국내산(國內産) 소경재(小徑材) 이용실태조사(利用實態調査) 연구(硏究) -간벌(間伐)의 실태(實態)와 사례분석(事例分析)- (A Study on Actual States of Small Timber Utilization in Korea - Actual State and Analysis for Thinning -)

  • 우리나라 전체 산림(山林)의 약 67%가 II 영급(齡級)이하의 유령림(幼齡林)이며 흉고직경(胸高直徑) 16cm이하의 간벌(間伐) 소경재(小徑材)를 생산할 수 있는 III 영급(齡級)까지 합산하면 전체 산림(山林)의 90%이상을 차지한다. 그러므로 본연구에서는 간벌재(間伐材)와 소경재(小徑材)가 밀접한 연계성(連繫性)을 가지고 있음을 감안하여 우리나라 간벌재(間伐材) 생산(生産)의 실태분석(實態分析), 문제점(問題點) 및 개선책(改善策), 그리고 건의사항(建議事項)등을 제시해 보았다.

Collective Forest Management System in Japan: a Case Study in Osawa Property Ward Forest

  • Iriai an Indigenous forest management system in Japan from the viewpoint of "common pool resources" was a success resilient institution and resulted with sustainable production system and environmental conservation. This study was conducted in Osawa of the Nagano prefecture through group discussions, field observations and an in-depth field survey. Osawa Property Ward Forest is managed under the concept very much similarly to traditional "Iriai". This study firstly examined the changes of collective forest management system in terms of awareness and interest in forest management; forest management activities; role of forest; and collection of forest products. Then it analyzed the current threats for collective forest management have been identified as: land abandonment due to loss of benefits and lack of active community participation; deterioration of forest environment particularly the micro-climate and aesthetic values; conflict with local government authorities restraining the use of money in property ward forest and conflict with outsiders on damping of the garbage. Community cantered forestry management rules; livelihood contribution; protection of environment; local initiatives for protection and economic activities are the prevailing opportunities for collective forest management. The main requirements for revitalization of collective forest management are explained as local reciprocity; imposition of community based forest rules; encouraging local innovations; and building partnerships with stakeholders. Collective forest management system addresses the limitations of conventional forestry models, which had invalidated traditional 'iriai' institutions, and key to restoring sustainable use of forest and environmental resources. Cross-institutional collaborations together with responsibilities of local communities would ensure the revitalization of forest resources.

Diversity and distribution of invasive alien plant species along elevation gradient in Makawanpur district, central Nepal

  • Background: Knowledge of the spatial trends of plant invasions in different habitats is essential for a better understanding of the process of these invasions. We examined the variation in invasive alien plant species (IAS) richness and composition at two spatial scales defined by elevation and habitat types (roadside, forest, and cultivated lands) in the Makawanpur district of Nepal. Following an elevation gradient ranging from 500 to 2,400 m asl along a mountain road, plant species cover was recorded within sample plots of size 10 m × 5 m. Systematic random sampling was adopted in every 100 m elevation intervals on three habitat types. Results: Altogether 18 invasive alien plants belonging to eight families were recorded within 60 plots, of which 14 species (representing 80%) were from tropical North and South America. The most common plants by their frequency were Ageratina adenophora, Chromolaena odorata, Bidens pilosa, Lantana camara, and Parthenium hysterophorus. We found a significant relationship between species composition and elevation in the study area. Low-elevation regions had a higher number of alien species as compared to high-elevation regions within different habitat types. Conclusions: The species richness and density of IAS were higher in the road site followed by the cultivated land and forest sites. This pattern occurred throughout the elevation range and habitats. IAS were found mostly in the open land with high sunlight availability. Information from such scientific assessment of invasive alien plants will assist in developing appropriate management plans in the Makawanpur district.

Bioactivity of Cajuput Seedling n-Hexane Extract as an Attractant for Subterranean Termite Coptotermes curvignathus Holmgren (Isoptera: Rhinotermitidae)

  • Subterranean termite attacks on cajuput (Melaleuca cajuputi) seedling roots were widespread in several of Java's Perum Perhutani Forest Management Units. This attack was suspected to be related to the chemical components of the cajunput seedling roots. This study was conducted to determine the bioactivity of cajuput seedling root extract as an attractant for the subterranean termite Coptotermes curvignathus Holmgren (Isoptera: Rhinotermitidae). The extraction process was performed according to ASTM D1108-96, and the extract was characterized using gas chromatography-mass spectrometry (GC-MS). Bioactivity testing of the extracts was carried out using attractiveness and no-choice feeding bioassays. The results showed that the average root extraction yield from cajunput seedlings was 4.94%. The attractiveness of the extract solutions at concentrations of 0.50%, 0.75%, and 1.00% were 45.33%, 62.00%, and 74.67%, respectively. The mortality rate of C. curvignathus termites ranged from 9.63% to 24.44%. Cajuput seedling root extract's lethal concentration 50 was 2.45% (non-toxic). GC-MS analysis showed that the extract contained linoleic acid, which has the potential to attract insects.

일본의 기초지자체 산림지역의 위치 분석과 활성화에 대하여 -후쿠오카 찌꾸고가와 (福岡県筑後川)의 산림지역을 사례- (Study on the Location Analysis and Revitalization of Forest Areas in Japan's Basic Local Governme -Fukuoka Chikugo and Japanese forest areas-)

  • This study attempted to derive regional characteristics from forest areas in Fukuoka Prefecture, which are traditional forestry areas in Japan, but have reached a time when new conversions are needed due to a decrease in wood prices and loss of motivation due to natural disasters such as typhoons. As a result, most of them are distributed to areas that include urbanization, rural areas, and mountain villages, and production areas of remote materials, which have the potential for forestry, but need to change policies to revitalize them due to low mountain utilization. Therefore, forest management and forestry production activities by multiple municipalities were judged to be efficient in these regions due to the promotion of forestry infrastructure, such as the expansion of forestry networks and the creation of mechanized forestry.

  • 본 연구는 임산공학 연구자들의 연구데이터 관리 현황 파악을 목적으로 하였다. 연구 목적 달성을 위해 DAF(Data Asset Framework)라는 도구를 이용하여 설문조사를 수행하였다. DAF는 기관이 연구데이터를 어떻게 관리하고 있는지 식별, 위치, 설명 및 평가할 수 있는 수단을 제공하는 조사 도구이다. 이러한 DAF를 활용하여 국립산림과학원 내 임산공학 분야 연구자들을 대상으로 연구데이터 관리 현황을 분석한 결과, 연구데이터 생성방법 및 유형, 공유, 저장, 보존 그리고 재사용 등과 같은 5가지의 카테고리의 현황 및 문제점이 도출되었으며, 또한 문제점 관련하여 해결책을 제시하였다. 이번 연구는 DAF와 같은 체계적인 도구를 활용한 기초 조사로서 특정 분야의 RDM 시스템 설계 시 연구데이터의 현황 및 문제점을 분석하는데 참고자료가 될 수 있을 것이다.

델파이 기법을 적용한 지역임업 개념의 정의와 제도 기반에 관한 연구 (A Study on the Concept Definition and Institutional Foundations of Local Forestry Using the Delphi Technique)

  • 축소사회, 지역 불균형, 기후변화 등 복합위기를 직면하고 있는 오늘날 지역사회 중심의 자생적이고 지속가능한 발전 방안이 모색되고 있다. 산림분야 또한 이에 발맞추어 산림자원과 지역산업을 연계하려는 시도가 진행되고 있으나, 기존의 중앙정부 중심의 지원체계로는 지속가능한 산림경영을 이루는 데 한계가 있다. 한편, 국제사회에서는 지속가능한 산림경영 실현을 위해 지역 주도성을 강조하는 '지역임업' 개념을 도입하며 체제 전환을 활발히 추진하고 있다. 그러나 우리나라는 아직 지역임업의 개념이 불분명한 상황으로 패러다임 전환을 도모하는 데에는 한계가 있는 것으로 나타난다. 이에 본 논문에서는 델파이 기법을 적용하여 29명의 국내 학계·행정실무·현장 전문가를 대상으로 3차례의 설문조사를 실시해, 이론과 현장을 균형있게 고려하고 국내 실정에 적합한 '지역임업' 개념과 이를 정착 및 활성화 할 수 있는 제도적 방안을 밝히고자 하였다. 연구결과 지역임업은 협의적 개념과 시스템 차원의 광의적 개념으로 정의될 수 있었다. 또한 지역임업을 활성화하기 위해서는 그 주체를 육성하고 활동을 지원하는 제도적 접근이 필요하다는 결과가 도출되었다.

산림융복합산업 경영체의 성장단계 구분 및 경영요소 분석 연구 (Classification of Growth Stages of Business Entities and Management Component Analysis in Forestry Convergence Industry)

  • 본 연구는 산림분야 6차산업과 관련된 외연적 개념과 용어를 정립함으로써 산림비즈니스의 범위를 확대하고, 산림융복합경영체의 성장단계를 분류하여 각 성장과정에 영향을 미치는 핵심요소를 분석하고자 하였다. 이에 산림 6차산업과 관련된 용어를 '산림융복합산업'으로 일원화하였다. 또한 2012-2017년까지 전국에서 인증된 6차산업인증경영체 1,397개 중 단기임산물 지원 품목 7가지를 기준으로 약 18.5%인 259개의 '산림융복합경영체'를 추출하였다. 추출된 259개의 경영체를 매출액 범주에 따라 분류한 결과, 진입기(1억 미만)가 33.2%(86개), 발전기(1억 이상 10억 미만)가 54.4%(141개)로 대부분 발전기에 분포하고 있으며, 자립기(10억 이상)까지 성장한 경영체는 비교적 낮게(12.4%) 나타났다. 이러한 결과를 바탕으로 각 성장단계에 영향을 미치는 주요 변수를 분석하기 위해, 독립변수는 6차산업유형으로 종속변수는 지역, 경영체 유형, 운영자 연령대, 임산물 품목(1차), 가공유형(2차), 서비스유형(3차)으로 선정하여 교차분석을 실시하였다. 분석결과, 가공유형(2차)과 서비스유형(3차)이 모든 성장단계에서 유의한 차이를 보였다. 특히 가공유형은 다양한 상품개발과 생산이 가능한 분말, 엑기스 등과 같은 '건강기능성원소재'가 진입에서 자립단계로 갈수록 두드러지게 높은 비중을 차지하였다. 서비스유형(3차)은 성장할수록 단순체험에서 체험관광, 관광교육과 같은 융복합화로 변화되었고, 유통판매에 대한 중요성이 발전기부터 높게 나타나 이를 지원해줄 수 있는 중간지원조직의 역할이 중요하게 분석되었다. 본 연구는 산림융복합사업의 내실 있는 추진과 사업관리의 효율성 제고를 위해 지원방향에 대한 시사점을 제공해 줄 것으로 기대된다.

Tree Size Distribution Modelling: Moving from Complexity to Finite Mixture

  • Tree size distribution modelling is an integral part of forest management. Most distribution yield systems rely on some flexible probability models. In this study, a simple finite mixture of two components two-parameter Weibull distribution was compared with complex four-parameter distributions in terms of their fitness to predict tree size distribution of teak (Tectona grandis Linn f) plantations. Also, a system of equation was developed using Seemingly Unrelated Regression wherein the size distributions of the stand were predicted. Generalized beta, Johnson's SB, Logit-Logistic and generalized Weibull distributions were the four-parameter distributions considered. The Kolmogorov-Smirnov test and negative log-likelihood value were used to assess the distributions. The results show that the simple finite mixture outperformed the four-parameter distributions especially in stands that are bimodal and heavily skewed. Twelve models were developed in the system of equation-one for predicting mean diameter, seven for predicting percentiles and four for predicting the parameters of the finite mixture distribution. Predictions from the system of equation are reasonable and compare well with observed distributions of the stand. This simplified mixture would allow for wider application in distribution modelling and can also be integrated as component model in stand density management diagram.

Present State of Community Forestry (Hutan Kemasyarakatan/HKm) Program in a Protection Forest and Its Challenges: Case Study in Lampung Province, Indonesia

  • This article discusses the state of a community forestry program in a protection forest in Indonesia, which has been running for almost two decades. We found that the program did not achieve its objective mainly because of frequent changes in regulations. There are also activities such as: measuring and mapping working area boundaries, drawing up a work plan, planting, maintenance and security, paying royalties to those who harvest forest resources, and submitting annual reports on land use to the district government head, which have not worked as expected. We also found that the major incentives for local people to participate in the program are getting certificates of management and the program's effectiveness in minimizing land-use conflicts. Participants perceived that their major role on the program is to follow farmer-group directives or government rules. To achieve the program's purposes, farmer groups need technical assistance related to protection-forest management and opportunities for financing.
