A Study on the Activation Measures of Library's Online Services to Overcome COVID-19 (코로나 19 극복을 위한 도서관 온라인서비스 활성화 방안에 관한 연구)

  • The library faced an unexpected crisis of COVID-19, and as a countermeasure strategy, non-face-to-face online service has been reinforced. Therefore, this study attempted to present a plan to overcome the challenges arising from rapidly changing external environment and current crisis. To this end, data search, electronic library, library service, cultural event and open space management status of 288 public libraries serviced as an integrated site were investigated. Based on this, the meaning of online services in the post-COVID-19 era and the implication of it were examined. As a result, first, the increase in the use rate of online data search services with the spread of non-face-to-face culture, second, the expansion of the services of the electronic library, third, the diversification of non-face-to-face, online services, fourth, expansion of online cultural event services, fifth, the diversification of open space services were proposed, sixth, Introduced an artificial intelligence system for unattended loan return based on access and the Seventh, expansion of experiential cultural support services and educational contents through VR, AR and MR. It is deemed necessary for the research on the future direction of the library's non-face-to-face services to be conducted by investigating the current status of online services in various types of libraries and the types and case studies of library services in the era of COVID-19.

National Agenda Service Model Development Research of Policy Information Portal of National Sejong Library (국립세종도서관 정책정보포털 국정과제 서비스 모형개발 연구)

  • This study intends to design a model that can effectively service policy data necessary for the implementation of new national agenda in order to provide high-quality policy information services that go beyond those of the existing Policy Information Portal (POINT) of National Sejong Library. To this end, it was determined that providing an integrated search environment, in lieu of data search through individual access, was necessary. Subsequently, four possible models for a national agenda service model were presented. First, designing a computerized system for both interface and electronic information source aspects was proposed for the national agenda service system operation. Second, designing the Linked Open Data system and the time-series service system for national policy information, providing the translation service of overseas original data, and securing the researcher's desired data were presented for the national agenda service information source operation. Third, strengthening public relations for policy users, building and promoting the site brand, operating SNS channels, and reinforcing the activation of auxiliary materials and the accessibility of external services were proposed for public relations of national agenda service. Fourth, expanding the information network with Open API, cloud service, and overseas libraries was proposed for collaborating and cooperating with the agenda service.

  • It can be said that digital technology is at the center of the change in the modern work environment. In particular, in general public institutions that prove their work with records produced by business management systems and document production systems, the record management system is also the work environment itself. Gimpo City applied for the 2021 public cloud leading project of the National Information Society Agency (NIA) to proactively respond to the 4th industrial revolution technology era and implemented a public cloud-based AI-OCR technology enhancement project with 330 million won in support of 330 million won. Through this, it was converted into data beyond the limitations of non-electronic records limited to search and image viewing that depend on standardized index values. In addition, a 98% recognition rate was realized by applying a new technology called AI-OCR. Since digital technology has been used to improve work efficiency, productivity, development cost, and record management service levels of internal and external users, we would like to share the direction of enhancing expertise in the record management and implementation of work environment innovation.

Analysis of Knowledge Community for Knowledge Creation and Use (지식 생성 및 활용을 위한 지식 커뮤니티 효과 분석)

  • Internet communities are a typical space for knowledge creation and use on the Internet as people discuss their common interests within the internet communities. When we define 'Knowledge Communities' as internet communities that are related to knowledge creation and use, they are categorized into 4 different types such as 'Search Engine,' 'Open Communities,' 'Specialty Communities,' and 'Activity Communities.' Each type of knowledge community does not remain the same, for example. Rather, it changes with time and is also affected by the external business environment. Therefore, it is critical to develop processes for practical use of such changeable knowledge communities. Yet there is little research regarding a strategic framework for knowledge communities as a source of knowledge creation and use. The purposes of this study are (1) to find factors that can affect knowledge creation and use for each type of knowledge community and (2) to develop a strategic framework for practical use of the knowledge communities. Based on previous research, we found 7 factors that have considerable impacts on knowledge creation and use. They were 'Fitness,' 'Reliability,' 'Systemicity,' 'Richness,' 'Similarity,' 'Feedback,' and 'Understanding.' We created 30 different questions from each type of knowledge community. The questions included common sense, IT, business and hobbies, and were uniformly selected from various knowledge communities. Instead of using survey, we used these questions to ask users of the 4 representative web sites such as Google from Search Engine, NAVER Knowledge iN from Open Communities, SLRClub from Specialty Communities, and Wikipedia from Activity Communities. These 4 representative web sites were selected based on popularity (i.e., the 4 most popular sites in Korea). They were also among the 4 most frequently mentioned sitesin previous research. The answers of the 30 knowledge questions were collected and evaluated by the 11 IT experts who have been working for IT companies more than 3 years. When evaluating, the 11 experts used the above 7 knowledge factors as criteria. Using a stepwise linear regression for the evaluation of the 7 knowledge factors, we found that each factors affects differently knowledge creation and use for each type of knowledge community. The results of the stepwise linear regression analysis showed the relationship between 'Understanding' and other knowledge factors. The relationship was different regarding the type of knowledge community. The results indicated that 'Understanding' was significantly related to 'Reliability' at 'Search Engine type', to 'Fitness' at 'Open Community type', to 'Reliability' and 'Similarity' at 'Specialty Community type', and to 'Richness' and 'Similarity' at 'Activity Community type'. A strategic framework was created from the results of this study and such framework can be useful for knowledge communities that are not stable with time. For the success of knowledge community, the results of this study suggest that it is essential to ensure there are factors that can influence knowledge communities. It is also vital to reinforce each factor has its unique influence on related knowledge community. Thus, these changeable knowledge communities should be transformed into an adequate type with proper business strategies and objectives. They also should be progressed into a type that covers varioustypes of knowledge communities. For example, DCInside started from a small specialty community focusing on digital camera hardware and camerawork and then was transformed to an open community focusing on social issues through well-known photo galleries. NAVER started from a typical search engine and now covers an open community and a special community through additional web services such as NAVER knowledge iN, NAVER Cafe, and NAVER Blog. NAVER is currently competing withan activity community such as Wikipedia through the NAVER encyclopedia that provides similar services with NAVER encyclopedia's users as Wikipedia does. Finally, the results of this study provide meaningfully practical guidance for practitioners in that which type of knowledge community is most appropriate to the fluctuated business environment as knowledge community itself evolves with time.

  • The rice culture, the most representative farming in humid regions of East Asia, have been playing a decisive role in supplying finance and staple food of the nations. This situation must be formed with exchange of techniques and interests in the matter betwen China, Korea and Japan. Especially Korea was obligated to playa bridge role because of geographical conditions, thereby the situations of agriculture were repeatedly reclaimed, and recovered by changes of cultures during external aggression, and internal disturbances. Thus, it is obvious that development of rice culture and its techniques was being undaunted in Korea. Nevertheless, in history of Korea, the documents of the government on chronicles of the dynasty were plentiful, while they were very poor in countryside and rural communities, so that it is very hard to search the transition process of rice culture and its techniques. Finally, the faming books that were begun editing from the early Chosun dynasty are here divided chronically and examined, and also the interrelationships are compared and discussed here. The objectives of this study were to discuss the following questions? How were the dryfarming techniques, introduced from the ancient China by the end of Koryo dynasty, established to fit for our situations? What were the basis for reestablishment of the techniques with originality? How were they continued and changed through the internal and external wars in the Chosun dynasty? What were suggested from these continuously results by the end of the Chosun dynasty?

Revision of the Questionnaire for the Sasang Constitution Classification (사상체질진단설문지(四象體質診斷設問紙)의 문항(問項) 개정(改定)에 대한 연구(硏究))

  • Background In Sasang Constitutional Medicine (SCM), human beings are classified into four constitutions: Taeyangin, Taewnin, Soyangin, and Soeumin. SCM presents various lifestyles and treatments for each constitution. The problem of SCM is that its diagnosis is so subjective that the result of the diagnosis depends on the doctor. In order to solve this problem, multiple approaches have been objectively researched. To use a questionnaire is the most common method among the different approaches. Since there are a few problems in the Questionnaire for the Sasang Constitution Classification II (QSCC II), which in recent days has been used frequently, the necessity of a new questionnaire has arisen. Objective The purpose of this study is to develop a new questionnaire for the objectivity of the Sasang Constitution Classification by complementing the existing questionnaire. Methods In order to search for the existing questionnaire's problems, I first compare the ratio of the amount of questions regarding external appearance to that of questions of mental characteristics and physiologic & pathologic symptoms in QSCCII and QSCCII +. We created the new questionnaires by reinterpreting ${\ulcorner}Dongyi$ Soose $Bowon{\lrcorner}$ through SCM professors' and medical residents' discussion and by adding some items related to the diagnosis about the constitution from other SCM books and clinical experience. Results 1. The new questionnaire for the Sasang Constitution Classification is self-reported questionnaire based on a multiple choice system of 4 questions. 2. The new questionnaire for the Sasang Constitution Classification consists of 28 questions, which include 7 questions about external appearance, 4 questions about mental characteristics, and 17 questions about physiologic & pathologic symptoms. 3. The new questionnaire for the Sasang Constitution Classification consists of 24 questions of Taeyangin, 28 of Taeumin, 28 of Soyongin, 28 of Soeumin. 4. We will have to verify validity and reliability of new questionnaire for rhe Sasang Constitution Classification.

  • The computing systems of today expanded business trade and distributed business process Internet. More and more systems are developed from components with exactly reusability, independency, and portability. Component based development is focused on advanced concepts rater than passive manipulation or source code in class library. The primary component construction in CBD. However, lead to an additional cost for reconstructing the new component with CBD model. It also difficult to serve component information with rapidly and exactly, which normalization model are not established, frequency user logging in Web caused overload. A lot of difficult issues and aspects of Component Based Development have to be investigated to develop good component-based products. There is no established normalization model which will guarantee a proper treatment of components. This paper elaborates on some of those aspects of web application to adapt user requirement with exactly and rapidly. Distributed components in this paper are used in the most tiny size on network and suggest the network-addressable interface based on business domain. We also discuss the internal and external specifications for grasping component internal and external relations of user requirements to be analyzed. The specifications are stored on Servlets after dividing the information between session and entity as an EJB (Enterprise JavaBeans) that are reusable unit size in business domain. The reusable units are used in business component through query to get business component. As a major contribution, we propose a systems model for registration, auto-arrange, search, test, and download component, which covers component reusability and component customization.

The Study on the Characteristics of Technology Innovation Activities of High Growth Firms (고성장기업의 기술혁신활동 특성에 대한 연구)

  • This paper explores the characteristics of innovation activities in high growth firms that contribute to national and regional economic growth and job creation. The analysis is based on the 2016 KIS data to analyze the difference in innovation activities between high growth firms and general firms. The main results are as follows: First, high growth firms have a higher proportion of R&D personnel than general firms. Second, high growth firms are actively introducing product innovation, process innovation, and organizational innovation as compared to general firms. In the innovation activities related to product innovation and process innovation, there is no statistically significant difference between high growth companies and general companies except for external R&D. Third, High growth firms are more likely to cooperate with other technology partners than general firms. But, there is no statistically significant difference between high growth firms and general firms in the external knowledge search and the diversity of cooperating partners. Fourth, in terms of protecting innovation, high growth firms are more likely to use all kinds of innovation protection method, such as 'utilizing intellectual property rights', 'maintaining confidentiality', 'adopting complex design methods', 'market preemption ahead of competitors', and the most important means is the intellectual property rights. Fifth, government innovation policies that high growth firms chose as important are 'innovation subsidies and loans', 'acquirement, utilization and protection of intellectual property rights' and 'human resource support'.

A Knowledge Graph on Japanese "Comfort Women": Interlinking Fragmented Digital Archival Resources (일본군 '위안부' 지식그래프: 파편화된 디지털 기록의 연결)

  • Records on Japanese "Comfort Women" have been individually managed by private sectors or institutions, and some are provided as digital archives on the Internet. However, records of digital archives differ in the composition and representation of metadata by individual institutions. Meanwhile, there is a lack of a consistent structure to describe the relationships between and among these records, leading to their fragmentation and disconnectedness. This paper proposes a knowledge model for interlinking the digital archival resources and builds a knowledge graph by integrating the records from distributed digital archives. It derives common elements by analyzing metadata from the diverse digital archives and expresses them in standard vocabularies to semantically describe multiple entities and relationships of the digital archival resources. In particular, the study includes the refinement of collected data to search and thread dispersed records and the enrichment of external data to provide significant contextual information of records. An evaluation of the knowledge graph is performed via a query measuring the (dis)connectivity between the distributed records. As a result, the knowledge graph is capable of interlinking and retrieving fragmented records, providing substantial contextual information on the records with external data enrichment, and searching accurately to match the user's intentions through semantic-based queries.

  • The main memory DBMS(MMDBMS) efficiently supports various database applications that require high performance since it employs main memory rather than disk as a primary storage. In this paper, we discuss theexperiences obtained in developing the index manager of the Tachyon, a next-generation MMDBMS. The indexmanager is an essential sub-component of the DBMS used to speed up the retrieval of objects from a largevolume of a database in response to a certain search condition. Previous research efforts on indexing proposed various index structures. However, they hardly dealt with the practical issues occured in implementating an index manager on a target DBMS. In this paper, we touch these issues and present our experiences in developing the index manager on the Tachyon as solutions. The main issues touched are (1) compact representation of an indexentry, (2) support of variable-length keys, (3) support of multiple-attribute keys, (4) support of duplicated keys,(5) definition of external APls, (6) concurrency control, and (7) backup and recovery. We believe that ourcontribution would help MMDBMS developers highly reduce their trial-and-errors.
