Flood forecasting in Korea has been based on the off-line parameter estimation method. But recent flood forecasting studies explore on-line recursive parameter estimation algorithms. In this study, a simultaneous adaptive estimation of system states and parameters for rainfall-runoff model is investigated for on-line real-time flood forecasting and parameter estimation. Runoff data availability is a substantial factor for precise flood control such as flood frequency or flood forecasting. However, runoff depths and/or peak discharges for small watersheds are rarely measured which are necessary components for hydrological analysis. To compensate for this discrepancy, a lumped concept such as a Storage Function Method (SFM) was applied for the partitioned Choongju Dam Watershed in Korea. This area was divided into 22 small watersheds for measuring the capability of spatial extension of runoff data. The chosen total number of flood events for searching parameters of SFM was 21 from 1991 to 2009. The parameters for 22 small watersheds consist of physical property based (storage coefficient: k, storage exponent: p, lag time: $T_l$) and flood event based parameters (primary runoff ratio: $f_1$, saturated rainfall: $R_{sa}$). Saturated rainfall and base flow from event based parameters were explored with respect to inflow at Choongju Dam while other parameters for each small watershed were fixed. When inflow of Choongju Dam was optimized, Youngchoon and Panwoon stations obtained average of Nash-Sutcliffe Efficiency (NSE) were 0.67 and 0.52, respectively, which are in the satisfaction condition (NSE > 0.5) for model evaluation. This result is showing the possibility of spatial data extension using a lumped concept model.
The purpose of this study is to explore the effectiveness of dual-polarization radar rainfall by comapring with the flood inundation record map through KIMSTORM(Grid-based KIneMatic wave STOrm Runoff Model). For Namgang dam ($2,293km^2$) watershed, the Bisl dual-polarization radar data for 3 typhoons (Khanun, Bolaven, Sanba) and 1 heavy rain event in 2012 were prepared. For both 28 ground rainfall data and radar rainfall data, the model was calibrated using observed discharge data at 5 stations with $R^2$, Nash and Sutcliffe Model Efficiency (ME) and Volume Conservation Index (VCI). The calibration results of $R^2$, ME and VCI were 0.85, 0.78 and 1.09 for ground rainfall and 0.85, 0.79, and 1.04 for radar rainfall respectively. The flood inundation record areas (SY and MD/SG district) by typhoon Sanba were compared with the distributed modeling results. The spatial distribution by radar rainfall produced more surface runoff from the watershed and simulated higher stream discharge than the ground rainfall condition in both SY and MD/SG district. In case of MD/SG district, the stream water level by radar rainfall near the flood inundation area showed 0.72 m higher than the water level by ground rainfall.
Economic analysis is a basic step in establishing disaster mitigation measures, but it is difficult to verify the results due to uncertainty. Therefore, the scope of investigation and analysis is wide. However, it is difficult to predict the amount of damage caused by flooding because the collection of relevant data is limited in the ungauged basin. In this study, distributed runoff analysis and flooding analysis were performed, and a method of estimating the amount of flood damage in the ungauged basin was proposed using collectible social and economic indicators and flood analysis results. For distributed runoff analysis and flooding analysis, GRM (Grid based Rainfall-runoff Model) and G2D (Grid based 2-Dimensional land surface flood model) developed by Korea Institute of Civil engineering and Building Technology were used. The method of substituting collectible social and economic indicators into the simple method and improvement method was used to estimate the amount of flood damage. As a result of the study, it was possible to estimate the amount of flood damage using satellite data and social and economic indicators in the ungauged basin.
It may be difficult to make exact estimates of peak discharge or runoff depth of a flood and to establish the proper measurement for the flood protection since water stages or discharges have been rarely measured at small river basins in Korea. Three small catchments in the Su-Young river basin in Pusan were selected for the study areas. Various runoff parameters for the study areas were determined, and runoff analyses were performed using three different runoff models available in literatures; the storage function method, the discrete, linear, input-output model, and the linear reservoir model. The hydrographs calculated by three different methods showed good agreement with the observed flood hydrographs, indicating that the models selected are all capable of sucessfully modeling the flood events for small watersheds. The storage function method gave the best results in spite of its weakness that it could not be applicable to small floods, while the linear reservoir model was found to provide relatively good results with less parameters. The capabilities of simulating flood hydrographs were also evaluated based on the effective rainfall from the storage function parameters, the $\Phi$-index method, and the constant percentage method. For the On-Cheon stream watershed, the storage function parameters provided better estimates of effective rainfall for regenerating flood hydrographs than any others considered in the study. The $\Phi$-index method, however, resulted in better estimates of effective rainfall for the other two study areas.
The method of selecting an existing flood hazard area via a numerical model requires considerable time and effort. In this regard, this study proposes a method for selecting flood vulnerable areas through topographic analysis based on a surface runoff mechanism to reduce the time and effort required. Flood vulnerable areas based on runoff mechanisms refer to those areas that are advantageous in terms of the flow accumulation characteristics of rainfall-runoff water at the surface, and they generally include lowlands, mild slopes, and rivers. For the analysis, a digital topographic map of the target area (Seoul) was employed. In addition, in the topographic analysis, eight topographic factors were considered, namely, the elevation, slope, profile and plan curvature, topographic wetness index (TWI), stream power index, and the distances from rivers and manholes. Moreover, receiver operating characteristic analysis was conducted between the topographic factors and actual inundation trace data. The results revealed that four topographic factors, namely, elevation, slope, TWI, and distance from manholes, explained the flooded area well. Thus, when a flood vulnerable area is selected, the prioritization method for various factors as proposed in this study can simplify the topographical analytical factors that contribute to flooding.
Due to climatechange, precipitation variability has increased, leading to more frequentoccurrences of droughts and floods. To establish measures for managing waterresources in response to the increasing uncertainties of climate conditions, itis necessary to understand the variability of natural river discharge and theimpact of reservoir operation modeling considering dam inflow and artificialwater supply. In this study, an integrated rainfall-runoff and reservoiroperation modeling was applied to analyze the water supply reliability andflood risk for a multipurpose dam catchment under climate change conditions. Therainfall-runoff model employed was the modèle du Génie Rural à 4 paramètresJournalier (GR4J) model, and the reservoir operation model used was an R-basedmodel with the structure of HEC-Ressim. Applying the climate change scenariosuntil 2100 to the established integrated model, the changes in water supplyreliability and flood risk of the Happcheon Dam were quantitatively analyzed.The results of the water supply reliability analysis showed that under SSP2-4.5conditions, the water supply reliability was higher than that under SSP5-8.5conditions. Particularly, in the far-future period, the range of flood risk widened,and both SSP2-4.5 and SSP5-8.5 scenarios showed the highest median flood riskvalues. While precipitation and runoff were expected to increase by less than10%, dam-released flood discharge was projected to surge by over 120% comparedto the baseline
The effects of initial conditions and input values of the rainfall-runoff model were studied in the applications of a lumped concept model for flood event data extension. For the initial conditions of the rainfall-runoff model, baseflow effects and spatial distributions of saturation points ($R_{sa}$) for the storage function methods (SFM) were analyzed. In addition, researches on the effects of rainfall data conditions as input values for the rainfall-runoff model were performed. The Chungju Dam watershed was selected and divided into 3 catchments including smaller size of 22 sub-catchments. The observed discharge and inflow amounts at Yeongwol 1, Chungju Dam, and Yeongwol 2 water level stations were individually operated as criteria for flood data extension in 30 flood events from 1993 to 2009. Direct and base flow were distinguished from a stream flow. In order to test capability of flood data extension, obtained base flow was applied to the rainfall-runoff model for three water level stations. When base flow was adopted in the model, the Nash-Sutcliffe Efficiency(NSE) was increased. The numbers of over satisfaction for model performance (>0.5) were increased over 10%. Saturation points ($R_{sa}$) which strongly influence the runoff amount when rainfall starts were optimized based on the runoff amount at three water level stations. The sizes of saturation points for three locations were similar which means saturation point size is not depending on the runoff amount. The effects of rainfall information for flood runoff were tested at 2002ev1 and 2008ev1. When increased the amount of rainfall information, the runoff simulations were closer to the simulations with full of rainfall information. However, the size of improvement was not substantial on rainfall-runoff simulations in terms of the size of total amount of rainfall.
In this study, the coastal urban flood prediction and warning system based on HEC-RAS and SWMM were investigated to evaluate a watershed of On-Cheon stream in Busan which has characteristics of costal area cased by flooding of coastal urban areas. The basis of this study is a selection of various geological data from the numerical map that is a watershed of On-Cheon stream and computation of hydrologic GIS data. Thiessen method was used for analyzing of rainfall on the On-Cheon stream and 6th regression equation, which is Huff's Type II was time-distribution of rainfall. To evaluate the deployment of flood prediction and warning system, risk depth was used on the 3 selected areas. To find the threshold runoff for hydraulic analysis of stream, HEC-RAS was used and flood depth and threshold runoff was considered with the effect of tidal water level. To estimate urban flash flood trigger rainfall, PCSWMM 2002 was introduced for hydrologic analysis. Consequently, not only were the criteria of coastal urban flood prediction and warning system decided on the watershed of On-Cheon stream, but also the deployment flow charts of flood prediction and warning system and operation system was evaluated. This study indicates the criteria of flood prediction and warning system on the coastal areas and modeling methods with application of ArcView GIS, HEC-RAS and SWMM on the basin. For the future, flood prediction and warning system should be considered and developed to various basin cases to reduce natural flood disasters in coastal urban area.
