방송영상 콘텐츠로서의 애니메이션 지원제도 연구 (Government Support for Animation as Audiovisual Policy)

  • 수익성 악화와 재원조달의 어려움은 한국 애니메이션 산업에만 국한된 문제는 아니다. 미디어 환경의 변화로 방송사 광고 수익과 방영권료가 감소하였고, 애니메이션 시청자들이 다양한 매체로 분산됨에 따라 미국의 거대 메이저 스튜디오와 정부의 적극적인 지원이 이루어지는 국가를 제외하고는, 전 세계적으로 애니메이션 기업의 생존을 장담하지 못하는 상황이다. 해외 많은 국가들이 경쟁적으로 자국 애니메이션 산업을 지원하고 있는 상황에서, 본 연구는 한국 애니메이션 산업의 발전과 새로운 도약을 위한 지원제도 개선방안을 모색하였다. 애니메이션이라는 장르 중심적 관점에서 벗어나, 보다 넓은 관점에서 문화산업, 방송영상산업, 콘텐츠 산업 정책에 관한 국내외 선행연구를 검토한 결과, 1)산업 가치사슬 전반에 걸친 유기적 지원체계를 통한 생태계 선순환 구조 구축, 2)경제적 가치를 추구하는 자동지원제도와, 문화적 가치를 추구하는 선별지원제도 병행을 통한 재정지원, 3)세제지원을 통한 기업 경쟁력 강화, 4)방송사 의무 부여를 통한 국산 콘텐츠 방영 시스템 구축이 정부의 중요 역할임을 확인하였다. 한국과 유사한 규모의 산업을 보유하고, 미국 애니메이션과의 경쟁 속에서 정부주도형 산업발전 모델을 성공적으로 구축한 프랑스와 캐나다는 본 연구가 확인한바 정부의 역할을 중심으로 방송 애니메이션 지원제도를 운용하고 있다. 그 결과, 자국산 프로그램의 인기, 재원조달 환경 등에서 이들 경쟁국들과 한국의 애니메이션 산업 환경은 확연한 차이를 보이고 있어 한국 애니메이션 지원제도의 개선이 시급한 상황이다. 이를 위해서는, 1)재정지원을 위한 안정적 공공기금의 확보, 2)콘텐츠 재생산 구조 구축을 위한 자동지원제도 도입, 3)국산 애니메이션 방영 의무규정의 개선, 4)방영실적에 따른 방송사 방영권료 지원 및 제작비 쿼터 도입, 5)간접지원으로서 기업 경쟁력 강화를 위한 세제지원의 도입이 필요하며, 산업 가치사슬 전반에 걸친 유기적 지원체계 구축을 위한 유관부처 간의 협조와 역할 분담이 필수적인 선결조건일 것이다.

A Study on Institutional Types of Residents Support Project for the Vitalization of Locating Locally Unwanted Land Uses in the Metropolitan Area

  • In this study there was the analysis of government incentives and resident support of public crematoriums, typically identified in Korea as a locally unwanted land use (LULUs), in the metropolitan area. The study looked at what government programs would be potential incentives for allowing the crematoriums to exist in metropolitan communities. Such programs were diverse, with projects focused on: enhancing resident welfare, increasing resident income, funeral facilities and management consignment, community oriented programs, education, funding, and others. Among them, it was found that residents were most in support of programs for enhancing resident welfare and increasing income among residents. In order to resolve the complexities of community support for LULUs and government incentives to shift public perception of cremation, three main policies are proposed. First, it would be necessary to compliment additional project support policies which provide medical services, resident prefered projects, and improvement of substandard housing. Second, it would be important to establish ordinances concretely identifying residential support projects based on community needs assessment. Lastly, it would be of the government's best interest to build policies for resident supported projects that reflect local conditions and the residents' demands for allowing non-preferred facilities to be built, and then to analyze the economic feasibility of these demands.

Composition of Federal R&D Spending, and Regional Economy : The Case of the U.S.A

  • In this study, the significant and enduring concentration of federal R&D spending in metro-scale clusters across the nation is treated as evidence of the operation of a distinct industrial infrastructure defined by the ability of R&D performers to attract external funding and pursue the sophisticated project work demanded. It follows, then, that the agglomerative potential of these R&D concentrations -- performers and their support infrastructures -- requires a search for economic impacts guided by a different stimulative effects attributable to federal R&D spending may be that substantial subnational economic impacts are routinely obscured and diluted by research designs that seek to discover impacts either at the level of nation-scale economic aggregates or on firms or specific industries organized spatially. Therefore, this study proceeds by seeking to link the locational clustering of federal contract R&D spending to more localized economic impacts. It tests a series of models(X-IV) designed to trace federal contract R&D spending flows to economic impacts registered at the level of metro-regional economies. By shifting the focus from funding sources to recipient types and then to sector-specific impacts, the patterns of consistent results become increasingly compelling. In general, these results indicated that federal R&D spending does indeed nurture the development of an important nation-spanning advanced industrial production and R&D infrastructure anchored primarily by two dozed or so metro-regions. However, dominated as it is by a strong defense-industrial orientation, federal contract R&D spending would appear to constitute a relatively inefficient national economic development policy, at least as registered on conventional indicators. Federal contract R&D destined for the support of nondefense/civilian(Model I), nonprofit(Model II), and educational/research(Mode III) R&D agendas is associated with substantially greater regional employment and income impacts than is R&D funding disbursed by the Department of Defense. While federal R&D support from DOD(Model I) and for-profit(Model II) and industrial performer(Model III) contract R&D agendas are associated with positive regional economic impacts, they are substantially smaller than those associated with performers operating outside the defense industrial base. Moreover, evidence that the large-business sector mediates a small business sector(Model VI) justifies closer scrutiny of the relative contribution to economic growth and development made by these two sectors, as well as of the primacy typically accorded employment change as a conventional economic performance indicator. Ultimately, those regions receiving federal R&D spending have experienced measurable employment and income gains as a result. However, whether or not those gains could be improved by changing the composition -- and therefore the primary missions -- of federal R&D spending cannot be decided by merely citing evidence of its economic impacts of the kind reported here. Rather, that decision turns on a prior public choice relating to the trade-offs deemed acceptable between conventional employment and income gains, the strength of a nation's industrial base not reflected in such indicators, and the reigning conception of what constitutes national security -- military might or a competitive civilian economy.

To accomplish this purpose, we examined the status quo of technical support ,performance satisfaction of consumers and practical issues. The key factors influencing core technical innovation of small and medium firms are development fund, R&D employees, experimental instrument, technical information, protection of intellectual property, subcontracting and so on. To make sure of practical effect, therefore, it would rather necessary to implement policy support linking government and supporting means on the ground of needs of small and medium firms than specific method such as funding.

국외 정부연구비지원기관의 연구데이터 관리정책 분석 - 미국, 영국, 캐나다, 호주를 중심으로 - (An Analysis of Data Management Policies of Governmental Funding Agencies in the U.S., the U.K., Canada and Australia)

  • 본 연구는 미국, 영국, 캐나다, 호주의 15개 정부연구비지원기관에서 제공하는 데이터관리 정책을 분석하여 국내 데이터 정책 개발을 위한 참고사항을 제시하는 것을 목적으로 하였다. 데이터 정책의 내용 분석을 위해 선행연구를 바탕으로 1) 데이터의 정의, 2) 데이터관리 원칙, 3) 데이터관리 계획, 4) 데이터관리 실행, 5) 법적 윤리적 측면의 5가지 기준을 제시하였다. 분석결과 이러한 내용들을 모두 포함하고 있는 데이터정책은 존재하지 않았지만 다수의 기관들이 분석기준으로 제시된 내용들을 정책에서 공통적으로 다루고 있음을 확인할 수 있었다. 분석결과를 바탕으로 제시된 데이터 정책 개발을 위한 제언은 다음과 같다. 첫째, 연구비를 지원하는 학문 분야의 데이터 생성에 대한 이해를 바탕으로 데이터의 정의와 유형을 제시하여 관리대상을 명확히 한다. 둘째, 국내 연구데이터 관리에 적용할 수 있는 데이터관리 원칙을 수립하고 이를 정책에 제시한다. 셋째, 연구자들의 데이터관리에 대한 책임을 강화할 수 있는 데이터관리계획 도입을 검토한다. 넷째, 연구자들의 데이터 공유를 촉진하고 지원할 수 있는 데이터관리 실행 내용을 정책에 명시한다. 다섯째, 데이터 공유의 근거가 되는 법제도의 적용 및 개선방안을 검토하여 데이터 공유와 관련된 법적 윤리적 문제를 최소화하는 정책을 마련한다.

대한민국의 난민 의료지원 (Refugee Medical Administration in Republic of Korea)

  • Refugees who are persecuted can apply for refugee recognition in the Republic of Korea in accordance with the Refugee Convention and the Refugee Act. They can do so either at the port of entry or during their stay in Korea. After undergoing screening, individuals may be recognized and protected under different categories, such as recognized refugees, humanitarian status holders, refugee applicants, and refugees seeking resettlement. Recognized refugees are entitled to the same social benefits and basic livelihood guarantees as Korean nationals. Humanitarian status holders and refugee applicants may receive support such as minimum living expenses, housing facilities, medical care, and education. In the medical field, refugees and their unmarried minor children are eligible for medical support through the "Medical Service Support Project for Marginalized Populations, Including Foreign Workers." This support is in addition to the national healthcare coverage and medical benefits provided by the government. However, there are pressing concerns regarding the inadequate budget allocated to this project and the excessive cost burden placed on participating medical institutions. It is crucial to secure additional funding and implement administrative improvements. Furthermore, it is essential to develop medical support measures that ensure the minimum right to health for individuals who choose not to undergo the refugee recognition process at the port of entry.

학교도서관 헌장에 관한 연구 (A Study on the School Library Manifesto)

  • 학교도서관 헌장은 학교도서관이 나아가야 할 방향과 기본적으로 지켜야 할 방침이나 규범을 열거한 규칙이나 법칙이다. IFLA/UNESCO, IASL, 일본의 학교도서관 헌장을 비교하고 분석해 본 결과 IFLA/UNESCO 학교도서관 헌장은 학교도서관의 임무, 예산 확보와 네트워크, 목적, 직원, 운영 및 관리, 선언의 구현 등으로 구성되어 있는데, 예산 확보와 네트워크를 강조하고 있다. IASL 학교도서관 선언은 학교도서관의 기능, 자료, 시설, 인적자원, 정보활용능력, 정부 및 공공단체의 지원 등을 구성요소로 하고 있는데, 정보활용능력 육성을 강조하고 있다. 일본의 학교도서관 헌장은 학교도서관의 이념, 기능, 직원, 자료, 시설, 운영 등을 구성요소로 하고 있는데, 학교도서관의 이념을 강조하고 있다. IFLA/UNESCO, IASL, 일본의 학교도서관 헌장을 비교하고 분석한 결과를 토대로 우리나라의 학교도서관 헌장은 선진국의 구성요소를 수용하되 학교도서관의 교육적 역할을 강조하여 교육 영역을 별도의 항목으로 하고 학교도서관의 임무, 시설, 인적자원, 교육, 예산, 운영 및 관리, 헌장 구현을 위한 정부의 책임 등을 구성요소로 하는 것이 바람직하겠다.

The Impact of Government Support on Family Farm - A Chain Mediation Model: Empirical Evidence from China

  • The aim of this research is to use a conceptual model to experimentally evaluate the mediating impact of government financial and training support on structural social capital and non-financial performance of family farms. Questionnaires were used to collect data from family farms in Guangxi, China, from August 25th to September 8th, 2021. There were 759 valid responses, accounting for 94.99 percent of the total number of respondents. The scales' reliability and validity, and the research's mediating effects and hypotheses, are tested using SPSS 22.0 and AMOS 26.0. The findings suggest that the impact of government financial assistance on family farms' non-financial performance cannot be substantiated. The intermediary chain connection of financial and training support, on the other hand, has a significant mediating effect between structural social capital and family farm non-financial performance. Direct financial assistance could be thought to encourage family farms to rely too much on funding, making them less competitive in market competition, innovation, and long-term operations. According to the conclusions of the study, government assistance to family farms could take a variety of forms, including providing diversified skills training programs in farming practices, managerial skills, and other areas.

국내 체험환경교육 프로그램의 운영 현황 및 개선 방안 연구 (Site-Based Environmental Education in the Republic of Korea : Current Status and Needs)

  • This article describes the current status of site-based environmental education (EE) in the Republic of Korea. Implications for site-based EE program development and operation are presented and recommendations for an improvement are provided. Questionnaires were mailed to 205 schools and organizations where site-based EE programs operated in 2002 with funding from the Korean Ministry of Environment. The questionnaire was designed and used to examine the scope, operation, and needs of site-based EE programs. The response rate was 27.3%. The results of the survey indicated that 'awareness', 'participation', and 'attitude' were addressed by the program goals and objectives more than 'knowledge' and 'skills'. The survey also indicated that activities in the programs were not variable and most were teacher/instructor-centered. Most of the programs reflected the 'connection with everyday life, direct experience and sensitivity'. There were some difficulties in motivating students and finding a good location and qualified instructional staff. Needs included well-designed program development and dissemination, professional development, increased funding support, and more effective program evaluation.
