ESG-oriented Governance Work System for Smart Highway Implementation

  • This study was promoted to prepare an ESG-oriented work system for Korea Expressway Corporation through sustainable highway construction, IOT-based smart highway preparation, and establishment of a broad convergence business governance system between multiple ministries and implementing entities. Based on the 2nd Basic Plan for Landscape Policy (2020~2024) and the Public Design Promotion Act (2018~2022), the study was conducted through the improvement of the highway design method to be applied for four years from 2021 to 2024, the changes in construction and social conditions related to expressways, the analysis of policies and plans to secure consistency with the 'Korean New Deal', and the analysis of the project performance and work promotion system that the Korea Expressway Corporation's business execution organization has promoted together with each government department. The results of this research are expected to help the Korea Expressway Corporation establish the 21st Innovation Plan for the phased construction of a "100-years landscape with people" and the preparation of a sustainable future highway environment creation project for the lives and safety of the people.

A Study on the Development Plan of Smart City in Korea

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

A Study on Policy and System Improvement Plan of Geo-Spatial Big Data Services in Korea

  • This research focuses on accomplishing analysis problems and issues by examining the policies and systems related to geo-spatial big data which have recently arisen, and suggests political and systemic improvement plan for service activation. To do this, problems and probable issues concerning geo-spatial big data service activation should be analyzed through the examination of precedent studies, policies and planning, pilot projects, the current legislative situation regarding geo-spatial big data, both domestic and abroad. Therefore, eight political and systematical improvement plan proposals are suggested for geo-spatial big data service activation: legislative-related issues regarding geo-spatial big data, establishing an exclusive organization in charge of geospatial big data, setting up systems for cooperative governance, establishing subsequent systems, preparing non-identifying standards for personal information, providing measures for activating civil information, data standardization on geo-spatial big data analysis, developing analysis techniques for geo-spatial big data, etc. Consistent governmental problem-solving approaches should be required to make these suggestions effectively proceed.

지속 가능한 마을만들기를 위한 추진체계 개선방안 - 김해시를 중심으로 - (Improvement Plan for Promotion System of Sustainable Rural Community Building)

  • In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

경영진 보수에 대한 주주 투표권(Say on pay)의 효과를 중심으로 (Focusing on the effect of shareholder voting rights (Say on pay) on CEO compensation)

  • 본 연구는 2018년 금융위원회의 금융회사 지배구조 개선 방안 중 고액 연봉자 보수공시 강화 효과를 분석하기 위하여 2015년부터 2020년까지 우리나라 금융회사를 대상으로 보상체계와 경영성과, 그리고 지배구조 개선에 관한 실증분석을 수행하였다. 실증분석 결과, 2018년 이후의 금융회사가 임직원보상괴리도와 대주주지분율은 감소하고, 주식성과 및 외국인지분율은 증가하는 것으로 나타났다. 본 연구는 경영진 보수에 대해 공개하고, 그 적정성에 관하여 주주들이 투표를 통해 확인할 수 있도록 하는, 이른바 Say on pay의 적용 효과를 검증한 첫 번째 국내연구라는 점에 가장 큰 공헌점이 있다. 외국의 Say on pay 제도는 기업 보상 체계를 더욱 엄격하게 조정하도록 하면서 기존 대기업의 보수지급 관행을 변화시켰다. 따라서 보수 공시제도의 긍정적인 효과를 반영한 금융위원회의 금융회사 지배구조 개선방안이 실효성을 거두었는지 실증 분석하였다는 점에서 의의가 있다. 또한 경영진의 과도한 보상을 통제하기 위한 수단으로서의 Say on pay의 효과에 집중한 점에서 최근 ESG경영과 지배구조 개선방안에 관한 학술적 공헌점도 제공한다.

대학정보화 거버넌스를 위한 계단형 프레임워크 개발 (A Development of The Staged Framework for University IT Governance)

  • 조직의 정보화 수준을 향상시키기 위해 CMMi는 단계별로 정보화의 효율성 및 품질 향상에 많은 역할을 하였다. 대학 조직에서도 이러한 CMMi의 개념에 맞춤형 IT 거버넌스 프레임워크를 활용한다면 대학 고유의 비전 실현을 위한 대학정보화 거버넌스로 자리 잡게 될 것이다. 본 논문에서는 이러한 CMMi의 staged model을 참고하여 대학 정보화에 적용할 수 있도록 개발한 대학정보시스템의 단계적 프레임워크를 제시한다. 먼저 대학 고유의 프로세스를 단계별로 적용하였고 실제로 대학 현장에서 접근하여 활용할 수 있다. 그리고 정보화 업무담당자 뿐 아니라 대학 본부의 업무 담당자 입장에서도 이를 준수하여 대학정보화 계획 및 예산에 적용할 수 있다. 계단형 프레임워크는 대학정보화 성숙도 및 Process로 분류하고 이를 대학정보시스템 수준 향상에 적용할 수 있는 방법을 제시한다.

Implementation of a care coordination system for chronic diseases

  • The number of people with chronic diseases has been increasing steadily but the indicators for the management of chronic diseases have not improved significantly. To improve the existing chronic disease management system, a new policy will be introduced, which includes the establishment of care plans for hypertension and diabetes patients by primary care physicians and the provision of care coordination services based on these plans. Care coordination refers to a series of activities to assist patients and their families and it has been known to be effective in reducing medical costs and avoiding the unnecessary use of the hospital system by individuals. To offer well-coordinated and high-quality care services, it is necessary to develop a service quality assurance plan, track and manage patients, provide patient support, agree on patient referral and transition, and develop an effective information system. Local governance should be established for chronic disease management, and long-term plans and continuous quality improvement are necessary.

건설산업 공공데이터 개방의 현황과 과제 (The Current Status and Problems of Open Government Data on the Construction Sector and Its Improvement Plan)

  • In order to meet the trend, construction public data are already disclosing not only data generated at the construction site but also various data ranging from inspection reports and public construction contracts through multiple portals. However, unlike the excellence of the open performance evaluated by the number of data, it is difficult to evaluate the specific level of disclosure because there is no case of analyzing the quality, ease of use, and possibility of further opening of the public construction data set. On the other hand, performance measurement is already performed using an internationally agreed evaluation method in different fields such as real estate, population, and environment. So it is essential to analyze the current status of public data openings in the construction field and to derive improvement tasks. Therefore, this study conducted a survey of researchers with the highest system utilization targeting representative public data open systems in the construction field, such as E-AIS(세움터) and KISCON. To ensure fairness and increase comparability, the questionnaire was composed using evaluation items on implementing public data conducted annually by the World Wide Web Foundation, an international non-profit organization. With these responses, we investigated the status of public data disclosure and opinions on data quality and derived tasks to improve public data disclosure in construction through the analysis of the results.

  • 2008년부터 소방방재청이 추진하고 있는 방재마을 만들기 시범사업을 조기에 정착하고 전국적으로 확대하기 위해서 법률적인 측면에서는 자연재해대책법에 방재도시(마을)의 지정에 관한 조항 신설과 지방자치조례로 "(가칭) 방재마을 만들기 조례"를 제정하는 등 법적기반을 마련하여야 하고, 행정계획적 측면에서는 주민주도형 방재마을 사업계획서의 수립과 더불어 사업내용이 구조적인 컨텐츠 뿐만 아니라 비구조적인 컨텐츠에도 일정규모의 사업비를 배분하여야 하며, 마지막으로 조직적 측면에서는 지역 방재리더 육성사업을 적극 추진하고, 지역사회의 공식적 비공식적 조직간에 지역방재 거버넌스 체제도 구축하여야 하며, 방재전문가에 의한 사전 컨설팅제도 및 사업추진과정에 대한 평가시스템이 도입되어야 한다.

  • 공공기관에 기록관리 평가제도가 도입된 지 10년이 지났다. 지난 10년간 공공기관의 기록관리 평가제도는 기록물관리전문요원 배치와 기록관인프라 확충에도 기여하였으나, 현 시점에서는 서열화, 환류조치의 미흡 등 여러 가지 문제점들로 인하여 새로운 평가체제를 도입할 필요성이 제기되고 있다. 이에 기록관리 평가제도에 대한 변화과정 검토를 통해 현황분석을 진행하였고, 전문가 간담회, 현장 방문 등 다양한 방식의 의견수렴을 통해 문제점을 확인하고 개선방향을 제안하고자 하였다. 여러 문제점 분석에 기반하여 제안한 새로운 기록관리 평가의 방향은 단계별 도입, 기관의 특성에 따른 맞춤형 지표선정, 거버넌스 체계의 도입, 기관의 자율적 지표선정에 의한 자체평가, 그리고 국가기록원의 컨설팅기능 강화 등이다.
