Recently irrigation reservoir has been developed to perform multipurpose function. To get a maximum effect it requires to establish optimal management system for irrigation reservoir in drought and flood season. Especially we dealt with optimal flood control system for irrigation reservoir in this study. This system consists of real-time rainfall data via online system, real-time flood forecasted by SCS method in hourly basis, storage volume by water balance equation, optimal releasing discharge from the gate, the water level in right downstream, and calculation of innundated area, depth, and time using GIS, and amount of flood damages. If we consider the relation of these sub module reasonably, we can reach the optimal flood control to minimize flood damage

For the effective operation of irrigation reservoirs, a general and systematic policy is suggested to make balance of the conflicting purposes between water conservation and flood control. In this study, the flood effective analysis system was developed through the integration of long-term water budget analysis model, GIS-based HEC-HMS model and HEC-RAS model. The system structure consists of long-term water budget model using modified TANK theory, flood runoff and flood effects analysis model using HEC-GeoHMS, HEC-HMS and HEC-RAS models. The flood effects analysis system simulated the flood runoff from the upstream, downstream flood and long-term runoff of the watershed using the observed data collected from 1998 to 2002 of Seongju dam. The simulated results were reasonably good compared with the observed data. The optimal management method of the reservoir during the whole season is suggested in this study, and the flood analysis system can be a useful tool to evaluate a reservoir operation quantitatively for the mitigation of flood damages of reservoir basin.
The downstream submergence damages caused during the flood season in 2020, around the Yongdam-dam and five other sites, were analyzed using related dam management data. Hourly- and daily-data were collected from public national websites and to conduct various analyses, such as autocorrelation, partial-correlation, stationary test, trend test, Granger causality, Rescaled analysis, and principal statistical analysis, to find the cause of the catastrophic damages in 2020. The damage surrounding the Yongdam-dam in 2020 was confirmed to be caused by mis-management of the flood season water level. A similar pattern was found downstream of the Namgang- and Hapcheon-dams, however the damage caused via discharges from these dams in same year is uncertain. Conversely, a different pattern from that of the Yongdam-dam was seen in the areas downstream of Sumjingang- and Daecheongdams, in which the management of the flood season water level appeared appropriate and hence, the damages is assumed to have occurred via the increase in the absolute discharge amount from the dams and flood control capacity leakage of the downstream river. Because of the non-stationarity of the management data, we adapted the wavelet transform analysis to observe the behaviors of the dam management data in detail. Based on the results, an increasing trend in the discharge amount was observed from the dams after the year 2000, which may serve as a warning about similar trends in the future. Therefore, additional and continuous research on downstream safety against dam discharges is necessary.
Reservoir operations during the flood season should consider both the flood control and water supply objectives. This study proposed Set Control Algorithm (SCA) as a reservoir operation method, which guarantees both objectives. The concept behind SCA is to provide operators with a set of actions that guarantee feasibility, given a set of operational constraints, and to let them select decisions within a set that satisfies other considerations. The inflow sets used in this study included; observed data, synthetic data, and ESP(Ensemble Streamflow Prediction) scenarios. Applied to the Chungju Dam operations, SCA was compared to the variable flood restricted elevation, as well as the current flood restricted elevation. A 5-year simulation analysis showed that SCA performed better than the other operation methods, and that SCA coupled with ESP performed best among the SCA cases.

Despite the practical limitations of calculating the amount of inflow and supply related to the operation of agricultural reservoirs, the role of agricultural reservoirs is gradually being emphasized. In particular, as interest in disaster safety has increased, the demand for preliminary measures to prepare for disasters has been rising, for instance, pre-discharging agricultural reservoirs for flood control. The aim of this study is to analyze the plans for the flood season reservoir operation considering pre-discharge period and water level limit. Accordingly, we optimized the simulation of daily storage using the ratio correction factor (RCFs) and analyzed the amount of inflow and supply using K-HAS. In addition we developed the drought determination coefficient (k) as a indicator of water availability and applied it for supplementing the risk level criteria in the Drought Crisis Response Manual. The results showed that it would be difficult to set the water level limit during the flood period in the situation of little water supply for flood control in agricultural reservoirs. Therefore, it is necessary to operate the reservoir management regulations after measures such as securing additional storage water are established in the future.

Vu Gia - Thu Bon basin is located in central Vietnam between Truong Son mountain range on the border with Lao in the west and the East Sea in the east. The basin occupies about 10,350 km2 or roughly 90% of the Quang Nam Province and includes Da Nang, a very large city with about 876,000 inhabitants. Total annual rainfall ranges from about 2,000 mm in central and downstream areas to more than 4,000 mm in southern mountainous areas. Rainfall during the monsoon season accounts for 65 to 80% of total annual rainfall. The highest amount of rainfall occurs in October and November which accounts for 40 to 50% of the annual rainfall. Rainfall in the dry season represents about 20 to 35% of the total annual rainfall. The low rainfall season usually occurs from February to April, accounting for only 3 to 5% of the total annual rainfall. The mean annual flow volume in the basin is $19.1{\times}109m 3$. Similar to the distribution of rainfall, annual flows are distinguished by two distinct seasons (the flood season and the low-flow season). The flood season commonly starts in the mid-September and ends in early January. Flows during the flood season account for 62 to 69% of the total annual water volume, while flows in the dry season comprise 22 to 38% of total annual run-off. The water volume gauged in November, the highest flow month, accounts for 26 to 31% of the total annual run-off while the driest period is April with flows of 2 to 3% of the total annual run-off. There are some hydropower projects in the Vu Gia - Thu Bon basin as the cascade of Song Bung 2, Song Bung 4, and Song Bung 5, the A Vuong project currently under construction, the Dak Mi 1 and Dak Mi 4 projects on the Khai tributary, and the Song Con project on the Con River. Both the Khai tributary and the Song Con join the Bung River downstream of SB5, although the Dak Mi 4 project involves an inter-basin diversion to Thu Bon. Much attention has recently been focused on the effects that climate variability and human activities have had on runoff. In this study, data from the Vu Gia - Thu Bon River Basin in the central of Viet Nam were analyzed to investigate changes in annual runoff during the period of 1977-2010. The nonparametric Mann-Kendall test and the Mann-Kendall-Sneyers test were used to identify trend and step change point in the annual runoff. It was found that the basin had a significant increasing trend in annual runoff. The hydrologic sensitivity analysis method was employed to evaluate the effects of climate variability and human activities on mean annual runoff for the human-induced period based on precipitation and potential evapotranspiration. This study quantitatively distinguishes the effects between climate variability and human activities on runoff, which can do duty for a reference for regional water resources assessment and management.
This paper analyzed the flood propagation characteristics of each flood elevation due to failure of embankment in Muju Namdae Stream using recursive call algorithm. A flood propagation order by the flood elevation was estimated by setting destruction point at Beonggu and Chasan small dam through recursive call algorithm and then, the number of grids of each flood propagation order and accumulated inundation area were calculated. Based on the flood propagation order and the grid size of DEM, flood propagation time could be predicted each flood elevation. As a result, the study could identify the process of flood propagation through distribution characteristic of the flood propagation order obtained from recursive call algorithm, and could provide basic data for protection from flood disaster by selecting the flood vulnerable area through the gradient pattern of the graph for accumulated inundation area each flood propagation order. In addition, the prediction of the flood propagation time for each flood water level using this algorithm helped provide valuable information to calculate the evacuation path and time during the flood season by predicting the flood propagation time of each flood water level.

Intensive rainfalls in wet season (June~September) result in serious flood damage which is about 95% of natural hazard in Korea. Recently, in order to cope with repeated flood hazard, comprehensive flood control plans have been carried out in large basins in Korea. The plans suggest structural alternative plans for flood mitigation as well as non-structural plans. In this study, a practical method using a decision tree was developed to systematically allocate structural facilities for flood control, which maximizes the flood control capacity in a basin. This study also presents a practical guidance to organize structural defensive alternatives for a comprehensive flood control plan in a large basin.

The inundation of substation and ground power equipment breaks out every summer season in low-lying downtown areas and low-lying shores by torrential rain, typhoons and tsunamis. It has, in turn, caused replacement, social and economic costs for blackouts. For activity management regarding flood damage we produced a flood protection system which using the Pad transformer as a basic frame and is developed using pneumatic pressure. We tested safety concerns including insulation resistance and current leakage first for water tank flooding and, second, by an empirical test through supplying 22.9[kV]. We estimate that costs associated with flooding and power failure can be diminished by these advances toward creating a more reliable system.
