The burden of flood control on the dam under frequently flood due to climate change and especially heavy flood in 2020 year are come to the forward and increased. The objective of the study is therefore to establish the method to estimate capacity and target water level for flood control in actual dam management. Frequency matching method was applied to establish a pair of cumulative distribution function (CDF) based on daily dam inflow and discharge records. The relationship between dam storage and discharge volume represented as a percentage of inflow volume was derived and its characteristics was analyzed. As the result, the Soyanggang (45%) and Chungju Dam (39%) contributing to flood control with temporarily storing flood runoff. The method and diagram to estimate flood control capacity and target water level for flood control in the dam were established. The result of the study could be used as a supplementary data for flood control of the dam according to the rainfall prediction on the Korea Meteorological Administration.
Climate change has intensified the severity of extreme floods, presenting substantial challenges to dam management and operation. Traditionally, flood control strategies for dam operations have been based on theoretical scenarios, such as designed floods, without taking into account downstream conditions. However, in practice, managing floods involves operating dams based on climate forecasts. This strategy encounters challenges due to the limited predictability of climate forecasts, which in turn leads to uncertainty in decisionmaking among dam managers. This study proposes a flood control approach for dam operations that involves gradually increasing the outflow, considering the operational constraints and potential downstream damage, based on inflow data. The effectiveness of this method was assessed through simulation, employing both a designed flood and data from the most significant historical flood. The dam operation strategy for flood control presented in this study provides a framework for dam operators, facilitating consistent decisionmaking in flood management by integrating realistic dam operational conditions.

The objective of this study is to develop single dam operation models for flood control using Fuzzy control technique, which can improve flood controllability. We set control rules by water level and inflow, and developed three models Fuzzy I, II, III according to rule to decide outflow. Fuzzy I model consists of six rules considering only flood control and Fuzzy II model considers the effect of water use by increasing water level at the end of flood control period as well as flood control during the same period. Finally, Fuzzy m is an adaptive model designed to perform multipurpose dam operation for both flood control and water use simultaneously based on a control rules.
After large-scale flooding damage occurred along the Imjin river in 1996, 1998, and 1999, the Hantan river flood control dam was planned, and it has since been under construction. Unlike existing dams in Korea, the Hantan river flood control dam will remain fully open except during high floods, when the dam will store flood water temporarily to reduce flood peaks and flood water volume downstream. During past flooding seasons, floating debris has caused difficulties in the management of large-scale dams. Most of the existing multipurpose dams in Korea have installed nets to collect floating debris based on many years of experience with and data about inflow and distribution of floating debris in the dams. For the Hantan river flood control dam, however, collection of data about inflow and distribution of floating debris is not possible as the dam is located near the border area between North and South Korea. In order to devise a preliminary plan to collect floating debris in the Hantan river flood control dam, an EFDC hydrodynamic model was used to analyze the behavior of floating debris during high floods. The Lagrangian particle tracking method was utilized to simulate the behavior of floating debris in the dam. Based on the analysis of paths and final destinations of the particles, seven collection points were selected where it seemed to be effective to collect floating debris, as debris is likely to accumulate there in high density.

In this study, the hydraulic channel routing model was constructed to analysis the effect of flood control with the operation of Chungju Dam for 2006 flood. Study area was divided with up- and downstream of Chungju Dam in the upper Han River of Paldang Dam. The model was calibrated and verified for the flood event of 1995-2008. The effects of flood control of Chungju Dam were compared with the simulation results without the dam, and the rising effects of stage in the main observation stations were analyzed by the variation of released dam discharge. Consequently, the operation of Chungju Dam for 2006 flood was performed properly, but the effects of flood control of Chungju Dam were so focused in downstream of the dam that institutional complement was demanded to reduce the flood damage in the upper region of the dam. The limit of decision rule of downstream stage in the backwater region of dam was analyzed to solve the problem, and the decision rule of downstream stage was proposed to consider the discontinuity between the backwater region of dam and the design flood of upper stream. The proposed rule will be used to design the reduction of flood damage in upper stream of dam and to apply the analysis of region for flood damage.
As a research establish reservoir safety operation for small dam systems. This study presents hydrologic analysis conducted in the Duckdong and Bomun dam watershed based on various rainfall data and increase inflow. Especially the Duckdong dam without flood control feature are widely exposed to the risk of flooding, thus it is constructed emergency gate at present. In this study reservoir routing program was simulation for basin runoff estimating using HEC-HMS model, the model simulation the reservoir condition of emergency Sate with and without. At the reservoir analysis results is the Duckdong dam average storage decrease $20\%$ with emergency gate than without emergency gate. Also, the Bomun dam is not affected by the Duckdong flood control augmentation.
In this study, a one-dimensional numerical model was constructed to propose a flood control plan linked with the dam and river basin for the flood events of the Seomjin River in 2020. The flood level reduction of the downstream river was tested based on a scenario operation of the Seomjingang Dam and was also analyzed when a storage pocket was newly constructed as one of the river basin measures. It was confirmed that Seomjingang Dam's flood control capacity would be increased if the flood limit level was drastically lowered from the current EL. 196.5 m to EL. 188.0 m. In addition, if the upper area of the (old) Geumgok Bridge (which suffered great damage due to the loss of the levee) is used as a storage pocket, it would be effective in preventing floods in the lower area of it. In the era of the climate crisis, more integrated flood management is needed and basic river management must be observed.
In Korea, every year during the summer season, typhoons and torrential rains cause floods and damage to property. In particular, the Imjin River basin is characterized by steep slopes, narrow upstream areas, and low flat downstream areas, which are vulnerable to floods. In addition, damages occurred due to unauthorized discharge in the Hwanggang Dam, a large dam upstream of the Imjin River in North Korea. In order to prevent such flood damage, Korea is constructing the Gunnam Flood Control Site in 2010 to prevent flood damage. However, even after the construction of the flood control zone, the flood control capacity is only 20% of the maximum water level of the Hwanggang dam. This study used LAHARZ_py program to calculate flood damage area in the northern part of Gyeonggi province. As a result, when the discharge of Hwanggang dam exceeding the flood control ability of Gunnam flood control zone occurs, damage to Yeoncheon-gun and Paju-si of Gyeonggi-do was expected. This study will be useful as a material to prepare for flood damage.

As a fundamental research to establish a safety operation plan for irrigation dams, this study presents hydrologic analysis conducted in Sungju Dam watershed based on various rainfall data. Especially those reservoirs without flood control feature are widely exposed to the risk of flooding, a safe and optimized operation program need to be improved against arbitrary flooding. In this study, reservoir routing program was developed and simulated for reservoir runoff estimation using WMS hydrology model. The model simulated the variations of reservoir elevation under the condition of open or closed emergency gate. In case of closed emergency gate, water surface elevation was given as 193.15 m, and this value exceeds the dam crest height by 1.65 m. When the emergency gate is open, the increment of water surface elevation is given as 192.01 m, and this value exceeds dam crest height by 0.57 m. As an alternative plan, dam height increase can be considered for flood control under the PMP (Probable Maximum Precipitation) condition. Since the dam size is relatively small compare to the watershed area, sound protection can be expected from the latter option rather than emergency gate installation.

Works for dam heightening plan have dual purposes: flood disaster prevention by securing additional storage volume and river ecosystem conservation by supplying stream maintenance flow. Now, the dam heightening project is in progress and there are 93 dam heightened reservoir. After the dam heightening project, 2.2 hundred million ton of flood control volume in reservoirs will be secured. Thus it is necessary to evaluate the effects of the dam heightening project on watershed hydrology and stream hydraulics, and resulting flood damages. This study was aimed to assess the impact of outflow from the dam heightened reservoir group on the Whangryong river design flood. The HEC-HMS (Hydrologic Engineering Center-Hydrologic Modeling System) model was used for estimating flood discharge, while HEC-5 (Hydrologic Engineering Center-5) was used for reservoir routing. This study analysed flood reduction effect on 100yr and 200yr return periods about the before and after heightening of agricultural dams. Based on the results of this study, the reduction of flood peak discharge at downstream of the reservoir group was estimated to be about 41% and 53% for 100yr and 200yr frequencies, respectively.
