The objective of this study was to investigate drug classification system in Korea and other developed countries. Laws and regulations of Korea regarding the system were retrieved from sources posted in Ministry of Government Legislation. We also reviewed previous research reports performed as part of government's effort to reform the system The system in the foreign countries was retrieved from the official homepage operated by each country's government. There have been two research funded by Korean government, which strongly suggested that the system should be reformed. However, we found that the system was never reformed and still effective. Drug classification system in US and most western countries consists of two categories, i.e., prescription drugs and non-prescription drugs except UK, which classifies into three categories: Prescription Only Medicines, Pharmacy Medicines, and General Sales List Medicines. Interestingly, in Japan, non-prescription drugs are further classified into three groups: Group 1, 2, and 3. Recently, Ministry of Health and Welfare (MOHW) in Korea proposed a plan to reclassify all the approved drugs according to purportedly rational and scientific criteria. However, the plan does not include reform of the existing laws and regulations, which appears that it is just one-time action rather than a sustainable administration backed up by law. Therefore, it is recommended that Korean MOHW take appropriate action on laws and regulations with regard to the system to meet global harmonization standard.

The various sectors of the International Telecommunication Union (ITU) have been addressing the evolution of thirdgeneration and future wireless systems in the context of a comprehensive International Mobile Telecommunications 2000 (IMT-2000) project, and within the ITU’s Telecommunication Standardization Sector (ITU-T) a Special Study Group on “IMT-2000 and Beyond” has been established to address the network aspects of these emerging wireless systems. The Special Study Group (SSG) is playing a global role in this general area, in which a number of regional standards development organizations and a variety of industry forums are also active. This paper provides background information on the SSG and describes the SSG’s ongoing work addressing medium-term issues relating to convergence of fixed and mobile systems and the harmonization of evolving IMT-2000 systems. The paper also addresses related mobility management aspects.

The accident statistics use the data from police accident reports and statistics. Although the official accident statistics are useful, they provide very limited information about how accidents occur, the cause of the accident and the injury mechanisms. This limitations could be overcome by carrying out the in-depth accident study and analysing investigations, collecting more detailed information. Meanwhile a net of in-depth investigation teams are operating worldwide, such as NASS (National Accident Sampling System) and CIREN (Crash Injury Research and Engineering Network) in US, OTS (On the spot investigation) in UK. In this study, the database structure and variables of Korea in-depth accidents investigation system would be proposed through considering the database structure of GIDAS (Germany In-Depth Accidents Study). GIDAS is one of the best system on the in-depth accident study system in the world. GIDAS was established in 1999 as a cooperation project between Federal Highway Research Institute of Germany (BASt) and research association on automotive engineering of German Car Industry(FAT). The iGLAD (Initiative for the Global Harmonization of Accident Data) was also considered to introduce into the database variables of Korea in-depth accident study. Current police reports were compared with GIDAS and iGLAD. To collaborate of the Worldwide in-depth accident data, this paper proposed that the database of Korea in-depth accident study would be introduced the structure of GIDAS and the core variables of iGLAD. Harmonization of the structures and core variables of Korea in-depth accident study will be better than the making unique ones. The database structure and core variables of KIDAS(Korea In-Depth Accident Study) introduced of GIDAS and iGLAD.

We need to have a universal system for the landscape architectural profession at the national level which focuses on public facilities from an aesthetic point of view and emphasizes the landscape architectural identity and traditional idiosyncrasy in Korea society. There should be established independent official positions in governmental systems in order to work practically in the field of landscape architecture concerned with ecological and environmental stability. Professionals should be acquired and diversity maintained for administrative efficiency, so that the governmental official position could create practical need and a theoretical approach to the human needs for environmental quality and ecological stability. In order to pursue the public good, we need to establish a new community and promote a global spirit, which include an ecologically stable environment developed through professional landscape architectural harmonization. The landscape architectural profession requires a new community spirit suitable to modern society, so that the Korean people continue a tradition of cooperative control of the common wealth and the labor market.

The purpose of this paper is to review the trend and roadmap of standardization for e-Trade. As a survival strategy in this rapidly changing global competition environment, domestic and global e-Trade network should be harmonized and interconnected, which requires multilateral or regional cooperation to set relevant inter-operable infrastructure. For this, standardization for e-Trade message and communication is critical success factor. Korea has been an early adopter of international e-Trade standards like UN/EDIFACT and ebXML. Based on the overall knowledge and experiences of e-Trade projects, Korea can take initiatives in the creation of global e-Trade through the harmonization and interconnection of other countries.

Issuance of certification and licensing for toxicologists authorized by the Japanese Society of Thxicology (JST) became effective on July 24, 1997. The certification system consists of examination, eligibility requirements for the applicants, authorization/license by the board of trustees of JST, and the re-certification of previously authorized qualification. In the last 2-3 years, about 30-40% of candidates for the examination have succeeded. The Committee has estimated that the level of the examination would be sufficient to determine qualified toxicologists. This updated status and a detailed explanation are to be presented at the workshop. In global terms, the JST special committee agrees that "harmonization of certification/registration procedure for qualified toxicologists means to ensure/set the minimum requirement for the global authorization of qualified toxicologists". The following items in global authorization are ad-dressed for further discussion: (1) What's the benefit\ulcorner (2) Toxicological safety assessment standards, and (3) the JST position for authorization.orization.

As the standards organization under ISO responsible for the development of all international financial services standards, ISO/TC 68 plays a key role in the development and adoption of new technologies in the banking, brokerage and insurance industries. In this paper many of its current work projects are introduced for developing ecommerce standards. We need to discuss the recommendations on XML conversion with ISO and other international standard organizations. Each country try to adopt the international standards even though domestic technical standards and barriers. To solve this problem of interworking between these standards, harmonization activities are nedded. For development and distribution of electronic documents to be conformed to international standards, it is enough to have the role of international activities continue to supply part of the domestic industry and the trends in participation and international standard.Our principal focus is on facilitating national and international trade, through the simplification and harmonization of processes, procedures and information flows, and so contributing to the growth of global commerce.

Modern concepts of management of construction production systems require solving the problems of harmonization of the distribution of structural elements on the way to overcoming global destabilization processes. An effective ratio of functional subsystems of production in an environment of mutual influence create sustainable opportunities for production management and contribute to the logical development of the system as a whole in achieving the main goal of harmonious management. The purpose of the study is to develop the concept of effective management of production systems in construction with the harmonious formation of organizational structures. The results of the study allowed to reveal the harmonization approach in improving the interaction of structural elements of production and accelerating their functional sensitivity to changes in the environment. Harmonious production system more effectively adapts to the diversity of interests, goals and actions at all levels of management of different subsystems in any environment.

As global trade system transferred GATT into WTO, the harmonization of technological standards, certification, construction, testing is the trend of world. This drift is based on WTO / TBT agreement coming. In effect after 12th, April, 1979. For Korea, the distribution system has a strong resemblance to American system so that engineers are confused in adopting standards. IEC60364 and NEC are in part similar but unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This thesis deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. It serves as a guide how to apply standards when engineers select electrical installations.

The SinGAN is one of generative adversarial networks that can be trained on a single nature image. It has poor ability to learn more global features from nature image, and losses much local detail information when it generates arbitrary size image sample. To solve the problem, a non-linear function is firstly proposed to control downsampling ratio that is ratio between the size of current image and the size of next downsampled image, to increase the ratio with increase of the number of downsampling. This makes the low-resolution images obtained by downsampling have higher proportion in all downsampled images. The low-resolution images usually contain much global information. Therefore, it can help the model to learn more global feature information from downsampled images. Secondly, the attention mechanism is introduced to the generative network to increase the weight of effective image information. This can make the network learn more local details. Besides, in order to make the output image more natural, the TVLoss function is introduced to the loss function of SinGAN, to reduce the difference between adjacent pixels and smear phenomenon for the output image. A large number of experimental results show that our proposed model has better performance than other methods in generating random samples with fixed size and arbitrary size, image harmonization and editing.
