  • In the field of Public Administration, the issue of Polycentric Incorporation of Localities in Metropolitan Areas (PILMA) has long been a significant object of study. That the issue is politically impractical to deal with is today's well-known assessment of it both for the scholars and practitioners. This theoretical notes constitutes an initial plan for examining an intellectual state of affairs surrounding PILMA. It identifies three theoretical problems inherent in the traditional treatment of the issue: Applicative Scope of Market Type Solution; Negative Externality and Preference Revelation; Determination of Production Scale. Notes were composed based on the proposition that the traditional theoretical formulation has not been so much well constructed as to draw more attention and debate on the PILMA.

Duopoly R&D competition with flexible spillovers

  • A duopoly model of R&D competition is presented to investigate whether an equilibrium R&D level with flexible spillovers is insufficient (or excessive) from the viewpoint of social welfare. The model focus on flexible spillovers which include much portion of externality occurring in R&D activity. Flexible spillovers refer to the spillovers that vary with industry equilibrium level of R&D. Innovating firms have incentives to cooperate in R&D in the presence of large spillovers. For any symmetric R&D profile, socially desirable equilibrium output is larger than equilibrium output produced in duopoly. Cooperative equilibrium R&D investment is observed to be socially insufficient in terms of welfare criterion irrespective of the magnitude of spillovers. While noncooperative R&D yields socially excessive expenditure on research project for a certain range of spillovers.

  • The importance of software industry is rapidly increasing with the growth of Internet and the advent of digital economy. The purpose of this study is to research the impact of the copyright protection for securing producers and enhancing of producing on social welfare. The Korean government reformed the copyright law to enhance the copyright protection in 2000 and intensely controlled software piracy in 2001. However, copyright protection has much controversy in aspects of hindering social use of software. This study compared and analyzed the general equilibrium and the copyright protection for social welfare maximization in two cases when network externality exists or not, by assuming the simple demand and supply functions.

  • 광역도시내 대도시와 신도시는 경제적인 유기체임에도 불구하고 임의적인 행정구역으로 분할되어 있다. 이 결과 대도시는 신도시 주민들을 위하여 막대한 재원을 투자하여 도시기반시설을 건설하여야 하나, 상주인구의 감소로 재원부족이라는 어려움에 빠지게 된다. 본 연구는 1990년 미국 센서스 1% 자료를 이용하여 53개 광역도시내 인구이동을 분석하여 대도시가 도시기반시설에 투자를 하면 할수록 신도시로 대도시 인구가 빠져나가는 "신도시 주민의 대도시 찰취가설"을 입증하였다. 결국 광역도시내에 상이한 지방정부가 존재하는 경우 지방정부서비스 공급은 티부이론이 제시하는 효율성을 달성하지 못하기 때문에 광역도시내 정부 서비스의 공급은 사무엘슨 방식의 통합적 제공이 필요하다. 제공이 필요하다.

  • There is a controversy on Internet pricing, flat-rate vs. usage-based. This study gives a comparative analysis between flat-rate and two-part tariff which is realistic alternative of usage-based pricing. In a basic economic model, two-part tariff based on ISP's cost structure satisfies allocative efficiency and relatively expand the number of subscribers. But the characteristics of Internet service like consumers' uncertainty on cost, measurement cost of traffic and network externality induce increase of cost or decrease of marginal utility. The analysis shows that small impact of these can make flat-rate more efficient.

  • Indonesian Ministry of Environment estimates that each year 170 cities and regencies in Indonesia produce 45,764,354.30 $m^3$ or approximately 11,441,091.08 ton of solid waste. Unfortunately, unsustainable management system has created a severe waste problem, hazardous to health and environment. This paper deals with the problem and offers some solutions. They are 3R (Reduce Reuse and Recycle), waste-to-energy concept and landfill gas (LFG) utilization. While 3R policy has been adopted by the government, the remaining two technologies are still dormant. Thus the paper provides a complete yet compact analysis of technology, economics, and environment aspect of waste-to-energy and LFG. Given the facts of waste production and management in Indonesia, the purpose is to encourage Government of Indonesia and other stake holders (including international community) to explore and exploit this potential. Potential of reducing waste negative externality while receiving extra revenue. Two bird with a stone.

Determinants of the Performance of Government Assistance to R&D Activities

  • The technological innovation is considered as an important factor and there is a positive externality in developing technology in the form of technology spillover. In this context, it is argued that government should play an active role in advancing technology development and several means have been introduced. This study attempts to analyze manufacturing firms' evaluation for the performance of government assistance programs to their R&D activities. Considering that the performance evaluation takes the form of a count outcome, we apply several kinds of count data models. Some interesting findings emerge from the analysis. For example, we found that a firm's sales amount, dummy for the firm's having an R&D department, dummy for the firm's being a venture one, and the number of the firm's innovative activities have positive relationships with the degree that the firm evaluates government assistance as being useful.

  • This paper analyzes the environmental impact and economic effect of introducing the Renewable Portfolio Standard (RPS) into Korean electricity market using the DECADES (Database and Methodologies for Comparative Assessment of Different Energy Source for Electricity Generation) model, a comparative assessment tool developed by IAEA. A bottom up approach is adopted for the evaluation of air pollutant emission and its impact of several RPS scenarios. The environmental damage costs of RPS scenarios are evaluated based on the Extern-E results and Thailand externality study carried by EGA T. The results of this study can be applied in determining or analyzing the national electricity policy and energy policy.

  • Public organizations and enterprises have repeated to invest in development or operation of their information systems. However, these investment projects have been not taken care of in the field of administration and evaluation. Since these information systems projects have unique characteristics such as technology sensitiveness, network effectiveness, embeddedness, and externality, it is not easy to manage and monitor them. Returns of investment for information systems should nonetheless need efficient monitoring and effective analysis for them. In this research, we propose a multi-dimensional management model on the basis of process in order to evaluate information systems.

And then, it is difficult to manage and monitor them. In this research, we propose a evaluation life cycle management model on the basis of result to evaluate information systems. This life cycle model with ten stages would furnish a guide to introduction of total evaluation systems.
