What is the role of welfare discourse? Michel Foucault suggests the power and knowledge relation that power in a particular society and period controls the society and members by creating knowledge affecting the formation of cognitive and normative systems. Having the formation of exclusions(constraint of cognition), and materiality and reality(normative system) as an analytical framework, this article attempts the exploration of welfare discourse analyses with public statements relating to welfare subjects of the four former Korean presidents. As a result, It is found that dominant epistemic system is formed by balancing welfare and growth and regarding jobs as the best welfare(the linkage of welfare-growth-employment), emphasizing individual economic responsibility and self-reliance, pursuing welfare selectivism, and excluding comprehensive welfare provisions. At the same time, it is observed that power is not always formulating systematic knowledge and that there is a gap between cognition and norm. While the Foucauldian discourse analysis provides a causal inference about low social welfare expenditure, excessive focus on the role of power as knowledge generator and infuser causes a question of how to accommodate contemporary changes into knowledge system.

The welfare system and the direction of the welfare policy have been unable to escape greatly from the frame of the past against the facts that the external environments of the national economy of the world including Korea have been changing in quick and rapid speed. Such results have caused the issues related with the welfare, economy and society ended in the ideological collision in connection with the goals of the policy, the right agreement between the policies lacked, and the intervention and conflict between the interest group concerning the policy continued. Social policy of Korea in the past had the level of complementing the parts which could not be solved through the growth. Employment creation had been achieved continuously backed up by the high rate of growth. And the low aging level, the young population structure, and the high rate of childbirth had been the structures that made such achievement possible. New economic, social and welfare environment at home and abroad has been requesting new change in welfare policy. Goal of the economic and social policy is to construct the safe economic and social system. And what has been requested has been the formation of the economic and social policy orienting the welfare nation in form of social investment and welfare expansion. Also the direction in strengthening the welfare system of Korea shall have the balance between the protection and activation strength with the necessity of converting to the prevention welfare from the post welfare. Also the public part, market, the 3rd sector and the share of the role of an individual shall be achieved. And what is needed is the achievement of the transfer from the paradigm of residual welfare to the universal welfare. And such improvements of the welfare system will be able to elevate the possible continuity of the system in long term basis through the improvement of the welfare system.

In the context of dramatic change in the formation of the Korean family, this study attempts to examine the role of social safety net in family disruption. This study selected 366 individuals who experienced family disruption, mainly divorce and separation, using the 1996 Panel of Survey of Income and Program Participation (SIPP). Methodologically, due to the absence of proper longitudinal data in korea for the purpose of this study, the study analyzed the SIPP and attempted to provide policy implications for Korea. Findings of the current study confirmed that women with children experienced severe economic decline upon family disruption. American social safety net was insufficient to protect mother with children from poverty. Findings imply that Korea needs to develop public policies to protect mother-only-families, who experienced family disruption, from poverty. Expanding and reforming the eligibility of public assistance can be an important policy recommendation. A strong guideline for awarding child support, an active labor market policy, and EITC may have a positive effect on increasing the income of mother-only-families.

This study aims to elucidate the major issues and problems of the North Korean woman defectors focusing on the Community settlement system of Korean society in the time of the historical change of the rapidly changing inter - Korean relations starting from the recent summit talks between North and South Korea. Analytical methods were conducted using literature and previous research data. The results of this study are summarized as follows. The necessity of legal and institutional support reflecting the characteristics of life of North Korean woman defectors and experience of defecting, the necessity of development and management of employment education and employment support program for stable settlement support, the necessity of an integrated support system of public - private cooperation governance structure The need for a tailored social adaptation program tailored to individual needs arises. The results of this study are important to suggest the direction of improvement of the actual system through studying the policy and system of the settlement of Korean society in advance of the unification era. In future research, the support system for the settlement of the South Korean society A variety of studies to identify the factors for role formation will be needed.
