Qualifying quantities (upper tier (UT) and lower tier (LT)) are designated for the regulation of toxic substances. In this study, we aimed to establish systematic criteria for the qualifying quantities by comparing the South of Korea chemical control act with the European Seveso III Directive (Seveso III). In Seveso III, qualifying quantities are defined as "hazard categories" applying GHS (Globally Harmonized System of Classification and Labelling of Chemicals), and LTR (lower-tier requirements) and UTR (upper-tier requirements) are determined. The Pro HC (proposed hazard categories) were relevant to the GHS classification of toxic substances and were compared with the currently regulated qualifying quantities. Furthermore, we estimated the Pro LTR (proposed lower-tier requirements) and Pro UTR (proposed upper-tier requirements) corresponding to each Pro HC. Consequently, it was supposed that LT and UT were selected based on GHS like those of Seveso III. Therefore, designation criteria for qualifying quantities should be established by setting the Pro HC such as in Seveso III, rather than designating the qualifying quantities of toxic substances by itself individually. In addition, qualifying quantities should not be delegated to GHS classifications (H302, H341, H411) that do not meet the criteria for the designation of toxic substances, and the corresponding substances should be excluded from classification as toxic substances. This study provides insights into the selection of hazard categories and criteria for qualifying quantities of toxic substances.
Objectives: According to the new Chemical Control Act from the Korean Ministry of Environment (2014-259), workers handling hazardous chemicals should wear personal protective equipment (PPE). However the act simply states in basic phrases that every worker handling one or more of the 69 listed chemicals should wear PPE and does not consider the unique hazard characteristics of chemicals and work types. The main purpose of this study is to provide basic data to revise the act to suit particular work processes and situations. Methods: The hazard rank of the substances was classified based on hazardous characteristics such as LC50 and vapor pressure using matrix analysis. The workplace exposure risk of the substances was also determined through a matrix analysis based on the previously determined hazard ranks and the demands of manual handling together with the likelihood of accident frequency of the operation combined with the exposure of workers during spill accidents. Results: To meet the demands for developing subsequent guidelines for the risk-based application of PPE in hazardous workplaces, this study sorted the 69 listed chemicals into five hazardous categories based on their LC50 and vapor pressures, and also assigned exposure categories according to exposure vulnerability for various types of work which are frequently performed throughout the life cycle of the chemicals. Conclusion: In the next study, an exposure risk matrix will be produced using the hazard rank of chemicals and workplace exposure risk, and then PPE will be selected to suit the categories of the exposure risk matrix.

Technical countermeasures against debris flow should be established upon the risk level of the target location. Risk of debris flow should consider the hazard imposed by debris flow and vulnerability of the facilities to debris flow. In this research, we have defined the target location for risk evaluation and suggested scoring method of hazard of debris flow and vulnerability of road to debris flow. By defining risk rank into 6 categories in terms of possibility of damage during rainfall and using the risk scores of 46 debris flow cases, we have suggested risk ranking matrix. The method can be used in ranking the drainage basin adjacent to road by simply determining the hazard with vulnerability score and can be used for planning the debris flow countermeasures.
Objectives: The AHERA method by the US EPA, ASTM E2356-04, and HSG264 by the UK HSE, all of which are hazard/risk assessment methods for asbestos-containing building materials, were reviewed and compared based on 231 homogeneous areas. In addition, the current Act on Asbestos Safety Management (enforcement: April 29, 2012) was reviewed and analyzed. This trial provided fundamental data for improving the current asbestos hazard/risk assessment method. Methods: For the hazard/risk assessment of 77 asbestos-containing public buildings including schools, 231 homogeneous areas were selected, each of which was assessed using AHERA, ASTM E2356-04, and HSG264. Results: The matching rate of the hazard/risk assessment stood at 20.4 percent between AHERA and ASTM, at 71.4 percent between AHERA and HSG264 and at 17.8 percent between ASTM and HSG264. The AHERA method includes a seven-category rating scale. There were three categories, two of which have three subcategories. ASTM provides two decision-making charts consisting of ten rating scales for current condition estimation and for potential for disturbance estimation. In addition, the HSG264 method has a total of 20 scores with four items, and then provides four grades. This HSG264 method cannot clearly separate current condition and potential for disturbance. Conclusions: In the Korean Act on Asbestos Safety Management, the hazard/risk assessment method for asbestos-containing building materials should consider balance between current condition estimation and the potential for disturbance estimation.
Objectives: This study was designed to investigate the current status of the association of job-related information such as employment status, workplace environment, and hazard material exposures with health examination outcomes. Methods: The study used data from KNHANES 2007-2009 representing the three years of 2007-2009, which was conducted annually using a rolling sampling design that involved a complex, stratified, multistage, probability-cluster survey of a representative sample of the non-institutionalized civilian population in Korea. The final analytical sample consisted of 17,240 participants. Information on age, education, smoking history and alcohol intake was collected during the health interview. Job related information consisted of employment status, workplace environment, and hazardous material exposure. The selected indices of health examination were blood pressure, fasting glucose, blood cholesterol, HDL, SGOT, SGPT, and BUN. Results: In multiple logistic regression analysis using hypertension and pre-hypertension as dependent variables and job related categories as independent variables after covariate adjustments, the odds of hypertension and pre-hypertension were significantly lower in those with responsibility and power in their job activities. Interestingly, low odds for hypertension were observed among those who reported that their jobs were fast-paced. Conclusions: This study confirmed that some job-related categories in employment status, workplace environment, and hazardous material exposure had an association with health outcome status. It is worthwhile to comment that high responsibility and power in job activities were revealed as one of the important favorable factors to improve health condition of workers.
A computer-assisted microbiological quality assurance program was developed based on HACCP data obtained from a 500 bed general hospital by assessing time and temperature conditions and microbiological qualities of six categories of menu items according to the process of food product flow. The purpose of the study was to develop a computer-assisted microbiological quality assurance program in order to simplify the assessment procedures and to provide a maximum assurance to foodservice personnel and the public. A 16-Bit personnel computer compatible with IBM-PC/AT was used. The data base files and processing programs were created using dBASE III plus packages. The contents of the computerized system are summarized as knows: 1. When the input program for hazard analysis runs, a series of questions are asked to determine hazards and assess their severity and risks. Critical control points and monitoring methods for CCPs are identified and saved in Master file. 2. Output and search programs for hazard analysis are composed of 6 categories of recipe data file list, code identification list, and HACCP identification of the specific menu item. 3. When the user selects a specific category of recipe from 6 categories presented on the screen and runs data file list, a series of menu item list, CCP list, monitoring methods list are generated. When the code search program runs, menu names, ingredients, amounts and a series of codes are generated. 4. When the user types in a menu item and an identification code, critical control points and monitoring methods are generated for each menu item.
Objectives: According to the Act on Registration, Evaluation, Etc. of Chemicals, new and existing chemicals must be registered by 2030. In addition, industries need to submit hazard data as an attachment during the registration process. Therefore, we constructed a nationwide chemical database to support small industry by providing hazard data and original sources. During the process, we developed a new standard procedure for minimizing errors and increasing reliability. Methods: We analyzed the categories of errors and the cause of the errors through the verification results of the 2019 project. We present an improved database construction methodology and system. Results: Errors are categorized according to their causative factors into simple, technical, and structural type errors. Simple errors arise simply because of decreased concentration or negligence in following the instructions. Technical errors are caused by a discrepancy between the professional field and the type of data. Structural errors indicate systemic errors such as incomplete forms on the excel database or ambiguity in the guidelines. Lessons from the errors collected in the 2019 project are used to update the procedures for database authorization and technical guidelines. The main update points are as follows; 'supplementation of review process', 'giving regular training to external reviewers', 'giving additional information to authors, like physico-chemical properties of substances, degradability, etc.', 'amendment of excel form', and 'guideline upgrades'. Conclusions: We conducted this study with the aim of improving the accuracy and reliability of the database of hazard information for chemical substances. The new procedures and guidelines are now being used in the 2020 project for construction of a hazard information database for Korea.

Due to the complexity of the causes of the sliding mass instabilities, landslide susceptibility and hazard evaluation are difficult, but they can be more carefully considered and regionally evaluated by using new programming technologies to minimize the hazard. This study aims to evaluate the landslide hazard zonation in the Tabriz region, Iran. A fuzzy logic-based multi-criteria decision-making method was proposed for susceptibility analysis and preparing the hazard zonation maps implemented in MATLAB programming language and Geographic Information System (GIS) environment. In this study, five main factors have been identified as triggering including climate (i.e., precipitation, temperature), geomorphology (i.e., slope gradient, slope aspect, land cover), tectonic and seismic parameters (i.e., tectonic lineament congestion, distribution of earthquakes, the unsafe radius of main faults, seismicity), geological and hydrological conditions (i.e., drainage patterns, hydraulic gradient, groundwater table depth, weathered geo-materials), and human activities (i.e., distance to roads, distance to the municipal areas) in the study area. The results of analyses are presented as a landslide hazard map which is classified into 5 different sensitive categories (i.e., insignificant to very high potential). Then, landslide susceptibility maps were prepared for the Tabriz region, which is categorized in a high-sensitive area located in the northern parts of the area. Based on these maps, the Bozgoosh-Sahand mountainous belt, Misho-Miro Mountains and western highlands of Jolfa have been delineated as risk-able zones.
The landslide risk assessment process consists of hazard risk assessment and vulnerability analysis. landslide hazard risk is location dependent. Therefore, maps and spatial technologies such as GIS are very important components of the risk assessment process. This paper discusses the advantages of using GIS technology in the risk assessment process and illustrates the benefits through case studies of live projects undertaken. The goal of this study is to generate a map of landslide vulnerability map by analysis of static natural factors with GIS. A simple and efficient algorithm is proposed to generate a landslide potentialities map from DEM and existing maps. The categories of controlling factors for landslides, aspect of slope, soil, vegetation are defined. The weight values for landslide potentialities are calculated from AHP method. Slope and slope-direction are extracted from DEM, and soil informations are extracted from digital soil map. Also, vegetation informations are extracted from digital vegetation map. Finally, as overlaying, landslide potentialities map is made out, and it is verified with landslide place.
