To predict the settlement rate of a ground area that incorporates vertical drains, it is desirable to conduct various kinds of advanced field and laboratory tests for hydraulic properties. However, it is urgently needed to appropriately evaluate the hydraulic properties using the results of conventional soil tests which are extensively used for local practice. To achieve this purpose, a number of CPT dissipation test, laboratory permeability and consolidation tests were performed at five sites in the floodplain of the Nakdong River delta, and the test data were comprehensively analyzed. As a result, it is found that the coefficients of horizontal consolidation ($C_{h,NC}$) and permeability ($k_{h,OC}$) of the clay agreed well with those of the CPT-based methods proposed by Baligh and Levadoux (1986). The values of $C_{h,NC}$ and $k_{h,OC}$ were in the range of $0.4{\sim}3.0\;cm^2/sec$ and $0.40{\sim}2.50\;cm^2/sec$, each of which slightly increases or decreases with depth, respectively. It was also inferred that these trends seem to reflect the depositional environments of the clay.
Recently a concept of pile-tip enlarged PHC pile (Ext-PHC pile), for use in the auger-drilled construction method, has been developed and is being implemented in practice. A series of field axial load tests on both PHC and Ext-PHC piles were conducted at an experimental site. In addition, a parametric study on a number of influencing factors was made using a validated finite element model. The field axial load tests indicated an enhanced load-settlement characteristics for the Ext-PHC piles compared with the PHC piles, giving approximately 50% increase in the end bearing capacity. Also found in the results of the parametric study was that the increase in the end bearing capacity of Ext-PHC piles slightly varies with the mechanical properties of supporting ground as well as pile length, in the range of 1.25 to 1.4 time that of PHC. Overall, the results of the field tests as well as the numerical study confirmed that the end bearing capacity of PHC pile can be improved by the concept of.Ext-PHC pile.

A new tunnel auxiliary method is proposed in this paper which utilizes the concept of cavity expansion for tuunel reinforcement by forming an umbrella arch on the roof of tunnel. When an inflatable pipe is inserted and expanded by pressure in the bore hole of umbrella arch, the ground around the bore hole can be compacted so that the stress condition above the tunnel perimeter is favorably changed. In order to verify the reinforcement effect of new concept, pilot-scale chamber test, trapdoor test and numerical analysis were performed and compared. In pilot-scale chamber test, three types of inflatable pipes are tested to verify the capability of expansion, and the results arc compared with analytical results obtained by applying cavity expansion theory and with results obtained from finite clement analysis, and the experimental results showed agreeable matches with analytical and numerical ones. Numerical analysis of a tunnel and trapdoor test applied with the inflatable pipes are also performed to figure out the reinforcement effect of the proposed techniques, and the results implied that the new method with 3 directional inflatable pipe (no pressure to downward direction) can contribute to reduce tunnel convergence and face settlement.

Overall risks that can occur in a shield TBM tunnelling are studied in this paper. Both the potential risk events that may occur during tunnel construction and their causes are identified, and the causal relationship between causes and events is obtained in a systematic way. Risk impact analysis is performed for the potential risk events and ways to mitigate the risks are summarized. Literature surveys as well as interviews with experts were made for this purpose. The potential risk events are classified into eight categories: cuttability reduction, collapse of a tunnel face, ground surface settlement and upheaval, spurts of slurry on the ground, incapability of mucking and excavation, and water leakage. The causes of these risks are categorized into three areas: geological, design and construction management factors. Bayesian Networks (BN) were established to systematically assess a causal relationship between causes and events. The risk impact analysis was performed to evaluate a risk response level by adopting an Analytic Hierarchy Process (AHP) with the consideration of the downtime and cost of measures. Based on the result of the risk impact analysis, the risk events are divided into four risk response levels and these levels are verified by comparing with the actual occurrences of risk events. Measures to mitigate the potential risk events during the design and/or construction stages are also proposed. Result of this research will be of the help to the designers and contractors of TBM tunnelling projects in identifying the potential risks and for preparing a systematic risk management through the evaluation of the risk response level and the migration methods in the design and construction stage.
One of the most popular pre-reinforcement methods of tunnel heading in cohesionless soils would be the fore-polling of grouted pipes, known as RPUM (reinforced protective umbrella method) or UAM (umbrella arch method). This technique allows safe excavation even in poor ground conditions by creating longitudinal arch parallel to the tunnel axis as the tunnel advances. Some previous studies on the reinforcing effects have been performed using numerical methods and/or laboratory-based small scale model tests. The complexity of boundary conditions imposes difficulties in representing the tunnelling procedure in laboratory tests and theoretical approaches. Full-scale study to identify reinforcing effects of the tunnel heading has rarely been carried out so far. In this study, a large scale model testing for a tunnel in granular soils was performed. Reinforcing patterns considered are four cases, Non-Reinforced, Crown-Reinforced, Crown & Face-Reinforced, and Face-Reinforced. The behavior of ground and pipes as reinforcing member were fully measured as the surcharge pressure applied. The influences of reinforcing pattern, pipe length, and face reinforcement were investigated in terms of stress and displacement. It is revealed that only the Face-Reinforced has decreased sufficiently both vertical settlement in tunnel heading and horizontal displacement on the face. Vertical stresses along the tunnel axis were concentrated in tunnel heading from the test results, so the heading should be reinforced before tunnel advancing. Most of maximum axial forces and bending moments for Crown-reinforced were measured at 0.75D from the face. Also it should be recommended that the minimum length of the pipe is more than l.0D for crown reinforcement.
1967 Outer Space Treaty(Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies; OST) is a treaty that forms the basis of international space law. OST is based on the 1963 Declaration of Legal Principles Governing the Activities of States in the Exploration and Use of Outer Space announced by UNGA resolution. As of May 2013, 102 countries are states parties to OST, while another 27 have signed the treaty but have not completed ratification. OST explicitly claimed that the Moon and Other Celestial Bodies are the province of all mankind. Art. II of OST states that "outer space, including the Moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means", thereby establishing res extra commercium in outer space like high seas. However 1979 Moon Agreement stipulates that "the moon and its natural resources are the Common Heritage of Mankind(CHM)." Because of the number of the parties to the Moon Agreement(13 parties) it does not affect OST. OST also established its specific treaties as a complementary means such as 1968 Rescue Agreement, 1972 Liability Convention, 1975 Registration Convention. OST bars states party to the treaty from placing nuclear weapons or any other weapons of mass destruction in orbit of Earth, installing them on the Moon or any other celestial body, or to otherwise station them in outer space. It exclusively limits the use of the Moon and other celestial bodies to peaceful purposes and expressly prohibits their use for testing weapons of any kind, conducting military maneuvers, or establishing military bases, installations, and fortifications. However OST does not prohibit the placement of conventional weapons in orbit. China and Russia submitted Draft Treaty on the Prevention of the Placement of Weapon in Outer Space and of the Threat or Use of Force against Outer Space Objects(PPWT) on the Conference on Disarmament in 2008. USA disregarded PPWT on the ground that there are no arms race in outer space. OST does not have some articles in relation to current problems such as space debris, mechanisms of the settlement of dispute arising from state activities in outer space in specific way. COPUOS established "UN Space Debris Mitigation Guidelines" based on "IADC Space Debris Mitigation Guidelines" and ILA proposed "International Instrument on the Protection of the Environment from Damage Caused by Space Debris" for space debris problems and Permanent Court of Arbitration(PCA) established "Optional Rules for Arbitration of Disputes Relating to Outer Space Activities" and ILA proposed "1998 Taipei Draft Convention on the Settlement of Space Law Dispute" for the settlement of dispute problems. Although OST has shortcomings in some articles, it is very meaningful in international law in considering the establishment of basic principles governing the activities of States in the exploration and use of outer space, including the Moon and Other Celestial Bodies. OST established the principles governing the activities of states in the exploration and use of outer space as customary law and jus cogens in international law as follows; the exploration and use of outer space shall be carried out for the benefit and in the interests of all countries and shall be the province of all mankind; outer space shall be free for exploration and use by all States; outer space is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means. The principles of global public interest in outer space imposes international obligations erga omnes applicable to all States. This principles find significant support in legal norms dealing with following points: space activities as the "province of all mankind"; obligation to cooperate; astronauts as envoys of mankind; avoidance of harmful contamination; space activities by States, private entities and intergovernmental organisations; absolute liability for damage cauesd by certain space objects; prohibition of weapons in space and militarization of the celestial bodies; duty of openness and transparency; universal application of the international space regime.
General interest in the out-of-court dispute resolution system are mounting in Korea, and the spread of ADR(alternative dispute resolution) is the worldwide trend. In addition, it was confirmed that the resolution of disputes by ADR such as the decision based on arbitration made by the Prime Ministerial Administrative Decision Committee is no longer in exclusive possession of the civil case. The activation of ADR could lead to the smooth agreement between parties by getting away from the once-for-all mode of decision such as the dismissal of the application or the cancellation of disposal and the like in relation to administrative cases for the years. In consequence, it is anticipated that the administrative litigation that applicants have filed by not responding to the administrative decision would greatly reduce in the future. But, it would be urgent to provide for the legal ground of the ADR system through the revision of related laws to take root in our society because ADR has no legal binding power relating to the administrative case due to the absence of its legal grounds. The fundamental reason for having hesitated to introduce ADR in relation to the administrative case for the years is the protective interest of the third party as well as the public interest that would follow in case the agreement on the dispute resolution between parties brings the dispute to a termination in the domain of the public law. The disputes related to the contract based on the public law and the like that take on a judicial character as the administrative act have been settled within the province of ADR by applying the current laws such as the Civil Arbitration Law, Mediation Law, but their application to the administrative act of the administrative agency that takes on a character of the public law has been hesitated. But as discussed earlier, there are laws and regulations that has the obscure distinction between public and private laws. But there is no significant advantage in relation to the distinction between public and private laws. To supplement and cure these defects it is necessary to include the institutional arrangement for protection of the rights and benefits of the third party, for example the provision of the imposition of the binding power on the result of ADR between parties, in enacting its related law. It can be said that the right reorganization of the out-of-court dispute resolution system in relation to the administrative case corresponds with the ideology of public administration for cooperaton in the Administrative Law. It is high time to discuss within what realm the out-of-court dispute resolution system, alternative dispute resolution system, can be accepted and what binding power is imposed on its result, not whether it is entirely introduced into the administrative case. It is thought that the current Civil Mediation Law or Arbitration Law provides the possibility of applying arbitration or mediation only to the civil case, thereby opening the possibility of arbitration in the field of the intellectual property right law. For instance, the act of the state is not required in establishing the rights related to the secret of business or copyrights. Nevertheless, the disputes arising from or in connection with the intellectual property rights law is seen as the administrative case, and they are excluded from the object of arbitration or mediation, which is thought to be improper. This is not an argument for unconditionally importing ADR into the resolution of administrative cases. Most of the Korean people are aware that the administrative litigation system is of paramount importance as the legal relief for administrative cases. Seeing that there is an independent administrative decision system based on the Administrative Decision Law other than administrative litigation in relation to administrative cases, the first and foremost task is the necessity for the shift in thinking of people, followed by consideration of the plan for relief of the rights through the improvement of the administrative decision system. Then, it is necessary to formulate the plan for the formal introduction and activation of ADR. In this process, energetic efforts should be devoted to introducing diverse forms of ADR procedures such as settlement conference, case evaluation, mini-trial, summary jury trial, early neutral evaluation adopted in the US as the method of dispute resolution other than compromise, conciliation, arbitration and mediation
