  • Since the inception of the Paris Memorandum of Understanding 1982, Port State Control has been recognised as one of the most effective measures available to eradicate substandard shipping from the oceans of the world. This paper explains the basis, genesis and developmt of cooperative arrangements in Port State Control, and aims to suggest that Korea government and shipwoners should be ready to response to the adoption of cooperative arrangement in Port State Control of Asia-Pacific region.

Alternating Development Strategies in Jeiu Island, Korea (제주도 발전 전략의 교호적 변화)

  • Islands are vulnerable to outer influences due to their small size and isolation. Tourism often becomes an important development focus because of their unique culture and nature. Jeju-do, as well as other islands, has experienced such development mostly led by central government, and the regional change was understood as the outcome of global influences without much concern with the local response or strategy. Thus, vulnerability has been the key theme in island development studies. This paper examines the current state of island development as an outcome of locals' alternating strategy in which the islanders accept the central government's plan, but express their demands to modify them. It is reflected in the electoral preference for ruling or oppositional parties, local movements against central government's development plans, and the spatial organization of tourism sites from a few growth centers to more dispersed, balanced development. These suggest that the current state of island development is not derived from unidirectional global forces, even if islands are peripheral. Rather, it is the outcome of an alternating strategy of Jeju locals accepting the central government development plans while managing them for local benefits.

  • This research is based on the assumption that Korea's social consensus among two sides of industry and government on Feb. 2 '98 was not just temporary response to the economic crisis caused by International Monetary Fund financial fund. Some arguments on the applicability of social democracy and corporatism and D. Donnison's perspective on Democratic Socialism are employed in search of an appropriate social consensus model for Korean situation. In the process of analyzing Korean situation in historical context it becomes apparent that there is embryo of stable social consensus beyond the level of tentative social cooperation to overcome the economic crisis. The next step applying the social consensus model to the employment policy for people with disability levels up empirical and theoretical validity of this research. It casts some implications for disability labour market which demands another kind of social consensus among people with disability, employers and the government. These implications include a desirable solution for hard lives of unemployed people with disability in economic difficulties and current policy issues facing Korean government.

  • This study attempted to investigate the changes in the perception of local government officials about agricultural infrastructure improvement projects due to the financial policy changes. A total of 141 local government officials were surveyed on the priority, the current status of the agricultural infrastructure improvement projects. Irrigation facilities renovation project and Small drainage improvement project had generally high priority, while Support project of cultivation basis for upland crops in paddy, Large scale land readjustment project, and Upland infrastructure improvement project had low priorities. After the introduction of the block grant system, agricultural infrastructure improvement projects had often been conducted by collecting opinions from local residents. The officials in charge of local governments recognized that the agricultural infrastructure improvement projects were reduced due to lack of financial resources and project potential sites. In response to the changes in the agricultural infrastructure improvement projects, most of the surveys showed that the influence of cities and provinces was strengthened. In addition, respondents most needed to improve the subsidy rate and there were a large number of cases requiring differential support to meet the characteristics of the local government. Therefore, it will be necessary to present a new perspective on the agricultural infrastructure improvement projects and to suggest differentiated projects for each regions.

Adaptive algorithm for optimal real-time pricing in cognitive radio enabled smart grid network

  • Integration of multiple communication technologies in a smart grid (SG) enables employing cognitive radio (CR) technology for improving reliability and security with low latency by adaptively and effectively allocating spectral resources. The versatile features of the CR enable the smart meter to select either the unlicensed or the licensed band for transmitting data to the utility company, thus reducing communication outage. Demand response management is regarded as the control unit of the SG that balances the load by regulating the real-time price that benefits both the utility company and consumers. In this study, joint allocation of the transmission power to the smart meter and consumer's demand is formulated as a two stage multi-armed bandit game in which the players select their optimal strategies noncooperatively without having any prior information about the media. Furthermore, based on historical rewards of the player, a real-time pricing adaptation method is proposed. The latter is validated through numerical results.

  • At present, electronic commerce is relatively small, but it may crease on a large scale in the near future, the increasing use of electronic commerce over Internet raises question about issues in cyberspace, For that reason this study I identified several problems which currently represent an obstacle for the wider use of electronic commerce mechanisms over Internet and contemplated the international movements and Korea's response of electronic commerce on major issues, Eventually, in order to cope with Internet Round and ensure the stable growth of Electronic Commerce in Korea, the government needs to construct a predictable standards and Commercial environment, suitable to the both the situations of Electronic Commerce, for business conduct on the Internet.

  • Recently, the earth's highest temperature is rising due to severe climate change and heat wave. In addition, due to the increase of elderly population over 65, the number of heat patients is also increasing. In particular, the elderly who live alone in poor living environments, the lower income group, and the socially disadvantaged, such as children and pregnant women, are exposed to the dangers of heat waves, so the government's practical measures are urgently needed. In this study, we will build a visualization platform for each level of heat wave and provide the necessary countermeasure solution according to the heat wave risk. "The Hazard Visualization Platform for Heatwave" provide not only simple information, but also a customized safety service for citizens to prevent heatwaves, respond to heatwaves, and utilize heat wave information.

  • As Asia becomes increasingly integrated economically, opportunity particularly in managing financial flows, as bases to coordinate regional production networks, and as staging points for the penetration of new markets. The paper argues for a path-dependent logic to understanding the efforts of the Singapore State in hosting hub functions. As a city-state without a national economic hinterland, Singapore's response to increasing business costs and regional competition has been to create a set of policies designed to encourage multinational companies to keep administrative control functions in Singapore while moving the more labour and land intensive production functions to nearby Malaysia and Indonesia. An understanding of the competition among cities in the Asia Pacific for hub functions must also take into account corporate strategy within particular industry dynamics. The second half of the paper provides a number of case studies to show this interplay between corporate strategy, industry dynamic and government policy.

  • The Real-Time-Pricing (RTP) brings greatest values in terms of economic incentives and efficiency among the dynamic pricing schemes. The electric power industry in Korea is mainly operated by publicly owned utilities and strongly regulated by the government; therefore, revenue reconciliation of RTP is inevitably required to prevent revenue deficits. In this paper, a revenue reconciliation of real-time pricing considering imperfect information on customer response is proposed to prevent revenue deficit and distortion of the spot price. A case study is present to verify the applicability of the proposed method.
