Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, Korea experienced a rapid change in the international price of grain due to changes in amount of grain production and food weaponization. It also started to reinforce the appropriateness of maintenance of farmland above certain standard. As one of policy means for this situation, this study selected "the use of idle farmland" as a subject, and started to consider the way to suggest the policy projects using idle farmland. The result of this study is summarized as follows. Firstly, this study defined the meaning of idle farmland, and set up the scope of idle farmland needed to this study. Secondly, this study analyzed the domestic major policy projects with prevention function of idle farmland as well as the policy projects related to idle farmland. It also investigated "recycling measures of idle farmland" that is recently promoted in Japan, and deducted the direction for developing a new model. Lastly, It suggested 9 policy project models that are finally able to use idle farmland. Suggested models are designed to access from various directions. This study suggested contents, entity, target and characteristics of projects in order to set up proper directions in promoting policy projects using idle farmland.
It is necessary to prepare a stable production base in advance for a change in the global grain market, and it is required to prepare comprehensive countermeasures such as securing technical skills and cultivation technology. Therefore, Korea, which relies on imports of major grains other than rice, could be exposed to a food crisis at any time unless the self-sufficiency rate of grains is improved. In order to respond to this new food crisis, it is necessary to find ways to efficiently utilize rice fields to increase the domestic grain self-sufficiency rate. From this point of view, interest and demand for the generalization of farmland that can be used as paddy fields and returned to paddy fields are increasing, and related research is also being continuously performed. In order to select a multipurpose farmland project site, this study extracted farmland containing 10% or more purchased and stockpiled farmland through spatial analysis (buffer, dissolve, intersect, etc.), and finally presented areas subject to multipurpose farmland projects. The target site for the multipurpose farmland project was finally selected by integrating data onto a point-by-point basis so that the current status of farmland purchased and stockpiled, Farm Manager Registration Records, and the Korean Soil Information System data (drainage classes, surface soil texture, field-suitability classification, etc.) can be used in combination. There are 175 areas where the multipurpose farmland is possible. Incheon 2, Gyeongbuk 40, Gangwon 2, Chungbuk 7, Chungnam 48, Jeonbuk 34, Jeonnam 19, Gyeongbuk 15, Gyeongnam 8. Chungcheongnam-do has the most target site for the multipurpose farmland project, and Gangwon-do is the least. It is expected to contribute to new commercialization and business expansion by deriving business areas by identifying the scale of the farmland multipurpose farmland project using Farm Manger Registration Records and spatial data.

The grain complex of Saemangeum is created for promoting the foundation of agriculture combined the global competitiveness. However, the masterplan is being also revised with changing of local conditions and social needs. Thus, the dynamic masterplan is needed to consider the change of time for Saemangeum project. The present study was made to set up the dynamic masterplan of Saemangeum grain complex for handling the change such as project progress, local environment, and project conditions flexibly. In this study, the dynamic masterplan for the progressive development of water supply, farmland composition, and introduction facilities is presented to the 6-2 zone in three stages. We believed that the water supply would be possible through the pumping and desalination facilities with the development stages. The farmland composition proceeded for each complex with reclamation, soil preparation, and soft soil processing. And it is planned to carry out crop cultivation from the complex where the construction is completed first. The introduction facilities were analyzed focusing on the silos and forage loading facilities, and the optimal location of them was selected using road and accessibility. The concept of dynamic masterplan may provide the direction for the planning and progress of reclamation project.

This study aimed to investigate the Confucian-oriented agriculture phase of the Joseon Dynasty, which was reflected at the palaces, by analyzing constructional aspects and spatial characteristics of farmlands at the palace rear gardens. The objective sites were the rear gardens of Gyeongbok Palace, Changkyung Palace, and the outside of Sinmoomoon(神武門) This study was based on literature reviews. The farmlands at the palace rear garden were constructed to self-estimate the year's harvest condition within the palaces. It was a part of the agriculture encouragement policy on governing the group of Joseon like publishing the Nongsajiksul(農事直說) and establishing the Chingyeongnye(親耕禮: king's own cultivation ceremony) and Kikokje(祈穀祭: the rite of praying for grain). In addition, farmlands of the rear garden were operated from the beginning of the state almost until the Japanese colonial era. The results were summarized as follows: First, Gyeongbok Palace rear garden's farmland which begin at the reign of Sejong(世宗) existed at the present Hyangwonji(香遠池) area. It was constructed in order to check the advanced agricultural technologies. The rear garden's farmland in Changkyung Palace, which was executed during the reign of Seongjong(成宗), was constructed right after the initial Chingyeongnye of the Joseon Dynasty. Therefore, it might be understood as the context of the king's own cultivation of the Jeokjeonchinkyung(籍田親耕). Injo(仁祖) dug for farmland in the ground of the Gyemgdeok Palace(慶德宮) though there was some stay palace, when his stay dragged out for too long. This bespeaks that those farmlands at the palace rear gardens were of great importance in the Joseon political history. The farmland near Gyeongnongjae(耕農齋), which was made during the reign of Gojong(高宗), inherited predecessor's walks of the promoting agriculture and exhibited spatial compositions such as the rear garden's farmland at Changkyung Palace. Secondly, irrigation, its water systems, the name of observatory to study farming[觀耕臺] and location requirements for farmland had something in common. It was assumed as universal forms of physiocracy-space in the Joseon Dynasty. In this study, by considering aspects of operating about vegetable garden managed by eunuchs and of the orchard in palace to cultivate fruits for national ceremonies, it could be assumed that landscape architecture of royal palace in the Joseon Dynasty did not only focus on solemnity, orderliness and fanciness but also on the practical and productive which was helpful in life. In addition, the diverse activities of productive landscape architecture led by the royal family in palaces, and the initiatively tested advanced agricultural technologies by the king were considered as an aspect of the Korean traditional specific royal palace landscape architecture. That is considered sole landscape not only to love of the people but also the 'agriculture-first' principle which were absent from other nations.
The situation of the global food markets has been being rapidly restructured and entering on a new phase by new dynamic and driving forces. The factors such as economic growth and income increase, high energy price, globalization, urbanization, and global climate change are transforming patterns of food consumption, production, and markets. The prices and markets of world food and energy are getting increasingly linked each other. Food and fuel are the global dilemma issues associated with the risk of diverting farmland or of consuming cereals for biofuel production in detriment of the cereals supply to the global food markets. An estimated 100 million tons of grain per year are being redirected from food to fuel. Therefore, the objectives of this study are as follows: Firstly, the study examines situations of the world food and energy resources, analyzes the trends of prices of the crude oil and biofuel, and formulates the food-energy links mechanism. Secondly, the study builds a simulation model, based on system dynamics approach, for not only analyzing the global cereals market and energy market but also forecasting the global production, consumption, and stock of those markets by 2030 in the future. The model of this study consists of four sectors, i.e., world population dynamics sector, global food market dynamics sector, global energy market dynamics sector, scenario sector of world economic growth and oil price.

The Kumgang-Pyongtaek multipurpose agricultural development project has been or iginated by president Park with the negotiation of IBRD Loan in the United States in 1965 for the development of agricultural field, The Ministry of Agricultural and fishery and Agricultural Development Corporation having finished survey and design for about 5 years for the Project, IBRD Loan and gurantee agreements were managed to signe. The project construction work has been commenced in 1970 and scheduled to be finished in 1976. About 5,618 hectares of upland reclamation which involves irrigation and bench terracing are included ill the project for the farmland expansion and establishment. It is estimated that about 25,167 metric tons of food grain production which could save foreign exchange of about 6, 100million won annually or meet food grains for about 209,000 people.
The mixed cropping system is a centuries-old cropping technique widely practiced in farmers' fields worldwide. Increased plant diversity enhances farmland biodiversity, which improves grain yield and quality. However, the effect of growing different rice cultivars simultaneously has rarely been investigated. In the present study, six glutinous rice cultivars were selected, and two mixture cultivation methods were determined according to plant height, grain yield, and color. Colored and glutinous rice are used for specific purposes by consumers because of their color and nutritive value. Six glutinous rice varieties, including aromatic and colored rice, were included in the combination interplanting trials. The results showed that, compared with the corresponding monocropping systems, almost all combinations of the mixed cropping systems had advantages in yield-related traits. Compared with monocropping systems, mixed cropping systems increased the number of panicles per plant and maturation rate by 20% and 10%, respectively. An increase of 18-20% grain yield was observed in mixed cropping plots compared with that in plots which grew only a single rice variety. Some rice varieties, such as green colored rice 'Nogwonchall' and black colored rice 'Chungpunghukhayangchall', exhibited 18-22% increased yield when they were planted in combinations. The high yields were primarily owing to improved light interception and reduced lodging, although other factors (for example, reduced severity of disease) may have also contributed.

This study has evaluated the stabilization of As contaminated paddy and cultivated soils by pot experiments for rice and lettuce. Various ratios of limestone (L) and steel slag (S) were mixed with the soils in each pot. The soils were taken from before and after pot experiments, and analyzed for As extracted by sequentially (Wenzel method) and totally (aqua regia method).. Paddy soils amended with L (0.5%) and L (1.0%) + S (1.0%) showed increasing fraction 2 (specifically bound As) compared with control soil. Arsenic concentrations in rice grain grown on the amended soils decreased 14% and 12% compared with those on the control soil, respectively. According to sequential extraction of As in cultivated soils, the fractions 1~3 were decreased due to stabilization of As by the soil amendment, especially for S (1.0%), S (3.0%) and L (1.0%) + S (1.0%). In addition, relatively low As concentrations were found in lettuce grown on amended soils with L (0.5%) and L (1.0%) + S (1.0%). Therefore, it can be suggested that soil amendments with L (0.5%) or L (1.0%) + S (1.0%) were suitable for enhancing stabilization of As in the study area.
The most representative fruit in Yanbian area is Applepear(Ping Guo Li). It has been a important resource of farm income. According to the economic growth and income Increase of individual consumers, food consumption pattern will be changed from grain to high value cash crops such as Applepear and vegetables. The globalization and adapt ion of free market oriented economic policy of China government have led to change the collective farming system to individual farm management system. The institutional transformation have brought about high productivity of farm products and incomes of farmers. Therefore the plantation area of Applepear and requirement of investment cost for establishment of Applepear farms have increased rapidly since the 1980's, the time of perestroika and glasnost in Chinese economy. In prosperity of Chinese agriculture, individual farmer's decision making as free selection of farmland use, selection of high pay-off crops, free sale of the products in free market and credit support for the project might be the most important factors. In case of Applepear farm development, net present value of the project net benefit was estimated at 55.518won per hectare and financial rate of return was 21%. The benefit/cost ratio of the project was 2.11. Considering 10% of discounting rate or the opportunity cost of capital in China the Applepear farm development project showed us economically feasible in the light of the above efficiency indices. The Chinese government has to support Applepear farm development project financially and institutionally considering the high-payoff benefit of the fruit and farmer's in come increase in the future.
