Chemical accidents are increasing day by day as the industry develops. To prevent such chemical accidents, Korea enacted the Chemicals Control Act. Through these laws, systematic management of chemical substances began. There are various positions in the companies. hazardous chemical supervisors, equipment and technical human, operators and employees. Chemicals-related education for each position should be provided. As a result of the survey, hazardous chemical supervisors and equipment and technical human liked the overall content of the Chemicals Control Act and the education subject on safety management standards for facilities. Conversely, the operators liked the course on how to wear personal protective equipment. The employees preferred subjects such as classification of chemical substances and prevention of chemical accidents. Currently, various modular textbooks are widely available. Rather than general education, it is necessary to select and provide customized subjects that are preferred and interested according to the position. Then it will be more effective in understanding harzardous chemical substances and in preventing chemical accidents.
Gas has replaced coal or petroleum as primary fuel because of its convenience. However, gas has risk of fire, explosion, or poisoning. To reduce gas-related accidents, many strategic projects have been being carried based on 'Gas Safety Management Basic Plans' on a domestic scale. In spite of those projects, the gas-related accident rate did not decrease over past decades. Thus, this study was conducted to analyze the effectiveness of ongoing projects, and to find out ways to make improvements. Conventional statistical analyses on accident data published by gas-related institutions were not useful to determine meaningful attributes to predict future. Whereas, accident case analyses adopted in the present study discovered differences in the type of people and their unsafe acts for each gas type. Meanwhile, the overall average priority of projects was not high in the aspect of System Safety Precedence. If the current trend is maintained, with sigmoid functions, it can be estimated that mean annual accident rate will decrease by only 2.0% in the next two decades. To improve the current trend, the present study made conclusions as followings: (1) safety projects should be designed with careful consideration of accident traits including gas type, unsafe acts, and persons involved and (2) alternative strategies should include system considerations such as minimum hazard design and safety devices prior to mere education or training. To summarize briefly, the present state related with gas accidents highlights the necessity of a system-based multidisciplinary approach.
본 연구는 재난현장 소방공무원 회복실 설치에 대한 근거를 제공하여 소방공무원의 안전과 회복탄력을 위한 회복실 설치 모델을 제공하고자 한다. 연구목적을 달성하기 위하여, 우리는 소방공무원을 대상으로 회복실의 효과성 검증을 위한 설문조사 및 빈도분석과 분산분석을 실시하였다. 연구의 결과를 바탕으로 효과적인 회복실을 운영하기 위한 정책적 제언은 다음과 같다. 각 소방본부에 회복실 운영을 위한 조직이 구축되어야 하고, 회복실 운영을 위한 인적자원을 확보하여야 한다. 그리고 회복실 운영책임자의 임무 내용, 회복실 운영자의 임무 내용, 회복실 운영절차 등 세부적인 운영기준이 마련되어야 하고, 회복과 회복실에 대한 이해를 높일 수 있는 교육이 필요하다.
본 연구는 소방훈련시 화학보호복 착용시 동작만족도를 분석하여 소방공무원의 안전을 위한 기초자료 제공을 목적으로 한다. 정적 동작만족도는 일반근무복에 비하여 화학보호복의 경우 21.7%~47.8% 정도 낮게 나타났다. 화학보호복 착용시 정적 동작자세에서는 고개 최대한 젖혀서 천장보기, 두팔 몸 앞에서 끌어안기, 비스듬히 굽혀 앉기, 과도하게 쪼그리고 앉기의 동작들이 낮게 나타났으며 통계적으로도 유의하게 낮은 결과를 보였다(p < .001). 동적 동작만족도는 일반근무복에 비하여 화학보호복의 경우 19.2%~47.8% 정도 낮게 나타났다. 화학보호복 착용시 동적 동작자세에서는 뛰기, 중량물 20 kg 허리까지 들어올리기, 중량물 20 kg 들어 1 m 옮기기, 들것 들고 앞으로 걷기, 들것 들고 뒤로 걷기의 동작들이 낮게 나타났으며 통계적으로도 유의하게 낮은 결과를 보였다(p < .001).
초고층 건축물의 수직성 증가는 더 긴 최소피난시간(Required Safety Egress Time, RSET)을 요구하게 된다. 초고층건물에선 계단을 통한 수직이동이 피난경로 상의 대부분을 차지한다. 본 연구에서는 고층 건물에서 반복된 3번의 대피훈련을 시행하고, 영상분석을 통해 피난경로 선택의 변화와 계단실 내 수직 보행속도-밀도의 함수관계를 분석했다. 또한 Pathfinder 피난시뮬레이션을 이용하여 단계적 피난의 방법에 따른 총 피난시간의 변화와 실제 훈련의 결과를 비교 분석하였다. 그 결과 반복적 피난훈련과 교육을 통해 특정 계단 이용률이 6.3%에서 39.5% 개선되었고, 각 피난경로별 피난시간도 단축됨을 확인하였다. 또한 계단실 내 수직 보행속도-밀도의 관계식이 기존의 연구결과와 매우 유사한 s = 1.004 ? 0.288D로 확인되었다. 단계적 피난의 방법에 따라 전층 동시피난에 비해 총 피난시간이 25% 이상 변화할 수 있음을 확인할 수 있었다.
본 연구는 운항실습선을 대상으로 선내 승선자의 군집유형에 따른 피난 시간과 특성을 시뮬레이션에 의해 비교한 것으로, 크루즈선 승객은 승선 시 다양한 선내 활동이 가능하다는 관점에서 출발하였다. 그리고 승선자와의 인터뷰를 통해 승선 시 행동 유형을 군집유형 A(지정선실 내 재실), 군집유형 B(모든 승조원이 정상활동 공간에 위치), 군집유형 C(모든 승조원이 소속 식당에 위치)의 3가지로 분류하여 비교 평가하였다. 연구의 성과를 정리하면 다음과 같다. 군집유형 B는 피난시간이 다른 유형에 비해 가장 빨랐고 피난 정체구간도 짧았다. 군집유형 C의 경우 승조원이 특정공간에 집중적으로 분포함에 따라 피난과정에서 Upper deck가 병목 구간으로 작용하였고 피난시간이 오래 걸렸다. 이상과 같은 결과로부터 동일한 선박 내에서도 화재 등의 재난 발생 시 선내 재실자의 분포특성에 맞는 피난 관리 및 대응책이 필요함을 알 수 있었다.
본 연구는 사회재난 대응 업무에 종사하고 있는 소방관들을 대상으로 지역자율방재단의 전문성에 관한 인식도를 조사해 우리나라 지역자율방재단의 방재활동 전반에 대한 현실적인 문제점을 도출하고 개선방안을 모색하고자 하였다. 주요 연구 결과는 다음과 같다. 첫째, 지역자율방재단의 새로운 인적 자원 관리제도와 적극적인 홍보 실시 둘째, 재정적인 지원과 보상제도의 개선이 필요 셋째, 지역자율방재단에 도움이 되는 맞춤식 교육과 훈련이 필요하다. 본 연구 결과는 향후 우리나라 지역자율방재단의 발전을 위한 기초 자료로 활용되기를 기대한다.
이 연구는 완강기 및 간이완강기의 설치 및 유지관리에 대해 지도 감독해야 할 책임이 있는 공무원을 대상으로 숙박시설의 화재발생시 완강기, 간이완강기의 인지 및 사용능력을 평가하기 위한 것으로 주요 연구결과를 요약하면 다음과 같다. 첫째, 완강기와 간이완강기를 구분할 수 있는 능력 비교에서 일반 행정직공무원 중 여성공무원의 대다수가 간이완강기 구분능력이 없기 때문에 이들의 완강기 구분 능력을 향상시켜서 유사시 추락 등 안전사고를 예방하기 위하여 안전체험관 등을 통해 정기적으로 교육을 받을 수 있도록 제도적 장치가 필요하다. 둘째, 성별과 직업별 간이완강기의 재사용여부를 직업별로 확인한 결과 소방공무원 절반정도를 제외한 대다수의 공무원이 간이완강기의 재사용 능력이 없는 것으로 분석되었다. 따라서 숙박시설의 각 실별로 추가로 설치해야 하는 피난 기구 중 간이완강기는 제외하고, 연속적으로 사용가능한 완강기만을 설치할 수 있도록 관련 법률을 재정비할 필요가 있다. 셋째, 완강기 최대부하 인지 능력은 소방공무원 직무별로 구조대원이 가장 높았으며, 소방행정요원이 가장 낮게 나타났다. 소방행정요원의 인지능력을 향상시키기 위해서는 소방학교에서 정기적으로 실시하는 지휘역량 교육 등 각종 집합교육에서 완강기에 대한 이론 및 실무교육을 강화할 필요가 있다. 마지막으로 실제 목격한 장소는 숙박시설이 가장 높게 나타나서 다른 시설보다 숙박시설 화재를 가상하여 완강기 체험교육을 실시하는 것이 교육효과가 높을 것으로 생각된다.
This study analyses the types, related operations, facilities, and causes of chemical accidents in Korea based on the RISCAD classification taxonomy. In addition, human error analysis was carried out employing different human error classification criteria. Explosion and fire were major accident types, and nearly half of the accidents occurred during maintenance operation. In terms of related facility, storage devices and separators were the two most frequently involved ones. Results of the human error-based analysis showed that latent human errors in management level are involved in many accidents as well as active errors in the field level. Action errors related to unsafe behavior leads to accidents more often compared with the checking behavior. In particular, actions missed and inappropriate actions were major problems among the unsafe behaviors, which implicates that the compliance with the work procedure should be emphasized through education/training for the workers and the establishment of safety culture. According to the analysis of the causes of the human error, the frequency of skill-based mistakes leading to accidents were significantly lower than that of rule-based and knowledge based mistakes. However, there was limitation in the analysis of the root causes due to limited information in the accident investigation report. To solve this, it is suggested to adopt advanced accident investigation system including the establishment of independent organization and improvement in regulation.
Purpose: This study explored a plan for improving the overall preventive activity of Korean Citizen-Corps-Active-in-Disaster (CAIND). Methods: The study used the documentary survey and the technical approach methods. This way, detailed information regarding civil anti-disaster organizations was found in scholarly monographs, specialty publications, and master's/doctoral dissertations. It further utilized the statistical yearbooks between 2015 and 2018 from the Korean Ministry of Public Administration, Security, and Fire Service, and the National Statistical Office, to discover practical problems through a statistical analysis. Volunteer activities being inherent, related issues were reviewed at the same time to for purposes of clarifying the characteristics of disaster prevention activity by CAIND. Results: The study provided four major suggestions for improvement. First, the quota management system of Korean CAIND considering the characteristics of rural areas should be supplemented. Second, the education and training systems of Korean CAIND should be established to satisfy regional conditions. Third, management members' readership competency in operating organizations, including that of the Korean CAIND captain in charge, should be strengthened. Fourth, the reward system for Korean CAIND activities should be improved. Conclusion: In the future, the results of this study are expected to be utilized as a basic data to develop Korean CAIND.
