  • Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

A Study of IT Maintenance Outsourcing Service Factors of Local Governments: Based on AHP Analysis Method (지방자치단체의 IT 유지보수관리의 아웃소싱 서비스 요인에 관한 연구: AHP 분석을 기반으로)

  • With the development of information technology, IT-based services in public administration has become more indispensable. As a result, the importance of IT maintenance projects to improve the efficiency of IT services and secure service levels is growing. Due to the nature of IT maintenance projects on local government, which mainly involve small and medium-sized IT companies in the region, business participating companies often do not have an appropriate methodology for service quality management. To solve this situation, the government has prepared a service level agreements (SLAs) that can be applied to IT maintenance projects. However, most local governments do not use SLAs for IT maintenance projects. As a result, various problems such as failure of the IT maintenance project or deterioration of quality are occurring Thus, this paper suggested major indexes to evaluate which service factors affect the efficient operation of information systems and the improvement of service quality in IT maintenance projects of local governments and analyzed the importance of indexes based on AHP method. Using this research method, this study found the theoretical implications on the outsourcing service of IT maintenance.

Retreatment of fractured implant overdenture due to long-term maintenance failure (장기간의 유지관리 실패로 인해 파절된 임플란트 피개의치 재수복 증례)

  • Periodontal and prosthodontic maintenance of implant overdenture is a very important factor for the long term success of the prosthesis and implants. Failure of maintenance can lead to prosthetic failure due to peri-implant bone loss and fracture and wear of the prosthesis or components. In this case, the existing gold milled bars were reconstructed with cobalt chrome milled bar in a manner that does not interfere with the external shape for the retreatment of fractured implant overdenture by maintenance failure. Two implants of mandible were selected strategically and the CM LOC attachments were connected to the two implants, and implant overdentures were fabricated. As a result, prosthesis with a functional and esthetic design that facilitates good hygiene management of the patient was delivered, which is advantageous for long term maintenance, and regular check-ups were scheduled for proper maintenance.

  • Recently, the amount of maintenance is increasing due to the aging of power facilities, but the budget is constrained. Therefore, the importance of asset management that selects replacement priorities based on the failure probability and enhances investment effects is increasing. Because the number of distribution transformers is very large, the proportion of investment cost is very high. Therefore, it is important to select the investment priority by evaluating the reliable remaining life based on the failure probability. This paper evaluates the statistical expected life using the failure data of distribution transformers for the last 11 years and the current operation data. The hazard rate of distribution transformer and MV cable was compared with each other and the adequacy of early failure removal was reviewed and the statistical expected life corresponding to the cumulative failure probability B3% was calculated.

  • Since urban railway transit is one of the most essential transportation systems, its power facilities must ensure high reliability and safety. Currently, urban railway operating organizations perform TBM (Time Based Maintenance) on power facilities. However, in order to improve management efficiency and system safety, CBM (Condition Based Maintenance) is preferred. Among various power facilities, mold transformers has been chosen as the object of study since it is widely used for the purpose of minimizing volume and weight, and due to safety against fire. In this paper, various transformer failure cases due to electric, thermal, mechanical and environmental factors have been collected and analyzed. In addition, investigation on national and international condition based maintenance cases and the characteristics of sensors widely used for transformer monitoring has been performed to suggest the optimal condition based maintenance technique for urban railway systems.

  • The operation and management of a plant require proper accounting for the constraints coming from reliability requirements as well as from budget and resource considerations. Most of the mathematical methods to decide the inspection time interval for plant maintenance by reliability theory are too complicated to be solved. Moreover, the mathematical and theoretical models are not usually cases in the practical applications. In order to overcome these problems, we propose a new the decision-making method of optimal inspection interval to minimize the maintenance cost by reliability theory and genetic algorithm (GA). The most merit of the proposed method is to decide the inspection interval for a plant machine of which failure rate $\lambda$(t) conforms to any probability distribution. Therefore, this method is more practical. The efficiency of the proposed method is verified by comparing the results obtained by GA-based method with the inspection model haying regular time interval.

  • The component and system of modern Railroad vehicles are advanced and complex. Maintenance policy is scientific and must be performed systematic. A vehicle operation and maintenance must become statistical analysis method. We must apply RAMS and System Engineering. We must apply the RCM theory in the maintenance management. The vehicle failure and maintenance charge must be reduced to a minimum. When we purchase the vehicle or component, we must reflect the technology. Also such system must be constructed.   • Manufacturing today is becoming increasingly competitive. If a company is to exist and successfully compete, it must pay very careful attention to production management, total quality assurance and total proactive maintenance issues. Overall machine performance, repair efficiency, system level utilization, productivity and quality of output need to be optimized as possible. To accomplish that objective, the behavior of manufacturing equipment and systems need to be monitored and measured continuously if it is possible. Then early warning of possible failure should be generated and proacted on that type of the situation to improve overall operation performance of manufacturing environment. In this paper, Proactive maintenance framework using performance-based reliability structure as enabler technology is proposed. Its paradigm enables one to maximize system through-put and product quality as well as resources in the performance domain. In the case of inadequate knowledge of the failure mechanics, this empirical modeling concept along with performance degradation knowledge can serve as an important product and process improvement tool. The real-time framework extension to proposed framework uses on-line performance information and is capable of projecting the remaining useful period.

  • The role of maintenance in railway is going to be extended to improve the reliability of railway system in the aspect of Asset management gradually. In this paper, the meaning of reliability and safety in RCM which has been applied in order to improve the efficiency of maintenance is deduced. And the analysis task of reliability and safely which has been recommended in railway standards such as EN50126 and IEC62278 is reviewed in the aspect of RCM. Finally, the several ways are proposed to apply RCM to railway system through the comparison between the RCM procedure and the analysis procedure for the reliability and safety in railway standards. Hereafter, if the analysis of reliability and safety is performed with the concept of RCM in the beginning of railway business, it will be more efficient to improve the reliability and manage the railway asset.

  • With the expansion in the use of DC power systems and increased need for system maintenance, the development of measurement devices for maintenance requires high stability. Of the different kinds of DC current measurement devices, the single-shot measurement device causes the input signal of the current measuring unit to initially generate a high inrush current. The high inrush current flows into the signal processor of the meter, shortening the life of the internal fuses and causing failure. Therefore, in this study, the I2t value for increasing the durability of the fuse is designed using the available wire diameter. Operating characteristics for 210~400% over-current of the rated current, which is relatively low over-current, are realized by the plating of low melting tin metal. As a result, a method of designing a fuse element for a DC power supply, which improves the safety of the DC current measurement device by blocking the failure caused by the inrush current, is presented.
