아동대상 성범죄에 대한 형벌제도 : QCA방법론을 이용한 양형분석 (Penalty system for sexual crime against children: A qualitative comparative analysis of sentencing)

  • 본 연구는 한국의 19세 미만의 아동을 대상으로 한 성범죄 사건의 판결에서 부과되는 실형 선고 기간을 심급별로 비교관점에서 살펴보고, 심급별로 실형부과에 유의미한 영향을 주는 원인을 규명하고자 하였다. 이를 위해 2000년 "아청법" 제정 이후부터 2015년까지 대법원판결이 이루어진 사건들 8건의 1심과 2심을 합한 총16개 판결문을 분석하였다. 분석대상 원인조건들은 가해자의 전과, 반성, 위력, 피해자의 용서, 가해자와 피해자의 관계를, 결과조건은 실형기간으로 하여 분석하였으며 분석방법으로는 퍼지셋 질적 비교분석(fs-QCA)방법을 사용하였다. 분석결과는 다음과 같다. 1) 아동대상 성범죄를 이유로 한 재판에서도 1심에서보다 2심에서 형량 기간이 짧아지는 것을 확인할 수 있었다. 2) 실형선고에는 1심에서 가해자의 반성과 피해자의 용서가 결합된 원인조건이, 2심에서는 가해자의 위력과 피해자의 용서가 결합된 원인조건이 가장 중요하게 작용하고 있었다. 3) 가해자와 피해자의 관계는 1심과 2심 모두에서 실형선고에 영향을 주는 원인조건이 되지 못하는 것으로 나타났다. 이는 동일한 사실관계에 기초한 같은 사건임에도 1심과 2심 각각에서 유의미한 원인조건의 결합과 실형의 관계가 동일하지 않음을 보여주는 것이었다. 또한 특정 원인변수는 그 자체로써가 아닌 어떤 다른 원인조건과 결합되느냐에 따라 다른 결과를 보이고 있었다. 이러한 결과를 바탕으로 아동대상 성범죄의 양형판단은 사건별로 다른 정황과 환경적 맥락에서 해석되어야 함을 시사하며 아동대상성범죄의 양형에 대한 문제를 개선하고 아동보호에 대한 실효성 및 아동복지에 대한 실질적인 진전을 위해 우리가 간과했을지 모르는 사회적 요인에 대한 노력이 병행되어야 함을 제시하였다.

요양서비스 질 결정요인에 대한 관리자의 의식구조 퍼지분석 (Fuzzy Analysis of Consciousness Structure of Administrator for Determinative of Care Service Quality)

  • 본 연구는 장기요양시설(입소시설)에서 근무하는 시설장 또는 관리자가 인식하고 있는 요양서비스 질 결정모형을 사회시스템의 구조화에 이용되고 있는 FSM을 이용하여 구조화하는데 목적이 있으며 주요 연구결과는 다음과 같다. 최상층의 서비스 질은 중간층의 직무몰입, 조직몰입, 경력, 요양기술, 노인에 대한 지식, 연수 및 교육과 연결되어 있는 것으로 나타났다. 둘째, 중간층(직무몰입, 조직몰입, 경력, 요양기술, 노인에 대한 지식, 연수 및 교육)은 하위층의 고용형태, 직무만족, 리더쉽, 이용자 관계, 직장 내 인간관계와 연결되어 있거나, 중간층에 위치한 요인 간에 연결되어 있는 구조로 나타났으며 구체적 결과는 다음과 같다. 직무몰입에는 직무만족과 이용자 관계, 조직몰입에는 리더쉽과 직장 내 인간관계, 경력에는 고용형태와 직무만족이 연결되어 있는 것으로 나타났다. 한편, 요양기술에는 직무만족, 경력, 노인에 대한 지식, 연수 및 교육, 노인에 대한 지식에는 직무몰입, 경력, 연수 및 교육, 연수 및 교육에는 직무몰입이 연결되어 있는 것으로 나타났다. 이러한 결과를 통해 다음과 같은 사실을 확인할 수 있었다. 첫째, 요양보호사의 업무전문성을 나타내는 요양기술 및 노인에 대한 지식은 경력을 바탕으로 해서 서비스 질에 연결되는 구조를 보였다. 둘째, 중간층의 직무몰입은 최상위층의 서비스 질에 연결되어 있으면서 같은 중간층에 위치한 요양기술, 노인에 대한 지식, 연수 및 교육 등 다양한 요인에 영향을 미치는 것으로 나타나 서비스 질을 결정하는 데 중요한 요인임을 알 수 있었다. 마지막으로 리더십과 관련하여 의미있는 결과를 확인할 수 있었다. 즉, 시설장의 리더십이 조직몰입에 연결되고 조직몰입이 서비스 질에 연결되는 구조를 통해 서비스 질 향상을 위해 시설장이 수행할 역할을 확인할 수 있었다.

어메니티자원과 인적자원을 고려한 농촌마을의 관광잠재력 평가기법 개발 (Development of Green-Tourism Potential Evaluation Method for Rural Villages Considering Amenity and Human Resources)

  • This study aims to develop an evaluation method of green-tourism potential in village level with amenity resources of rural villages, considering human resources of the village. The amenity resources evaluation system was classified into three sub-classes with social, industrial, and natural resources. The system consisted of a relationship diagram between three classes resources and tourists' behavior. The new methodology considers human resources as a key factor for green-tourism potential evaluation of villages, including the amenity resources of three sub-classes. In quantitative method for the criteria, this study adopted a new method of continuous linear score method, which is applying fuzzy theory, not to give score with the existing discrete scoring method with several steps. The weighting values of the evaluation criteria were calculated from the step wise pair-comparision results by AHP(Analytic Hierachy Process) method, which industrial, natural, and social resources have relative weighting values of 523/1000, 319/1000, and 158/1000, respectively. In evaluation of another weighting value by the same methodology, the results showed that the amenity and the human resources have weighting values of 627/100 and 373/1000, respectively. The new evaluation method was applied to make the potential evaluation for rural villages of the study area, which located on Narial-myun, Keumsan-gun, Chungnam province. The development priority among the villages could be suggested reasonably by the new findings of this study, according to the evaluation results showing that the village with high possibility for development in green-tourism has high score in the potential evaluation.

면역 알고리즘을 이용한 PID 제어기의 지능 튜닝 (Intelligent Tuning Of a PID Controller Using Immune Algorithm)

  • This paper suggests that the immune algorithm can effectively be used in tuning of a PID controller. The artificial immune network always has a new parallel decentralized processing mechanism for various situations, since antibodies communicate to each other among different species of antibodies/B-cells through the stimulation and suppression chains among antibodies that form a large-scaled network. In addition to that, the structure of the network is not fixed, but varies continuously. That is, the artificial immune network flexibly self-organizes according to dynamic changes of external environment (meta-dynamics function). However, up to the present time, models based on the conventional crisp approach have been used to describe dynamic model relationship between antibody and antigen. Therefore, there are some problems with a less flexible result to the external behavior. On the other hand, a number of tuning technologies have been considered for the tuning of a PID controller. As a less common method, the fuzzy and neural network or its combined techniques are applied. However, in the case of the latter, yet, it is not applied in the practical field, in the former, a higher experience and technology is required during tuning procedure. In addition to that, tuning performance cannot be guaranteed with regards to a plant with non-linear characteristics or many kinds of disturbances. Along with these, this paper used immune algorithm in order that a PID controller can be more adaptable controlled against the external condition, including moise or disturbance of plant. Parameters P, I, D encoded in antibody randomly are allocated during selection processes to obtain an optimal gain required for plant. The result of study shows the artificial immune can effectively be used to tune, since it can more fit modes or parameters of the PID controller than that of the conventional tuning methods.

Competency Gap in the Labor Market: Evidence from Vietnam

  • The relationship between education and work is of the greatest concern to individuals and society because they are the key drivers of growth and development. In the context of Industry 4.0, labor and educators are facing the challenges of big changes in the workplace. How to prepare undergraduate students for the world of employment has become the most important mission of higher education providers. This paper explored the competency gap in the labor market in Vietnam from the perspective of employees who have been dissatisfied with the current status. First, a qualitative method with the Delphi technique was applied to confirm this consensus in an employees' competency model. Then, the satisfaction level for each competency criterion was explored by applying the advance quantitative method, namely, best non-fuzzy performance approach. Lifelong learning was ranked first, followed by creativity and innovation, foreign languages, expertise and digitalization, adaptability, and finally, organizing and managing ability. Critical thinking and problem-solving were perceived to have the biggest gap. The order of competency satisfaction is useful in explaining the mismatch between education quality and labor market demand. The findings provide valuable guidelines for education managers who seek to bridge the competency gap and improve education quality.

Associative Motion Generation for Humanoid Robot Reflecting Human Body Movement

  • This paper proposes an intuitive real-time robot control system using human body movement. Recently, it has been developed that motion generation for humanoid robots with reflecting human body movement, which is measured by a motion capture. However, in the existing studies about robot control system by human body movement, the detailed structure information of a robot, for example, degrees of freedom, the range of motion and forms, must be examined in order to calculate inverse kinematics. In this study, we have proposed Associative Motion Generation as humanoid robot motion generation method which does not need the detailed structure information. The associative motion generation system is composed of two neural networks: nonlinear principal component analysis and Jordan recurrent neural network, and the associative motion is generated with the following three steps. First, the system learns the correspondence relationship between an indication and a motion using training data. Second, associative values are extracted for associating a new motion from an unfamiliar indication using nonlinear principal component analysis. Last, the robot generates a new motion through calculation by Jordan recurrent neural network using the associative values. In this paper, we propose a real-time humanoid robot control system based on Associative Motion Generation, that enables user to control motion intuitively by human body movement. Through the task processing and subjective evaluation experiments, we confirmed the effective usability and affective evaluations of the proposed system.

톨이론에 의한 유사도 계산과 퍼지 관계 행렬을 이용한 정합과정의 수행 - 3차원 영상을 중심으로 (Measure of similarity by toll theory and matching using fuzzy relation matrix - focused on 3-dimensional images)

  • 본 논문은 2차원 정보, 3차원 정보 그리고 그 밖의 각종 유용한 정보를 취합하여 이를 상호 보완하여 인식하는 멀티미디어 시스템 중의 한 부분으로 이중 3차원 정보를 추출하고 정합 하는 방법을 제안하고자 한다. 우선 거리 영상으로부터 z축 기울기를 이용하여 표면 분류를 행하고 법선 벡터들의 교점을 통해 각 표면들에 대한 특징을 추출한다. 또한 각 표면들로 부터 이루는 각이나 거리등과 같은 특징 관계를 설정한다. 이후 정합 과정을 통해 인식을 수행하게 되는데 정합 과정은 영상인식의 최종 단계로 대단히 중요한 과정중의 하나가 된다. 왜냐하면 멀티미디어 시스템은 각종 정보를 취합하여 정합 과정을 수행해야 하기 때문에 취합한 모든 정보를 보다 보편적이고 효율적으로 정합하는 방법론의 제시가 중요하기 때문이다. 따라서 본 논문에서는 정합 과정 수행에 필요한 보편적 방법론의 제안에 초점을 맞추고자 하며 이중 우선 3차원 물체의 정합과정에 대해 다루고자 한다. 이를 위해 롤이론을 적용하여 유사도를 측정하며 이를 퍼지 관계 행렬을 구성하여 인식을 수행한다. 최종적으로 실험에 의해 본 논문의 유용성을 입증하고자 한다.

  • In this paper, conventional PI, fuzzy neural network(FNN) and adaptive teaming mechanism(ALM)-FNN for rotor field oriented controlled(RFOC) induction motor are studied comparatively. The widely used control theory based design of PI family controllers fails to perform satisfactorily under parameter variation nonlinear or load disturbance. In high performance applications, it is useful to automatically extract the complex relation that represent the drive behaviour. The use of learning through example algorithms can be a powerful tool for automatic modelling variable speed drives. They can automatically extract a functional relationship representative of the drive behavior. These methods present some advantages over the classical ones since they do not rely on the precise knowledge of mathematical models and parameters. Comparative study of PI, FNN and ALM-FNN are carried out from various aspects which is dynamic performance, steady-state accuracy, parameter robustness and complementation etc. To have a clear view of the three techniques, a RFOC system based on a three level neutral point clamped inverter-fed induction motor drive is established in this paper. Each of the three control technique: PI, FNN and ALM-FNN, are used in the outer loops for rotor speed. The merit and drawbacks of each method are summarized in the conclusion part, which may a guideline for industry application.

Knowledge Management in an Iranian Health organization: Investigation of Critical Success Factors

  • Purpose - According to the applied studies knowledge, management implementation can improve organizational performance. The main objective of this study is to develop an understanding of critical success factors that enhance the successful implementation of knowledge management. Research design, data, and methodology - This study used Analytical Hierarchy Procedure (AHP), which is a multi-criteria decision making model that works on fuzzy logic. Using this method, researchers can find the proportion of success due to the contribution of the critical success factors (CSFs). Results - The results show that more than 70% of respondents indicate the possibility of success in knowledge management implementation. Further, the results show that top management support has the greatest relationship with the success of knowledge management implementation. This was followed by information technology, performance measurement, and culture, which had a high relation with knowledge management success. Process and activities have a moderate positive relation, while education and training has a low relation with success. Because of an inappropriate p-value, knowledge management strategies show no relation to the success of knowledge management in the Iranian health Industry. Conclusions - This study was conducted because of a critical issue in the Iranian health industry that indicated that a significant portion of the workforce would retire in 5 to 10 years. Most highly experienced and knowledge oriented employees would become eligible for retirement. Therefore, knowledge management is presented as a complete solution in the Iranian health sector.

Power peaking factor prediction using ANFIS method

  • Power peaking factors (PPF) is an important parameter for safe and efficient reactor operation. There are several methods to calculate the PPF at TRIGA research reactors such as MCNP and TRIGLAV codes. However, these methods are time-consuming and required high specifications of a computer system. To overcome these limitations, artificial intelligence was introduced for parameter prediction. Previous studies applied the neural network method to predict the PPF, but the publications using the ANFIS method are not well developed yet. In this paper, the prediction of PPF using the ANFIS was conducted. Two input variables, control rod position, and neutron flux were collected while the PPF was calculated using TRIGLAV code as the data output. These input-output datasets were used for ANFIS model generation, training, and testing. In this study, four ANFIS model with two types of input space partitioning methods shows good predictive performances with R2 values in the range of 96%-97%, reveals the strong relationship between the predicted and actual PPF values. The RMSE calculated also near zero. From this statistical analysis, it is proven that the ANFIS could predict the PPF accurately and can be used as an alternative method to develop a real-time monitoring system at TRIGA research reactors.
