The fisheries resources control system in the Fisheries Act of Korea is introducing technical management method and input control method that controls fishing effort. Fishing effort control system of Korea aiming at realizing the maximum sustainable yield does not regulating the limitation of fishing quota and the limitation of fisheries object target fish. Therefore fishing operators who have fishing permit can use fishery resources without any restriction of fishing quota. But there are no rules that can controlling capacity of productivity of fishing by developing of fishing technic and fishing gear. For those reasons, productivity of fishing is superior to reproductivity of fisheries resources. Therefore, the Fisheries Act of Korea rearranges a legal basis for an introduction of fisheries resources management system by TAC, but the contents to be possible for a legal guarantee is not included and it is exceedingly defective as abstract and institutional devices. And that the affairs to be required for an enforcement of the said regime was placed in an administrative mandatory legislation and the danger to be degenerated is high in accordance with the bureaucratic self-righteous and/or the coercion of group's interest concerned and accordingly its substitute legislation system is keenly required. TAC system that is going to be introduced in our country is expected to enforce the Olympic fishing method and the individual quota method in parallel. This method is not certainly proper, because it occurs to overcapitalize and to compete fishing amounts between fishery operators. So as to prevent overcapitalization and fishing competition between fishery operators, and the exhaustion of coastal fisheries resources, individual transferable quota system should be introduced in Korean sea. Accordingly this thesis has attempted to constitute a view to improving problems of the traditional fisheries resources control system and introducing TAC fisheries resources control system.

Distribution pattern and fishing conditions of sandfish, Arctoscopus japonicus in the East Sae were explored using catch and catch per unit effort (CPUE) by eastern sea Danish seine and coastal gill net fisheries from 2004 to 2008. A. japonicus was one of major target species for the eastern sea Danish seine and coastal gill net fisheries in the East Sea, which were caught from April to October for the eastern Danish seine, and from October to December for the coastal gill net, respectively. In recent, the distribution and centroid of fishing ground moved northward, as seawater temperature increased. The species spawned in the coastal areas of Gangwon, northern East Sea, during winter, started to move to deeper water after spawning from spring, extended widely from Gangwon to Ulsan, southern East Sea, during summer, and migrated back to the spawning ground off Gangwon during autumn.
This study standardized the catch per unit effort (CPUE) of bigeye tuna (Thunnus obesus) caught by the Korean longline fishery in the Pacific Ocean. The study used a general linear model (GLM) to standardize the CPUE using catch and effort data aggregated by year, month, and $5{\times}5$ degrees of latitude and longitude in the tropical Pacific Ocean from 1982 to 2008 (except for 1988 and 1989). Explanatory variables in the GLM analysis included year, month, subtropical area, and number of hooks between floats (HBF). The study area and HBF were subdivided into three subtropical areas and six classes, respectively. During the study period, the standardized CPUE was significantly related to the nominal CPUE. The standardized CPUE declined sharply, as compared to the nominal CPUE, after the mid 1990s. In particular, the decline in the standardized CPUE in all subtropical areas in the 2000s was clearer than that of the nominal CPUE.

We describe and illustrate five species of shrimp of the genus Solenocera, collected from the Korean exclusive economic zone (EEZ) between 2001 and 2003 and a commercial seafood market in Busan, South Korea, in 2005. Four of these species, S. alticarinata Kubo 1949, S. comata Stebbing 1915, S. koelbeli De Man 1911, and S. pectinulata Kubo 1949, are new records for the Koreas. The fifth, S. melantho De Man 1907, is a ubiquitous and commercially important species in the region. This report extends the known range of S. pectinulata to Jeju Island in the East China Sea. A key to these species is presented.
The common squid $Todarodes$$pacificus$ is a dominant species in Korean waters, where it is captured preponderantly by the angling fishery. The spawning and nursery grounds of $T.$$pacificus$ extend from the southern East Sea to the northern East China Sea. Consequently, the environmental conditions in this area during the spawning and nursery seasons might affect the abundance of $T.$$pacificus$. This study, analyzed the relationship between the distribution of zooplankton and the abundance of $T.$$pacificus$ and variation in the squid angling fishing grounds in Korean waters. There was a positive relationship between the fluctuations in zooplankton and the catch per unit effort (CPUE; $kg{\cdot}day^{-1}{\cdot}person^{-1}$) of the angling fishery in the East Sea of Korea. The main fishing season is from July to December and the CPUE was closely related to the zooplankton biomass in April in the East Sea. Recently, the center of the squid jigging ground has moved drastically from the area around Ulleung Island to the northern East Sea. We postulate that the fishing grounds of the squid angling fishery will move farther north with climate change.
Harvest control rules have been recently developed for some fisheries in Indonesia, including grouper fisheries, and are expected to reverse the trend of declining stocks. One of the proposed options of the harvest control rules is to implement the catch size limit. The catch size limit approach, however, is challenging, unless it is supported also with strong fisheries surveillance, law enforcement, and innovation. The catch size limit approach can be done by implementing changes in fishing methods and gear, including the application of different hook sizes in the hook and line fishing gear. This study examines the impact of different hook sizes on the length at first capture (Lc) and on the bell-shaped maximum selectivity using various selectivity models of the two targeted grouper species (Plectropomus leopardus and Plectropomus maculatus) in the Saleh bay, West Nusa Tenggara, Indonesia. We found that increasing hook size influences the grouper's catch size, increasing the Lc and the bell-shaped maximum selectivity of both species. Based on our findings, hook size can be used as one of the practical tools for grouper management measures, as part of harvest control rules to improve grouper stock in Indonesia.
Changes in fishing ground of the large pair trawler were investigated by year, month and species off Korean waters. We used catch data by sea-block lat.${\times}$long.:$30^{\prime}{\times}30$) of the National Fisheries Research and Development Institute (NFRDI) and monthly fishing production statistics of Korean statistic information service from 1990 to 2007. In the 1990s, the demersal fish like Larimichthys polyactis, Collichthys sp, Portunus trituberculatus and Muraenesox cinereus were the dominant species, and in the 2000s, they were changed from demersal fish into pelagic fish like Scomberomorus niphonius, Scomber japonicus, Engraulis japonicus and Todarodes pacificus. Species composition of catch showed temporal variation by cluster analysis deviding into 4 period, 1990-1994, 1995-2000, 2001-2003 and 2004-2007. Fishing ground in the 2000s was decreased up to 2/3 in the 1990s, while the density of catch in the fishing ground in 2000s was higher than the 1990s.

Three barracudina fishes (Paralepididae) were newly recorded from the southern sea of Korea. Lestidium prolixum is characterized by a single band of luminous ducts on the midventral line and absence of a papilla anterior to the eye. Lestrolepis intermedia and L. japonica are similar in having a black papilla immediately in front of the eye and two bands of luminous ducts on the midventral line. However, the dorsal fin of L. intermedia is located more posterior along the body than that of L. japonica, and L. intermedia have larger number of anal fin rays 42 (vs. 36-40) and vertebrae 95 (vs. 86-87) than L. japonica.

We followed the development of Pacific herring Clupea pallasii larvae after natural hatching in Korean coastal waters off Dadaepo, where the water temperature was $9^{\circ}C$. Twenty days after hatching, the larvae had (i) reached a total length (TL) of 10.8-12.2 mm, (ii) developed 9-11 dorsal fin rays, and (iii) branched melanophores along the dorsal line of the gut in the anterior half of the body and along the posterior half of the dorsal and ventral line. Thirty days after hatching, the larvae had reached 12.2-13.5 mm TL, and the number of dorsal fin rays had increased to 13-14. Thirty-five days days after hatching, the larvae had reached 14.0-14.7 mm TL, and the posterior ends of their notochords had begun to flex upward. Forty-five days days after hatching, the larvae had (i) reached 15.6-15.9 mm TL, (ii) a complete set of dorsal fin rays (15-16), (iii) 12-13 anal fin rays, and (iv) branched melanophores along the dorsal part of the lateral surfaces of the head behind the caudal terminus. Preflexion, flexion and postflexion stage larvae had TL values of 13.5 mm, 14.0-15.3 mm, and 15.6-15.9 mm, respectively.

We analyzed annual and seasonal variations in fish species composition and distribution patterns using both daily catch and quantitative analysis data collected from a set-net fishery over a period of two years (2011-2012) on the coast of Dapo, Geoje Island. Set-net fishing season in this area is from May to November, and the annual yield based on the daily catch data was 171,412 kg in 2011, and 102,611 kg in 2012. In total, there were 46 species (belonging to 36 families and 12 orders) in 2011, and 41 species (belonging to 25 families and 9 orders) in 2012. The dominant species in terms of numbers were Trachurus japonicus, Engraulis japonicus, Clupea pallasii, Scomber japonicus, and Sphyraena pinguis. The range in fork length for T. japonicus and E. japonicus was from 3.2 to 23.9 cm, and from 2.6 to 13.3 cm, respectively. The fork length of recruiting juveniles to the Dapo set-net fishing ground ranged from 4.6 to 7.8 cm (median) for T. japonicus, and from 4.1 to 5.0 cm (median) for E. japonicus. The fact that most of the fish caught from the two species were at immature growth stages implies that the coast of Dapo can act as a nursery area for these migratory species.
