Study on the Improvement Method of Flood Risk Assessment by Flood Damage Area (홍수피해예상지역을 고려한 홍수위험도 산정기법 개선방안 연구)

  • The aim of this study is to improve Potential Flood Damage(PFD) that a flood risk assessment technique used in the National Water Resource Plan comprehensive plan for water resources, which is a top-level plan related to domestic water resources and Flood Risk Indices. Both methods are used to evaluate flood control risks. However, there is a problem of reliability because the problem of data utilization and the damage that occurred in a specific area are applied as an average concept. Therefore, this study improved the method for analysis by components and the flood inundation area was limited to flood damage area. Also, the improvement of the method and the application of the recently provided GIS data to the flood damage prediction area were proposed to improve the usability of the existing method. The existing analysis method and the improved method were applied to the test watershed by each case.

Flood Damage Assessment According to the Scenarios Coupled with GIS Data (GIS 자료와 연계한 시나리오별 홍수피해액 분석)

  • A simple and an improved methods for the assessment of flood damage were used in previous studies, and the Multi-Dimensional Flood Damage Assessment (MD-FDA) has been applied since 2004 in Korea. This study evaluated flood damage of dam downstream using considering MD-FDA method based on GIS data. Firstly, flood water level with FLDWAV (Flood Wave routing) model was input into cross section layer based on enforcement drainage algorithm, water depth grid data were created through spatial calculation with DEM data. The value of asset of building and agricultural land according to local government was evaluated using building layer from digital map and agricultural land map from landcover map. Also, itemized flood damage was calculated by unit price to building shape, evaluated value of housewares to urban type, unit cost to crop, tangible and inventory asset of company connected with building, agricultural land, flooding depth layer. Flood damage in rainfall frequency of 200 year showed 1.19, 1.30 and 1.96 times to flood damage in rainfall frequency of 100 year, 50 year and 10 year respectively by flood damage analysis.

Correlation between Storm Characteristics and Flood Damage (우리나라 호우특성과 홍수피해와의 상관관계)

  • In this study, Correlation analysis for relationship between storm characteristics and flood damage cost was carried out using histogram analysis. The spatial range of flood damage cost data was the whole country and 16 provinces in the Korea, and period range was 16 years, from 1994 to 2009. According to the results of this analysis, most of total flood damage cost was highest in small; middle scale rainfall events of high frequency. Based on the results of comparison among 16 provinces, the ability to prevent flood demage of metropolitan was better than that of provinces. And the storm characteristics of causing maximum flood damage cost was different from each provinces. Therefore, the construction size in flood defence measures has to be determined when flood defence measures considering the results of this study as an useful guideline.

Development of regression functions for human and economic flood damage assessments in the metropolises (대도시에서의 인적·물적 홍수피해 추정을 위한 회귀함수 개발)

  • Flood disasters have been recently increasing worldwide due to climate change and extreme weather events. Since flood damage recovery has been conducted as a common coping strategy to flood disasters in the Republic of Korea, it is necessary to predict the regional flood damage costs by rainfall characteristics for a preventative measure to flood damage. Therefore, the purpose of this study is to present the regression functions for human and economic flood damage assessments for the 7 metropolises in the Republic of Korea. A comprehensive regression analysis was performed through the total 48 simple regression models on the two types of flood damage records for human and economic costs over the past two decades from 1998 to 2017 using the four kinds of nonlinear equations with each of the six rainfall variables. The damage assessment functions for each metropolis were finally selected by the evaluation of the regression results with the coefficient of determination and the statistical significance test, and then used for the human and economic flood damage assessments for 100-year rainfall in the 7 metropolises. The results of this study are expected to provide the basic information on flood damage cost assessments for flood damage mitigation measures.

  • The purpose of this study was to propose applicability of spatial data and quality check criteria for estimating damage from storm and flood. Using the data from the National Disaster Management System and National Spatial Data Infrastructure, spatial database for estimation of storm and flood damage has been mapped to each type of damage. This was proposed as the quality check criteria for damage analysis. Through this study, it is possible to utilize the spatial database for estimating storm and flood damage. The reliability of analysis results are ensured through the quality check criteria.

Analysis of the Applicability of Flood Risk Indices According to Flood Damage Types (홍수피해유형별 홍수 위험 지수 적용성 분석)

  • In this study, the applicabilities of flood risk indices using FVI from IPCC, PSR method from OECD, and DPSIR method from EEA, were analyzed. Normalized values of daily maximum rainfall, hourly maximum rainfall, ten minute maximum rainfall, annual precipitation, total days of heavy rainfall (more than 80mm/day), density of population, density of asset, DEM, road statistics, river maintenance ratio, reservoir capacity, supply ratio of water supply and sewerage, and pumping capacity were constructed from 2000 to 2015 for nationwide 113 watersheds, to estimate flood risk indices. The estimated indices were compared to 4 different types of flood damage such as the number of casualties, damage area, the amount of flood damage, and flood frequency. The relationships between flood indices and different flood damage types demonstrated that the flood index using the PSR method shows better results for the amount of flood damage, the number of casualties and damage area, and the flood index using the DPSIR method shows better results for flood frequency.

Flood Damage Index regarding Regional Flood Damage Characteristics (지역별 홍수피해특성을 고려한 홍수피해지표 개발)

  • It would be helpful to evaluate the potential flood damage and compare quantitatively with each other when establishing the regional flood countermeasure and determining the execution of the restoration works and emergency action plans. The Flood Damage Index (FDI) in Korea, possible to estimate localized potential risks caused by flood damages, therefore, was proposed in this study. It was considered with the scale of regional flood damages including the regional characteristics and quantitative grounds. First, the four significant causes were categorized as natural, social, politic, and facilitative ones. And the eleven selected factors representing four causes were determined. Finally, the FDI was obtained by the weighting linear summation of the corrected 11 factors multiplied by the weighting values based on the professional questionnaires. Employing the FDI, the potential risk analysis about flood damages for 229 cities and counties in Korea was conducted. These results would be utilized as the essential basis for more rational and practical countermeasures and plans against flood damage.

Analysis of Risk Classification on the Urban Flood Damage in Changwon city (창원시 용도지역별 침수 피해에 따른 위험등급화 분석)

  • This study aims to effectively respond to urban local rainstorms by classifying the risk against flood damage for each use district. The risk classification is based on sensitivity analysis of the socio-economic damage caused by local rainstorms in Changwon city, Korea by a Fuzzy model using data, such as the districts that provide institutional bases for land use, land prices, which estimate the property values, and floor area ratios, which measures the density and areas of flood damage. The analysis result indicated that flood damage in five districts of Changwon (Masan happo-gu, Masan Hoewon-gu, Sungsan-gu, Euichang-gu, and Jinhae-gu) is highest in the order of commercial areas, residential areas, industrial areas, and forests, which was attributed to high land price and floor area ratio of commercial areas. On the other hand, specific analysis in Masan Hoewon-gu and Sungsan-gu was different from the previous result, indicating that the risk against flood damage may vary according to the districts depending on their local conditions. The analysis from this study can be applied to future urban planning and be used as a guideline to estimate the potential flood damage. Overall, this study is meaningful in that it proposes an effective management of land use as a new resolution to mitigate of urban flood damage within a broader perspective of climate change and urbanization.

  • Recently, the flood damages including losses of human lifes and property have been rapidly increased according to extreme floods. And we know that the flood control project is needed for diminishing flood damages. However, we have had the lacks in a reasonable methodology for the economic analysis of food control project. This study aims to improve the existing economic analysis method for flood control project. So, first of all, we understand the problems of existing economic analysis and investigate the methodologies of foreign countries. Based on that, the Multi-Dimensional Flood Damage Analysis(MD-FDA) is developed in this study. The survey of properties on the floodplain is conducted, then the damage rate obtained by evaluating the monetary values of surveyed property is applied, and the expected flood damage is calculated. Also by considering damage area in the floodplain as well as spatial distribution of inundated depth using GIS, the flood damages are evaluated more accurately than existing method. From the study, we know that the MD-FDA can improve the problems of existing method and evaluate the reasonable flood damages by using updated nation리 statistics.

Urban Inundation Modeling and Its Damage Evaluation Based on Loose-coupling GIS (Loose-coupling GIS기반의 도시홍수 모의 및 피해액산정)

  • Considering the flood problem in urban areas, it is important to estimate disaster risk using accurate numerical analysis for inundation. In this study, it is carried out to calculate inundation depth in Samcheok city which suffered from serious flood damage in 2002. The urban flood model was developed by cording Manning n, elevation, and building's rare on ArcGIS for reducing error on data exchange, and applied for estimating flood damage by grid. This paper describes the extraction of sewer lines and buildings area, estimates its influence on flood inundation extent, and integrated 1D/2D flow to simulate inundation depth in high-density building area. This paper shows an integrated urban flood modeling including rainfall-runoff, inundation simulation, and mathematical flood damage estimation, and will serve drainage design for reducing its damage.
