Ecological Characteristics and Changes in Plant Community Structure in Mt. Cheongryang, Incheon (인천시 청량산의 생태적 특성과 식생구조의 변화)

  • In the present study, the characteristics and changes in the vegetation of Mt. Cheongryang, Inchon, were examined to identify and determine appropriate ways to restore the health of the urban forest and to preserve its vegetation. The vegetation of the community of Quercus mongolica (Mongolian oak) on Mt. Cheongryang appeared to decrease in response to the control of the wilt disease of oak trees. The communities of Sorbus alnifolia (Korean mountain ash) and Styrax japonicus (Snowbell tree) have increased. Pinus rigida (Pitch Pine) had its overall territory decrease, but the current state of the Pinus rigida (Pitch Pine) was estimated to be stable due to its dominance as a tree layer species. In regards to Robinia pseudoacacia (Black Locust), the urbanized species of Sorbus alnifolia (Korean mountain ash), and Styrax japonicus (Snowbell tree), their areas have increased with the appearance of Magnolia obovate (Whiteleaf Japanese Magnolia). The biodiversity of Mt. Cheongryang has decreased by simplifying species in the tree layer and understory species thereof, and the initial success of species in marginal areas has increased. The absence of potential succession was attributed to the termination of ecological succession; thereby, the current vegetation structure was concluded to be remaining as it is for the time being. Soil texture in the mountain primarily consisted of sandy loam or loamy sand; the pH of the soil was in the range 4.26-4.86, rendering a mean pH of 4.59. The content of organic matter (O.M.) appeared having a distributing range of 2.18-9.60%, rendering a mean value of 4.33%. To promote species diversity, several methods are suggested, such as prevention of soil acidification, selecting nationally-grown trees from moist soil or valleys for afforestation, preventing species appearing due to urbanization or excessive growth, protecting the understory vegetation and species with hygropreference, and managing the forest to maintain a multi-layered vegetation structure.

Optimal Management of Mackerel in Korea: A Maximum Entropy Approach (최대 엔트로피 기법을 이용한 한국 연근해 고등어 최적 관리에 관한 연구)

  • Mackerel is one of the most widely consumed aquatic products in Korea. Concerns about the depletion of stocks have also arisen as the catch has decreased. The primary purpose of this study is to estimate the mackerel stock and derive the optimal level of catch in Korea. We apply a generalized maximum entropy econometric method to estimate the mackerel growth function, which does not require the steady state assumption. We incorporate a bootstrapping approach to derive the significance levels of parameter estimates. We found that the average ratio of catch to the estimated total stock was less than 30% before the 1990s but exceeded 40% in the 1990s. After 2000, it dropped back to about 36%. This finding indicates that mackerel may have been over-fished in the 1990s, but the government regulations introduced in the 2000s alleviated over-fishing problems. Nevertheless, our dynamic optimization analysis suggests that the total allowable catch may need to be carefully controlled to achieve socially optimal management of resources.

Analysis of the Characteristics and High Concentrations of Carbon Dioxide Measured at the Gosan Site in Jeju, Korea in 2007 (2007년 제주 고산의 이산화탄소 농도 현황 및 고농도 사례 분석)

  • In order to identify the current state of the $CO_2$ concentrations at the Gosan site in Jeju, the data from the Gosan station was compared with the ones from domestic and foreign sites registered in the World Data Centre for Greenhouse Gases(WDCGG). As a result, the $CO_2$ concentrations in the Asian region including Gosan site were higher than in the other continents, which can be explained that the $CO_2$ emissions in the Asian region have been rapidly increasing due to the recent economic growth. In comparison with ther Asian-Pacific sites (i.e., Ryori, Waliguan, and Mauna Loa), Gosan site showed the highest $CO_2$ concentrations because this site can be easily affected by China emissions. With the trajectory analysis and the ratios of air pollutants, we found that the high concentrations of Gosan site in January were mainly caused by the long-range transport from China, while in August the high concentration in the night time by the stagnation and the active plant respiration. Also, in May and November it occurred as the polluted air from China was transported with migratory cyclone.

Fossil Scaphopods from the Hagjeon Formation and the Duho Formation, the Cenozoic Pohang Basin, Korea (신생대 제3기 포항분지의 학전층과 두호층에서 산출된 굴족류 화석)

  • A total of 126 fossil scaphopods (121 specimens from the Hagjeon Formation and 5 specimens from the Duho Formation) were found from the Cenozoic strata, Hagjeon and Duho Formations, Pohang Basin, Korea. Five species belonging two genera (Fissidentalium yokoyamai, F. sp. A, B, and Rhabdus sp. A, B) were classified: the most dominant species is Fissidentalium yokoyamai. The species of Fissidentalium yokoyamai is characterized by curved shell (accuration=3.90%) and very closely spaced longitudinal ribs on shell surfaces, while the species of Rhabdus is a nearly straight shell characterized by concentric growth lines without longitudinal ribs. Identification of two genera is somewhat easy due to such morphological differences but classification at generic level is hard because diagnostic features (e.g., cross section and apical structure) are lost in the most specimens. Consequently, except for Fissidentalium yokoyamai, the rest were classified temporarily as F. sp. A, B, and Rhabdus sp. A, B. Two types of preservation state were recognized: one is three-dimensionally preserved specimen (3D specimen) and the other is compressed specimen. Internal parts of the 3D specimen is filled with clastic sediments identical to the surrounding sediments of the shells, which is not observed in the compressed specimens. It is, thus, concluded that the 3D fossils were originally empty but internal cavity were immediately filled with the sediments, which may have protect from the compaction due to pressure during deposition of the gravelly to coarse sandstone of the Hagjeon Formation.

H-NS binding on dicA promoter DNA inhibits dicA gene expression (dicA promoter DNA에 붙는 H-NS 단백질에 의한 dicA 유전자의 발현 조절)

  • H-NS binds to promoter DNA and works as a general transcription silencer. DicA protein, by binding to the promoter DNA of dicA, activates dicA expression and at the same time inhibits expression of dicF and dicB, thus, exerting cell division control in Escherichia coli. H-NS complexed with a nucleoid protein Cnu was known to be involved in dicA expression. However, the exact nature of H-NS binding to dicA promoter DNA and the consequences of H-NS binding in expression of dicA is not clear. In this study, we explored the DNA binding activity of H-NS on the promoter DNA of dicA and found that H-NS binding occurs exclusively to the dicA promoter DNA. We never observed, however, H-NS binding at the vicinity of the dicA promoter. Temperature dependent oligomerization of H-NS was observed during DNA binding and the Cnu protein enhances the oligomerization process of H-NS binding. In vivo measurement of dicA expression in an hns deleted strain showed that dicA expression increased. These results demonstrated that H-NS binds specifically to dicA promoter DNA and functions as a transcription silencer.

The Distribution of Responsibility and Authority upon Public Record Appraisal : Focused on 'Citizen Participation Appraisal' (공공기록 평가의 책임과 권한의 분배 '시민참여 평가'를 중심으로)

  • Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.

E-Governance Practices in Developing Countries. Its Benefits and Challenges. -The Case of Pakistan- (개발도상국의 전자정부 시행에 따른 장점과 문제 -파키스탄 중심으로-)

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

Genome-wide identification and analysis of long noncoding RNAs in longissimus muscle tissue from Kazakh cattle and Xinjiang brown cattle

  • Objective: In recent years, long noncoding RNAs (lncRNAs) have been identified in many species, and some of them have been shown to play important roles in muscle development and myogenesis. However, the differences in lncRNAs between Kazakh cattle and Xinjiang brown cattle remain undefined; therefore, we aimed to confirm whether lncRNAs are differentially expressed in the longissimus dorsi between these two types of cattle and whether differentially expressed lncRNAs regulate muscle differentiation. Methods: We used RNA-seq technology to identify lncRNAs in longissimus muscles from these cattle. The expression of lncRNAs were analyzed using StringTie (1.3.1) in terms of the fragments per kilobase of transcript per million mapped reads values of the encoding genes. The differential expression of the transcripts in the two samples were analyzed using the DESeq R software package. The resulting false discovery rate was controlled by the Benjamini and Hochberg's approach. KOBAS software was utilized to measure the expression of different genes in Kyoto encyclopedia of genes and genomes pathways. We randomly selected eight lncRNA genes and validated them by quantitative reverse transcription polymerase chain reaction (RT-qPCR). Results: We found that 182 lncRNA transcripts, including 102 upregulated and 80 downregulated transcripts, were differentially expressed between Kazakh cattle and Xinjiang brown cattle. The results of RT-qPCR were consistent with the sequencing results. Enrichment analysis and functional annotation of the target genes revealed that the differentially expressed lncRNAs were associated with the mitogen-activated protein kinase, Ras, and phosphatidylinositol 3-kinase (PI3k)/Akt signaling pathways. We also constructed a lncRNA/mRNA coexpression network for the PI3k/Akt signaling pathway. Conclusion: Our study provides insights into cattle muscle-associated lncRNAs and will contribute to a more thorough understanding of the molecular mechanism underlying muscle growth and development in cattle.

An Analysis of Dwelling Environment of Public Retirement(Silver) Housing Based on Post Occupancy Evaluation (거주 후 평가(P.O.E)에 의한 공공실버주택의 거주환경 분석)

  • Due to the rapid demographic and structural changes, Korea has faced a variety of social issues and quickly entered the aged society since the 2000s. In order deal with this reality, diverse types of welfare policies are emerging in the society as a whole. The government began to supply domestic public silver housing in 2016 to provide against the quickly growing aged society and now, the government is planning to supply approximately 50,000 housing by 2022 for quantitative growth of aged society, by selecting 1st and 2nd designated areas for the project additionally. This public retirement(silver) housing combines 'space' with 'service'. The lower floors are a public silver welfare Facilities and the upper floors are a housing spaces. This type of housing is to deal with requirements of rental housing residents by combining physical space with supporting service. Based on barrier-free design, the complex and unit house have safety handles and alarm bells in the bathroom, undulating washstands, bathroom sliding doors, corridor safety handles, and emergency safety exit lamps in each housing unit so the aged and the disabled can use easily and conveniently. Also, hand rails are installed and stepped pulleys are removed to promote convenience. Currently, the government is planning to increase the supply, focusing on low-income groups, such as beneficiaries of national basic livelihood and the working poor. Recognizing that the public retirement(silver) housing project is at its early stage, this study examined satisfaction, based on evaluations of real residents. This study aimed to obtain more empirical research data and apply them to public retirement(silver) house space analysis. For analysis, this study targeted Wirye public retirement(silver) housing and Magnolia public retirement(silver) housing that are in operation, and literature review, previous research review, and field survey were conducted to examine the present state. Using the questionnaires consisting of four large classification items; Block Layout, Housing Unit, Welfare Facilities, and Barrier-free Design, and sub-details, a survey was conducted to analyze residents' satisfaction. In conclusion, it is anticipated that this study would serve as basic research data about public retirement(silver) housing to increase continuously in future by analyzing public retirement(silver) housing spaces, on the basis of the analyzed data.

The Leadership Core-Value of the Muaesabang(無碍四方, Intercommunication) (무애사방(無碍四方)의 리더십 핵심가치)

  • In this paper, I found the leadership core-value of the Sunbai(선배) a man of refined taste. I studied twelve Sunbai considered as a man of refined taste in this research. I focused on the aspect showing common worth among their various abilities and cultural contributions, a point of view of classifying them into one form called Sunbai a man of refined taste. As the core value is the basis of supporting the individual identity, so the leadership core-value is the source and philosophical base of displaying the leadership. Our Sunbai combining character and knowledge show common structure in their personal growth and showing the leadership. It is that they embodied the stage of cultivating themselves(修身, Self), considering the relation with others(齊家, Relation), leading the organization(治國, Team), and making efforts for and having influence on the community(平天下, Community) throughout their own life. I examined how to display the leadership in the four fields on a case by case basis and then constructed the leadership model of the Sunbai a man of refined taste by synthesizing them. As a result, I considered their leadership core-value as the intercommunication and named it 'Leadership of Muaesabang(無碍四方)'. Also, I confirmed that it is still very valuable in these days of aiming at the open society and the harmony of the diverse civilization.
