This paper focuses on minimizing flood damage in the Yeongdeok basin of South Korea by establishing a flood prediction model based on a geographic information system (GIS), remote sensing, and geomorphoclimatic instantaneous unit hydrograph (GcIUH) techniques. The GIS database for flash flood prediction was created using data from digital elevation models (DEMs), soil maps, and Landsat satellite imagery. Flood prediction was based on the peak discharge calculated at the sub-basin scale using hydrogeomorphologic techniques and the threshold runoff value. Using the developed flash flood prediction model, rainfall conditions with the potential to cause flooding were determined based on the cumulative rainfall for 20 minutes, considering rainfall duration, peak discharge, and flooding in the Yeongdeok basin.

The objective of this study was to develop the simple method to estimate ungauged river section for flood stage analysis. Damage prediction should be prioritized using hydrological modeling to reduce flood risk. Mostly, the geographical data using hydrological modeling depends on national river cross-section survey. However because of the lack of measured data, it is difficult to apply to many local streams or small watersheds. For this reason, this study suggest the method to estimate unguaged river cross-section. Simple regression equations were derived and used to estimate river cross-section by analyzing the correlation between the river cross-sectional characteristics (width, height and area). The estimated cross-sections were used to simulate flood level by HEC-RAS (Hydrologic Engineering Center's River Analysis System). The applicability of this method was verified by comparing simulated flood level between measured and estimated cross-section. The water surface elevation of the flood stage analysis was 6.56-7.24 m, 5.33-5.95 m and 6.12-6.75 m for measured cross section, for estimated cross section and for estimated cross section based on DEM elevation, respectively. Further study should consider other factors for more accurate flood stage analysis. This study might be used one of the guidelines to estimate ungauged river section for flood stage analysis.

The riverine wetlands located in the riverside bring about social conflicts through confrontation between flood control value through flood control project and ecological preservation value of riverine wetland. In this study, we identified the importance of both values through analysis of economic feasibility of flood control and ecological values of riverine wetland, and tried to suggest management plans for riverine wetland considering both of flood control safety and ecological preservation through these results. For this, we calculated the expected annual flood damage of Imjin River using the multi-dimensional flood damage analysis(MD-FDA), and calculated the total value of riverine wetland using the contingent valuation method(CVM) to estimate preservation value of riverine wetland. The result of the analysis shows that the Imjin River needs flood control project and the ecological preservation of riverine wetland is also important. Therefore, the establishment of the management plan for protecting riverine wetland is also needed. As a result, the Imjin riverine wetland was classified as the area where sedimentation continues to take place, and the flood water level to rise. On the basis of the analyzed results, it is judged that the Imjin River needs flood control for public safety and ecological consideration for ecosystem preservation in the river improvement project. So, the stepwise river improvement is desirable to protect riverine wetland and minimize ecosystem disturbance. The results is expected to be made good use as the basic study for establishment of institutional river management plans considering flood control project and riverine wetland preservation in the future.
This study analyzed the effect of flood level reduction in the case of creating and operating offline storage for the Jangdong district, which can be used as a flood buffer space for the Geumgang River, through one-dimensional unsteady flow numerical simulation. In particular, the sensitivity analysis of changes in the height and width (length) of transverse weirs on flood level changes was performed to provide quantitative information necessary for flood control facility (embankment) design. As a result of analyzing the flood control effect of the offline storage based on the peak flood discharge and level, spatially, the flood control effect at the planned flood buffer space site and the downstream end was confirmed, and it was confirmed that the flood reduction effect at the downstream occurred the most. By design conditions of the transverse overflow weir, the greatest flood reduction effect was found under the condition that the overflow weir height based on the 50-year frequency flood level and the transverse overflow weir width (length) of 125 m were considered. The effect of delaying the time to reach the maximum flood due to the operation of the offline storage site was also presented based on unsteady flow modeling.

In this study, the applicabilities of flood risk indices using FVI from IPCC, PSR method from OECD, and DPSIR method from EEA, were analyzed. Normalized values of daily maximum rainfall, hourly maximum rainfall, ten minute maximum rainfall, annual precipitation, total days of heavy rainfall (more than 80mm/day), density of population, density of asset, DEM, road statistics, river maintenance ratio, reservoir capacity, supply ratio of water supply and sewerage, and pumping capacity were constructed from 2000 to 2015 for nationwide 113 watersheds, to estimate flood risk indices. The estimated indices were compared to 4 different types of flood damage such as the number of casualties, damage area, the amount of flood damage, and flood frequency. The relationships between flood indices and different flood damage types demonstrated that the flood index using the PSR method shows better results for the amount of flood damage, the number of casualties and damage area, and the flood index using the DPSIR method shows better results for flood frequency.

There have been performed many researched for flood magnitude analysis, for example, the Flood-Duration-Frequency relations in the west. Because flood water stage data are more available rather than flood amount data at flood gauge stations of Korea, this study developed Flood water level-Duration-Frequency (Fwl-D-F) curves using rainfall Intensity-Duration-Frequency(I-D-F) curves for the quantitative flood risk assessment in urban watersheds. Fwl-D-F curve is made from water level data for 18 years at Joongrayng bridge station of Joongrayng River basin in Han River drainage area. Fwl-D-F curve can estimate the occurrence frequency for a certain flood elevation, which can be used for urban flood forecasting. It is expected that the flood elevation can be estimated from the forecasted rainfall data using both Fwl-D-F and I-D-F curves.

In this study, we developed a method to determine the flood-limited water levels of agricultural reservoirs, considering both their irrigation and flood control functions. Irrigation safety and flood safety indices were defined to be applied to various reservoirs, allowing for a comprehensive assessment of the irrigation and flood control properties. Seasonal flood-limited water level scenarios were established to represent the temporal characteristics of rainfall and agricultural water supply and the safety indices were analyzed according to these scenarios. The optimal scenarios were derived using a schematic solution based on Pareto front analysis. The method was applied to Obong, Yedang, and Myogok reservoirs, and the results showed that the characteristics of each reservoir were well represented in the safety indices. The irrigation safety of Obong reservoir was found to be significantly influenced by the late-stage flood-limited water level, while those of Yedang and Myogok reservoir were primarily affected by the early and mid-stage flood-limited water levels. The values of irrigation safety and flood safety indices for each scenario were plotted as points on the coordinate plane, and the optimal flood-limited water levels were selected from the Pareto front. The storage ratio of the optimal flood-limited water levels for the early, mid, and late stages were 65-70%, 70%, and 75% for Obong reservoir, 75%, 70-75%, and 65-70% for Yedang reservoir, and 75-80%, 70%, and 50% for Myogok reservoir. We expect that the method developed in this study will facilitate efficient reservoir operations.
As a research establish reservoir safety operation for small dam systems. This study presents hydrologic analysis conducted in the Duckdong and Bomun dam watershed based on various rainfall data and increase inflow. Especially the Duckdong dam without flood control feature are widely exposed to the risk of flooding, thus it is constructed emergency gate at present. In this study reservoir routing program was simulation for basin runoff estimating using HEC-HMS model, the model simulation the reservoir condition of emergency Sate with and without. At the reservoir analysis results is the Duckdong dam average storage decrease $20\%$ with emergency gate than without emergency gate. Also, the Bomun dam is not affected by the Duckdong flood control augmentation.
The numerical model named "DWOPER-LEV" for the uncertainty analysis of flood inundation is developed. DWOPER model is expanded to compute overtopping risks of levee and to predict the range of the possible flood extent. Monte-Carlo simulation is applied to examine the uncertainties in cross section geometry and Manning's roughness coefficient. The model is applied to an actual levee break of the South Han River. The risks of overtopping are computed and the possible range of inundated area and inundated depth are estimated.

In this study, flood records from 79 sites across Thailand were analyzed to estimate flood indices using the regional frequency analysis based on the L-moments method. Observation sites were grouped into homogeneous regions using k-means and Ward's clustering techniques. Among various distributions evaluated, the generalized extreme value distribution emerged as the most appropriate for certain regions. Regional growth curves were subsequently established for each delineated region. Furthermore, 20- and 100-year return values were derived to illustrate the recurrence intervals of maximum rainfall across Thailand. The predicted return values tend to increase at each site, which is associated with growth curves that could describe an increasing long-term predictive pattern. The findings of this study hold significant implications for water management strategies and the design of flood mitigation structures in the country.
