Understanding the Artificial Intelligence Business Ecosystem for Digital Transformation: A Multi-actor Network Perspective (디지털 트랜스포메이션을 위한 인공지능 비즈니스 생태계 연구: 다행위자 네트워크 관점에서)

  • With the advent of deep learning technology, which is represented by AlphaGo, artificial intelligence (A.I.) has quickly emerged as a key theme of digital transformation to secure competitive advantage for businesses. In order to understand the trends of A.I. based digital transformation, a clear comprehension of the A.I. business ecosystem should precede. Therefore, this study analyzed the A.I. business ecosystem from the multi-actor network perspective and identified the A.I. platform strategy type. Within internal three layers of A.I. business ecosystem (infrastructure & hardware, software & application, service & data layers), this study identified four types of A.I. platform strategy (Tech. vertical × Biz. horizontal, Tech. vertical × Biz. vertical, Tech. horizontal × Biz. horizontal, Tech. horizontal × Biz. vertical). Then, outside of A.I. platform, this study presented five actors (users, investors, policy makers, consortiums & innovators, CSOs/NGOs) and their roles to support sustainable A.I. business ecosystem in symbiosis with human. This study identified A.I. business ecosystem framework and platform strategy type. The roles of government and academia to create a sustainable A.I. business ecosystem were also suggested. These results will help to find proper strategy direction of A.I. business ecosystem and digital transformation.

  • Against the backdrop of IMO's stricter environmental regulations due to global warming, Europe's Fit for 55 plan, and other initiatives, the establishment of infrastructure for the supply of environmentally friendly marine fuels and policy analysis are more critical than ever. This study comprehensively analyzes existing research and policies on the supply of environmentally friendly marine fuels, as well as trends in regulations, industry responses, and the current status of infrastructure for the supply of environmentally friendly fuels, to draw insightful conclusions. The results show that the establishment of infrastructure for the supply of environmentally friendly fuels is as important as the introduction of environmentally friendly ships, due to the strengthening of environmental regulations. LNG is a viable option in the short term, but a transition to carbon-free fuels is necessary in the long run. In this regard, a strategic approach is needed to focus support on fuels that are advantageous to produce, considering domestic industrial conditions from a long-term perspective. Therefore, the government should actively promote infrastructure development through measures such as supporting the development and supply of environmentally friendly fuels, improving regulations and providing incentives, attracting private investment, and strengthening international cooperation. This study is expected to serve as a valuable resource for setting policy directions for the transition to an environmentally friendly maritime industry. Future research will include a comparative analysis of the economic viability of environmentally friendly fuels and basic research on the selection of fuels that are advantageous to Korea.

Examination of Soil Contamination Status and Improvement Strategies within Urban Development Projects (도시개발사업 내 토양 오염 현황과 개선 방안 고찰)

  • Heavy metals emitted from urban development do not decompose in the soil and remain for long periods, continually impacting the environment. Since the mid-1990s, there has been increasing societal concern in South Korea regarding soil contamination, prompting various legislative revisions to reduce pollution. This study utilizes the Environmental Impact Assessment Support System (EIASS) to investigate projects in the metropolitan area that have exceeded the Ministry of Environment's soil contamination concern levels from 1989 to 2022 and to examine improvements in the environmental impact assessment (EIA) process. The results reveal that the average concentrations of nine contaminants-cadmium (Cd), copper (Cu), arsenic (As), mercury (Hg), lead (Pb), hexavalent chromium (Cr6+), zinc (Zn), nickel (Ni), and fluoride (F)-have all increased over the years. Among these, Zn had the highest relative proportion, with 37.5% of the 40 sites exceeding environmental concern levels. Investigation of 19 specific projects at these exceedance sites showed that only 7 had documented analyses of contamination causes and remediation plans, and just one had contracted additional remediation services, though results from these efforts were found to be lacking. Furthermore, since 2019, a significant proportion of these sites were involved in residential developments, likely due to government initiatives in new city development and extensive housing supply plans. This research emphasizes the importance of public disclosure of the processes and outcomes of remediation efforts on historically contaminated soils prior to project development. It discusses improvements to the EIA by reviewing current legislation and international examples. The findings of this study are expected to heighten public awareness about heavy metal contamination and enhance transparency in soil remediation efforts, contributing to sustainable environmental management and development.

A Study on Productivity and Efficiency Comparative Analysis of Container Terminal (국내 항만배후단지 효율성 및 생산성 비교 분석)

  • Port distripark can activate more functions. It is adjacent to a port. However, domestic port distripark is still limited to support port because of the shortage of infrastructure facilities, government policy, and investment. Therefore, this study tried to investigate the operation status of domestic port distripark and derive policy implications by conducting DEA analysis and productivity analysis based on internal data of each port distripark. As a result of Data Envelopment analysis, it was found that the west port distripark of Gwangwang and the northern port distripark of Incheon were efficient in the warehouse industry while the northern port distripark of Incheon and the Ulsan 1 port distripark were efficient in the manufacturing industry. In addition, in the case of foreign investment productivity, the west side port distripark of Gwangyang and the stage 1 port distripark of Pyeongtaek Dangjin were found to be higher than the others. In the case of facility investment productivity, the port distripark on the west side of Gwangyang and the north side of Incheon had the highest productivity. Lastly, in the case of labor productivity, the north side of Incheon and Busan ungdong port distripark showed the highest productivity. These results imply that it is important to review handling item when picking up enterprises in the port distripark for enhancing efficiency, foreign investment, and facility investment. The number of employees is not directly affecting the productivity improvement.

  • Korea achieved its highest ever defense export performance in 2022. Defense exports are the most effective way to promote the defense industry by exporting Korea's weapons to foreign countries. In addition, to continuously supply excellent weapon systems, a solid defense industry must be established. So defense industry exports are an important issue at the national level, the Korea government is actively supporting policies for the Presidential office as a control tower. In particular, the topic of entry into the defense industry export big4 is being raised in Korea. As an innovative defense export promotion plan, this paper presents a strategic plan of joint research and development that export customized to the needs of purchasing countries and securing cutting-edge technology that can possess world-class weapon systems. In other words, in order to secure cutting-edge technology, the military must break away from existing methods and boldly select cutting-edge technology, provide sufficient budget support, and grant autonomy to development agencies. A rapid acquisition system must also be introduced so that this technology can be applied to advanced weapons in a timely manner. Export joint research and development is intended to promote flexible technology transfer excluding ultra-sensitive core technologies and to form strategic partnerships, taking into account the purchasing country's willingness to possess cutting-edge technology. Through this, we have helped Korea's defense industry exports enter the world's big4 through groundbreaking new strategy.

  • Due to social and cultural changes and the growth of aging people living as a single because of aging, lonely deaths are steadily increasing, and each local government has begun to define them as a social problem. The legal basis began to be established. In order to explore policy measures to prevent lonely deaths, this study examined cases of lonely death prevention policies using smart digital information technology (AI, IOT), which is being promoted by Daegu Metropolitan City to promote non-face-to-face policies to prevent lonely deaths. Policies related to lonely deaths are divided into two axes: lonely death prevention projects and post-excavation support projects. In order to operate these businesses efficiently, the provision of non-face-to-face services through artificial intelligence and the Internet of Things is recognized as a new service delivery system, so the importance and necessity of non-face-to-face services is increasing. It is time that multifaceted changes and preparations are needed, such as establishing a system to expand the non-face-to-face industry at the national level. In order to respond to another national disaster situation in the future, the non-face-to-face smart care system is being expanded in various welfare policies such as preventing lonely deaths. It will have to be activated.

Institutional Factors Affecting Faculty Startups and Their Performance in Korea: A Panel Data Analysis (대학의 기관특성이 교원창업 성과에 미치는 영향에 관한 패널 데이터 분석)

  • This paper adopts a resource-based approach to analyze why some universities have a greater number of faculty startups, and how this impacts on performance, in terms of indictors such as the number of employees and revenue sales. More specifically, we propose 9 hypotheses which link institutional resources to faculty startups and their performance, and compare 5 different groups of university resources for cross-college variation, using data from 134 South Korean four-year universities from 2017 to 2020. We find that the institutional factors impacting on performance of faculty startups differ from other categories of startups. The results show that it is important for universities to provide a more favorable environment, incorporating more flexible personnel policies and accompanying startup support infrastructure, for faculty startups, whilest it is more effective to have more financial resources and intellectual property for other categories of startups. Our findings also indicate that university technology-holding company and technology transfer programs are crucial to increase the number of faculty startups and their performance. Our analysis results have implications for both university and government policy-makers, endeavoring to facilitate higher particaption of professors in startup formation and ultimate commercialization of associated teachnologies.

Analysis of the trend of mathematical achievement of students according to school grade change in TIMSS (TIMSS 수학 평가에서 학교급 전환에 따른 학생들의 학업성취 변화 추이 분석)

  • This study analyzes how the academic achievement of students in Korea changes as they transition from 4th grade of elementary school to 2nd grade of middle school, considering that the 4th graders in the previous TIMSS cycle become 2nd graders in the next cycle. In particular, this study selects and compares the eight main countries in the TIMSS math evaluation (Korea, Singapore, Taiwan, Japan, USA, UK, Australia, and Russia) to analyze the trend of change in academic achievement of Korean students according to school grade transition. The trend of change in academic achievement of students was analyzed not only overall but also by content area (number, geometry and measurement, data representation (data and probability/data and probability), gender, and regional scale. The analysis focused on the average score and the proportion of students by achievement level. The results of the study are as follows. First, there was no significant change in the average score of Korean students' academic achievement as the school grade transitioned, but the achievement gap widened in terms of the proportion by achievement level. Second, there were differences in students' academic achievement by content area according to school grade transition, and the pattern differed depending on the evaluation cycle. Third, there was a significant gap in students' math academic achievement depending on gender and regional scale of school location. This study reveals that the achievement gap among students in our country widens as they transition between school levels. The gap is found to vary in terms of achievement level, math content area, student gender, and school location. To alleviate these disparities, more substantial research and support are proposed in addition to policy implementation by the government or provincial offices of education.

Bibliometric Analysis on Trends of Home Economics Research in China Using CiteSpace (CiteSpace를 통한 중국 가정학 연구 동향의 계량서지학적 분석)

  • This study analyzed the trends of home economics research in China by examining the distribution by period, keyword distribution, distribution of researchers, citation frequency, and distribution of research institutions. For this purpose, data collected from CNKI, spanning from 1984 to 2022, resulted in 149 articles selected for final analysis. The analysis conducted using CiteSpace for the bibliometric research method yielded the following results: Firstly, a significant amount of home economics research was conducted between 2018 and 2022, with a notable increase in research in 2015 and 2020. Secondly, the analysis of keyword distribution showed that research centered around home economics education, home economics philosophy, etc., was active, and various research areas formed clusters. Thirdly, the major contributors to China's home economics research were Li, Xiong, Xia, and Wu, who mainly conducted independent research. The research by Li (2006) had the highest citation frequency, and Jilin Agricultural University published the most research among the institutions. This study indicates that despite quantitative growth due to social changes, China's home economics research lacks diversity and consideration of research outcomes. Therefore, participation from scholars, practical application of the discipline, increased government support, and cooperation for future comprehensive and qualitative research are necessary.

A Study on the Establishment and Utilization of e-SOP System based on One-site Action Manual of Local Government (현장조치 행동매뉴얼 기반의 e-SOP 시스템 구축 및 활용 방안 연구)

  • In order to minimize damage from disasters, rapid initial measures using disaster response manuals are needed. However, the existing disaster response manual is written in the form of a vast booklet, so there is a limit to accurately understanding the contents of the manual and using it for disaster response. Therefore, this study established an e-SOP system based on the disaster response manual, and suggested countermeasures using the e-SOP in the event of a disaster. Based on the guidelines for preparing the on-site action manual, the main functions of the e-SOP consisted of situation propagation, situation reporting, and situation management. In order to increase the on-site responsiveness and usability of the system, the bottom-up reporting system was strengthened so that the person in charge could report the response situation of the site to the situation room using the situation reporting function. In addition, the situation room was able to identify and manage the progress of disaster response work and support decision-making through situation reports delivered from the field.
