A mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. The national police agency is setting up the figure of the police trusted and beloved by citizens. The strategies of police reform is to recognize the proposition of 'change the mind and you will see the bright future' and the historical mission of 'It is possible to survive only through the reform'. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. This study examines perceptions of drivers on the traffic police. For this purpose, this study surveys the opinion and view of drivers in Andong city based on the survey research and interview methods. The major findings of this study is as follows. Many drivers in Andong city evaluate negatively the kindness toward civilians, fair(rational) law enforcement of traffic police. So, this study suggests the improvement of the traffic police image.(for example, kindness toward civilians, service attitude, fair and rational law enforcement, etc)
This research paper aims at computer based modeling of carbonation induced corrosion under extreme conditions and its experimental verification by incorporating enhanced electrochemical and mass balance equations based on thermo-hygro physics with strong coupling of mass transport and equilibrium in micro-pore structure of carbonated concrete for which the previous research data is limited. In this paper the carbonation induced electrochemical corrosion model is developed and coupled with carbon dioxide transport computational model by the use of a concrete durability computer based model DuCOM developed by our research group at concrete laboratory in the University of Tokyo and its reliability is checked in the light of experiment results of carbonation induced corrosion mass loss obtained in this research. The comparison of model analysis and experiment results shows a fair agreement. The carbonation induced corrosion model computation reasonably predicts the quantitative behavior of corrosion rate for normal air dry relative humidity conditions. The computational model developed also shows fair qualitative corrosion rate simulation and analysis for various pH levels and coupled environmental actions of chloride and carbonation. Detailed verification of the model for the quantitative carbonation induced corrosion rate computation under varying relative conditions, different pH levels and combined effects of carbonation and chloride attack remain as scope for future research.

Increasingly, numerous and various Internet-capable devices are connected in end user networks, such as a home network. Most devices use the combination of TCP and 802.11 DCF as a system platform, but whereas some devices such as a streaming video persistently generate traffic, others such as a motion sensor do so only intermittently with lots of pauses. This study addresses the issue of performance in this heterogeneous traffic wireless LAN environment from the perspective of fairness. First, instantaneous fairness is introduced as a notion to indicate how immediately and how closely a user obtains its fair share, and a new time-based metric is defined as an index. Second, extensive simulation experiments have been made with TCP Reno, Vegas, and Westwood to determine how each TCP congestion control corresponds to the instantaneous fairness. Overall, TCP Vegas yields the best instantaneous fairness because it keeps the queue length shorter than the other TCPs. In the simulations, about 60% of a fair share of the effective user bandwidth is immediately usable in any circumstance. Finally, we introduce two simple strategies for adjusting TCP congestion controls to enhance instantaneous fairness and validate them through simulation experiments.

To provide a guaranteed Quality of Service (QoS) to real-time traffic in High-Speed Downlink Packet Access (HSDPA) core network, we proposed an enhanced mechanism. For an enhanced QoS, a Class-Based Low Latency Fair Queueing (CBLLFQ) packet scheduling algorithm is introduced in this work. Packet classification, metering, queuing, and scheduling using differentiated services (DiffServ) environment was the points in focus. To classify different types of real-time voice and multimedia traffic, the QoS provisioning mechanisms use different DiffServ code points (DSCP).The proposed algorithm is based on traffic classes which efficiently require the guarantee of services and specified level of fairness. In CBLLFQ, a mapping criterion and an efficient queuing mechanism for voice, video and other traffic in separate queues are used. It is proved, that the algorithm enhances the throughput and fairness along with a reduction in the delay and packet loss factors for smooth and worst traffic conditions. The results calculated through simulation show that the proposed calculations meet the QoS prerequisites efficiently.

Wireless LAN (WLAN) has greatly benefited from the introduction of various technologies, such as MAC protocol and scheduling algorithm. The majority of these technologies focus on fairness or service differentiation. However, it is difficult to use these technologies to provide many benefits to WLAN simultaneously because the current WLAN system only focuses on the provision of a single aspect of QoS. Unfortunately, multimedia applications require both service differentiation and fairness. Therefore, this paper combines Distributed Fair Scheduling (DFS) and Enhanced Distributed Coordinate Function (EDCF), to provide both fairness and service differentiation simultaneously. Furthermore, we show numerical analysis using Markov process. The simulation results demonstrate that F-EDCF outperforms the EDCF, in terms of throughput, fairness, and delay viewpoints.

This study develops Korean Style Loungewear as a cultural fashion product. Through the use of surveys, Korean sentiments about Korean traditional clothing and Korean style fashion have been examined. The survey was conducted for 5,000 people in Korea; 3,500 responses of meaningful data were statistically analyzed. The data was processed by a SAS system; frequency and percentage were performed. It was found that Korean people have a high preference for Korean traditional clothing; however, they are not satisfied with its comfort, maintenance, or price. They answered that they would wear Korean style fashion if the design, comfort, and price were improved. They responded positively on the development of Korean Style Loungewear and its effectiveness as a cultural product. Based on the survey and basic geometric structures of Korean traditional costumes, silhouette designs of Loungewear have been developed. The designs are divided into one-piece styles and two-piece styles. The characteristic design details are git (Korean neckline) and goreum (Korean tie ribbon). The results have been shown on the "Han Style Fashion Show" by Jeonju City and exhibited in the "Seoul Living Design Fair" and the "International Art & Craft Trend Fair" in COEX, Seoul.

In this study, we compare the assessments made by self, peer and instructor in a statistics course. The goal is to investigate the following two questions: (1) Is it reasonable or fair to expect students to be responsible for assessing the work of their colleagues and themselves? (2) What are students' opinions about the learning effect after they participate in the assessment process? As part of the study investigating these questions, we designed a prototype for a Web-based assessment tool and a procedure to apply the assessment techniques in a statistics course. In addition, we collected and analyzed the data produced in the assessment processes from students and the instructor. The analysis results are summarized as follows: First, self assessment was not accord with instructor assessment, but peer assessment was similar to the assessment by instructor. This result reflected that it is reasonable or fair to expect students to be responsible for assessing the work of their colleagues. Second, peer assessment of their colleagues successfully helped students increase their understanding of the course, and the students increased their skills in the actual assessment process by assessing the work of their colleagues. Finally, many students indicated a high interest level on the assessments.
This survey was conducted to investigate the present conditions of operational management in the 45 animal manure public resource center (APRC) in Korea. The regional distribution, processing capacity per year, capacity of liquid fertilizer storage tank, solid-liquid separation, utilization of facilities, odor reduction facility, on-site odor strength, complained in the community, liquid fertilizer sprayed area, use the Agrix, land application recipe, composting degree, quality management and general grading were surveyed and evaluated. General grading was divided with 5 stages (very good, good, fair, lack and bad). The number of evaluated "very good" animal manure public resource center was 7, and "good" was 5 and more than "fair" was 27. However, the number of evaluated negatively including "lack" and "bad" was occupied as 40% of the 45 animal manure public resource center.

We consider the use of cooperative diversity in a multiuser wireless data network. This paper provides an analysis of the interaction between cooperative diversity and multiuser diversity on downlink channels. By using approximation of the signal-to-noise ratio (SNR) distribution of each cooperative diversity link by Gamma distribution, an analytic expression is derived for the average throughput of a single-cell wireless system with multiple cooperative diversity links combined with a fair-access scheduler. The proposed analytic approach is verified through comparisons with simulated results and shows that cooperative diversity makes the detrimental impacts on multiuser diversity.

In future wireless network, user experience and energy efficiency will play more and more important roles in the communication systems compared to their roles at present. Quality of experience (QoE) and Energy Efficiency (EE) become the widely used metrics. In this paper, we study a combinatorial problem of QoE and EE and investigate a fair power allocation in heterogeneous networks. We first design a new metric, QoE-aware EE (QEE) to reflect the relationship of QoE and energy. Then, the concept of Utopia QEE is introduced, which is defined as the achievable maximum QEE in ideal conditions, for each user. Finally, we transform the power allocation process to an optimization of ratio of QEE and Utopia QEE and use invasive weed optimization (IWO) algorithm to solve the optimization problem. Numerical simulation results indicate that the proposed algorithm can get converged and efficiently improve the system energy efficiency and the QoE for each user.
