Since the election of governors and mayors by vote, many local governments in Korea establish long-range plans for their regional development. The major purposes of the plans are to set up development path for their communities and to devise economic development strategies. But most of the plans established thus formulated by the same method utilized in centralized political regime. This method is considered no longer appropriate to devise the long-range development plans for local government especially in the era of globalization and localization, where local governments behave independently, where local governments behave independently competition. We suggest an alternative way to establish such plans, based on the method employed in business sector. The plans, formulated in this way, are called strategy oriented long-range development plans. The underlying logic for the plans is non-linear one. The plans are issue oriented and focus more on process than outcome. Given that these features are properly incorporated in the plans, we expect that the strategy oriented long-range development plans can be genuine guidelines for local economic development in the years to come.

Agricultural extension programs in Korea had focused mainly on increased production, and the biggest pride of extension was the achievement of rice self-sufficency in 1970s and abundant vegetable and animal production in 1980s. Farming in Korea has changed rapidly in recent years and extension system on commercialized crops have not been satisfactorily developed to mete farmers` demands. Facing the emerging challenges of international competition and trade liberalization for agricultural commodities, the goals of extension should be focused on increased income and the welfare of coral communities. The transfering of agricultural extension educator from central government jobs to local ones has emerged recently under the trends of localization which resulted unstable job environment of extension educator. Intensive pre-service and in-service training of extension workers on current and advanced techologies are essential to upgrade the quality of extension services, and the future directions for professional development of agricultural extension educators in Korea were suggested as follows: 1. Establishing a national network on agricultural extension system to promote exchanges of information among counties and provinces, to conduct meetings and to publish information on agricultural extension. 2. Determining the implications of recent national and global trends on agricultural extension, and strenthening communication at local, national and international levels for an effective extension system in the era of localization, internationalization and globalization; 3. Recognizing the effect of number and quality of extension staff on the impact of extension and providing opportunities development and advancement of extension personnel through education, training, incentives and rewards; 4. Giving a higher priority to agricultural extension in national policies in order to ensure the adequacy of budgetary support and recognition of importance of extension by the ministries concerned and mass communications.
The globalization of business is making it more important than ever to understand how international human resource can be utilized more competitively. This study explores how the international human resource strategies between global integration and local responsiveness affects the company's competitive advantage. The findings for global integration strategy suggest that when a subsidiary is highly dependent on the parent company's resources and the findings for local responsiveness suggest that when a subsidiary is highly dependant on the host country's resources and institution. This study proposes competitive advantage by the global integration strategy and local responsiveness strategy. The effects of IHRM to create value for company's core competence was analyzed. Two IHRM strategic choices will affect the different competences such as integration and localization abilities. This paper also suggests the two kinds of core competences of IHRM strategies how impact on company's performance.
The purpose of this paper is to explore how the Confucius Institute Chinese international promotion could better promote the development of China's foreign trade, by analyzing the distribution of the Confucius Institute worldwide, based on the theory of language economics, using SWOT analysis to analyze the advantages and disadvantages of the internal environment, opportunities and challenges of the external environment of Chinese international promotion of Confucius Institute. The following findings were gathered: as a language teaching institution and information exchange platform, Confucius Institute has the ability to share trade information and increase trade opportunities; to improve cultural identity and reduce transaction costs; to promote cultural communication and integration, and drive the development of related industries. The internal disadvantages were mainly reflected in the mismatch between the global regional distribution structure of Confucius Institutes, and the economic and trade structure, such as, the asymmetry between language, culture output, and demand. In addition, the management mechanism was not perfect. External opportunities were mainly new opportunities brought by economic globalization, cultural diversity, and the development of the Belt and Road initiative. External challenges were mainly influenced by the China threat theory and the fierce cultural competition among countries. The corresponding countermeasures were put forward based on the advantages of the platform and grasping the external opportunities: improving the quality of operation and speeding up the localization process; respecting cultural differences and realizing cultural common learning; seeking multilateral cooperation and enhancing the capacity for independent development.
Global fast fashion brands have been popular and most of them have entered the Korean market. With their success, Korean apparel companies launched domestic fast fashion brands; however, recently they have become fiercely competitive, and consumers are demanding better design and quality and cheaper prices than before. The purpose of this study is to explore consumer purchasing behavior of the global as well as domestic fast fashion brands sold in Korea and to suggest marketing strategies for the brands sold in Korea. The study includes interviewing 61 Korean consumers to ask about their purchasing behavior and experiences. This study found four themes from these in-depth interviews: 1) demand of product glocalization which considers both globalization and localization for better style, quality, and assortment plan, 2) satisfaction with the reasonable price range of fast fashion brands but dissatisfaction with price discrimination among countries, 3) importance of easy, comfortable, and convenient accessibility to fast fashion brands, and 4) preference for good brand reputation related to corporate social responsibility(CSR) and nationality. From these four themes, this study developed the four elements of the marketing mix: product, price, accessibility, and reputation to adapt to a new marketing environment that emphasizes the development of information technology, consumer-centric marketing, and corporate ethics. The findings of this research could contribute useful information to both global and domestic fashion companies as well as consumers.
The purpose of this study is to analyze movie costume of main character and find design characteristic and historical spirit focusing on the movie, in which Ishioka Eiko, Japanese movie costume designer constructing unique design world, participated. The study captured images of three movies such as , and with Digital Multimedia Converting System and analyzed them by focusing on the pictures showing designer's intention and design characteristic well among acquired 319 pictures. The costumes addressing movie costume designer's sense of values are recreated as future-oriented new works and are expressed as creative costumes by acquiring inspiration from past factors, dissolving them and applying up-to-date technology. Movie costume shall reflect historical spirit of our age as movie shows social cultural trend including fashion trend of manufactured age. Ishioka Eiko has searched for the design, which is proper for three principles such as 'be unique', 'be eternal' and 'be innovative' and from the result of analyzing movie costume, it is found that she showed characteristics of symbolism(transmission of the sensitivity), ornamentalism(effective representation as a decorative effect attention) and multiculturalism(harmony of time and culture) as well as uniqueness. The movie costume are different mutually and create new hybrid culture, in which different costume cultures are mixed with current costumes without the restriction to other culture. It is proper for the age of globalization and localization so it is expected that the multiculturalism will be enlarged more.

Korean agriculture and rural sector has undergone a wide range of reform after the Uruguay Round. Major policy measure is to put finances of huge budget from tax payers since 1994 in preparation of the Rural Development Strategy and Reform Program. Both in the total amount and individual size of the subsidy and loan for eligible farmers and farmers group are large and drastically enormous than any other programs in the past. The strategy adopted was a bottom-up approach, Particularly in selecting the project with local autonomy. However, it has been still criticized as the form of centralized control of budget and decsion. In terms of the program effectiveness too, it is doubtful to judge that Korean agriculture is in a road to getting the international competetiveness as targeted. Since the local autonomy was started in 1995, the political structure has been settling in a way to be more locally institutionalized. Rural development policy, as the key point of economic and industrial dimension of local autonomy, should be initiated and practiced in real term by the local government. This paper, in this concern, in reviewing the past rural development prolicy and programs, discussed the necessary issues relevant to legal bases of land uses in Korea. Further, the direction of increasing local automous power of local government was discussed in the senses of budgetary control and decision. The power and budget should be allocated more to the rural development plans of local government in order to fulfilize integrated rural spatial development in this new era of globalization.

Purpose: By foreshadowing the historical background and cultural influence of Korean food and economic development in China, this paper demonstrates Chinese market entry strategies taken by TheBorn with its company history and CEO's background. Research design, data and methodology: The eclectic paradigm was utilized to analyze ownership, localization, and internalization advantages for TheBorn's first entry into the Chinese market. The research answers how TheBorn could expand its business in the early 2000s while most were skeptical about the globalization of Korean food. Results: First, possessing various restaurant franchises, food patents, and developments, and media use enabled to achieve a strong ownership advantage. Second, the Chinese market is conveniently located in South Korea. Thus, TheBorn could exercise direct management to its overseas restaurant to maintain the food quality and service. Lastly, establishing a sauce manufacturing plant and its branch company accelerated further expansions to other Chinese cities. Conclusions: Based on those success factors, TheBorn extended its business into different cities in China and emerged as a franchisor giant in the Korean restaurant franchise industry.

In the millenium, which will be characterized by its global culture, a strong sense of identity of one's culture is needed to nature one's culture in a way that more people can participate in creating, enjoying and consuming it. In order to respond to both globalization and localization, natural and cultural backgrounds of such should be considered in the conversation of nature, so that the optical and color environment can have local identity while undergoing sustainable development. Therefore, the objective of this research is to enhance the image of a city, which is endowed with beautiful scenery and unique culture, but has lost its identity since industrialization An through a scientific and systematic color planning The Research was conducted as follows. First, color environment which doesn't reflect local characteristics due to modernism which emphasizes on uniformity was examined. Second, standard and analysis of environment color planning were examined. Natural color specimen was use to make a palette of nature colors, from which colors for architecture were extracted to come up with color combination types. Without traditional architecture philosophy, materials and colors, which were once in harmony with the environment, it is impossible to clean up the environment all together. However by using colors to control new city plans, urban redevelpment, construction and renovation gradually, that process can be effective and less costly.
