수협 재해 보험급여를 이용한 근해안강망 어선원의 안전 위험 요소 평가 (Hazard Factors Assessment for the Fishermen's Safety on the Vessel of Offshore Stow Nets on Anchor using Insurance Proceeds Payment of NFFC)

  • The stow net is a stationary gear made from netting, usually in shape like trawl net without wings. The nets are fixed by means of anchors, placed according to the direction and strength of the current. And the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard factors analysis for the fishermen's safety of offshore stow nets vessel was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) from 2012 to 2014 (n=1,144). As a result, the average occupational accident occurrence rate of this fishery was 206.9‰ in all industries 36.9 times the rate of that. In addition, average death and missing rate was found to have a very serious level management to 50.4‰ in all industries of death of 42.0 times. The accident occurred in 84.5 to 94.6% was happened at sea. The struck by object, slipping, contact with machinery, contact by object or gear and others occurred more frequently in order on the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore stow nets vessel.

ASM-IV를 이용한 부유사농도 연직분포의 측정 (Measurements of Vertical Profiles in Suspended-Load Concentration Using the ASM-IV)

  • 본 연구는 강우시 소하천 수로구간에서 유사농도의 연직분포를 유사량 측정기 (ASM-IV)로 실측하여 그 특성을 분석하고자 한다. 이를 위해 충남 연기군 서면에 위치한 월하천 시점부분의 수로구간을 연구대상으로 선정하였다. 실측된 부유사농도의 분석자료는 상하류구간에서 각각 1시간 11분 30초 및 40분 32초 동안에 2초 간격으로 측정된 2,145개 및 1,216개중 16개씩의 시간구간 자료가 사용되었다. 분석한 결과, 상류구간의 실측치 Rouse 수는 $0.00129{\sim}0.02394$로 분포하고, 평균값은 0.01129로 나타났으며, 하류구간에서는 $0.00118{\sim}0.00822$, 평균값은 0.00436으로 하류의 값이 상류의 값보다는 훨씬 작게 분포하는 것으로 나타났다. 계산치 Rouse 수는 상류구간의 경우 $0.065115{\sim}0.065295$, 평균값은 0.06521로 나타났고, 하류구간의 경우에는 $0.057315{\sim}0.059109$, 평균값은 0.05795로 하류구간이 상류구간보다 약간 작은 값을 갖으나, 실측치 비교에서의 차이보다는 적게 나타났다. 그러나 실측치와 계산치의 비교에서는 상류구간보다 하류구간에서 더 큰 차이를 갖는 것으로 나타났는데, 이 오차는 하류구간의 침강속도 산정시 높은 수온에 대한 동점성계수 값을 본 연구에서 유도한 경험식으로 계산한 것도 원인중의 하나에 포함될 것이다.

  • 콘크리트내의 수량이 증가하면 내구성저하등에 다양한 문제점이 발생한다. 이러한 이유로 단위수량의 측정방법인 정전용량법, 고주파가열법, 단위용적질량법을 이용하여 단위수량의 변동을 관리하고 있다. 특히 일본에서는 단위수량 변동$({\pm}10,\;15,\;20kg/m^3$ 등)에 대한 관리지침을 규정하고 있다. 그러나 일본의 지침은 내구성 저하를 고려하지 않고 있으며, 제조오차와 측정오차를 확률적으로 고려하여 합부 판정기준 값을 정하고 있다. 이에 본 연구에서는 관리오차에 의한 가수 및 인위적인 가수 등에 의한 콘크리트 내의 수량 변화가 콘크리트의 내구성저하에 미치는 영향을 검토하고자 하였다.

농업시설물에 대한 화산재 취약도 평가 (Fragility Assessment of Agricultural Facilities Subjected to Volcanic Ash Fall Hazards)

  • 본 연구에서는 농업시설물 중 내재해형 비닐하우스와 축사에 대한 화산재 취약도를 평가하였다. 이들 농업시설물에 대한 화산재 취약도를 평가하기 위해 화산재 하중의 확률밀도함수와 대상 시설물 저항성능의 확률밀도함수를 비교하는 해석적 접근법 기반의 FOSM(first-order second-moment) 방법이 이용되었다. 화산재 취약도 평가를 위하여 폭과 높이 그리고 단면 및 재료적 특성이 상이한 6종의 내재해형 비닐하우스와 표준형, 해안형, 산간형으로 구분된 3종의 축사가 사용되었다. 또한 FOSM 방법으로 평가된 내재해형 비닐하우스와 축사의 취약도는 GEV(generalized extreme value) 분포함수의 모수 형태로 최적화된 후 데이터베이스화되었다. 본 연구에서 평가한 화산재 취약도는 백두산 화산분화에 따른 화산재 퇴적에 대한 농업시설물의 위험도 평가를 위하여 활용될 수 있다.

노후 주거용 건축물 비구조체 해체 시 환경유해인자 분석 (A Study on the Analysis of Environmental Hazards when Dismantling Non-Structure of Old Residential Buildings)

  • The number of old buildings older than 30 years in Korea continues to increase from 29.9% in 2005 to 38.8% in 2020. Considering the growing urban regeneration projects, urban maintenance projects, the suppression of urban expansion, and the lack of idle land in the city, the dismantling of old buildings is expected to increase further in the future. As major accidents at building dismantling sites continue to occur, related agencies are also strengthening safety management of building dismantling works. While physical safety management such as collapse and fall is strengthened, there is a relative lack of interest in the health of workers at dismantling sites due to environmental hazards. Since relevant laws stipulate that construction waste should be separated and discharged, old buildings need to be considered for environmental hazards such as fine dust, floating bacteria, and floating molds when dismantling. In this study, we intend to find important safety management elements in the management of building dismantling sites, measure environmental factors harmful to dismantling workers, and present basic data for the management of dismantling sites in the future. "Safety management" was the highest priority, followed by "dust," "vibration," "noise," "bacteria," and "smell." The perception of the importance of "physical damage prevention" with workers working on dismantling and managers managing the site came out similar, but the perception of "work efficiency" and "health disorder prevention" through environmental hazard management showed different priorities. In the process of dismantling, floating bacteria and floating mold were collected, cultured, and measured the concentration in the indoor air. The measurement was measured by dividing it into pre-dismantling and during dismantling.

도선사 승·하선 사고예방 방안에 관한 기초연구 (A Basic Study on the Accident Prevention Measures of Maritime Pilots during Embarkation and Disembarkation)

  • An accident during pilotage may cause several problems such as crippling the harbour function, environmental disruption, loss of life. Since the pilot plays an important role in the safe operation of the port, securing their safety is directly connected to the vessel's safety coming into port in Korea. Pilotage service is offered on request without distinction of day and night. And traveling by helicopter and boarding/disembarking using a pilot ladder from and to a pilot boat have a high risk of falling into the sea. So, pilots can fall into the sea while boarding/disembarking from ship which can lead to serious injury by cardiac arrest. A number of pilots have died or severely injured due to fall from the pilot ladder during embarkation and disembarkation up to now. Current safety measures at embarkation and disembarkation required by pilotage act and IMO resolutions could not prevent all the pilot related accidents. Therefore, to prevent pilot accident during boarding/disembarking from ship, it is necessary to include safety training requirement for new pilots under the requirements for licensing of pilotage act. It is also necessary to compel pilots to take necessary personal protective equipment when they use a pilot ladder. In addition, the placement of emergency kit on pilot boats and first-aid training are required in order to deal with emergency situation promptly.

  • The powered purse seine fishery is an important fishery accounting for 19.4% of adjacent water fishery production in Korea, and the commercial fishing is associated with high rate of fatal and non-fatal occupational injury. The hazard analysis for the fishermen's safety of offshore large powered purse seiner was conducted to serve as a basic data for improving the healthy and safe working environment of fishermen using fishermen's occupational accidents of the national federation of fisheries cooperatives (NFFC) in 2013 (n=583). As a result, the occupational accident occurrence rate of this fishery was 182.6‰ in all industries 30.9 times the rate of that. In addition, death and missing rate was found to have a very serious level management to 25.1‰ in all industries of death of 17.5 times. The accident occurred in 72.3 to 85.8% was happened at sea. The others, slipping and struck by object etc occurred more frequently in order in the frequency of accident occurrence pattern. However, the occurrence rate of death and missing did not match the frequency of accident pattern. In other words, slipping occurred frequently higher while death and missing risk was not high. And the contact with fishing gear and fall in the waters was low while death and missing risk was high. The results are expected to contribute for identification and assessment of safety hazard occurred in offshore large powered purse seiners.

20인승급 소형 위그선의 안전성 평가 (The Safety Assessment of Small WIG Craft in the 20-Passenger Class)

  • WIG crafts are a high speed vessel with features of dynamic supported craft. These crafts, which are predominantly of light weight and operate any substantially greater speeds than conventional craft such as bulk carrier, tanker, container ship, etc., could not be accommodated under traditional maritime safety instruments. It means that there is the need for risk and safety levels to be assessed on a holistic basis, recognizing that high levels of operator training, comprehensive and thoroughly implemented procedures, high levels of automation and sophisticated software can all make significant contributions to risk reduction. To response this requirement, the Interim Guideline for WIG craft(MSC/Circ.1054) were developed in the view of the configuration of WIG craft, which fall between the maritime and aviation regulatory regimes. This paper reviews a safety assessment process and methodology to be used in the design phase of a new ship. The process and methodology is based on the risk-based approach and is applied to safety assessment in concept development phase of small WIG craft in the 20-person class.

국제 기준에 부합하는 효과적 안전표지의 지각 특성 (Perceptional Characteristics of Effective Safety Signs Corresponding to International Criteria)

  • In usual safety signs are final means to transmit hazard information so that the importance of them cannot be emphasized too much. Nevertheless, in Korea, few people are interested in functions of safety signs so that evaluation of safety signs are seldom committed. This research was conducted to evaluate and compare perceptional characteristics of safety signs, especially "Fall" signs, by Semantic Differential Method and Multi-dimensional Scaling Method, with undergraduate students as well as industrial workers. According to research results on several signs evaluated high through suggested procedure, action inducibility was different for students majoring in different sciences, but it had common elements in the sense of 'openness' or 'arrangements'. Besides, perceptional images on safety signs were mainly recognized with bases of 'arrangement' for student group and 'simplicity' for industrial workers, respectively, and their maps corresponded well with each other by partial rotating so that students and workers seemed to recognize safety signs with similar factors though their name might be different. However, since perceptional characteristics including image map, comprehensibility, and action inducibility were similar for student group whereas those were not for worker group, it was concluded that the test for action inducibility would be absolutely necessary for safety signs for workers' group.

한국인의 대표식품 및 축산식품에 대한 중금속 위해도 평가 (Risk Assessment for Heavy Metals in Korean Foods and Livestock Foodstuffs)

  • This study was conducted to evaluate exposure level and risk of heavy metals in livestock foodstuffs and Korean foods. Based on the "Food Intake Data," a part of the 2005 National Health & Nutrition Survey and the "2005 Seasonal Nutrition Survey", 113 Korean foods items were selected. 3 samples from different manufacturers of each 113 items of Korean foods were purchased on summer and fall, so total 678 samples were used. The food groups were classified into 15 categories. For the livestock foodstuffs category, meats and poultry (chicken, pork, pork belly, beef, beef feet soup), milks and dairy products (milk, ice cream, liquid yoghourt, sherbet), eggs (egg) were selected. It was found that the daily amount of heavy metals intake (mg/person/day) from livestock foodstuffs is 0.00020 arsenic, 0.00000 cadmium, 0.00020 lead, and 0.00006 mercury, and the daily amount of heavy metals intake (mg/person/day) from Korean foods is 0.0265 arsenic, 0.0083 cadmium, 0.0067 lead, and 0.0028 mercury. Daily amount of heavy metals intake from livestock foodstuffs was low among the food groups. For risk assessment, PDI (Probable Daily Intake) was calculated and compared with PTWI (Provisional Tolerable Weekly Intake) of JECFA (Joint FAO/WHO Expert Committee on Food Additive). Relative hazard of these livestock foodstuffs was 0.006% in arsenic, 0.000% in cadmium, 0.085% in lead, and 0.149% in mercury. Relative hazard of Korean foods was 0.941% in arsenic, 14.676% in cadmium, 3.319% in lead, and 6.860% in mercury. Thus, livestock foodstuffs and Korean foods were as safe as satisfied with the recommended standards of JECFA.
