  • The society increased interest because the scale and size of disaster is getting gradually large. However, urban hazard mitigation management of existing system had many problems about prompt hazard mitigation (prevention, provision, confrontation, restoration) in the event of disaster. For these reasons, this paper presents ubiquitous urban hazard mitigation management system of new ideas which are fusion ubiquitous technology and urban hazard mitigation management system to solve the existing system problems.

Design and Implementation of Community-based Hazard Mapping Support System Based on Mobile Cloud in Traditional Towns with Local Heritage

  • This paper describes the design and trial development of a system that supports continuous hazard mapping by local residents in their daily life. We performed an interview survey to design our system in a model traditional town in Saga Prefecture, Japan. The results show that despite continued efforts, many practical problems remain and residents feel unsafe. Considering these results, we designed and developed a unique information and communication technology-based support system that contributes to community-based disaster prevention and reduction. The continuous resident participation and posting design are the core concept for our community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information (disaster types, risk level, photographs, comments, positional information) about locations that could be dangerous in a disaster. In addition, our system enables information sharing through a Web server. We expect that this information sharing will allow local hazard information for each district to be used.

  • In a fire hazard analysis (FHA) for nuclear power plant, various electrical circuit analyses are performed in the parts of fire loading analysis, fire modeling analysis, separation criteria analysis, associated circuit analysis, and multiple spurious operation analysis. Thus, electrical circuit analyses are very important areas so that reliability of the analysis results should be assured. This study is to establish essential electrical elements for each analysis for verification of the reliability of the electrical circuit analyses in the fire hazard analysis for nuclear power plants. Applying the results derived by the study to domestic nuclear power plants, it is expected to determine the adequacy of the fire hazard analysis report and contribute to the reliability of the fire hazard analysis of those plants.

  • This paper is intended to compare between the Bayesian estimates of hazard rate and the hazard rates of mixed distributions. In estimating hazard rates, especially when the MLE method is used, such difficulties as a lack of data and the existence of censored data make it difficult to estimate the rates. For this reason, the estimates of hazard rate based on the Bayesian approach are introduced. For the simplicity, the exponential and gamma distributions are adopted as a sampling distribution and its natural conjugate prior distribution, respectively.

Pre-resilience Group Activities Against a Forthcoming Big Flood Disaster in Tokyo Below-Sea-Level Area

  • In April 2010, Japan Cabinet Office has published the first countermeasure report for severe flood disasters. This report showed various flood-disaster scenarios and factors that widened damages. One of important suggestions was to transmit precious information for long-distance evacuation. So far, local municipalities have made Flood Hazard Map to inform resident risk and evacuation. In this paper, cognition and effectiveness of a flood hazard map in the down ARAKAWA river Tokyo were measured by social questionnaire survey. In conclusion, there were 3 factors to effect validity of a flood hazard map. There were (1) commitment to their neighborhood organization, (2) experience of Kathleen typhoon in 1947 and (3) level of using targeted river. As results, a logical diagram about a flood hazard map perception was drawn and discussed from a view of community-based approach.

  • The fire department has one of the most important role as public resources of response to disasters in the aspect of supply and the adequate distribution of resources of response is essential, but the distribution of the response capability to disaster of fire department does not reflect the regional hazard vulnerability and hazard risks. Researchers performed database process with simple mapping based on the regional fire disaster response capability and the regional hazard vulnerability and hazard risks. The cities and towns are divided to four types each, total eight types and relative threat ratios are extracted from every type. The fire disaster response capability was extracted from number of firemen and fire vehicles in defined region. The distribution of the fire disaster response capability was inadequate and not matching to relative threat especially in small cities and some types of towns. The regional relative threat and resources should be analyzed by more delicate mapping and software development in the future.

  • The definition and concept of disasters and their preparedness have been changing according to the modern situation. The basic change is that the concept of absolute standard and prevention of hardware damage in the past have been changing to the concept of relative standard and mitigation of direct damage to human. For achieving the purpose, advanced countries developed and used their own analysis method of hazard and vulnerability for disaster ; ASHE hazard and vulnerability evaluation method, hazard matrix method by CDC, FEMA model method and SMUG hazard priority method. Because each analysis method cannot evaluate the hazard and vulnerability for specific disaster, the advantages and disadvantages should be applied for specific situation of disaster in Korea and new analysis method should be extracted in the future.

  • LHR(Landfill Site Hazard Ranking Model) was developed for ranking the relative hazard of landfill sites by using the method of value-structured approach. LHR consists of combining a multiattribute decision-making method with a Qualitative risk assessment approach. A pairwise com parisian method was applied to determine weights of landfill site factors related. To determine the hazard of landfill site, hydrogeological factors, waste characteristics factors and receptors factors were evaluated by LHR. LHR can help decision-makers prioritization of remediation of landfill sites through the relatively convenient and concise evaluation method of landfill site features related. LHR focuses mainly on pathways of groundwater and surfacewater for evaluating landfill hazard to receptors including humans. To validiate the applicability of LHR, Nanjido Landfill site, Metropolitan Landfill site, and Hwasung Landfill site were evaluated.

CURRENT STATUS AND IMPORTANT ISSUES ON SEISMIC HAZARD EVALUATION METHODOLOGY IN JAPAN

  • The outlines of seismic PSA implementation standards and seismic hazard evaluation procedure were shown. An overview of the cause investigation of seismic motion amplification on the Niigata-ken Chuetsu-oki (NCO) earthquake was also shown. Then, the contents for improving the seismic hazard evaluation methodology based on the lessons learned from the NCO earthquake were described. (1) It is very important to recognize the effectiveness of a fault model on the detail seismic hazard evaluation for the near seismic source through the cause investigation of the NCO earthquake. (2) In order to perform and proceed with a seismic hazard evaluation, the Japan Nuclear Energy Safety Organization has proposed the framework of the open deliberation rule regarding the treatment of uncertainty which was made so as to be able to utilize a logic tree. (3) The b-value evaluation on the "Stress concentrating zone," which is a high seismic activity around the NCO hypocenter area, should be modified based on the Gutenberg-Richter equation.
