Korea is constructing the disaster management system to prevent various disasters and minimize damages. In spite of these efforts, however, Korea lately suffered from a number of diverse disasters. These disasters once again lead to the questions and criticisms concerning the effectiveness of the disaster management system. So research into how to quantify the disaster management system is very significant in securing the right of the people to lead a safe life, keeping human life and properties from being injured. The purpose of this study is to prioritize policies which can be considered for establishing and operating disaster management system. To do that, this study conducts a questionnaire survey, targeting for 282 fire man. The survey includes various factors according to four stages in disaster management process: prevention, preparedness, response and recovery. The method used is AHP(Analytic Hierarchy Process) technique using expertchoice 2000. Results of the analysis are as follows. At the first stage of analysis, prevention is found as the most significant factor. The other significant factors are response, preparedness, and recovery factor in order. At the second stage of analysis, share of role among disaster facilities is the most significant factor. Reorganization of disaster facilities and connection of law are significant in order.

It is necessary to hold the school safety manual because recently, the safety-related accidents occur frequently in schools. Accidents can occur inside of schools as well as out of schools, and they can be classified with human accidents, traffic accidents, fire accidents, and explosion accidents. Safety-related accidents occurring in the school are dangerous because nobody can predict them. Illegally infringing violence, targeting unspecified and a lot of people, informs the parents and persons concerned to education of danger. School safety manual, never precedented before, describes epoch-making educational methods for students' safety. It describes safety security such as refuging ways at an emergency, the way to recognize danger for elevated safety based on prevention education, the use and practice of checklist for related facilities, and the implements and facilities for school personnels and students. So, the school safety manual is an important guidance for safety education at the level of prevention from various accidents which occur inside the school as well as out of the school. It presents a variety of prompt response after an accident. At the same time, it checks facilities and dangerous factors in schools and facilities for safety, and analyzes special factors based on them. So it will present the status of safety management of existing facilities and implements, the installment of new facilities and implements, and the way to secure safety for use.
Large-scale industrial boilers operating at high temperature and high pressure, have a large amount of water, and a large amount of energy is released at the time of explosion. Currently, most industrial boilers use gas fuel such as LNG and LPG, etc. and fuel exists in the same space as equipment, so there is a high possibility of secondary damage such as fire or explosion in the event of a boiler accident. Both special care and management are required to operate the very dangerous equipment that causes casualty 2.51 per accident. For boilers of a certain size or more, the Korea Energy Agency conducts inspections in accordance with the Energy Usage Rationalization Act, KS, and public notice of the Ministry of Industry, Trade and Resources. In this research, based on the results of the inspection, the hazard factorss are configured, and a questionnaire is conducted to the inspector, the equipment manager, the maintenance person, and the person in charge of the manufacturer. We analyzed the results by using AHP (Analytic Hierarchy Process). As a result of analysis, generally recognized hazard factorss are not good management, measurement failure, specification failure, water leak, leak analysis, but connection, welding, scale, and corrosion, etc. are relatively less important. It is judged that the adverse factors that are recognized to be highly important among all groups and careers are already well managed, but less important and adverse factors should be well managed to ensure that the safe usage of the boiler.

Demand for hydrogen as a renewable energy resource is increasing. However, unlike conventional fossil fuels, hydrogen requires a dedicated refueling station for fuel supply. A risk assessment of hydrogen refueling stations must be undertaken to secure the infrastructure. Therefore, in this study, a risk assessment for hydrogen refueling stations was conducted through both qualitative and quantitative risk assessments. For the qualitative evaluation, the hydrogen dispenser module was evaluated as two nodes using the hazard and operability (HAZOP) analysis. The risk due to filter clogging and high-pressure accidents was evaluated to be high according to the criticality estimation matrix. For the quantitative risk assessment, the Hydrogen Korea Risk Assessment Module (Hy-KoRAM) was used to indicate the shape of the fire and the range of damage impact, and to evaluate the individual and social risks. The individual risk level was determined of to be as low as reasonably practicable (ALARP). Additional safety measures proposed include placing the hydrogen refueling station about 100m away from public facilities. The social risk level was derived as 1E-04/year, with a frequency of approximately 10 deaths, falling within the ALARP range. As a result of the qualitative and quantitative risk assessments, additional safety measures for the process and a safety improvement plan are proposed through the establishment of a restricted area near the hydrogen refueling station.
Purpose: This study aims to propose measures for the prevention of fire and explosion accidents within manufacturing facilities by improving the existing classification criteria for hazardous locations based on the leakage patterns of flammable liquids. The objective is to suggest ways to safely manage ignition sources and combustible materials. Method: The hazardous locations were calculated using "KS C IEC 60079-10-1," and the calculated explosion hazard distances were visualized in 3D. Additionally, the formula for the atmospheric dispersion of flammable vapors, as outlined in "P-91-2023," was utilized to calculate the dispersion rates within the hazardous locations represented in 3D. Result: Visualization of hazardous locations in 3D enabled the identification of blind spots in the floor plan, facilitating immediate recognition of ignition sources within these areas. Furthermore, when calculating the time taken for the Lower Explosive Limit (LEL) to reach within the volumetric space of the hazardous locations represented in 3D, it was found that the risk level did not correspond identically with the explosion hazard distances. Conclusion: Considering the atmospheric dispersion of flammable liquids, it was concluded that safety management should be conducted. Therefore, a method for calculating the concentration values requiring detection and alert based on realistically achievable ventilation rates within the facility is proposed.
In gas industries, the potential risks of serious accidents have been increased due to high technology application and process complexities. Especially, in case of gas-related accidents, the extent of demage is out of control since gas plants handle and produce combustible, flammable, explosive and toxic materials in large amounts. The characteristics of this kind of disaster is that accident frequency is low, while the impact of damage is high, extending to the neighboring residents, environment and related industries as well as employees involved. The hydrogen gases treated important things and it used the basic material of chemical plants and industries. Since 2000, this gas stood in the spotlight the substitution energy for reduction of the global warming in particular however it need to compress high pressure(more than 150 bar.g) and store by using the special cylinders due to their low molecular weight. And this gas led to many times the fire and explosion due to leak of it. To reduce these kinds of risks and accidents, it is necessary to improve the new safety management system through a risk management after technically evaluating potential hazards in this process. This study is to carry out the quantitative risk assesment for hydrogen filling plant which are very dangerous(fire and explosive) and using a basic materials of general industries. As a results of this risk assessment, identified the elements important for safety(EIS) and suggested the practical management tools and verified the reliability of this risk assessment model through case study of accident.
Until now rubber industry field has used organic solvent base adhesive, there was always existed a fire risk, variety of quality and harmfulness of human body. To solve this problem we were developed a new adhesive that was maked by raw materials of hydrocarbon series which has the properties of nonvolatile and high flash point. Because of this new adhesive has the properties of nonvolatile and non-harmfulness to the human body, we expected to solve the problems of a fire hazard and the pollution of the environmental. Instead of the rubber binder that is used to a present adhesive, the new idea is adopted in a new type of adhesive. Nonvolatile solvent penetrated to the rubber surface and caused the swelling in rubber surface and as a result of this action, it has the self-adhesive power. In comparision with the present adhesive a new type of adhesive remarkably improved the maintenance time of adhesion and the durability of this adhesive showed similar aspect. Because it did not exhibit a drop of physical properties of rubber which was caused by swelling effect, we estimate that new type adhesive are very stable and not reacted to several rubber additives. While present adhesive appear the crack at cutting surface of curing rubber that caused by gas, new type adhesive not exist these crack.

In this study, classification models were built using machine learning techniques that can classify the soil creep risk into three classes from A to C (A: risk, B: moderate, C: good). A total of six machine learning techniques were used: K-Nearest Neighbor, Support Vector Machine, Logistic Regression, Decision Tree, Random Forest, and Extreme Gradient Boosting and then their classification accuracy was analyzed using the nationwide soil creep field survey data in 2019 and 2020. As a result of classification accuracy analysis, all six methods showed excellent accuracy of 0.9 or more. The methods where numerical data were applied for data training showed better performance than the methods based on character data of field survey evaluation table. Moreover, the methods learned with the data group (R1~R4) reflecting the expert opinion had higher accuracy than the field survey evaluation score data group (C1~C4). The machine learning can be used as a tool for prediction of soil creep if high-quality data are continuously secured and updated in the future.
With the recent increase in the spread of ESS (Electric Storage System), the damage to human life and property is also rapidly increasing due to continuous fires caused by ESS. In the manufacture of urethane sandwich panels used in ESS, it is necessary to improve the flame retardant performance. In this study, in order to realize the flame retardant properties of flexible polyurethane foam, the effect of the tissue density of the product due to the change of the isocyanate functional group parameter that changes the physical properties of the product on the fire performance was studied. The product was manufactured by changing the density of the urethane structure, and combustion performance tests, gas toxicity tests, and smoke density tests were performed. As a result, it was confirmed that the total amount of heat released had excellent performance when the isocyanate functional group was high, and had no correlation with the maximum heat release rate. When the value of the isocyanate functional group was 2.7 or more, the collapse of the shape could be prevented. In the gas hazard test, the performance was increased when the isocyanate functional group was relatively high, so a flame retardant for the Char system, which had a dense structure and easy to form a carbonized film, was added. confirmed to be. Therefore, as a result of this study, it is thought that it will be possible to lay the foundation for the development of a flame retardant to replace the cheap urethane sandwich panel used in the past.
Severe dust explosions occurred frequently in food processing industries and explosion damage increase by flame propagation in pipes or plants. However there are few fire explosion data available due to various powder characteristics. We investigated the characteristics of ignition and explosion on sugar, cornstarch and flour dust with high frequency accidents and high social demand. The measurements showed the median diameter of 27.56, 14.76, $138.5{\mu}m$ and ignition temperature has been investigated using by thermo-gravimetric analysis (TGA) and differential scanning calorimeter (DSC). The maximum explosion pressure ($P_m$) and dust explosion index ($K_{st}$) of sugar, cornstarch and flour are 7.6, 7.6, 6.1 bar and 153, 133, 61 [$m{\cdot}bar/s$], respectively. The flame propagation time in duct was calculated in order to evaluate the damage increase due to flame propagation during dust explosion. The explosion hazard increase due to flame propagation was higher in the order of sugar, flour and cornstarch dust.
