  • Over the past three decades, neoliberalism has been pervasive and even normative in reorganizing housing systems, encouraging a decline in low-income housing. However, the way in which neoliberal prescriptions have impacted on housing processes has not necessarily been the same but has rather differed according to the indigenous social, economic, political, and institutional contexts of particular countries. In the case of Japan, neoliberalization has effectively combined with a traditionally residualized public housing to affect housing circumstances surrounding low-income people. This article explores transformations in low-income housing in Japan to demonstrate the importance of specific housing contexts in particular societies, in terms of looking at the impact neoliberalism has had on housing processes.

  • Purpose - In Korea, there has been a recent trend that shows housing prices have risen rapidly following the International Monetary Fund crisis. The rapid rise in housing prices is spreading recognition of this as a factor in housing price volatility. In addition, this raises the expectations of housing prices in the future. These expectations are based on the assumption that a relationship exists between the current housing prices and expected housing prices in the real estate industry. By performing an empirical analysis on the validity of the claim that an increase in current housing prices can be correlated with expected housing prices, this study examines whether a long-term equilibrium relationship exists between expected housing prices and existing housing prices. If such a relationship exists, the recovery of equilibrium from disequilibrium is analyzed to derive related implications. Research design, data, and methodology - The relationship between current housing prices and expected housing prices was analyzed empirically using the Vector Error Correction Model. This model was applied to the co-integration test, the long-term equilibrium equation among variables, and the causality test. The housing prices used in the analysis were based on the National Housing Price Trend Survey released by Kookmin Bank. Additionally, the Index of Industrial Product and the Consumer Price Index were also used and were obtained from the Bank of Korea ECOS. The monthly data analyzed were from January 1987 to May 2015. Results - First, a long-term equilibrium relationship was established as one co-integration between current housing price distribution and expected housing prices. Second, the sign of the long-term equilibrium relationship variable was consistent with the theoretical sign, with the elasticity of housing price distribution to expected housing price, the industrial production, and the consumer price volatility revealed as 1.600, 0.104,and 0.092, respectively. This implies that the long-term effect of expected housing price volatility on housing price distribution is more significant than that of the industrial production and consumer price volatility. Third, the sign of the coefficient of the error correction term coincided with the theoretical sign. The absolute value of the coefficient of the correction term in the industrial production equation was 0.006, significantly larger than the coefficients for the expected housing price and the consumer price equation. In case of divergence from the long-term equilibrium relationship, the state of equilibrium will be restored through changes in the interest rate. Fourth, housing-price volatility was found to be causal to expected housing price, and was shown to be bi-directionally causal to industrial production. Conclusions - Based on the finding of this study, it is required to relieve the association between current housing price distribution and expected housing price by using property taxes and the loan-to-value policy to stabilize the housing market. Further, the relationship between housing price distribution and expected housing price can be examined and tested using a sophisticated methodology and policy variables.

  • This study was designed to examine the effects of housing values on housing satisfaction model. The empirical model of this study was based on the Goulart(1982). Data were collected through questionnaire survey, and the sample consisted of 285 households in Kimhae. Housing values were grouped into four clusters : the health and convenience value, the personal and social value, the location value, and the economic value. The major findings were that 1) the concordance between values and the actual housing conditions contributes significantly to the prediction of housing astisfaction, and 2) the control variables including sociodemographic and economic characteristics and housing values themselves did not directly influence on housing satisfaction.

  • This study identifies intention to move, reasons for moving and housing preferences of US residents 55 and older living in non-subsidized and market-rate multifamily housing in the United States. Data were collected using an on-line survey; mixed methods were used for data analysis (N=431). Results show that more than half of the respondents intend to move. Senior residents who were younger than average age of the respondents, not married, renters, had no elevator, and reported lower residential satisfaction with their housing unit, multifamily housing community and local area were more likely to intend to move. Seven reasons for considering moving were found: finance, health, lifecycle stage, housing unit, multifamily housing community, other. When asked about their future housing, more than 80% desired independent living rather than assisted living facilities or nursing homes, 40% wanted to live in multifamily housing, and 51% hoped to own their housing rather than renting. The findings offer meaningful information to the multifamily housing industry in the United States and in countries where the population is aging and where multifamily housing is the predominant housing type.

In October 2013, a series of interviews were performed to five housing welfare professionals in local governments, public enterprises and private organizations in order to explore field cases. Additionally, administrative works related to housing welfare were explored based on information from local government websites. It was found that roles and responsibilities of housing welfare professionals included a wide range of works such as provisions and management of public rental housing, housing counseling, investment and analysis of residential environment, exploring resources, education, and improvement of poor-condition housing and urban environment. In order for more efficient and effective provisions of housing welfare services, it was suggested to improve housing welfare service delivery systems and to make clear definition of job ranges, and knowledges and experiences required to be housing welfare professionals.

And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.

  • When people encounter a new cultural housing setting, their housing attitudes are more changeable and complicated than when they enter a new housing environment in the same culture. The purpose of this study was to identify cultural impacts on housing attitudes, and to find the new design concepts based on the Koreans living experience in American apartments. Data were collected by the questionnaires of 125 Koreans who live in apartment houses in Pittsburgh. According to Korean common housing attitudes and transition by the time variable, the period of residence in the US, this research found that Korean residents' housing attitudes consist of unchanged cultural factors that have been the basic design concepts of Korean style apartments, changeable mixed factors that can be used to diversify Korean apartments, and changed desired factors that will be applied to new design concepts. Also, this research showed different housing attitudes by marital status and rent. This information may be helpful to Korean housing experts who have tried to improve apartments, and it is possible that American professionals can provide more suitable housing to fit minorities' unique living patterns in America.
