농촌지역 고령자 공동시설의 추진방향 - '농촌고령자 공동시설지원 시범사업'을 중심으로 - (A Policy of Senior Community Center in Rural Area - Focused on Pilot Project of Senior Community Center -)

  • The elderly rate in South Korea in 2013 is over 12%. Especially, the elderly rate in rural area is 36%, i.e., in rural area, one of three is people aged 65 and over. Senior community project in rural that is being promoted by the government. This project is to improve the quality of life health and welfare services for the elderly in rural Area. This paper investigates cases used as living space by interview and remodeling senior centers (village community center) for the elders living alone in rural areas. In Gimje two the nation's first senior centers were remodeled in 2006 (for both the village community center) and were begun to use these as group homes. Evaluation was a success. Since then, these were increased by approximately 20 centers per year by year and are currently 108 centers at the end of 2011. In Chungcheongnam-do, a pilot project has been begun for communal living by remodeling the senior center (for both the village community center) and elderly housing. Municipalities are similar in their business (is mostly). Senior community center projects can proceed smoothly in the direction of some of the following tips and suggestions to promote. Senior community center should be expanded for 'private room type'. Government must support the operating costs. It will increase employment in rural areas. Senior community center should be 'Home Atmosphere'.

지속가능성 측면에서 지방대도시 주거환경정비사업의 계획요소 중요도 분석 (Critical Regeneration Elements of the Old Housing Estate in Local Metropolitan in Term of Sustainable Aspects)

  • Currently, the environmental improvement project in residential building in Korea is focused on financing. To solve the variety of problems in urban residential areas, the plan need to apply more elements to improve sustainability. Thus, this study aims to find the main strategies to amend sustainability of the environmental improvement project in residential building. To do this, firstly I reviewed previous studies of sustainablity. Secondly I surveyed the planning elements of the three cases in Boksu-Dong District2, Daeseong-Dong District2, and Samsung-Dong District1 in Daejeon. Lastly I used the AHP analysis method and the 5-point Likert-type questionnaire of judged the importance among the plan elements with experts on urban regeneration of which is found through the previous literature review. In conclusion, this study shows the problems of the Residential Environment Improvement Project. Also, I found out the priority of the main planning elements to improve the problems. By contrasting the relative importance among the plan elements with the case study, the result of this study implies the directions of strategies which include the plan elements for responding climate change, residents' participation, and financial support program and system to improve the status of the environmental improvement project in residential building.

지방자치단체·LH 협력사업 도출을 통한 거버넌스 구축방안 : 제주특별자치도를 대상으로 (Establishment of governance through development of LH cooperation project with local government: Focusing on Jeju Area)

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

주거지원사업 참여 탈 노숙인의 뇌파 특성에 대한 융합연구 (A Convergence Research of Brain Wave Characteristics of Homeless People participating in the Supported Housing Program for Vulnerable Residents)

  • 본 연구는 주거지원사업에 참여한 탈노숙인들의 뇌파 검사 시행 후 정량화된 결과를 분석한 융합연구로, 그들의 인지, 심리, 행동적 특성을 도출하고자 하였다. 본 연구 참여자들은 임시노숙인 시설 혹은 노숙인 생활시설에서 거주한 경험이 있고 주거지원사업에 참여 의사를 밝힌 6명이다. 뇌파 측정은 국제 10-20법에 따라 브레인마스터 장비를 이용하였다. 분석 결과, 연구 참여자들은 감정적 측면의 특이점을 보여주는 Theta파, Beta파, High Beta파가 높게 나타났으며, 이는 감정적인 측면에서 분노, 불안, 불면증 등 감정적 측면의 특징을 보여주는 결과이다. 따라서 이들이 향후 지역사회에서 안정적으로 주거생활을 유지하기 위해서는 스트레스 관리, 상담, 신체적 건강관리 서비스를 제공할 것을 제안한다. 본 연구 결과는 노숙인의 인지, 심리, 행동적 특성에 대한 정량적 근거를 제시하였으며, 향후 그들이 지역사회에서 자립생활을 유지하기 위해서 필요한 지원체계에 시사점을 제공한다.

공모전 수상작 사례분석을 통한 지원주택의 공간특성 분석 (Analysis on Spatial Characteristics of Supportive Housing through Case Study of Competition Award-winning Works)

  • This study intends to identify the spatial characteristics by carrying out the case studies of supportive housing examples of the Top Ten Projects awarded by the AIA Committee on Environments. Information of 7 awarded works was collected and content analysis was made according to design concepts and spatial compositions. As a result, the major design concepts applied to the examples were categorized into 5 points of regeneration of community, accessibility to the community, enhancement of spatial capability, participation and consensus of stakeholders and resident support services. Many supportive houses were built as a project to regenerate the deprived area and to reactivate the community through supplying supportive houses. In addition, supportive houses were developed by independent house type and shared house type and diverse scopes and sizes of community spaces were provided by including residents' exclusive community spaces that provide diverse services to vulnerable residents in addition to individual residential spaces and the community spaces that promote the consensus of residents and community people. The results of this study are expected to be used as basic material that provides the direction of desirable spatial design for introducing supportive housings in Korea.

투자비회수기간 분석에 의한 단독주택용 PV설비 보급방안 (Supply Method of Photovoltaic Equipment for Detached Houses Using Payback Period Analysis)

  • Small photovoltaic equipment spreads to the detached house owing to the support of government. This study analyzed the payback period of small photovoltaic equipment, and presented a plan of spreading PV equipment by electricity consumption according to the results. The results of payback period analysis showed that a household of 500kWh or above in the average monthly electricity consumption could produce an economic effect without the subsidies of government, and a household of 300kWh or above could secure economical efficiency in case of receiving the subsidies of government and municipality. However, it was shown that the economic effect was not large in case of a household of less than 250kWh. Therefore, the analysis showed that it would be necessary to be supported by additional subsidies or to develop a new supporting policy with regard to a household of less than 250kWh.

지방자치단체의 주민참여형 마을만들기 사업추진 현황 및 개선방향에 관한 실증 연구 - 전라남도 및 해남군의 관련사업 사례를 중심으로 - (Actual Proof Study on the Participated Design Stands & Improvement Direction of Village Creation supported by local government - Case study of Cheonranam-do & Haenam-gun in South Korea -)

  • This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.

전국 도시재정비사업 추진실태 분석을 통한 개선방안 고찰: 주택재개발사업 및 주택재건축사업을 중심으로 (Analyzing the Current Situation and Issues of Urban Renewal Projects in Korea: Focused on Housing Redevelopment Projects and Housing Reconstruction Projects)

  • 최근 정비사업은 부동산 경기침체에 따른 사업성 악화, 정비구역의 과다 지정, 사업추진 과정상 이해관계자 간의 갈등 및 비리 발생 등 여러 가지 원인에 의해 수도권 일부지역을 제외한 전국 대부분의 지역에서 사업 추진이 매우 부진한 실정이다. 이에 따라 전국의 각 지역별 정비사업 추진실태에 대한 면밀한 조사 분석과 함께 사업추진 단계별 문제점 분석을 통하여 정비사업 정상화를 위한 제도적 개선방안의 마련이 필요하다. 본 연구에서는 전국 개별 정비구역에 대한 구체적 현황자료 및 언론보도자료를 바탕으로 전국적 정비사업 추진실태에 대해서 지역별 사업별로 비교 분석하였다. 이러한 분석결과를 토대로 다음과 같이 정비사업에 대한 개선방안을 제시하였다. 첫째, 보다 장기적 관점에서 정비기본계획의 수립 및 정비예정구역의 지정이 필요하다. 둘째, 대규모 정비사업보다는 지역의 다양한 여건에 부합할 수 있는 소규모 단위의 점진적 정비사업으로 전환되어야 한다. 셋째, 지방의 여건을 고려한 중앙정부의 지원이 이루어져야 한다. 또한, 민간 중심의 사업방식에서 벗어나 민간과 공공의 파트너십 형성과 통하여 정비사업의 투명성 제고, 사업여건 개선, 공공의 역할 확대를 통한 새로운 방향의 협력적 정비사업으로의 전환이 필요하다.

주택성능등급 표시제도에 대응한 설계 가이드라인 (Design Guideline Corresponding to Housing Performance Grade Indication System)

  • 지속가능한 주택을 건설하고 품질이 양호한 주택재고를 위해 2006년 1월부터 주택의 설계에 관한 성능등급을 의무적으로 표시하도록 하는 "주택성능등급 표시제도"가 시행되었다. 이에 따라 수요자들은 주택성능을 용이하게 상호 비교하여 공동주택을 선택할 수 있고, 공급자 입장에서는 명확한 기준에 따라 정확한 평가를 받을 수 있을 것이다. 본 연구는 "주택성능등급 표시제도"의 시행에 대응하여 우수한 주택성능 등급을 획득하기 위해 합리적인 의사결정 지원도구로서 주택성능 등급별 설계 가이드라인을 제시하는 것을 목적으로 한다. 이를 위해 "주택성능등급 표시제도"의 성능평가항목 및 평가기준을 고찰하고 현재 적용되고 있는 국내${\cdot}$외 주택성능 관련 제도 및 기준을 분석하여 "주택성능 등급 표시제도"와의 관련성을 검토하였다. 주택성능 평가항목을 평가기준의 특징에 따라 4가지 범주로 분류한 후, 설계 가이드라인의 구성 체계를 정립하여 주택성능 등급별 설계 가이드라인을 제시하였다. 본 논문에서 제시한 설계 가이드라인은 주택건설사업의 추진 과정에서 계획, 설계 및 시공 담당자의 주택성능 등급 획득을 위한 합리적인 의사결정에 도움을 줄 것으로 기대된다.

택지개발사업의 공공주택건설공사비 추정의 실증적 분석 (An Empirical Analysis on the Presumption of Public Apartment's Construction Cost in Housing Land Development Project)

  • 최근, 공공주택에 대한 소비자의 요구사항이 더욱 다양해지는 반면, 이를 공급하는 공급자 입장에서 개발사업의 불확실성은 상대적으로 증가되고 있어 건설공사 예정가격의 불확실성을 더욱 가속시키는 요인으로 작용하고 있다. 이에 본 연구는 택지개발사업 공공주택건설공사의 사업초기단계에서 공사비를 합리적으로 추정하여 발주자 입장에서 적정한 자금 투자계획 마련과, 공사수행 전반의 원가관리를 지원할 수 있는 신뢰성 있는 도구 개발을 목적으로 하였다. 2007년 상반기에서 2008년 상반기에 설계된 총 20개 공공아파트 단지를 사례로 하여 회귀분석을 실시하였다. 사례의 대표성 및 설명력을 높이기 위해 건축, 기계, 토목, 승강기, 조경, 전기, 통신공사의 단지 내 총공사금액을 합산하여 1개 표본으로 활용하였다. 또한 모형의 적합성과 실제 활용도를 높이기 위해 총공사비를 설계, 계약, 준공금액으로 구분하여 분석을 다양화 하였다. 개발모형을 실제공사비와 검증한 결과 총공사비를 준공, 설계 금액으로 설정한 추정모델은 오차율 2%이내의 매우 우수한 결과를 보였다. 본 연구를 통해 개발한 공사비 추정모델은 사업초기단계에서 소수의 데이터만으로 실제공사비에 근접하게 개략공사비를 추정할 수 있는 유용한 도구로 활용되리라 기대한다.
