The purposes of this study are to analyze problems in industrial classification of fisheries in Korea and to suggest future directions. Based on a thorough review of relevant literature, the study proposes a five-level scheme for classifying fisheries. The highest level should be the fisheries industry, and the next highest level ought to be fisheries. The medium level should include fishing, aquaculture, and fishery service industries. At the fourth level, fishing is to be further divided into sea fishery and inland fishery, aquaculture into sea-surface aquaculture and inland aquaculture, and fishery service industries into integrated fishery service and fishery distribution service. The lowest level is the most detailed. At this level, sea fishery is split into deep sea fishery, offshore fishery, and coastal fishery; sea-surface aquaculture consists of sea aquaculture, seed production aquaculture, and food organism aquaculture; integrated fishery service is further classified into fishery-related service and fishery information service.
This study analyzed and mutually compared the fishery manpower problems in Northeast Asia region including Korea, China, Japan by fishery industry structure, fishery education, fishery manpower and presented fishery cooperative schemes of Northeast Asia. In case of fishery manpower problems, China is still in a better situation whereas Korea and Japan have a hard time of a labor shortage. Korean companies have employed foreign crews to find a way out of the difficulties and the foreign crew rate is growing but the problem is that the reduction of Korean crew could deteriorate the safety of vessel-sailing, efficient operations, and fishery efficiency. Therefore crew management should be placed focus on improvement of working conditions and guarantee positions to foreign crew as assistants in fishery surroundings and systems. Fishery manpower problems are complementary to each nation in Northeast Asia. In consideration of this fact, fishery manpower management needs the mutual fishery manpower and information exchange and for the sake of it, the most urgent task is to build up the international fishery cooperative network through establishing fishery-related information systems of Northeast Asia.

They said that fishery would be a prospective industry if the appropriate conditions are given. Considerable research efforts for government policies will be needed to develop the fishery industry.
This study focuses on the off-shore trawl fishery, specifically on its restructuring and new regulations governing its operation since the 1990s. This fishery has an important role in terms of fishing capacity and production amount and is dependent on close diplomatic relations with adjacent fishing countries. The off-shore trawl fishery has been shrinking since the 1990s. In addition to a decrease in stock and an increase in imports, there are vessel buyback programs and a decrease in fishing grounds related to a tri-lateral agreement among Korea, China and Japan which have sped up the shrinking of the fishery. In this processing, costs exceed the increase of revenue. Excess investments in fishing gear and salary for crews have lowered profits in this fishery. Considering the above, the off-shore otter trawl fishery should stop increases in production and restructure the fishery by coordinating fishing gear restrictions and fishing areas, and down-sizing management capacity.
All industries must be cope with fast technological progress along with the economic changes experience. A proposed classification of fishery and ocean occupations is modified on several times by the meeting of experts' group. Finally, a systematic classification of fishery and ocean occupations is as follows. First of all, first rank change from fishing to fishery industry. And the second rank, fishery and ocean occupations were classified into four categories bases on the systematic and comprehensive, as it were production fisheries, fishery products and processing, fishery supplies and infrastructure, fishery services. Each rank of classifying occupation is from two to four steps based on the occupation cluster.

The authors investigated the existing international fishery relationship in the sea around the Korean Peninsula, and prospected on the reformation of the fishery order which might be followed by mutation of the international political condition and by effectuation of the U.N. Convention on the Law of the Sea in the future. It can be explained that the existing international fishery order in this sea has been constituted on the basis of restricting Japanese indiscriminate fishery expansion. But. when the South Korea and China proclaim the 200-mile EEZ in the future, a considerable part of existing fishery agreements will forfeit the role as general norms of the international fishery relationship. Accordingly a counterplan against the revision or abrogation of the Korea-Japan Fishery Agreement must be considered. And also a rational fishery relationship between Korea and China, as confronting countries, must be organized. The South-North Korea fishery relationship must be settled on the basis of co-operation. trust, and common interest. For this purpose, a political discussion on the establishment of the joint fishery zone around the military demarcation line and on the conservation for the fishery resources must be begun in earnest.
In order to offer fundamental data for the standard of comfilation of the budget on the compensation money for the reduction of fishing baot and index of investigation for computation on the average earnings of reduction of fishing boat, the fluctuation of actual outputs, expenses, earnings and the difference by type of coastal and off-shore fishery was investigated and analyzed. The average ouput money by large powered purse seine fishery was much with about 3,510 million won, but the average output money by off-shore gill nets fishery was little with about 8.4 million won. 2. The average catch by large powered purse seine fishery was many with about 296,000 M/T, but the average catch by eastern sea danish seine fishery was few with 4,600 M/T. 3. The average expense by large powered purse seine fishery was much with about 3,360 million won, but the average expense by diving fishery was little with 6.3 million won. 4. The average earning by large powered purse seine fishery was much with about 240million won, the average earning by offshore long line fishery was little with 18 million won. 5. The average earning rate by diving fishery was much with 31.62%, but the average earning rate by large powered purse seine fishery was little with 7.30%.
