In foreign countries the national forests began to emerge when the modern body politic came into being and looked upon forests as an indispensible source of national wealth to the effect that eachnation virtually nationalized the forests to promote the public interest such as erosion prevention and water source stability. Most of the forests that are now in national ownership used to be the estates of kings and feudal lords in the Middle Ages. In Korea in national forests come into being toward the end of Yi-dynasty as an outcome of the Japanese colonial policy under which, with the purpose of exploiting the forest resources, the dense forests of large area were systematically transferred into national property to be controlled by establishing the echelon of the national forest stations. The main task of these stations was to fell lumber to no limits.

A hat is a general term for what human beings wear on their heads in order to protect them from the cold or heat, to be used for ornament, or to symbolize social position. A hat represents the position of a man who wears it, attitude toward the society, and faith for a religion for males. Since men's hats can create their image and uniqueness in casual wear from current fashion items, they are proposed as a fashion accessory item of designers each season. The purpose of this study is to review hats, which are part of costume, in a more analytic method. The research range of this study is hats for men in the upper class in the 17th to 18th centuries from the history of costume when diverse periodic and characteristic costume changes occurred. In the 17th to 18th centuries in the middle of the Chosun Dynasty, changes in costume occurred as the feudal society of the dynasty had been dissolved since the Japanese invasion in 1592. Political power was established in France as the Baroque Age began in the 17th century. Since European costume, especially women's costume led fashion in France, the country represented the age better than any other countries. Aristocratic costume in the Rococo Age of the 18th century was changed to completely different shape of costume after the French Revolution. In this regard, this age was deemed to be the most appropriate for the comparison or costume. Another purpose of this study is to review the common and different features of periodic factors that affect changes in costume by researching the hats of the two countries in the same age in order to understand relation between periodic characteristics and costume throughout history of costume.
Obstetrics and Gynecology include gynecology which is concerned with the treatment for the disease based on physiology and pathology of women, and obstetrics which is concerned with pregnancy delivery. These obstetrics and gynecology can be said to da-te from the birth of human beings. This pap-er has carried on the studies about the deve-loping process of obstetrics and gynecology of Ming and Qing age. The results of this study are as follows: In Ming age, Many Obstetrics and Gynecology books including "Nukecuoyao"("女科撮要"), "Xiaozhufurenliangfang"("校注婦人良方"), "Wanshifurenke"("萬氏婦人科") and "Nukezhingzhizhunsheng"("女科證治准繩") were published Distinction in Ming age we-re equal development on theory and clinic t-aking a serious view of the differentiation of symptoms and signs, fashion of medicine th-ought of reactionism under the influence of "lixue"(理學). The refore Obstetrics and Gyn-ecology were influenced by these points. And for this example, as treatment contents on "Xiaozhufurenliangfang"("校注婦人良方") and the theory about "fetuse-energy"(胎氣) in "Furengui"("婦人規"), theoretic system with a view point's change of women's disease were established on Obstetrics and Gynecology. But it was restricted on a field of diagnosis under the influence of feudal "lixue"(理學), so the the number of obstetrics doc-tors who were mostly men at that time had fallen greatly and maternity who were short of expert medical knowledge appeared. In Qing age, an explosive increase in po-pulation called greater demand on medicine book and generation after generation extre-mely much Obstetrics and Gynecology books including "NukeChanhoubian"("女科産後編"), "Yetianshinuke"("葉天士女科"), and "Shenshinukejiyao"("沈氏女科輯要") were p-ublished, and it is studied that application of "eight extra-channel"(奇經八脈) theory and the study of drug attributive on extra-chan-nel were progressed. Besides, it is studied that existing traditional Obstetrics and Gyn-ecology changed newly under the influence of the school of combination of traditional Chinese medicine and western medicine which was appeared in the late Qing age.

While Europe was still in the midst of the dark age of the feudal society based upon the agricultural economy and its mathematics was barey alive with the efforts of a few scholars in churches, the. Arabs played the important role of bridge between civilizations of the ancient and modern times. In the history of mathematics, the Arabian mathematics formed the orthodox, not collateral, school uniting into one the Indo-Arab and the Greco-Arab mathematics. The Islam scholars made a great contribution toward the development of civilization with their advanced the development of civilization with their advanced knowledge of algebra, arithmetic and trigonometry. the Islam mathematicians demonstrated the value of numerals by using arithmetic in the every day life. They replaced the cumbersome Roman numerals with the convenient Arabic numerals. They used Algebraic methods to solve the geometric problems and vice versa. They proved the correlation between these two branches of mathematics and established the foundation of analytic geometry. This thesis examines the historical background against which Islam united and developed the Indian and Greek mathematics; the reason why the Arabic numerals replaced the Roman numerals in the whole world: and the influence of the Arabic mathematics upon the development of the modern mathematics.
The term 'modern', in broader sense, refers to the concepts like modernity, modernization, modernism and the like, which came from Westernization impling the recognition of indigenous culture as being inferior to Western culture by comparison along with the expanded influences of the Empire of Japan. These concepts, however, rather than evolving from Western standards, came into being as a form of civilization led by Japan which had already tasted the fruits of modernization by 1920s. Since 1920s, the policy of, so-called, reconstructing Asian countries by Japan came to create eastern way of modernism, as a new East Asian trend mainly revealed in China which was against colonization after Japan's invasion and conquest of Manchuria. Therefore, Eastern' modern' unlike Western one could be understood in the widespread terminology, 'Modern(摩登)' in Shanghai, reflecting consciousness like 'Fashion' or 'Trend' in female images on a variety of visual media. By 1930s it was the most notable that 'modern' was accepted as something similar with 'Fashion', or 'Trend' in sociocultural contexts. These atmosphere had led commercial arts to enable to communicate with the public in a great deal of supports and success in Shanghai which was widely regarded as the citadel for the inflow of Western culture, among which transformations in female images were remarkable as a representative form of culture. It is also remarkable that 'historical modernity' transforming from the feudal age to modern society was considered a synchronic modernity, and nationalism was regarded as a sort of being modern, while involved in the newly-changed female images as a fashion mode. Changes in fashion including hair style in Shanghai by 1930s, as a way of expressions showing what was modern through commercial artistic productions, were easily noticed in visual media as an outlet of modern women's inner desire revealing their pursuit for new mode of life in metropolitan cities. As a characteristic of the time creating a new code of visual female images, it is notable that there existed another form of 'modern' satisfying socio-cultural needs of the general public seeking for being 'modern'.
Practical science means open and objective attitude as a new scholarly tone which gets out of Confucianism tradition and its closeness. It is concerned about practical aspect and its thought prevailed from the mid-16th century to the mid-19th century in feudal system. It is, also, the attitude seeking truth based on the facts, which is removed from the falsehood in politics, economics and social life. It is regarded as a social revolution which governs tile country economically and is utilized to stabilize and enrich a human living life. The new academic tradition appeared in the process of development of modernization proclaimed it to be utilized in modern-oriented independency. Modern historians have greatly studied the knowledge of early philosophy, while Korean oriental medicine has developed, basing on the cultivation of the mind, virtue, and benevolence through Han Bak-Keun(who showed much interest in realistic, economic and social system) and Jung Yak-Youg(who compiled all available data into one book). From Ko-Ryo dynasty to the mid-Yi dynasty Korean oriental medicine scholars struggled to develop oriental medicine in an attitude searching truth based on the facts. Among them Huh Jun's achievements and the content of his writings suggest any things with a view of practical science. These are neglected by most scholars so far, but I have surveyed as follows : 1) the revolution in oriental medical science system 2) the standardization of pharmacy appliance 3) the popularization of medicine supplies 4) cooperation of industry and academy in medical science field From the above I concluded as follows : practical science in Korean medical science began from Ko-Ryo dynasty and compiled in Ku Am Huh Jun in the period of King Sun-Jo of Li dynasty. With this repect, the pioneer in practical science in Korea is Ku Am Huh Jun. To search tile pioneer in practical science rightly we should study the history of Korean medical science.

The Japanese fishery management system has been established on the basis of various experience accumulated over many years. The fishery management system in Japan, one of the oldest fishery management systems in the world, is aimed at ensuring comprehensive utilization of the water surface and developing fishery productivity, by giving protection of the breeding environment of aquatic animals and plants, enabling the appropriate use of fishery grounds, preventing and solving disputes over fishery grounds and making other fishery adjustments. Japanese Fishery Law has been changed largely into (1) The Feudal Era(to 1900), (2) The Oldest Fishey Law(1901~48), (3) Current Fishery Law(1949 to present). Japanese fishery legislation is designed as a single package combining coastal, offshore and distant-water fisheries. During the period of the old fishery law, numerous conflicts arose over the joint use of fishing grounds and fish stocks. Such conflicts occurred among users of the same gear as well as between users of different gears or of different sizes of fishing craft. Large scale conflict sometime occurred between neighbouring fishing communities due to a lack of fairness in principle and coordination in practice. Therefore, the new fishery law enacted in 1949. This law was designed primarily to realize the most effective and rational use of fishing grounds and fishery resources, the basic philosophy being that, through democratic organization by fishermen themselves, productivity would be stimulated and incomes and living standards eventually improved. Nowadays, Community Based Fisheries Management through democratic organization by fishermen themselves have to enforce at coastal fisheries. This Community Based Fisheries Management manage to fishery resources by fishermen themselves and harvest in collaboration with that resources. Therefore, this paper is intended to briefly to describe the entire system and the historical development of Japanese fishery legislation in order to assist in reform of our country fisheries management regime.

King and Crown Prince's Gwanbok (冠服) written in "Goryeosa" Yeobokji was the bestowment of robes and crowns by the Son of Heaven who yielded hegemony over East Asia. It designated the King and Crown Prince of Goryeo as real and authentic as well as confirmed the political status of Goryeo in East Asia. In "Goryeosa" Yeobokji, the King's Gwanbok is of higher stature than the adornments of the King's ritual robes (祭服) and court robes (朝服) which held a domestic political significance. In East Asia, bestowment of voiture (車) and robe (服) usually appeared in the multistate system. In the $10^{th}$ century, the Later Jin (後晋) spread the idea of investiture and bestowment to Khitan (契丹). The Liao (遼) or Khitan and the Jin (金), the Conquest Dynasties, endeavored to establish the legitimacy of the Son of Heaven by imitating Sinocentrism by means of investiture and bestowment. In the reign of XingZong (興宗) and DaoZong (道宗) of Liao, the ritual of investiture and bestowment for Goryeo was in the making, adding titles and bestowments in the occasion of the elevation of Emperor Liao's honorific title. King Munjong (文宗) of Goryeo reached 9-bestowment which symbolized the first of the feudal lords in East Asia. This exceptional respect for Goryeo went on to Jin's investiture and bestowment. From then, 9-bestowment was defined as an international decorum (禮) toward Goryeo. This historical study of Gwanbok (冠服) of "Goryeosa", indicates: First, the King's Ceremonial Robe with Nine-symbol Design were designated from the early to middle of the Goryeo Dynasty by investiture and bestowment from the Conquest Dynasties. Second, the bestowed King's Robe and Crown had simultaneous functions for domestic order and international order. Goryeo did not follow ideological Sinocentrism but followed practical interest by accepting Confucian Li (禮) philosophy passed on through the Conquest Dynasties.

From the process where the civil society of modern ages is formed, the public sphere was condition that pulls down the feudal system of medieval Europe and appears the civil society. The modern newspaper collected the public opinion from lower part and did play a leading role which forms public sphere in Europe. Even from Korea the literary public sphere and political public sphere were developing inside the Chosun Dynasty period from lower part since 18th century.
