China's Public Diplomacy towards Africa: Strategies, Economic Linkages and Implications for Korea's Ambitions in Africa

  • Recent years have witnessed renewed interest in Africa and public diplomacy has emerged as the vital tool being used to cultivate these relations. China has been leading in pursuing stronger economic partnership with Africa while middle powers such as Korea are also intensifying engagement with the continent. While previous studies have analyzed the implications of China's activities in Africa on advanced powers, none has examined them from the paradigm of middle powers. This study fills this gap by assessing China's activities in Africa, their economic engagement and implications for Korea's interest in Africa. The analysis is qualitative based on secondary data from various sources and literature. The study shows that China's public diplomacy strategy involves a high degree of innovation and has evolved to encompass new tools and audiences. China has institutionalized a cooperative model that permeates many aspects of governance institutions in Africa, enabling it to strengthen their relations. This could also be helping China to adjust faster leadership transitions in Africa. Whereas the US is still the most influential country in Africa, China is influential in economic policies and has outstripped the US in infrastructure diplomacy. This could be because African policy makers align more with China's economic model than the US' mainstream economics. Chinese aid to Africa has been diversified to social sectors that are more responsive to the needs of Africa. Trade and investment relations between China and Africa have deepened, but so does trade imbalance since 2010. China mainly imports natural resources and raw materials from Africa. But this product portfolio is not different from Korea and the US. China's energetic insertion in Africa using various strategies has significant implications for countries with ambitions in Africa. Korea can achieve its ambitions in Africa by focusing resources in areas it can leverage its core strengths-such as education and vocational training, environmental policy and development cooperation.

What Drives International Science and Technology Cooperation? (과학기술분야 국제협력 필요성의 인식에 대한 연구: 거래비용이론, 성과측청관점, 지식기반관점을 중심으로)

  • The importance of international science and technology cooperation is growing more and more, but we do not know much about what criteria could be used to choose a science or a technology that needs international cooperation first and foremost among many kinds of competing sciences and technologies. Moreover, this selection process is affected by evaluators' or science/technology experts' perception, but we do not quite know what they actually see when they evaluate the needs of international cooperation. This study investigates the conditions that international science and technology cooperation is encouraged by scholars and researchers in various areas. Based on theoretical arguments of Transaction Cost Economics, Measurement View, and Knowledge-Based View, we drew hypotheses on when experts perceive greater needs of international cooperation. Using the classification categories of 10 major sciences and technologies, we collected data from 151 respondents from scientists in research institutions and colleges. As a result, we found that experts in science and technology areas perceive strong needs of international cooperation when the importance of focal science or technology is high and the relative national level of focal science or technology is low. Also, we found that the importance and relative level of focal science and technology have positive moderating effects each other. Lastly, we found that when experts evaluate their own major areas, the strength of positive relationship between the importance of science and technology and needs of international cooperation is diminished.

High-Tech Cluster Evolution and the Role of the Triple-Helix Actors : The Case of the Research Triangle Park, USA (클러스터 진화와 트리플 힐릭스 주체의 역할 - 미국 리서치트라이앵글파크 사례 -)

  • This paper aims at examining the role of university, industry and government, which constitute the triple-helix innovation system in hi-tech cluster, based on the case of the Research Triangle Park, North Carolina, USA. Firstly, the state government has played a catalytic role by building the horizontal governance of triple-helix actors. By doing so, the state government has made it possible for not only growing but also transforming the RTP as an high-tech cluster. Secondly, universities in the triangle area have played to some extent a limited role in sustaining the evolution of cluster. Thirdly, the RTP has long been dominated by a small group of large firms. However, the situation has been changed since 1990s, because new start-ups from universities and local large firms and the technology transfer activities between universities and firms have been increased in the RTP and its surrounding area. Finally, it argues that the continuous evolution of the RTP has been to some or large extent influenced by the transition from the exogenous development model to the endogenous development model.

  • The emission trading system is an essential policy for reducing greenhouse gas emissions and converting low-carbon society. EU ETS is a good benchmark that is ahead of Korea's emission trading system in terms of operating period and design know-how. Therefore, this study focused on the key design elements of EU ETS phase 4 such as total emission allowances issued (Cap), free allocation method, carbon leakage list, market stability reserve, and innovation supporting system. In addition, we analyzed the impact of key design elements and their changes during EU ETS Phase 1 to 4 on the design and operation of Korea emission trading system in the future. First of all, the expected impact on the design of Korea emission trading system is to increase three demands: preparing benchmark renewal plans, establishing criteria for selecting free allocation industries that reflect domestic industrial structure and characteristics and introducing two-stage evaluations for free allocation industries, and preparing specific plan to support innovation and industries using allowance auction revenues. The next three impacts on the operation of Korea emission trading system are the increased needs for objective and in-depth impact assessment of plan and amendments, provision of system stability and response opportunities by quickly confirming plan and amendments prior to the implementation, and coordination of the emission trading system governance and stakeholder participation encouragement.

  • Recently, the third mission as the new role of the university is being emphasized as contributing to the local community through active participation in local and regional problems as well as an economic contribution as an entrepreneurial university. Thus, overseas universities started various university-industry collaboration activities targeting sustainable development based on local community and improve their roles for regional regeneration and innovation. Universities in Korea also tend to set up a cooperative governance with various agents in the local community via university financial support projects by the government and started to promote the university-industry collaboration project for solving the problem of the local community. Therefore, this research tries to find implications in order to expand the role and responsibility as local university and reinforce substantiality and enhancement of university-industry collaboration through a case analysis of university-industry collaboration to solve the problem in local communities in foreign countries. In order to solve the problem of local communities based on local agents-led small-sized projects, it is requested to improve the more active role of the university, local governments and university students.

ESG Management Strategy and Performance Management Plan Suitable for Social Welfare Institutions : Centered on Cheonan City Social Welfare Foundation (사회복지기관에 적합한 ESG경영 전략도출 및 성과관리방안 : 천안시사회복지재단을 중심으로)

  • Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

2013 Records Regime Issues and Prospects for Public Records Management in Korea (한국 공공기록관리의 쟁점과 전망 2013년 기록관리체제를 위하여)

  • The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

The Process of Changes and Challenges of Regional Science & Technology Policy in Korea (한국 지역과학기술정책의 변화와 발전 방향)

  • The purpose of this study is to analyze the process of changes in regional science and technology policies in Korea and to seek future development directions. In Korea, regional science and technology policies have been implemented since the introduction of the local autonomy system. Since then, it has been implemented in earnest with the establishment of a central government-level plan. The regional science and technology policies have been developed to this day by interacting with national science and technology policies and regional development policies. Nevertheless, due to the path dependence and lock-in effect in the accumulated process, the regional science and technology policies are still subordinate to central government policies. Thus, the establishment of an independent ecosystem for local science and technology is still insufficient. Furthermore, the gap between regions is deepening, such as the growing of aging population, population decline due to low birth rates, job losses due to the recession of local key industry, and the concentration of the youth population in the metropolitan area. The transformation path such as digital transformation and carbon neutrality paradigm is expected to further widen regional disparities. In order to address a comprehensive problem, the implementing system of regional science and technology policies need to be newly established. A framework for reinvention of regional science and technology policy needed in the era of grand societal challenges have to be developed.

Innovative Networks of Foreign Capital and Spatial Identity in the Post-socialist System Transformations: The Case of Korean FDI Firms in Shanghai, China (후기 사회주의 체제전환 하의 해외 투자 기업 혁신 네트워크와 공간 특성 분석: 중국 상하이 한국 투자 기업 사례 연구)

  • China has transformed her strategies for economic development from exogenous development founded on foreign capitals to endogenous development based on enhancing technology innovation capabilities since 2000. More specifically, Chinese business activities have coupled with new institutional settings which enable them to facilitate advanced technology and management methods. As a result, the characteristics of the spatial economy in China are likely to transfer from export-led developmental space to technology-oriented developmental space. In this context, this paper aims to identify the characteristics of technology-oriented space by investigating intra-, inter- and extra-firms relations of Korean FDI firms in Shanghai, China. In terms of intra-firm relations, Korean FDI firms adopted strategies for maximizing business efficiency and effectiveness by transforming their personal networks into formal networks. In terms of inter-firm relations, the distinction of Korean FDI firms' networks has been found in accordance with firm size, industrial sectors, ways of investment etc. Finally, Korean FDI firms has formal networks resulted from institutional involvement, as well as informal (personal) networks based on guanxi (inter-personal relations) in extra-firm relations. Therefore, two types of processes affecting the networks and institutional legacies of the Soviet system can be identified. First is the interaction of institutions and restructuring of pre-existing networks. Second is the insulated institutions and endurance of preexisting networks. And these two governance types have created regional economies which are embedded and over-embedded.

A Case Study on the Development Process of the Industrial Districts in Third Italy: Modena and Mirandola (제3이탈리아 산업지구 발전과정에 대한 비교 연구: 모데나와 미란돌라를 중심으로)

  • It is the Third Italy's industrial districts that is emerging as effective strategies for regional economic development since 1970' s. Compared with mass production system, it's production system is characterized the cooperative networks of a number of enterprise specialized in specific sector or process. This work will analysis the course of growth and industrial characteristics of Modena engineering industrial district and Mirandola bio-industrial district as the exemplary industrial district, so elucidate new principle of building industrial space named development of industrial districts. This work point out three characteristics which these industrial districts have. First, these districts have the production system based vertical dis-integration and specialization among enterprise like general industrial districts in Third Italy. This factor make Modena and Mirandola's production system coupled with specialized enterprise in coping with various demand of consumer. Second, technological innovation is very important factor in growing industrial districts. This factor contributes these two districts to have developed as the competitive industrial clusters in the world. Last point is the difference of local governance by the two city governments. Modena city government has made a lot of industrial spaces but in Mirandola the leading enterprise has contributed to shape the industrial district.
