To respond to rapidly changing water circumstances such as climate change, drought, etc., the korean government (MOE) established four advanced strategies for integrated groundwater management. The first strategy is watershed-based management of groundwater. The second strategy is total quantity management of groundwater including improvement of groundwater preservation area policy and procedure of investigation for groundwater influence area, additional construction of groundwater dam, installation of large-scale public wells, extention of spilled groundwater use. The third strategy is prevention of groundwater contamination including expansion of monitoring wells, introducing declaration of groundwater contamination. The last strategy is advancement of groundwater information management including integrated management of data, setting up a big-data based open platform. The above-mentioned four strategies will be reflected in the 4th National Groundwater Management Plan to secure implementation power, and it is expected to laid the foundation for advanced and rational groundwater management system.
This paper aims to develop a new paradigm for groundwater management which is compatible with integrated water management policies in Korea. Three key roles of groundwater are defined for addressing water cycle distortion, high water stress, water quality degradation, aquatic ecosystems deterioration, and water-related hazards. Firstly, groundwater plays an important role in contributing soundness of water cycle as a component of water cycle. Secondly, it is a local water resource to ensure water supply sustainability. Thirdly, groundwater is an essential water resource for drought and emergencies. In order to support the groundwater roles, we propose a paradigm shift for groundwater management and policy directions towards integrated water management. The new paradigm consists of managements for sound water cycle on a watershed scale and groundwater environment(quantity, quality, and groundwater dependent ecosystems) managements for both human and nature. A prospective management also constitutes the new paradigm. In addition, this paper proposes four policy directions in groundwater management. The policies emphasize the integrated management of groundwater and surface water, management of groundwater environment(quantity, quality, and groundwater dependent ecosystems), management of groundwater uses for water sustainability and security, and enhancement of groundwater publicity.
In order to classify the groundwater recharge characteristics in an urban area, a time series analysis of groundwater level data was performed. For this study, the daily groundwater level data from 35 monitoring wells were collected for 3 years (Fig. 1). The use of the cross-correlation function (CCF), one of the time series analysis, showed both the close relationship between rainfall and groundwater level change and the lag time (delay time) of groundwater level fluctuation after a rainfall event. Based on the result of CCF, monitored wells were classified into two major groups. Group I wells (n=10) showed a fast response of groundwater level change to rainfall event, with a delay time of maximum correlation between rainfall and groundwater level near 1 to 7 days. On the other hand, the delay time of 17-68 days was observed from Group II wells (n=25) (Fig. 1). The fast response in Group I wells is possibly caused by the change of hydraulic pressure of bedrock aquifer due to the rainfall recharge, rather than the direct response to rainfall recharge.
In Korea, groundwater quality is monitored through National Groundwater Quality Monitoring Network (NGQMN) administered by Ministry of Environment. For a given contaminant, compliance to groundwater quality standards is assessed on a annual basis by monitoring the number of incidents that concentration exceeds the regulatory limit. However, this approach provides only a fractional information about groundwater quality degradation, and more crucial information such as location and severity of the contamination cannot be obtained. For better groundwater quality management on a watershed, a more spatially informative and intuitive method is required. This study presents two statistical methods to convert point-wise monitoring data into information on groundwater quality status of a watershed by using a proposed grading scale. The proposed grading system is based on readily available reference standards that classify the water quality into 4 grades. The methods were evaluated with NO3-, Cl-, and total coliform data in Geum River basin. The analyses revealed that groundwater in most watersheds of Geum River basin is good for domestic or/and drinking with no treatment. But, there was notable quality degradation in Bunam seawall and So-oak downstream standard watersheds contaminated by NO3- and Cl-, respectively.
In order to efficiently manage groundwater resources, it is necessary to establish clear definition about the rights to use groundwater because it directly governs the interests of various stakeholders, from users to policy makers. In this paper, we examined the characteristics of Korea's rights to use groundwater through legal precedents, public recognition, laws, and institutional stipulaton. Inclarity about the scope and definition of the right, and the absence of legal basis ruling the exclusion and duration of groundwater use have entailed numerous cases of legal disputes between the parties with incompetible interests. In the perception survey, various responses were obtained from the surveyee regarding the scope of rights perceived by groundwater users, how to respond to groundwater shortages, and opinions about expanding public uses of groundwater. In Korea, the legal authority to use groundwater is governed by different laws while considering groundwater as both private and public property. In foreign countires, the right to use water is separated from property ownership, and it limits the volume and pumping rate of groundwater during a specified period. In order to better manage groundwater resources, it is necessary to come up with a public consensus on the right to use groundwater by considering the opinions of various stakeholders and accomodating them in adminstrative effort in directing groundwater management.
This study investigated the hydrogeochemical and microbiological characteristics of freshwater on Ulleung Island, a volcanic island in the Ulleung Basin on the East Coast of Korea. The shallow groundwater (CSW, NRGW) and the surface water (SISW) samples are classified as Na-HCO3 type, reflecting an alkaline rock type and an oxidizing environment due to the influence of a highly permeable pyroclastic rock layer. In contrast, the deep groundwater sample (DMW) is classified as Ca-HCO3 type, suggesting the influence of deep-sourced carbon dioxide and reducing conditions. Microbial communities in the water samples are generally dominated by Proteobacteria, with the relative abundance of major genera varying depending on water quality and environmental conditions. Network analysis reveals the ecological characteristics of microbial communities adapted to specific environments. The presence of pathogenic genera in the shallow groundwater suggests potential groundwater contamination, necessitating appropriate management to ensure its use as drinking water or domestic water. The findings of this study provide valuable insights into the ecological characteristics of Ulleung Island's groundwater resources and can inform future groundwater management strategies.
In late of the 1980's, dramatic increase in water use caused over-exploitation of groundwater and deterioration of water quality in urban areas. To monitor quantity of groundwater resources and their qualities, local groundwater monitoring networks were established. Groundwater resources in urban areas are affected by various human activities including underground building construction (subway), pumping for water use, and pavements. Detailed analysis of the monitored groundwater data would provide some good implications for optimal and efficient management for groundwater resources in the urban area.
Recently, numerous earthquakes have caused significant casualties and property damage worldwide, including major events in 2023 (Türkiye, M7.8; Morocco, M6.8) and 2024 (Noto Peninsula, Japan, M7.6; Taiwan, M7.4). In South Korea, the frequency of detectable and noticeable earthquakes has been gradually increasing since the M5.8 Gyeongju Earthquake. Notable recent events include those in Jeju (M4.9), Goesan (M4.1), the East Sea (M4.5), and Gyeongju (M4.0) since 2020. This study, for the first time in South Korea, monitored groundwater levels and temperatures at a 1Hz frequency to observe the responses in groundwater to moderate and small earthquakes primarily occurring within the country. Between April 23, 2023, and May 22, 2023, 17 earthquakes were reported in the East Sea region with magnitudes ranging from M2.0 to M4.5. Analysis of groundwater level responses at the Gangneung observation station revealed fluctuations associated with five of these events. The 1Hz observation data clearly showed groundwater level changes even for small earthquakes, indicating that groundwater is highly sensitive to the frequent small earthquakes recently occurring in South Korea. The analysis confirmed that the maximum amplitude of groundwater level changes due to earthquakes is proportional to the earthquake's magnitude and the distance from the epicenter. These findings highlight the importance of precise 1Hz-level observations in earthquake-groundwater research. This study provides foundational data for earthquake monitoring and prediction and emphasizes the need for ongoing research into monitoring the changes in groundwater parameters (such as aquifer characteristics, quantity/quality, and contaminant migration) induced by various magnitudes of earthquakes that may occur within the country in the future.
