재난구호체계의 정부 간 관계에 관한 탐색적 연구: 국내 재난구호 제도 및 사례분석을 중심으로 (An Exploratory Study in Disaster Relief System's Inter-Governmental Relations: Disaster Relief Institution and Case Analysis in Korea)

  • 본 연구에서는 재난구호 관련 법령분석, 재난구호체계 분석, 주요 재난구호 사례분석을 통해 재난구호체계에서의 정부간 관계를 규명하였다. 분석 결과, 중앙정부가 지방정부의 재난구호활동을 총괄 조정하며, 행정 및 재정상의 지원을 통해 관리감독하고 있는 것으로 나타났으나, 재난구호활동에 있어 지방정부에게 행정적 재정적인 부담을 가중시키고 있는 것으로 나타났다. 또한 재난관련 법령 상 구호물자 전달에 대한 구호기관 및 구호지원기관 간 역할분담이 구체적으로 명시되어 있지 않으며, 구호물품 전달 상황에 대한 상호간 정보교류가 없어 중복지급으로 인한 비효율성 및 자원낭비를 초래하고 있는 것으로 나타났다.

Care Cost Prediction Model for Orphanage Organizations in Saudi Arabia

  • Care services are a significant asset in human life. Care in its overall nature focuses on human needs and covers several aspects such as health care, homes, personal care, and education. In fact, care deals with many dimensions: physical, psychological, and social interconnections. Very little information is available on estimating the cost of care services that provided to orphans and abandoned children. Prediction of the cost of the care system delivered by governmental or non-governmental organizations to support orphans and abandoned children is increasingly needed. The purpose of this study is to analyze the care cost for orphanage organizations in Saudi Arabia to forecast the cost as well as explore the most influence factor on the cost. By using business analytic process that applied statistical and machine learning techniques, we proposed a model includes simple linear regression, Naive Bayes classifier, and Random Forest algorithms. The finding of our predictive model shows that Naive Bayes has addressed the highest accuracy equals to 87% in predicting the total care cost. Our model offers predictive approach in the perspective of business analytics.

The Impact of Government Assistance to State-owned Enterprises on Foreign Start-ups: Evidence from Yangtze River Delta

  • Different types of corporate ownership may affect the environment among firms and could influence the decisions of new entities in the region. This study determines the role of state-owned enterprises (SOEs) in hindering new foreign manufacturing firms in the Yangtze River delta (YRD). The negative binomial regression is used for city-sector level data and the following points summarize the results: Firstly, the unique privileges that SOEs enjoy alongside governmental support create difficulties for foreign firms trying to establish themselves near existing SOEs. Secondly, although core cities are more attractive to foreign firms than peripheral cities, the role of core-periphery reveals that, in spite of all the regional advantages core cities could offer, whenever the share of SOEs is higher, the core-periphery system will have an adverse impact on new foreign firms. In other words, government preference for SOEs can suppress the attraction of foreign start-ups. However, after 2008, the governmental authorities finally succeeded in implementing their promising policy of fair treatment and competition in only the core cities.

A Movement Towards the Accrual Based IPSAS Implementation in Developing Countries: Evidence from Jordan

  • As the Jordanian government is in the process of implementing accrual-based IPSAS, this study aims to provide academics' perspectives on the effective implementation of accrual-based IPSAS in Jordan to authorities and regulators. The findings of a survey of 124 accounting professors at Jordanian institutions reveal that adopting accrual-based IPSAS will aid in presenting the realistic financial status of governmental bodies, with various advantages to adopting accrual-based IPSAS (e.g., enhance assets and liabilities management, decision-making process, transparency, expenditures management). On the other side, we discovered that change is met with reluctance because the majority of public-sector accountants are untrained and unqualified to apply the accrual-based IPSAS. Another main challenge is the cost of implementing the accrual-based IPSAS in the Jordanian public sector is very high. To address these issues, employees should be motivated by providing suitable training programs, reward systems, and top management support and commitment to a successful transition. Finally, we suggested that Jordanian governments commit to using IPSAS in the public sector to increase residents' socioeconomic advantages. Public sectors should implement IPSASs for improved management, transparency in financial reporting, accountability, and regulatory and supervisory agencies.

한국의 싱글 윈도우 모범 사례를 통해서 본 중국 싱글윈도우의 실태 분석과 제언 (An Analysis and Suggestion for Chinese Single Window based on Korean Single Window)

  • 싱글 윈도우는 무역 촉진의 중요한 부분으로 세계 각국 특히 무역 의존도가 높은 아시아 국가들이 적극적으로 참여하고 있다. 한국은 지난 1990년대 무역자동화를 시작으로 2007년 한국형 싱글윈도우인 uTradeHub를 오픈했고 2010년에는 uTradeHub상의 전자네고시스템을 개발, 인터넷에서도 신용장 네고가 실현되었다. 특히 통관 부분에 국한된 많은 나라들의 싱글윈도우와 달리 한국의 uTraHub는 세계 최초의 웹 기반 싱글 윈도우로 바이어나 셀러를 찾는 단계에서부터 최종 결제까지 인터넷에서 이루어지는 것이 특징이다. 현재까지는 국내에서만 한해 이와 같은 싱글 윈도우서비스가 가능하지만 외국 싱글윈도우와의 연계를 통해 단절없는 싱글 윈도우 서비스를 제공한다는 목표이다. 중국은 싱글윈도우 구축에 있어서 여타 아시아 국가에 비해서 다소 늦게 출발했다. 골든게이트 프로젝트로 시작된 무역 자동화가 E-port 프로젝트를 통해서 전자 통판서비스로 이어졌다. 현재중국에서 싱글윈도우의 주체로 고려되는 대상은 전자통관시스템주체인 '차이나 E포트'와 한국의 KTNET과 유사한 CIECC, 싱글 윈도우를 운영하는 각 지방 정부 등이다. 싱글윈도우의 성공 조건인 적극적인 정부 지원, 법적 기반의 마련, 관련 기관간의 협조, 적절한 기술 조화 등을 고려했을 때 법적 기반이 다소 미흡하긴 하지만 중국은 이미 성공을 위한 요건은 대부분 갖추었다고 볼 수 있다. 중국의 싱글 윈도우를 이끄는 주체로는 경쟁 체제인 지방 정부보다는 중앙 정부의 적극적인 지원을 전제로 해서 기업인 CIECC가 진행하는 형태가 바람직할 것으로 생각한다, 특히 향후 외국 싱글윈도우와의 원활한 연계를 위해서도 기업이 비즈니스 파트너로서 나서는 것이 바람직하다고 분석되어진다.

건축물의 중수도 설치기준에 대한 제도적 개선방안 (An Institutional Improving Standards for Water Reclamation/Reuse(WRR) System Establishment to Buildings)

  • This paper aims to suggest ways of institutionally improving standards that must be applied when installing Water Reclamation/Reuse (WRR) system based on efficiency analysis. Currently, the standard for WRR system establishment requires that the system should treat more than 10% of used water in the building of over $60,000m^2$ in total area of all floors, but our research has found that it would be more effective to change the standard to $150-m^3-per-day$ reclaimed water or the total area of all floors of $30,000m^2$ ($50,000m^2$ in the case of an office building). In other words, what this paper suggests is not a one-size-fits-all standard based on the total area of all floors, but a reasonable and flexible standard that takes into account efficiency and a unit water usage according to a building's purpose. Furthermore, this paper recommends a new WRR standard that can be applied to large-scale land development for housinglots, like the New Town. The recommendation is based on the economic analysis that the WRR system will ensure efficiency only if the amount of reclaimed water is over 4,000 tons per day, which corresponds to 4 millions square meters of housinglots. Regarding the size of the established facility, this paper suggests changing the standard, which is now set at over 10% of water usage, to what is relative to the total amount of use of reclaimed water in order to ensure efficiency and promote use of reclaimed water. In addition, this paper proposes that governmental support should be offered not only to facility owners, who are recipients at present, but also to facility builders. By doing so, those who donate a facility to the government, central or local, after building it, can be provided with substantial aid. Therefore, the application of the institutional improvement suggested in this paper is expected to create environment-friendly living conditions and boost the quality of life by encouraging people to secure water resources efficiently in buildings, and in a wider range, in cities.

충남 북부지역의 지역혁신역량과 기업의 기술혁신활동 (Regional Innovation Capabilities and Firms' Technological Innovation Activities in Chungnam Province of South Korea)

  • 지난 참여 정부에서 지역균형발전정책의 하나로 지역혁신정책을 본격적으로 추진하면서 지역혁신체제에 대한 관심이 높아져 왔다. 그러나 우리나라 지방자치단체들은 아직까지 지역혁신체제와 지역혁신역량에 대한 개념 파악이 미흡한 실정이다. 또한 지역혁신체제에 관한 논의는 많이 있었지만, 그럼에도 불구하고 개념 정립이 부족한 상태이며 학자들 사이에서도 많은 이견이 존재한다. 그리고 지금까지 혁신역량에 관한 논의 및 연구는 대부분 국가 차원에서 이루어져 왔고, 지역 차원에서의 혁신역량 분석은 매우 부족한 실정이다. 이러한 맥락 하에서 본 연구는 지역혁신역량과 기업의 기술혁신활동에 대한 분석을 통해 지역 산업발전을 위한 토대 구축에 기여하고자 한다. 이를 위해 대한민국의 중심부이며 첨단산업의 메카인 충남북부지역을 분석대상으로 선정하여 혁신 주체들이 인지하는 지역혁신역량의 구성 내용, 기업의 혁신활동과 혁신활동의 지역화 간의 관계 등에 대한 설문조사를 수행하고, 학술적 및 정책적 함의를 제시하고자 한다.

Empirical Study on Inter-Firm Diffusion and Firms' Performance for Win-Win Growth Culture in Supply Chain

  • The purpose of this study is to investigate the relationship among factors that expand the win-win growth between domestic finished goods-making manufacturers and subcontractors. One-hundred twenty six firms participated for this study and were used for the data analysis. As a result of analysis, first, it was found that the win-win growth between first-tier suppliers and second-tier suppliers has positive effects on the win-win growth made by second-tier suppliers helping the third-tier suppliers. Second, it was found that the win-win growth policies supported by the government for the positive relationship between first-tier suppliers and second-tier suppliers for the finished goods-making manufacturers have positive effects on the win-win growth between second-tier suppliers and third-tier suppliers. Third, the results also showed that the win-win growth between second-tier suppliers and third-tier suppliers has a positive influence both on the financial and on the non-financial performances of the second-tier suppliers. Based on the results of this study, it is recommended to (1) construct infrastructure by sector through partnership between finished goods-making manufacturers and subcontractors, (2) draw in active support through the governmental win-win growth policies, (3) induce increasing productivities through information sharing, manpower support, technical support and educational support, and (4) strengthen and cultivate the culture of the small- and medium-sized companies.

친환경 지역농업 관련주체의 역할과 성과 - 전남 순천시 우리밀 사례를 중심으로 - (The Functions and Roles of Bodies in Charge of Environment-friendly Regional Agriculture)

  • Although many local governments are supporting the environment-friendly regional agriculture(hereafter EFRA), the EFRA is not wildly extended since the marketing and consumption of the environment-friendly agricultural products are still limited. This study aims at finding out the new development source of Korean agriculture and strategies for establishing regional agriculture. For these purposes, Sunchon-si cases of EFAP development are introduced and the functions and roles of bodies in charge of regional agriculture are looked over. In order to establish the EFRA, production, processing and consumption needs to be intimately linked all together. As preconditions for developing the EFRA, four points should be satisfied. Firstly, production organizations need to be built and stabilized for developing the EFRA and consumers' organizations and partnership are to be formed. Secondly, the government should support for building consumers' organization. Thirdly, social consensus for developing the EFRA needs to be formed. And finally with the appropriate local and central governmental support the partnership among producers, consumers, and government should be formed.

  • Last deportation area was Maritime Province of Central Asia. The studied village is situated about 130km west in Vladivostok. Central Asia has a lot of unfavorable conditions than other area and there is cold area. Such climate is hard to do agriculture. Therefore, koryo people's life was very hard. In this study, investigated koryo people's life who overcome bad climate and develops new agriculture. Also, whether koryo people keep farm village how, and make the village by some method. Study finding following contents could know. Need specific to make village for fixing that is Koryo people's of Russia Maritime Province. Also, need governmental active support and support for village le ader's systematic upbringing and agriculture activation. Need agropolitics and various agricultures, stockb reeding educational programs construction.
