prepare in order to protect testees' rights as well as to ensure validity of the results.

  • Mankind has been living in the third millennium of a new era for 15 years. Today he realized that he was on a tiny planet with not much space. The 20th century laid bare its global consequences in all its horror.. According to the Stockholm International Peace Research Institute, more than 30 armed conflicts are recorded on the planet every year, leading to the death of more than 1,000 people during the year. Over the past 15 years, the total number of deaths as a result of military actions in such conflicts has also increased: more than 17 thousand people - in 2002 to more than 22.5 thousand - in 2011. 2022, in turn, became the beginning of a new round of military history, bringing changes in the social, environmental, agro-industrial, economic and other spheres not only in Ukraine, but also in all countries of the civilized world. As a result of the study, the most significant impact of the negative factors of the war, namely the economic, legal, regional and environmental aspects, was identified and analyzed.

  • The consumer affair is one of the rapidly evolving problems in the process of recent economic growth. As the society and its economy changes, the nature and the scope of the consumer affairs also changes. while the main concept of the consumer affaires originated from the market mechanism, it is now expanding beyond the market mechanism to include everyday lives of consumers. In solving the problems which arise form the status difference between the manufacturer and the consumer the manufacturer's action is no less important the consumer's self-improvement of its status. The manufactures with the purpose of getting maximum profits from the consumers are conducting the consumer oriented managerial marketing, but this sis done form the manufacturer's point of view with the consumer's position being neglected. It is the purpose of this paper to investigate the nature and direction of the marketing from the consumer's position being neglected. It is the purpose of this paper to investigate the nature and direction of the marketing from the consumer's point of view. For this study a couple of pre-investigations were done. First, I surveyed the changing consumers with economic growth the developing process of marketing, and the cause and characteristics of the today's consumer affaires. Second, I studied the concept change of the modern marketing, and the concept of the consumerism which was materialized by this concept change. I further studied, with the consumer's point of view, the socioecological marketing which is based on the consumerism. The conclusion of this investigation is that the manufacturers should convert the in humanized marketing to the more human and environment conscious socioecological marketing because the consumer affairs which arise from the mass consumption of the modern days are expanding to include everyday's problems. This conversion naturally should be based on the human concept based consumerism. To be more effective, the manufactures should assume more social responsibilities and conduct the socioecological marketing voluntarily and willingly.

A Study on the Concept of Navigational History (항해사의 개념에 관한 연구)

  • History will be defined as a science on human beings in both space and time(des hommes dans le temps et l'espace). Navigational History is a premise to compose Maritime History. Maritime History is a branch of General History which is classified on the basis of space and will be definded as a branch of history to examine 'inter-realtions between maritime affairs and inland affairs'. Then, what kind of 'go by sea'can be a subject of Navigational History ? A research-subject of Navigational History must be navigation rather than sail or voyage. Because while 'sail' means to 'passive and noncommercial sailing' and voyage means to journeyin a general sense that includes sail and navigation, navigation means to indicate ' to go from one place to another in a ship' adn 'to convoy goods by water'. Then, how can we define Navigation History? Navigational History in a narrow sense is to be a field of studying 'process of development of nautical science and seamanship on the side of History ofScience and Techique, whereas Navigational History in a broad sense is to be a field of analyzing 'effects of historical navigation upon history on the side of General History. On studying Navigational History in a narrow sense, there are signifiacances of disclosing what the development of nautical instruments and arts of navigation have played a role in history. Navigational History in a broad sense is a branch of General History to study effects of historical navigation upon history. In conclusion, the significance of studying Navigation History is to disclose process of developmentof arts of navigation, and on the basis of this study is to reveal how the human elements operate in historical navigation. In short, it should not cease to study Navigational History in a narrow sense, and should enlarge its perspective of research toward Navigational History in a broad sense.
