The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

Foreign seafarers have embarked on the fishing vessels as industrial trainees since 1990s and the total number of foreign seafarers on merchant ships and fishing vessels marked 21,327 as of the end of 2013. Especially, in case of deep-sea fishing vessels and coastal/inshore fishing vessels, although the number of fishing vessels decreased, the number of foreign seafarers nearly doubled during recent 5 years. Looking at the marine accidents occurred to fishing vessels, after multinational seafarers are joining on board fishing vessels, difficulties in communication among seafarers has become a major issue. And the safety rules which could be understandable by foreign seafarers are not provided and the education and training for foreign seafarers are not properly conducted either. Consequently, the risk of marine accidents during fishing operation on fishing vessels has increased and emergency response under the captain's control was not effective enough to cope with such emergency situation. Several forced labour issues were also reported resulting from abusive words and assault committed by Korean seafarers. Therefore, This study aims first to review the cases of marine accidents on board fishing vessels which foreign seafarers are working and, the problems concerning employment and education for those foreign seafarers, and then to point out the necessity of conducting training on the safety rules and regular emergency drills for the foreign seafarers in order to prevent marine accidents.

The aim of this study is to reduce the foreign fishermen's rate of deserting from Korean coastal and offshore fishing vessel. There are two employment systems for foreign fishermen who work on a coastal and offshore fishing vessel in Korea. One is employment permit system and the other is foreign seamen system. The former permits the foreign fishermen to work on the fishing vessels which are less than 20 gross tonnage. The latter permits the foreign fishermen to work on the fishing vessels which are more than 20 gross tonnage. The recent rate of deserting from their workplace are 21.5% in foreign seaman system and 26.8% in employment permit system by October 2011. In this paper, the authors propose eight means to reduce the rate of deserting from their workplace.
This study is on the alcohol beverage utensils represented on the Chinese tomb mural paintings of Song, Liao, Jin, and Yuan those countries had foreign exchange with Koryo Dynasty. These mural paintings are distributed in the areas such as Hebei, Henan, Inner mongolia, Shanxi, Shaanxi, Peijing. etc. The Alcohol beverage vessels were classified mainly into storage vessel, pouring vessel, drinking vessel and ladles according to the purpose. The storage vessels of Song, Liao and Jin were called Jiuping, Jingping, Jiuzun as well as Meiping. Pouring vessels are basically one set of Zhuzi, Wenwan and Jiuzhu, or Zhuhu and Zhuwan. On the mural paintings of Yuan Dynasty, Meiping as storage vessels disappear, and a variety of shapes of pouring vessels such as Mayu and Yuhuchunping appear. This trend indirectly indicates the new arrival of distilled liquor, which seems to have affected transition of the alcohol beverage utensils.
As 'a total social fact,' drinks and drinking may serve as a lens through which we can view a distant society. Although not frequently discussed, drinking vessels serve the same function for accessing a past world hidden or forgotten behind written records. The present article is an art history attempt to seek a cultural link between liquor vessels used in medieval Korea and the political and social change of the period. The Goryeo period (918-1392) saw an unprecedented abundance of drinking vessels in various forms and decorations. Goryeo artisans and craftsmen produced ewers, pitchers, flasks, bottles, and others in addition to the pre-existing shapes of vessels mainly consisting of jars and bowls. I argue that this sudden burst of creativity during the Goryeo period was closely related to Goryeo's constant and diverse contacts with foreign powers. Their zone of international connections was not confined to the Chinese world, as we have commonly presumed. Even before the Mongol intervention, Goryeo was in contact with regions beyond East Asia through the northern nomadic states. Khitan Liao was recorded as having worked as a kind of international intermediary to link the Chinese and Islamic worlds. This medieval global culture became a norm in Goryeo society when it became an important part of the Mongol Empire. These nomadic powers brought global trends to Goryeo, and foreign drinks were among them; kumis, araq, and grape wines are just three cases of them discussed in this article. The change of alcoholic drinks led to, or was accompanied by, a new range of drinking vessels. Three types of ewers, familiar to East Asian consumers but foreign in their origin, are discussed in the main text to highlight such social change. Three more cases of drinking cups are also presented. The article shows that medieval Korean society was far more open to international art and culture than our usual understanding, and in their drinking vessels, Goryeo culture embraced global trends reaching China, the Islamic world and Europe.

Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.
This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.
As the revitalization of the global maritime industry continues, the number of foreign ships navigating the maritime territories of maritime neighboring countries has rapidly increased. However, large-scale marine accidents have occurred, caused by the insufficient establishment of a system for management and operation relative to vessels' safety-condition. To address that, the IMO has granted the right to exercise port state control, especially for foreign vessels, to countries with jurisdiction over maritime territories with strengthening regulations and guidelines. In particular, the Republic of Korea, as a member of the TOKYO MOU, is conducting PSC, but as of 2020, the proportion of foreign ships was three times higher than that of national ships that called in domestic ports. However, the inspection rate was low at 9% which has not met the recommended level by the TOKYO MOU. Thus, this study conducted an IPA analysis as well as content analysis, by collecting the practical opinions and views of PSCO through objective questionnaires and written expert interviews, for improving the efficiency and effectiveness of domestic PSC. As a result, it was derived that the importance and performance related to human factors such as life on board, working environment, and response to safety accidents should be improved in to raise the quality of PSC inspection. Additionally, the work environment and performance of PSC in domestic ports for foreign vessels could be improved, if multifaceted support bases are established, for administrative unification of related tests for PSC, recruitment of PSCO, activation of the defection-reporting system, reorganization of the PSC execution group, etc.

The illegal fishery act committed Chinese fishing vessels have not been stopped and Korea Coast Guard(KCG) has been injured or killed by chinese fishing forces, even though the Korean Government has been trying to control the illegal fishery and repeated violent act committed by Chinese fishing vessels in our Exclusive Economic Zone. Moreover, some problems in relation to the control process of KCG to suppress the illegal foreign fishing vessels has been exposed in spite of extensive efforts of Korean Government. Improper law enforcement of KCG in relation to foreign fishing vessels would cause international dispute between related states, although the control process to the illegal fishing vessels at sea is in a way of due law enforcement process forming a State's power. To this end, this paper examines the problems raised during the control process which is including the visit and inspection of illegal Chinese fishing vessels and law enforcement process exercised by KCG and presents practical solutions through analyzing the related materials, professional's opinion and recent cases.

In contemporary society, shipping and fishery industry tend to use Japanese language or Japanese style terminology extravagantly. It becomes a reason of preventing the communications between crews who have been working for many years and the beginners in the ships. Also the crews cannot easily understand the contents of the manuals that is explained in only Korean language. For this reason, the foreign employee have to study Japanese style terminology before begin start their work. I strongly believe that this is one of the major national contempt. It is reasonable to expel Japanese style terminology from the vessel if possible to enable free communications to each other. I inspected and examined about purification of 125 Japanese style terminology that is already examined in the fishing vessels 11 years ago. So, I expect this paper is a research for the eradication of the Japanese style terminology in the Korean fishing vessels.
