This research was carried out to provide the information for the reorganization of County Extension system. In order to develop the extension system, basically we must understand the various characteristics of the extension organization such as farmer`s needs, community environments and its releated organizations. In respose to localization, county extension organization will be changed by the consderation its unique characteristics.

The objective of this study is to provide direction for agricultural extension services in an age of localization. Agricultural extension services has carried out most of its activities by central direction and control. The central planning and management resulted in disappointment, inflexibility, and lack of responsiveness of the central bureaucracy. Facing localization in recent years, the extension system has not been satisfactorily developed to meet local demands. Korea has to choose to decentralize its extension services. The decentralization of extension services involves the transfer of planning, decision making, and management from the central government to the local level.

This study reviewed a broad range of existing reform options, and on the basis of this review proposed a number of initiatives for institutional reform in developing countries. This strategies were intended to help FAO staff to provide guidance to the developing countries for the reform of their agricultural and rural extension systems. The paper defines the distinction among extension as a function, agricultural extension as part of a larger knowledge triangle, and agricultural and rural extension as an expanded concept of knowledge and information systems. The focus is on new measures that promote food security, market-driven system, and highly competitive agribusiness enterprises. Moreover, this study focus on the tensions that exist between the modern force of globalization and the traditional forces of culture, geography, and community.
