도시 소하천 개발에 따른 유출 변화량의 모의기법에 관한 연구

  • The objectives of this study Is to evaluate the total runoff yield, peak flow and peak flow travel time depending on the urbanization, return period and rainfall patterns at the downstream of Manchon urban watershed in TaeGu City. SWM(Storm Water Management Model) is used for runog analysis based on 5 different steps of urbanization and 4 different types of Hufrs quartile according to 8 return periods. It is analyzed that the order of total runoff yield according to raiun patterns is Huffs 4, Huffs 2. Huffs 3 and Huffs 1 quartile, that of peak flow magnitude is Huffs 2, Huffs 1, Huffs 4 and Huffs 3 quartile at present development ratio. under the 60, 70, 80 and 90ft of urbanization to the 50% of urbanization by means of the rainfall patterns, the mean Increasing ratio of total runoff yield for each case is 4.55, 11.43, 16.07 and 20.02%, that of peak flow is 5.82, 13.61, 17.15 and 18.83%, the mean decreasing ratio of peak flow travel time Is 0.00, 2.44, 5.07 and 6.26%, the mean increasing ratio of runoff depth Is 4.51, 11.42, 16.02 and 20.05% respectively. the mean increasing ratio of total runoff yield by means of each and 19.71%. Therefore, as the result of this study. it can be used for principal data as to storm sewage treatment and flood damage protection planning in urban small watershed.

  • Disasters that occur most frequently in rural areas are drought, flood, damages from wind and cold weather. In order to overcome the damage caused by natural disasters, various projects related to safety and disaster prevention. However, Government-centered disaster recovery operating system showed difficulties to utilize the natural scenery and ecological environment of rural villages. So the participation of the residents is necessary. Therefore, this study aims to find a more effective disaster recovery direction by suggesting the application method, Inhabitant-friendly improving a village environment contents in Rural Disaster Villages, for continuous disaster management. The research methods were literature analysis, interviews, and expert discussion. As a result, it was found that the rural disaster village environmental improvement facilities, inhabitant-friendly recovery system, and inhabitant-friendly village environment contents and suggests a application method of inhabitant-friendly village environment contents. The research will be used as basic data when preparing a guide for improving the environment for residents in rural villages.

우수관망 해석모형과 지표수 침수해석 모형의 연계 적용 (Integrated Application of Stormwater Network Analysis Model and Surfacewater Inundation Analysis Model)

  • Recently, due to the rapid industrialization and urbanization, a great number of infrastructure and population were concentrated in urban areas. These changes have resulted in unprecedent runoff characteristics in urban basins, and the increase in impermeable areas leads to the growth of the runoff and the peak flow rate. Although many cities have made a lot of efforts to check and expand the stormwater network, the flash flood or the local torrential rain caused a growing number of casualty and property damage. This study analyzed the stormwater passage rate in a target area using SWMM. By incorporating the flow quantity surpassing the storm sewer capacity, a 2D inland flooding analysis model was applied to route the inundated area and velocity.

기후변화에 따른 홍수피해 취약성 평가 (Vulnerability Assessments of Climate Change on Flood Damage)

  • 현재 기후변화는 점점 가속화되고 있으며, 이로 인해 향후 홍수피해는 더욱 증가될 가능성이 높은 것으로 알려져 있다. 장기적이 측면에서 이러한 홍수피해에 대비하기 위해서는 유역별 홍수에 대한 취약성을 평가하고, 기후변화의 영향을 고려하여 유연한 적응 정책을 마련하는 것이 필요하다. 본 연구에서는 기후변화에 따른 국내유역의 홍수 취약성을 평가하는 방법으로 지표를 이용한 방법을 제안하였다. 이 방법은 기후변화에 따른 홍수 취약성을 민감도(sensitivity), 노출(exposure), 적응능력(adaptation)의 함수로 정의하고, 각 유역별 지표들을 이용하여 상대적인 취약성 정도를 평가하는 것이다. 본 연구에서는 유역의 민감도와 노출정도가 클수록 기후변화에 대한 홍수피해에 취약하고, 적응능력이 클수록 취약성이 낮다고 판단하였다. 본 연구에서 제안한 방법으로 국내 139개 유역에 대해 상대적인 홍수피해 취약성을 평가한 결과 과거 유역별 홍수 피해액의 분포와 유사한 것으로 나타났다. 또한, A2 시나리오를 이용하여 미래 기후변화 상황에서의 홍수피해 취약성에 대해 평가한 결과 국내 유역의 홍수피해는 증가될 가능성이 있는 것으로 전망되었으나 유역별 공간적인 취약성은 크게 변화지 않는 것으로 나타났다.

Decision-Making Model Research for the Calculation of the National Disaster Management System's Standard Disaster Prevention Workforce Quota : Based on Local Authorities

  • The purpose of this research is to develop a decision-making model for the calculation of the National Disaster Management System's standard prevention workforce quota. The final purpose of such model is to support in arranging a rationally sized prevention workforce for local authorities by providing information about its calculation in order to support an effective and efficient disaster management administration. In other words, it is to establish and develop a model that calculates the standard disaster prevention workforce quota for basic local governments in order to arrange realistically required prevention workforce. In calculating Korea's prevention workforce, it was found that the prevention investment expenses, number of prevention facilities, frequency of flood damage, number of disaster victims, prevention density, and national disaster recovery costs have positive influence on the dependent variable when the standard prevention workforce was set as the dependent variable. The model based on the regression analysis-which consists of dependent and independent variables-was classified into inland mountainous region, East coast region, Southwest coastal plain region to reflect regional characteristics for the calculation of the prevention workforce. We anticipate that the decision-making model for the standard prevention workforce quota will aid in arranging an objective and essential prevention workforce for Korea's basic local authorities.

초등 사회 및 과학 교과서의 자연재해 내용 분석 (A Study of the Analysis about Natural Disaster in Elementary Society and Science Textbooks)

  • The purpose of this study was to analysis natural disasters which can be applied environmental education for elementary students. For this study, the elementary society and science textbooks were selected. The results of this study are as follows. the society textbooks contain 2 units of the natural disaster in the 4th and 5th grades. In the science textbooks, 5 units of the natural disaster were showed in 3rd, 5th and 6th grades. The learning quantities were 4 hours in society textbooks and 7 hours in science textbooks. In society textbooks, the contents relating meteorological disasters were dominance. But the science textbooks were showed both meteorological and geological disasters. In aims of learning, while the society textbooks were focused as damages, prevention, counter-plan and restoring plan of the natural disaster, the science textbooks were emphasized damages. the photos in society textbooks, meteorological disasters were superiority in number; especially the flood and heavy rain were 76%. In science textbooks, the photos about earthquake were prominent as 40%. For activating environmental education in elementary school based on these results, it can be suggested that the effects of natural damage as tsunami and global warming should add to elementary textbooks. And the elementary teachers need to understand contents and photos relating environment problem in the elementary textbooks.

태풍 매미 내습시 해일$\cdot$고파랑에 의한 호안$\cdot$안벽에서의 수위증가 패턴 고찰 (Patterns of Water Level Increase by Storm Surge and High Waves on Seawall/Quay Wall during Typhoon Maemi)

  • We investigated the characteristics of the overflow/wave overtopping, induced by the storm surge and high waves in Masan bay and Busan Coast during Typhoon 'Maemi', which landed at the southeast coast of the Korean peninsula on September, of 2003, causing a severe inundation disaster. Characteristics of the water level, increase by the overflow / wave overtopping, were discussed in two patterns. One is the increase of water level in the region, located inside of a bay, like Masan fishing port, and the waves are relatively small. The other is in the open sea, in which the waves act directly, as on the seawall in Suyong bay. In the former region, the water level increase was affected by the storm surge, as well as the long period oscillation and waves. In Masan fishing port, about $80\%$ of the water level increase on the quay wall was caused by the storm surge. In the latter one, it was greatly affected by the wave run-up. In Suyong bay, about $90\%$ of the water level increase on the seawall was caused by the wave run-up.

HEC-RAS 모델을 이용한 신천 시험유역의 하도 특성연구 (Channel Characteristics of Sincheon Experimental Catchment using HEC - RAS model)

  • In recent localized heavy rainfalls have been arising from abnormal climate change. People are concerning about damages with increasing the frequency of flooding. Therefore, we need to understand river hydraulic characteristics and management to reduce damage from flooding. To study hydraulic characterization of Sincheon experimental catchment HEC-RAS (Hydrologic Engineering Center River Analysis System) model which provided by U.S Army Corps of Engineers (USACE) was applied. This study analyzed and compared water level the frequency flood for 100 years and 200 years by clark unit Hydrography. The change of the water level of Daejeon bridge, Sincheon bridge and Singi bridge showed increased for all conditions. The flow rate for the Daejeon bridge and the Sincheon bridge showed an increase, but the Sinki bridge showed a decreasing flow rate overally, except for 1hour-100 years. The verification result showed that the model was able to simulate the water level with 0.4709 coefficient of determination and error ration ranging from 1 to 3%.

방재정보통신시스템 관리 운용 및 응용에 관한 연구 (A Study on the Management and Application for Prevention Information Communication System)

  • 방재통신시스템은 방재행정무선시스템을 주체로 정비되고 최근에는 위성통신을 확대하고, 유선통신과의 상호보완 멀티미디어화 등을 들 수 있다. 유비쿼터스 센서 네트워크를 기반으로 방재정보통신 분야로는 풍수해, 시설안전, 교통안전, 산업안전, 에너지안전, 소방안전, 정보통신 안전, 특수안전 분야에는 방사능 누출사고, 환경오염, 해양오염, 산림재해 등이 있다. 본 논문에서는 USN(Ubiquitous Sensor Network) 기술을 이용한 방재정보통신시스템을 통신 기반시설로서 방재와 관련한 정보를 일원적으로 관리 운용하는 시스템 및 용용에 대하여 연구한다.

강우 특성과 지자체별 홍수피해액의 상관성 분석 (An Analysis of Relations between Rainfall Characteristic and Flood Damage)

  • 현재 우리나라의 치수대책이나 복구대책은 그 해의 피해액만을 기준으로 이루어지고 있다. 그러나 강우의 특성과 지자체별 홍수피해액의 상관성을 분석한다면 지금의 기준보다 합리적인 치수 대책이나 복구대책을 마련할 수 있다. 본 연구에서는 강우의 특성에 따른 지자체별 홍수피해액을 분석하고자 시 군 구 별로 16년(1994-2009)간의 강우자료(시간최대, 일최대, 누적강우)와 피해액을 비교 평가하였다. 이를 통해 가장 큰 누적피해액을 유발하는 강우사상은 발생횟수나 사상의 크기가 가장 큰 값이 아님을 알 수 있었다. 시간최대강우량의 경우 0-25mm 구간의 발생횟수는 50.72%를 차지했지만 총피해액은 29.08%로 나타났으며, 25-50mm 구간에서의 발생횟수는 37.87%에 불과하나 전체 피해액에서는 42.21%로 가장 크게 나타났다. 일최대강우의 경우에는 0-100mm 의 구간의 발생횟수는 47.59%를 차지했지만 총피해액은 14.73%로 나타났으며, 100-200mm 의구간에서의 발생횟수는 40.64%에 불과하나 피해액은 43.21%로 가장 크게 나타났다. 누적강우의 경우는 0-200mm 구간의 발생횟수는 53.2%, 총피해액은 34.79%를 차지했지만 평균피해액은 800-1000mm 구간이 가장 크게 나타났다. 지자체별로 피해가 주로 발생하는 구간을 이용하여 치수계획이나 복구방안의 기준을 정한다면 현재보다 보다 합리적이고 효과적인 대책을 수립하는데 큰 도움이 될 것으로 판단된다.
