Flood Damage of North Korea and Prevention Masure (북한의 홍수 피해 현황 및 대응방안)

  • 본 연구에서는 1980년부터 2008년까지의 재해역학조사센터(http://www.emdat.be/)의 자료를 활용하여, 북한지역의 홍수로 인한 피해를 조사하였다. 북한의 홍수 발생 기간 중 약 70%가 주로 7월과 8월에 발생하였으며, 홍수로 인한 총 재산피해는 약 180억 달러에 달한다. 이중 1995년의 홍수는 약 150억 달러로 세계 50대 자연재해로 기록되었다. 또한, 2007년의 홍수는 북한의 자연재해 중 가장 많은 인명피해로 당시 사망자는 600명 이상이 기록되었다. 북한의 홍수 유형별 피해 규모를 분석하기 위하여 홍수 유형을 불특정 홍수, 돌발 홍수, 일반 홍수로 분류하여 분석하였다. 또한, 남북한의 차이를 분석하기 위하여 남한의 홍수 사례를 같은 유형으로 분류하여 함께 비교하였다. 유형별 빈도는 남한의 경우 3가지 유형이 비슷한 빈도로 발생된 반면, 북한의 경우 일반홍수의 빈도가 다른 홍수의 빈도 보다 조금 많이 발생하였다. 유형별 인명피해 부분에서는 남한은 전체 유형에서 돌발홍수가 52%로 가장 많은 부분을 차지했으며, 북한의 경우는 일반홍수가 42%로 가장 많이 차지하였다. 결론적으로 남한은 일반홍수와 돌발홍수의 빈도는 같았으나, 돌발홍수가 인명피해 면에서 2.3배 많이 발생하였으며, 북한의 경우 불특정 홍수와 돌발홍수의 발생 빈도는 같았으나, 돌발홍수로 인한 인명피해가 1.5배 많이 발생하였다. 경제적 피해 부분에서는 남한의 경우 돌발홍수가 약 19억 달러로 가장 많은 피해액을 발생시켰으며, 북한의 경우 일반홍수가 약 153억 달러로 가장 많은 피해액을 발생시켰다. 이는 남한의 약 7배에 해당하는 금액이다. 남북한이 경제적 피해 부분에서 큰 차이를 보이는 것은 1995년의 대홍수의 피해액이 약150억 달러로 기록되었기 때문으로 사료된다. 향후 기후변화로 인하여, 자연재해는 더욱 증가할 것으로 생각된다. 남한의 연구뿐만 아니라 한반도 전체에 대한 연구가 필요하다. 현재, 북한의 경우 기상 현상, 재해정보 등의 연구 자료는 남한 지역의 연구에 비해 상대적으로 많이 부족하며, 매우 제한적이고 단편적인 자료들만 존재하고 있다. 따라서 이에 관한 많은 연구들이 필요한 실정이다. 현재 작성되어 있는 북한의 재해 취약성 지도를 좀 더 연구하여, 한반도 전체의 재해 취약성 지도의 작성이 필요할 것으로 생각된다. 또한, 한반도 지역에서 발생하는 위험기상에 따른 사회경제적 피해를 줄이고 능동적으로 대처하기 위해 남북간 기상협력이 활성화 될 필요가 있을 것으로 생각된다.

Review on the Improvement Works of Ecological Stream in Rural Areal - A Focused on Sijeon-ri Dogo-myeon Asan City - (농촌지역 하천정비공사 실태와 제언 -아산시 도고면 시전리를 대상으로-)

  • 10 years ago, in Sijeon-ri, Dogo-myeon, Asan-si, the existing stream was repaired to develope Mt. Dogo trail and irrigation systems through road expansion pavement construction and small stream repair construction. The trees such as persimmon and willow are eliminated that rowed on both sides of the stream and dredging work to dig the rock and sand have been performed. As a result, wide asphalt road was built, also flood damage worries were reduced. 10 years passed and now, how did local residents think about the stream repaired before and after? Village residents, public officials, and the stream construction engineer were interviewed. Villagers indicated a problems that brook became a place where water peppers were taking over and water was stagnating due to the slow velocity so nothing could live and natural landscape like a wash place and the cascade disappeared, because rock and sand were taken out brought soil into the brook. Public officials and engineers were aware of the problems at the time of the stream. Now that construction is completed after 10 years, Both realistically and budgetary to restoration would be difficult. However, it is necessary to seek for waterfront space which can be restored or replaced by a part of the stream like similarly before. In addition, it is necessary to restore to the progression of a natural stream which connect with stairs(or slope) - small waterfalls - pools - wash place. In this paper, we hope to take a lesson from the Sijeon-ri model and make rural stream construction be prepared with consideration about not only distinct characteristics of specific area but also the opinion of local resident.

Performance tests and uncertainty analysis of precipitation types (강수량계 종류별 성능시험 및 불확도 분석)

  • Precipitation has a wide range of applications, such as the management and operation of dams and rivers, supply of dranking water for urban and industrial complex, farming and fishing, forest greening, and safety management. In order to prepare for disasters and to obtain economical effects in case of flood damage, it is necessary to measure accurate precipitation. In this study, we carried out the characteristics tests for various types of rainfall gauge using integrated verification system, which can analyze the performance of collective type rainfall gauge. The uncertainty for tipping bucket rain gauge was 0.0041 mm, where weight type and surface tension type was 0.0045 mm and 0.0039 mm respectively. Therefore, the uncertainty according to the type and characteristics of the precipitation system is not significantly different. The uncertainty is also influenced greatly by the resolution.

A Monitoring and Data Analysis for Close-to-Nature Pilot Creeks (자연형 소하천 모니터링 시범사업 결과 분석)

  • Recently according to increasing of damage in creeks, it has been needed to develop a close-to-nature creek improvement technique considering flood safety as well as the functions of ecosystem and scenery preservation. In this study, the monitoring on creeks in seven provinces was accomplished to develop the technique applicable to domestic creeks between 2002 and 2007. Although the riparian ecosystem was disturbed, after just finishing the improvement on pilot creeks, the result of monitoring showed that restoration rates of creeks were satisfactory by constructing close-to-nature creek revetments. However it is hard to analyze on restoration and permissible tractive force of each revetments constructed in most creeks, because of insufficient monitoring data. Therefore the feasible study on the close-to-nature creek revetments should be performed in the near future through continuous monitoring on creeks.

  • The whole world has been damaged by dramatic increase of natural disasters such as localized torrential downpour, earthquake and drought, while suffering from climate changes caused by global warming. In Korea where the continental climate and oceanic one are crossed, the frequency and the size of damages are increased by stronger typhoons and localized torrential downpours and landslides, storms and floods. Therefore, this study analyzed damage cases and their causes and examined foreign plans to prevent natural disasters, by limiting to rural villages where serious damages occur due to typhoons and localized torrential downpours and measures and infra-structures against such disasters are poorly prepared. From the findings, it attempts to suggest some plans to establish disaster safety villages by abstracting plan factors applicable to rural areas in Korea, on the basis of facilities and spatial projects.

Developing and Utilizing Transportation Disaster Prevention System Considering Regional Characteristics (지역 특성을 고려한 교통방재시스템 구축 및 활용에 관한 연구)

  • In order to manage traffic operations efficiently, it is required to establish evacuation strategies, including path, disaster prevention, and signal control. This is because the delayed response of operators would cause dreadful loss of our community. Therefore, it is very important to do the research related to traffic disaster prevention system. In this paper, we select the City of Cheongju as a study area since lots of damage resulting from natural disaster such as storm and flood have been frequently taken place. In addition, this paper suggest traffic disaster prevention measures and analyzed its effect on signal operation to achieve high level of traffic efficiency. As a result, traffic flow is similar to normal condition when we applied developed signal operation method. It is also demonstrated if disaster information is spread out as fast as it can be, and signal operation is managed properly in case by case, we conclude that user safety has to be secured.

Multi-temporal Analysis of Deforestation in Pyeongyang and Hyesan, North Korea

  • Since forest is an important part of ecological system, the deforestation is one of global substantive issues. It is generally accepted that the climate change is related to the deforestation. The issue is worse in developing countries because the forest is one of important natural resources. In the case of North Korea, the deforestation is on the rise from forest reclamation for firewood collection and food production. Moreover, a secondary effect from flood intensifies the damage. Also, the political situation in North Korea presents difficulty to have in-situ measurements. It means that the accurate information of North Korea is nearly impossible to obtain. Thus, assessing the current situation of the forest in North Korea by indirect method is required. The objective of this study is to monitor the forest status of North Korea using multitemporal Landsat images, from 1980s to 2010s. Since the deforestation in North Korea is caused by local residents, we selected two study areas of high population density: Pyeongyang and Hyesan. In North Korea, most of clean Landsat images are acquired in fall season. The fall images have an advantage that we can easily distinguish agriculture areas from forest areas, also have an disadvantage that the forests cannot be easily identified because some of trees have turned red. To identify the forests exactly, we proposed a modified Normalized Difference Vegetation Index (mNDVI) value. The deforestation in Pyeongyang and Hyesan was analyzed by using mNDVI. The dimension of forest has decreased approximately 36% in Pyeongyang for 27 years and approximately 25% in Hyesan for 16 years. The results show that the forest areas in Pyeongyang and Hyesan have been steadily reduced.

Future drought assessment in the Nakdong basin in Korea under climate change impacts

  • Climate extreme variability is a major cause of disaster such as flood and drought types occurred in Korea and its effects is also more severe damage in last decades which can be danger mature events in the future. The main aim of this study was to assess the effectives of climate change on drought for an agriculture as Nakdong basin in Korea using climate change data in the future from data of General Circulation Models (GCM) of ECHO-G, with the developing countries like Korea, the developed climate scenario of medium-high greenhouse gas emission was proposed of the SRES A2. The Standardized Precipitation Index (SPI) was applied for drought evaluation. The drought index (SPI) applied for sites in catchment and it is evaluated accordingly by current and future precipitation data, specific as determined for data from nine precipitation stations with data covering the period 1980-2009 for current and three periods 2010-2039, 2040-2069 and 2070-2099 for future; time scales of 3month were used for evaluating. The results determined drought duration, magnitude and spatial extent. The drought in catchment act intensively occurred in March, April, May and November and months of drought extreme often appeared annual in May and November; drought frequent is a non-uniform cyclic pattern in an irregular repetitive manner, but results showed drought intensity increasing in future periods. The results indicated also spatial point of view, the SPI analysis showed two of drought extents; local drought acting on one or more one of sites and entire drought as cover all of site in catchment. In addition, the meteorology drought simulation maps of spatial drought representation were carried out with GIS software to generate for some drought extreme years in study area. The method applied in this study are expected to be appropriately applicable to the evaluation of the effects of extreme hydrologic events, the results also provide useful for the drought warning and sustainable water resources management strategies and policy in agriculture basins.

Study on Application of Diffusion Wave Inundation Analysis Model Linked with GIS (GIS와 연계한 확산파 침수해석 모형의 적용에 대한 연구)

  • An inundation analysis was performed on Hwapocheon, one of the tributaries of Nakdong River, which was inundated by heavy rain in August, 2002 with overtopping and levee break. The results of the developed model, 2D diffusion wave inundation analysis model, was compared with inundation trace map as well as inundation depth in terms of time and maximum inundated area calculated from FLUMEN model for the assessment of model applicability. The results from the developed model showed high fitness of 88.61% in comparison with observed data. Also maximum inundated area and spatial distribution of inundation zone were also found to be consistent with the results of FLUMEN model. Therefore, inundation zone and maximum inundation area calculated over a period of time by adopting 2D diffusion wave inundation analysis model can be used as a database for identifying high risk areas of inundation and establishing flood damage reduction measures.

Developing Framework for Flood Loss Estimation Model of General Building Based on High Resolution Inventory (고해상도 인벤토리 기반 일반건물 홍수손실 예측 모델)

  • 2004년 개발된 다차원홍수피해산정법(MD-FDA)은 홍수에 따른 경제적 피해를 추정하기 위한 기법으로서 그 동안 하천설계기준, 댐설계기준, KDI 예비타당성조사 지침 등에 반영되어 실무에서 활발히 사용 중이다. 그러나 그 동안 많은 연구에서 MD-FDA의 인벤토리 체계, 가용자료의 정밀성, 손상함수, 손실유형 범위와 관련한 개선이 요구되었으며, 최근에는 재난위기 관리 능력강화를 위한 "한국형 재난피해 예측 시스템" 개발의 필요성이 제기되면서 현재 다양한 분야의 전문가들이 재난손실과 관련한 많은 연구를 진행 중이다. 이에 본 연구는 국외 주요 홍수손실 예측 모델과 현재 국가차원에서 서비스되는 상세자료를 검토하여 일반건물(general building)의 홍수손실 평가 체계를 제시하고, 이와 연관된 세부요소 기술을 정립하였다. 우선, 지역 내 건물현황 및 특성정보가 참조가능한 자료를 바탕으로 일반건물의 유형을 분류하였고, 이밖에 건물손실 평가에서 주요 참고자료로 활용되는 인구, 종사자수 등의 사회 경제적 정보를 연계한 인벤토리 DB 구조를 설계하였다. 이로부터 구축되는 인벤토리 DB는 위치정보를 포함하는 공간자료이며, 손상(damage)과 손실(loss)을 평가하기 위한 건물특성 정보를 포함한다. 한편, 본 연구에서의 건물손실은 자산의 총가치를 기준으로 한 상대적 손상률(%)을 설명하는 손상함수를 기반으로 하기 때문에 감가상각을 고려한 건물의 완전대체비용(건물자산가치)가 정의되어야 한다. 이를 위해 본 연구는 최근 한국감정원에서 발간한 "건물신축단가표"와 "유형고정자산 내용연수표"를 바탕으로 손실평가에 필요한 요소기술을 정립하였다. 제시한 일련의 과정은 동두천시 신천 범람사례를 대상으로 적용하였고, 그 결과를 기존의 MD-FDA 결과와 비교하였다.
