한국건설기술연구원의 돌발홍수연구센터는 돌발홍수예측 시스템을 구축하여 2019년부터 전국에서의 돌발홍수정보를 제공하고 있다. 2019년에는 초단기 예측 모델인 Macgill Algorithm for Precipitation-nowcast by Lagrangian Extrapolation(MAPLE) 알고리즘으로부터 생산된 초단기 예측 강우를 활용하여 동(읍/면) 단위로 1시간 선행 예보를 제공하였다. 2020년에는 추가로 초단기 예측 강우와 수치예보 자료를 병합한 예측 병합 강우 자료를 생산하여 예측 선행시간을 1시간에서 3시간까지 확장하였다. 돌발홍수예측 시스템의 목표는 도시 및 산지소하천에서의 돌발홍수에 대응하기 위한 정보를 실시간으로 사용자에게 제공하여 수재해에 빠르게 대응하는 것이다. 이에 돌발홍수예측 시스템은 2019년부터 실시간으로 운영하여 홍수기에 보다 빠른 돌발홍수정보를 제공해왔다. 본 연구에서는 2020년 우기에 운영된 돌발홍수시스템에 대한 평가를 수행하였다. 이를 위해 부산(07.23), 대전(07.29), 서울(08.01), 경기-충북(08.02)에서 발생한 수재해 사례를 분석하였다.
최근 국지성 집중호우, 돌발홍수와 같은 급격한 기상변화로 인한 피해가 증가함에 따라, 레이더와 위성영상 등 원격탐측 방법을 사용한 강우 예측 및 관측에 대한 관심이 높아지고 있다. 본 연구에서는 자료지향형 모형의 하나인 뉴로-퍼지기법(ANFIS : Adaptive Neuro Fuzzy Inference System)을 사용하여 유역 유출량을 산정하였고, 레이더 단기 강우예측 모형인 MAPLE(McGill Algorithm for Precipitation Nowcasting by Lagrangian Extrapolation; Germann et al., 2002, 2004) 강우예측자료를 입력변수의 하나로 사용하였다. 뉴로-퍼지기법 및 레이더 강우예측자료를 사용한 홍수량 산정의 적용성 평가를 위해 충주댐 상류유역의 2010년 및 2011년 홍수기에 발생한 6개의 강우사상을 사용하여 모형 생성 시 사용한 강우자료의 종류에 따른 결과를 비교하고, 입력변수 조합에 따른 15개 모형을 구성하여, 모형 구성과정의 군집화 방법을 변화시키며 이에 따른 결과를 비교 분석하였다. 연구 결과, 기 발생한 홍수사상 중 가장 큰 홍수사상을 사용하여 모형을 생성할 경우 홍수량 산정의 정확도가 높아지는 것으로 나타났고, 모형의 생성이 가능한 범위 안에서 비교적 clustering 반경이 클수록 홍수량 산정의 정확도가 높아지는 것으로 나타났다. 충주댐 유역의 홍수량 예측에서는 t+6~t+16시간의 예측에서 MAPLE 강수예측자료를 사용한 모형의 홍수량 산정 결과의 정확도가 상대적으로 높은 것으로 나타났다.
This paper describes the detailed characteristics of heavy rainfall events occurred in Chungcheong province on 15 and 16 April and from 6 to 8 August 2002 based on the analysis of raingauge rainfall rate and radar reflectivity from the METRI's X-band Weather Radar located in Cheongju. A synoptic analysis of the case is carried out, first, and then the analysis is devoted to seeing how the radar observes the case and how much information we obtain. The highly resolved radar reflectivity of horizontal and vertical resolutions of 1 km and 500 m, respectively shows a three-dimensional structure of the precipitating system, in a similar sequence with the ground rainfall rate. The radar echo classification algorithm for convective/stratiform cloud is applied. In the convectively-classified area, the radar reflectivity pattern shows a fair agreement with that of the surface rainfall rate. This kind of classification using radar reflectivity is considered to be useful for the precipitation forecasting. Another noteworthy aspect of the case includes the effect of topography on the precipitating system, following the analysis of the surface rainfall rate, topography, and precipitating system. The results from this case study offer a unique opportunity of the usefulness of weather radar for better understanding of structural and variable characteristics of flash flood-producing heavy rainfall events, in particular for their improved forecasting.
A new soil moisture initialization scheme is applied to the Korea Meteorological Administration (KMA) Global Seasonal forecasting system version 6 (GloSea6). It is designed to ingest the microwave soil moisture retrievals from Soil Moisture Active Passive (SMAP) radiometer using the Local Ensemble Transform Kalman Filter (LETKF). In this technical note, we describe the procedure of the newly-adopted initialization scheme, the change of soil moisture states by assimilation, and the forecast skill differences for the surface temperature and precipitation by GloSea6 simulation from two preliminary experiments. Based on a 4-year analysis experiment, the soil moisture from the land-surface model of current operational GloSea6 is found to be drier generally comparing to SMAP observation. LETKF data assimilation shows a tendency toward being wet globally, especially in arid area such as deserts and Tibetan Plateau. Also, it increases soil moisture analysis increments in most soil levels of wetness in land than current operation. The other experiment of GloSea6 forecast with application of the new initialization system for the heat wave case in 2020 summer shows that the memory of soil moisture anomalies obtained by the new initialization system is persistent throughout the entire forecast period of three months. However, averaged forecast improvements are not substantial and mixed over Eurasia during the period of forecast: forecast skill for the precipitation improved slightly but for the surface air temperature rather degraded. Our preliminary results suggest that additional elaborate developments in the soil moisture initialization are still required to improve overall forecast skills.
Urban flood management is a crucial and challenging task, particularly in developed cities. Therefore, accurate prediction of urban flooding under heavy precipitation is critically important to address such a challenge. In recent years, machine learning techniques have received considerable attention for their strong learning ability and suitability for modeling complex and nonlinear hydrological processes. Moreover, a survey of the published literature finds that hybrid computational intelligent methods using nature-inspired algorithms have been increasingly employed to predict or simulate the streamflow with high reliability. The present study is aimed to propose a novel approach, an ensemble tree, Bayesian Additive Regression Trees (BART) model incorporating a nature-inspired algorithm to predict hourly multi-step ahead streamflow. For this reason, a hybrid intelligent model was developed, namely GA-BART, containing BART model integrating with Genetic algorithm (GA). The Jungrang urban basin located in Seoul, South Korea, was selected as a case study for the purpose. A database was established based on 39 heavy rainfall events during 2003 and 2020 that collected from the rain gauges and monitoring stations system in the basin. For the goal of this study, the different step ahead models will be developed based in the methods, including 1-hour, 2-hour, 3-hour, 4-hour, 5-hour, and 6-hour step ahead streamflow predictions. In addition, the comparison of the hybrid BART model with a baseline model such as super vector regression models is examined in this study. It is expected that the hybrid BART model has a robust performance and can be an optional choice in streamflow forecasting for urban basins.
중장기 기후예보는 기후역학모형의 비약적인 발전과 ENSO등의 기후현상에 대한 규명으로, 전세계적으로 정확성이 크게 향상되고 있어 중장기 유량예측의 중요한 실마리가 되고 있다. 본 연구에서는 우선 중장기 유량예측 향상을 위하여 국내에서 사용 가능한 기후정보, 즉 월간산업기상정보와 GDAPS(Global Data Assimilation and Prediction System)를 조사하고 그 정확성을 평가하였다. 월간산업기상정보와 GDAPS의 순별 예보에서 모두 초보예측보다 정확하였고 특히 갈수기보다는 홍수기에 정확성이 더 높게 나와 이 기간에는 기후예보로서 유효함을 확인하였다. 다음으로 기후예보를 이용하여 충주댐 유역에 대하여 유량예측을 수행하였다. 월간산업기상정보에서는 전체 시나리오, 교집합 시나리오, 합집합 시나리오로 나누어 유량예측에 적용하였다. 세 경우 모두 초보예측보다 평균예측점수가 높아 예측으로서 유효하였으며, 특히 홍수기에 교집합 및 합집합 시나리오의 평균예측점수가 전체 시나리오보다 높게 나타났다. GDAPS를 이용한 순별 유량예측의 경우에도 역시 갈수기보다 홍소기에 더 높은 정확성이 나타났다. 따라서 본 연구에서는 홍수기에 보다 정확한 기후예보를 사용하여 기상학적 불확실성을 줄인다면 월 유량예측의 정확성을 향상시킬 수 있음을 증명하였다.
본 연구의 목적은 현재 국내 홍수예경보 시스템의 유출량 계산모형으로 이용되고 있는 단일 홍수사상을 모의할 수 있는 유역저류함수모형을 추계통력학적 상태.공간형태의 모형으로 개선.발전시키고 실시간 홍수예보에 대한 모형의 적용성을 검토하는데 있다. 모형의 적용대상 유역은 개진을 유역출구로 하는 낙동강 회천유역(747.5$\textrm{km}^2$)이며, 매개변수의 적절성 및 모형의 적용성을 평가하기 위해서 1983년부터 1986년 사이에 발생한 8개의 단일 홍수사상을 선정하였다. 본 연구에 사용된 모형의 매개변수는 실무에서 사용하고 있는 값을 사용하였다. 그 결과 기존 모형의 적용성은 선택된 사상에 따라 많은 차이를 나타내는데 비해 본 연구에서 개발한 모형에 의한 결과는 모형의 효율성 계수가 0.90이상으로 정확한 값을 제시하였다. 따라서 홍수시 모형과 관측시스템의 오차를 고려할 수 있는 본 연구의 모형은 회천유역의 실시간 홍수예보 모형으로서 유용한 것으로 판단된다.
Potential maximum soil moisture retention (S) is a dominant parameter in the Soil Conservation Service (SCS; now called the USDA Natural Resources Conservation Service (NRCS)) runoff Curve Number (CN) method commonly used in hydrologic modeling for event-based flood forecasting (SCS, 1985). Physically, S represents the depth [L] soil could store water through infiltration. The depth of soil moisture retention will vary depending on infiltration from previous rainfall events; an adjustment is usually made using a factor for Antecedent Moisture Conditions (AMCs). Application of the method for continuous simulation of multiple storms has typically involved updating the AMC and S. However, these studies have focused on a time step where S is allowed to vary at daily or longer time scales. While useful for hydrologic events that span multiple days, this temporal resolution is too coarse for short-term applications such as flash flood events. In this study, an approach for deriving a time-variable potential maximum soil moisture retention curve (S-curve) at hourly time-scales is presented. The methodology is applied to the Napa River basin, California. Rainfall events from 2011 to 2012 are used for estimating the event-based S. As a result, we derive an S-curve which is classified into three sections depending on the recovery rate of S for soil moisture conditions ranging from 1) dry, 2) transitional from dry to wet, and 3) wet. The first section is described as gradually increasing recovering S (0.97 mm/hr or 23.28 mm/day), the second section is described as steeply recovering S (2.11 mm/hr or 50.64 mm/day) and the third section is described as gradually decreasing recovery (0.34 mm/hr or 8.16 mm/day). Using the S-curve, we can estimate the hourly change of soil moisture content according to the time duration after rainfall cessation, which is then used to estimate direct runoff for a continuous simulation for flood forecasting.
The objectives of this study is to introduce and apply neural network theory to real hydrologic systems for stochastic nonlinear predicting of daily runoff discharge in the river catchment. Back propagation algorithm of neural network model is applied for the estimation of daily stochastic runoff discharge using historical daily rainfall and observed runoff discharge. For the fitness and efficiency analysis of models, the statistical analysis is carried out between observed discharge and predicted discharge in the chosen runoff periods. As the result of statistical analysis, method 3 which has much processing elements of input layer is more prominent model than other models(method 1, method 2) in this study.Therefore, on the basis of this study, further research activities are needed for the development of neural network algorithm for the flood prediction including real-time forecasting and for the optimal operation system of dams and so forth.
본 연구의 목적은 유역의 홍수사상을 모의하는데 널리 이용되고 있는 HEC-HMS와 하도의 수리해석에 이용되고 있는 HEC-RAS를 결합시켜 일반 하천유역의 홍수예측을 수행하는 절차를 확립하는데 있다. 따라서 본 연구에서는 낙동강유역을 적용 대상유역으로 선정하고 주요 지류를 대상으로 38개 소유역을 분할하여 유역추적을 실시하였으며, 유역추적기법은 Clark법을 채택하였다. 또한 하도의 홍수추적은 HEC-RAS의 부정류 알고리즘을 이용한 홍수파 도달시간을 산정하여 하도의 주요지점에 대한 홍수예측을 수행하였다. 지금까지 낙동강유역을 대상으로 연구된 결과를 요약 정리하면 다음과 같다.
