  • The Purpose of this study is to identify important factors in choosing liner shipping companies using the AHP. The Analytic Hierarchy Process(AHP), introduced by Satty T. L. in 1970, is a decision technique the has been applied to private and public sectors and to group decision problems. This paper will demonstrate the level of importance in 4 major factors: cost, service, transportation and promotion. In detail, the 4 major factors are divided into 14 sub-factors. In the present research, various service attributes for shipping lines were selected from previous studies and the observed data for 4 main service attributes were collected through a questionnaire survey from 26 concerned international freight forwarder experts. The conclusion of this study is as follows. First, it is found that the cost factor is the most important factor among the 4 main service attributes. It is very obvious that the cost factor directly affects the choosing the liner shipping company by international freight forwarders. Second, it is found that the second important factor in choosing the liner shipping company is the transportation factor and the third is the service factor. The promotion factor is underestimated, comparatively speaking. With the ever-increasing competition, liner shipping companies will need to study and understand the selection criteria of their clients(international freight forwarder), and apply the results to their daily and long-terms operations. In particular, liner shipping companies should establish a system to identify and sort the various selection criteria used by international freight forwarding companies.

However, not only in Korea, with the number of global freight forwarders increasing, global competition has been increasingly fierce, and domestic freight forwarders are facing enormous challenges, therefore, the relevant policy sectors have carried out a series of supportive policies, while academics have conducted various researches. But most of them have focused on the current situation or the business model, and they could not get feedback on government support policies from enterprises. Using the AHP analysis, this study decided the priority of the government's ongoing supporting policies, compared the cognitive differences among of the companies of 3 different sizes, which was further verified using t-test. Then we compared the government support policies with the actual expectations of the companies to see if they matched on the basis of the previous results of this study, in order to help to strengthen the competitiveness of our freight forwarding industry.

A survey was conducted on the current status of the domestic transportation market with transportation companies and consignment owners, and the perceptions between the two were compared and analyzed. Overall, satisfaction with the consignment system was in the order of transportation companies handling supplies, transportation companies that did not pay supplies, consignment owners belonging to supply companies, and consignment orders belonging to non-volume companies. Similar results were obtained in individual questions. In order for transport companies and consignment owners to coexist and develop in the freight car transport market, it will be necessary to prepare a strategy to increase the satisfaction of consignment owners belonging to transport companies that do not handle relatively low-satisfaction.

  • This study proposes effective overseas market entry strategies that could allow Korean logistics companies to develop international capabilities and become global firms by adapting to environmental changes in global logistics. First, it reviews the overseas networks of Korean international freight forwarders and the recent trends in the global logistics market. Then, it surveys the conditions of two groups of freight forwarders, namely partnerships and subsidiaries, which are categorized according to type of entry into foreign markets. These companies' networks are concentrated in East and Southeast Asia regardless of network type. As a result, the ability for partnerships to network is higher than that of subsidiaries. However, subsidiaries are small in number and located in various regions because of their initial stage, which is why their businesses depend on the price competitiveness of the parent company. The satisfaction and performance of subsidiaries are both generally low according to the presented findings. In addition, the successful strategies of international freight forwarders include following operations, specializing their logistics services, building collaborations among small and medium-sized companies, recruiting and training professional human resources in international logistics, and entering markets together with their customers. Overall, this study highlights the importance of measuring and evaluating objectively the level and performance of overseas networking through a survey about the internationalization of Korean freight forwarder companies. To conclude, this study is considered to contribute to raising their global competitiveness by suggesting strategies derived from the survey findings and SWOT analysis.

  • The main objective of this study is to measure the concentration and deconcentration of the domestic freight forwarding system which illustrate the development trends in this industry. In this study, Herfindal-Hirschman index (HHI), shift-share analysis (SSA), and GINI coefficient combined with Lorenz curves were employed to investigate the domestic freight forwarders. The results are as follows: first, the HHI was used to assess the concentration of domestic freight forwarders in Vietnam. The downward trend from 0.117 in 2008 to 0.083 in 2018 indicate the deconcentration of domestic freight forwarders in Vietnam. Second, the SSA results indicated that the company Transimex showed the best performance with a shift effect of million VND 1,906,515 and a ABSGR value of million VND 2,158,232. Third, the GINI index go down from 0.468 to 0.393 in 2008-2018 as follow and the Lorenz curves covered a large part which make more demonstrate the deconcentration trend of freight forwarding in Vietnam. The results show that deconcentration is a trend in 2008-2018. The results of this study provides relevant data on freight forwarders which are not easily accessible to related stakeholders.

This study aims to extract international freight forwarders' service quality factors reflecting the characteristics of freight forwarding industry. Measures of service quality have been selected after literature review and interviews, and then surveys have been conducted on exporters and importers in Korea. The collected data has been analyzed using the exploratory factor analysis. As a result, two service quality factors of international freight forwarders have been extracted: operation characteristics factor defined as accuracy, speediness timeliness and stability, and customer orientation factor defined as professionalism and empathy. An important contribution of this study is that it presents the service quality factors reflecting the characteristics of freight forwarding industry unlike precedent studies. A future research topic is to find out which of the two service quality factors influences more on customer loyalty.

  • Under the Korean legal system, as an actual carrier is not the contractual party to the contract for carriage of goods by sea, it has been tortiously liable for the damage to, or loss of cargo, should there be the negligence by its part. However, the Rotterdam Rules introduces a revolutionary liability regime for the actual carrier. According to the Rotterdam Rules, the liability of the actual carrier is same with that of a contractual carrier with the result that a shipper is entitled to bring the direct action to the actual carrier, as well as the contractual carrier on the same basis. Nevertheless, it is expected to take long time for the new approach in respect of actual carrier's liability to be confirmed by many countries, and furthermore most of shipping countries including Korea still adopt the Hague-Vis by Rules where the shipper is not allowed to bring the direct action to the actual carrier. This study reviews on whether or not the alteration of actual carrier's liability based on Rotterdam Rules would be reasonable, considering the current Korean legal system. Furthermore, this study, whilst recognizing that the overall introduction of the new liability regime is somewhat premature, suggests the imposition of contractual liability to the actual carrier from a long-term perspective. Having in mind that the article 809 of the Korean Commercial Act allows the shipper to bring the direct action to the shipowner only in the case that a time charterer is the contractual carrier, this study explores a method to apply the contractual liability to the actual carrier in the case that a slot charterer or freight forwarder is the contractual carrier, in order to establish the uniform liability system.
