A Study on Improvement of Local Government Disaster Management System in Korea - Focused on Strengthening the Disaster Management Capacity of Local Government - (지방자치단체 재난관리체계 개선에 관한 연구 - 지방자치단체의 재난관리 역할 강화를 중심으로 -)

  • This study aims for improving the system in Disaster Management of Local Government. In addition, the overall disaster management system was compared to the effectiveness of the disaster prevention system and reliability, and problems and improvement points were derived. The disaster management system in Korea has a structure that promptly investigates and restores damage by a simple procedure. Korea disaster management system manages information on top-down structural disasters through the flow of prevention, preparation, response, and recovery. The process from disaster response to recovery under the leadership of the central disaster safety headquarters is simplified. Disaster management tasks are dispersed among departments, making it difficult to respond promptly. Under the control of the central government, disaster management, such as disaster prevention, investigation, and recovery, are carried out. The disaster management improvement direction of the local government should establish the disaster response system focusing on the local government. Therefore, it is necessary to have budget to operate the organization - centered disaster management budget and the disaster management organization. The disaster response manual should be prepared considering the disaster environment and disaster prevention plan. In order to utilize disaster information, it is necessary to reorganize information system such as integrate and streamline of the private resource database and NDMS.

Government Legitimacy and International Image: Why Variations Occurred in China's Responses to COVID-19

  • This paper examines the Chinese government's response to four epidemic crises, including COVID-19, and analyzes the similarities and differences in these responses. It argues that while the Chinese government learned from previous epidemics and improved its handling of subsequent outbreaks, a significant variation occurred during the COVID-19 pandemic, which had a detrimental impact globally. Existing scholarly research on China's epidemic responses has often been limited in scope, focusing on individual crises and neglecting the central-local government relationship in crisis decision-making. By adopting a comprehensive approach, this paper delves into the nuanced dynamics of China's responses to these epidemics. It highlights the variations in responses, attributing them to the Chinese government's fear of undermined legitimacy and its consideration of its international image. The government's recognition of the importance of public perception and trust, both domestically and globally, has shaped its crisis management strategies. Through a detailed analysis of these factors, this paper contributes to a deeper understanding of the variations observed in China's epidemic responses. It emphasizes the significance of the central-local government relationship and the government's international image in determining its actions during epidemics. Recognizing these factors can provide policymakers and researchers with insights to shape future epidemic response strategies and foster effective global health governance.

Stock Market Response to Terrorist Attacks: An Event Study Approach

  • The purpose of this research study is to examine the stock market's response to terrorist attacks. The study uses data of terrorist attacks in different parts of the country (Pakistan) from June 1, 2014 to May 31, 2017. The event window procedure applies to a 16-day window in which 5 days before and 10 days after the attack. In addition, several event windows have been built to test the response of the Pakistan Stock Exchange. KSE-100 index is taken as proxy of response. The total terrorist attacks are classified into four categories: attacks on law enforcement agencies, attacks on civilians, attacks on special places and attacks on politicians, government employees and bureaucrats. The standard market model is used to estimate the abnormal return of the Pakistan Stock Exchange, which takes 252 business days each year. Furthermore, BMP test is used to check statistical significance of cumulative abnormal rate of return (CAAR). The results of this study reveal that total number of terrorist attacks and attacks on law enforcement agencies show long-term effects on Pakistan stock exchange. However, attacks on civilians, attacks on special places and attacks on politicians, government employees and bureaucrats have little effect on the Pakistan Stock Exchange.

National Oil Pollution Response System : Current Issues and Policy Recommendation (우리나라 기름오염방제제도의 문제점과 개선방안)

  • After the Sea Prince oil spill accident in 1995, the korean government has taken a measure to establish an emergency response system and equip clean-up capacity against large spill, major contents of which are as follows: First, Korea Marine Pollution Response Corporation has been established as a non-government organization for recovery of spilled oil in order to improve private response capabilities. Second, clean-up equipments, such as large clean-up vessels and oil fences for the open sea operation has been expanded. Third, a national contingency plan on the large spill accidents has been established compliance with the provisions of Article 6 of the OPRC 1990. However, there exist some problems in the national response system, such as clearly roles definition between government and private agencies; propel amendment of the Marine Pollution Prevention Act to incorporate major contents of the OPRC 1990; and training and exercises of clean-up personnel. With the above problems in mind, this paper reviews the current issues on the national oil pollution response system and recommends policy-making to tackle to those problems.

A Study on Air Traffic Controllers' Cultural bias and Their Response on Abnormal Situations (항공교통관제사의 문화적 편향(Cultural Bias)에 따른 위기 대응 연구)

  • A status of air traffic controller is a government officer and air traffic controllers who work at airport are divided by duty rating and work experience. Abiding by law, rules and regulation, air traffic controllers are working together based on mutual trust. This paper's theoretical background is based on cultural bias theory. The theory divide people group into four groups according to cultural bias such as fatalism, hierarchy, individualism and egalitarianism. A research model was designed how such four cultural bias could affect air traffic controller's risk response in case of emergency or abnormal situation during their work. Depend on empirical research, it was found that air traffic controllers perceived they had been more biased to fatalism than hierarchy. The characteristics of fatalism group are as follows: first of all, they follow rigid rules and regulation. However, they have less self-efficacy compared to other government officers. According to structural equation model, air traffic controller's fatalism had a significant negative effect on organizational royalty. Their royalty, however, had a very significant positive effect on planning response and immediate response.

  • E-Government security is crucial to the development of e-government. Due to the complexity and characteristics of e-government security, the viable current approaches for security focus on preventing the network intrusion or misusing in advanced and seldom concern of the forensics data attaining for the investigation after the network attack or fraud. We discuss the method for resolving the problem of the e-government security from the different side of view - network forensics approaches? from the thinking of the active protection or defense for the e-government security, which can also improve the ability of emergence response and incident investigation for e-government security.

Community-wide Early Response to COVID-19 in Dongnae-gu of Busan City (부산광역시 동래구 코로나-19 지역사회 초기대응 사례보고)

  • Objectives: We did this study to summarize and review and charcterize the community-wide early response to COVID-19 in Dongnae-gu of Busan Metropolitan City where first confirmed case of COVID_19 occurred in Busan. Methods: Research team from college of medicine participated as advisor to response team of local government. Research team consulted and educated and interviewed response team and wrote and reviewed COVID-19 white paper of local government. Results: Political commitment of District mayor made possible community-wide co-operation between public-private section. Early mobilization of District-wide resource was possible through political commitment. Whole-of-government response developoed to whole-of-society approach including economic support. Conclusions: Proactive community-wide response were mobilized under commitment of city mayor of local government to address the first CIVID-19 incidence in Busan Metropolitan City.

  • The purpose of this study is to examine the disaster management system of local governments by diagnosing the current status of disaster management experts in Korea, deriving problems and improvement measures, and looking at local governments' total labor cost system. The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.

Impulse Responses Analysis of Government and Public Sector R&D in IT Industry (정보통신산업 공공 연구개발(R&D)투자의 파급효과 분석)

  • We investigate the effect of government and public sector R&D Investment at IT Industry on the amount of Production, export and nongovernment R&D Investment at IT Industry. We, firstly, examine the stationarity of each variable by the unit root t-test and perform the co-integration test for the pairs of variables. We use YECM(Vector Error Correction Model) according to the results of co-integration test for the examination of Granger-causality between variables. It is found that there exist an Granger-causality between public sector R&D Investment and nongovernment R&D investment and also between public sector R&D Investment and export. Secondly, we analyze the impulse response of government and public sector R&D Investment at IT Industry on the amount of production, export and nongovernment R&D investment at IT Industry based on VECM model. It is found that the response of the amount of production is highest at 3th period and is lowest at 8th period and that of export shows similar pattern.

  • This paper tried to discuss response of local government facing governance era. Governance is intended to introduce a variety of residents' participating systems to revive the citizen's society and strengthen the foundation for that purpose, thus seeking the paradigm for decentralized operation of the nation. As widely accepted, governance has many meanings connected with controling method of interdependence activity. However bureaucracy do not make decisions as one-side and vertical like past but is form of public decisions that stakeholder in policy. Firstly, we reviewed the terms of governance and policy issues and policies on governance. And also survey on actual performer associated with governance in Gumi. Next, proposals of the development of policy in governance, role of local government are made in terms of construction of governance.
