An Analysis of the Effectiveness on Rural Field Forum - Focusing on the recognition change and satisfaction of the inhabitants - (농촌현장포럼 효과분석 - 주민의 인식 변화 및 만족도를 중심으로 -)

  • This study was conducted to analyze the policy impacts of the '2014 Rural Field Forum'. From 2013, Ministry of Agriculture, Food and Rural Affairs implemented Rural Field Forum to push forward rural development of inhabitants' initiative. In this study, we have evaluated that Rural Field Forum has crucial impacts on residents' competence, region capability and driving force of project by targeting the 374 residents of 350 villages in 9 states who participated in 2014 Rural Field Forum. We also sought for the solution to institutional improvement. Futhermore we analyzed each of leader group and normal residents for departmentalization of policy effects. Taken together, the analysis reveals that: 1)Rural field forum is demonstrated to have a positive effect on the establishment and execution of village development plan and all of its necessary components. 2)Regarding the effect on the village capabilities, the understanding and recognition of village organization was shown to be improved. 3)About regional capabilities, the interest in village project was advanced. 4)In terms of the project execution, Rural field forum turned out to affect the village council processes positively. 5)lastly, between the leader and the residents, the difference effectiveness between them revealed, with the same directivity and considerably bigger effect felt by the leader than by the residents overall.

Design and verification of VR gamification contents for cooperative thinking (협력적 사고 함양을 위한 VR 게이미피케이션 콘텐츠 설계 및 검증)

  • The purpose of this study is to analyze the effectiveness of cooperative thinking and communication ability through gamified VR contents. For the experiment, we designed the Forum VR content using gamification approach and validated its effectiveness with a survey tool. The experiment was answered after 63 elementary school students played the Forum VR content. According to the survey results, Forum VR content has positive effects on the development of collaborative spirit and communication skills of elementary school students. Based on the results of this study, it is necessary to study the systematic and technical measures to spread VR contents at educational sites, and to differentiate them according to the characteristics of the curriculum for connecting various educational topics and VR contents.

  • Objective: The Korean Industrial Hygiene Association(KIHA) held a forum on "Improvement of Material Safety Data Sheets (MSDS) regulations for enhancing the effectiveness and efficiency in the field" at its 2018 Winter Conference(February 2, 2018). This article summarized the major consensus opinions developed at the forum. Methods: Since the initial implementation of the MSDS system, the contents of the system have changed and related studies have been reviewed. Before the forum, online questionnaires were developed and opinions on the effectiveness of MSDS program were collected from various strata of the occupational health field. We also summarized the key opinions of companies, trade unions, experts, and government officials as discussed at the forums. Results: A total of 265 opinions were gathered through online questionnaire surveys from safety and health managers, trade unions, government officials, and health professionals. The results of online surveys and discussions showed some differences of opinion, but it was a common perception that the current MSDS system is not working effectively in the workplace. It was considered necessary to strengthen MSDS education and to make it easier for workers to understand and deliver the necessary information. In addition, it was confirmed that the supply of and education on MSDS to small- and medium-sized enterprise workers is not being well executed. In particular, MSDS training for subcontract workers should be carried out under the responsibility of the contracting employer. Conclusions: In order for the MSDS system to serve more effectively in the field in the future, it needs to be improved in terms of the effective education and training considering the type of industry and employment.

An Empirical Analysls Approach to Investigating the Influence of Online Community Site Trust on Its Community Forum Activity (온라인 커뮤니티 사이트에 대한 신뢰가 해당 커뮤니티 내에서 이뤄지는 포럼활동에 미치는 영향에 관한 실증연구)

  • With the advent of social networking activity on the Internet, online community sites are becoming more popular. The main purpose of this study is to empirically investigate the influence of intermediary trust and system trust on the forum activity trust and information quality satisfaction. We assume that the intermediary trust and system trust come from the online community site itself, while the forum activity is made within a specific forum allowed on the online community site, and therefore forum activity trust and information quality satisfaction are related to a specific forum. The 591 valid questionnaire data were gathered from the users acting in forums allowed on the Samsung Economic Research Institute (SERI) (www. seri.org). The empirical results are as follows. First, the SERI intermediary trust and its system trust have positive influence on the SERI forum information quality, system quality, and perceived effectiveness. Second, the SERI intermediary trust contributes to reducing the SERI forum perceived risks, while the SERI system quality does not. Third, the higher the SERI intermediary trust is, the higher the SERI forum trust and information quality satisfaction increase.

The Effect of Word Frequency on Resident Education Effectiveness in Rural Field Forums (농촌현장포럼에서 단어의 빈도가 주민교육 효과성에 미치는 영향)

  • In this study, the magnitude of the influence of word frequency on the change of perception of residents before and after resident competency strengthening education in villages where the rural field forum was conducted was analyzed. The results of analyzing the changes in residents' perceptions of the village development project according to the frequency of words are as follows. It was found that talking about surrounding factors had a greater influence than individual factors of keywords. In addition, the frequency of word use had a positive effect on the resident's perception. It was analyzed that items with high awareness of resident prior to resident competency-enhancing education had a low impact.

  • This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

Analyzing Learners Behavior and Resources Effectiveness in a Distance Learning Course: A Case Study of the Hellenic Open University

  • Learning analytics, or educational data mining, is an emerging field that applies data mining methods and tools for the exploitation of data coming from educational environments. Learning management systems, like Moodle, offer large amounts of data concerning students' activity, performance, behavior, and interaction with their peers and their tutors. The analysis of these data can be elaborated to make decisions that will assist stakeholders (students, faculty, and administration) to elevate the learning process in higher education. In this work, the power of Excel is exploited to analyze data in Moodle, utilizing an e-learning course developed for enhancing the information computer technology skills of school teachers in primary and secondary education in Greece. Moodle log files are appropriately manipulated in order to trace daily and weekly activity of the learners concerning distribution of access to resources, forum participation, and quizzes and assignments submission. Learners' activity was visualized for every hour of the day and for every day of the week. The visualization of access to every activity or resource during the course is also obtained. In this fashion teachers can schedule online synchronous lectures or discussions more effectively in order to maximize the learners' participation. Results depict the interest of learners for each structural component, their dedication to the course, their participation in the fora, and how it affects the submission of quizzes and assignments. Instructional designers may take advice and redesign the course according to the popularity of the educational material and learners' dedication. Moreover, the final grade of the learners is predicted according to their previous grades using multiple linear regression and sensitivity analysis. These outcomes can be suitably exploited in order for instructors to improve the design of their courses, faculty to alter their educational methodology, and administration to make decisions that will improve the educational services provided.

The Effects of Forum Theatre Instruction Utilizing Smart Devices on enhancing Social Skills (스마트 기기를 활용한 포럼연극 수업이 사회성 향상에 미치는 효과)

  • Social Skills are one of the most important competency for student who live in the future Society. The purpose of this study is to propose a Forum Theatre Instruction utilizing smart devices as an alternative teaching and learning methods for enhancing the social skills of students, and to examine the effect of this instruction on the improvement of it. In order to achieve the purpose, the class was designed based on the 'Procedural Instructional Model for FTI using Digital Media', and the effectiveness of it was verified using 'SSIS'. FTI can be composed of six classes, and results of paired t-test showed that it was effective in enhancing students' social skills. Reflecting the interview results of the participant, the further requirements for improvement and efficient use of FTI were suggested.

The Feasibility and Future Prospects of Robot-Assisted Surgery in Gastric Cancer: Consensus Comments from the National Evidence-based Collaborating Agency Round-Table Conference

  • To establish an appropriate policy for robotic surgery in Korea, the National Evidence-based Collaborating Agency (NECA) and the Korean Society of Health Policy and Administration held a round-table conference (RTC) to gather opinions through a comprehensive discussion of scientific information in gastric cancer. The NECA RTC is a public discussion forum wherein experts from diverse fields and members of the lay public conduct in-depth discussions on a selected social issue in the health and medical field. For this study, representatives from the medical field, patient groups, industry, the press, and policy makers participated in a discussion focused on the medical and scientific evidence for the use of robotic surgery in gastric cancer. According to the RTC results, robotic surgery showed more favorable results in safety and efficacy than open surgery and it is similar to laparoscopy. When the cost-effectiveness of robotic surgery and laparoscopy is compared, robotic surgery costs are higher but there was no difference between the two of them in terms of effectiveness (pain, quality of life, complications, etc.). In order to resolve the high cost issue of the robotic surgery, a proper policy should be implemented to facilitate the development of a cost-effective model of the robotic surgery equipment. The higher cost of robotic surgery require more evidence of its safety and efficacy as well as the cost-effectiveness issues of this method. Discussions on the national insurance coverage of robotic surgery seems to be necessary in the near future.

WTO Reform Priorities post-COVID-19

  • Although the WTO has fulfilled several key tasks it was set up to do - providing periodic reviews of members' trade policies, resolving disputes, supporting negotiations - with the notable exceptions of the Trade Facilitation and Information Technology agreements, WTO members have not been able to negotiate new rules on "bread and butter" trade policies. The importance of doing so was illustrated by the COVID-19 pandemic which saw widespread uncoordinated recourse to trade policy instruments. This paper highlights four reforms that would bolster the effectiveness of the WTO as a forum for trade cooperation: (1) improving collection and reporting of information on trade-related policies; (2) supporting analysis-informed deliberation to establish a common understanding of the need and scope for cooperation in specific policy areas; (3) putting in place a stronger multilateral governance framework for plurilateral cooperation between groups of WTO members; and (4) reestablishing an effective dispute settlement system.
