This research aims to analyze the external activities of local governments in South Korea from the perspective of the developing trends in city diplomacy, contrary to the conventional and narrow concept regarding local government's international exchange and cooperation as a public diplomacy. In detail, this research intends to illustrate the following: first, to differentiate South Korean local governments' growing commitment to international affairs from public diplomacy; second, to highlight the integration of public diplomacy with other forms of diplomacy within the framework of city diplomacy. This research argues that city diplomacy in South Korea has gradually shown the following three trends and characteristics. First, South Korean local governments have recognized the importance of participating in multilateral diplomacy via city networks to find compelling solutions to non-traditional and transnational security threats. They perceive this external activity as an opportunity for policy sharing and problem-solving with foreign partners. Second, local governments in South Korea have been fostering various ways to institutionalize their involvement in foreign affairs and organizations, such as amendments to related laws and the launching of task forces, to pursue so-called sustainable and systematic international exchange and cooperation. Lastly, South Korean local governments have constructed multiple channels and multilevel governance in the form of public-private partnerships to enhance policy expertise and cope with diverse agendas.
What is the relationship between city diplomacy and public diplomacy in the United States? Whilst this question is often raised among scholars and practitioners of public diplomacy, a concrete and systematic response to it seems difficult to locate. This paper addresses the question by relying on earlier research based on empirical analysis of data from semi-structured interviews with city officials with international purview in the United States as well as with current and former officials at the U.S. Department of State who have worked on topics related to city diplomacy. The research and analysis that informs this paper and the diagrams it offers are hinged on design principles and adopt an architecture studio style approach to data analysis. Further, multidimensional scaling and correspondence analysis are used to visualize the convergence and divergence between the functions of public diplomacy, as introduced by Nicholas Cull, and the functions of city diplomacy that this paper introduces. This is done to first, provide a framework for understanding the dynamics between city diplomacy and public diplomacy; and second, uncover the policy intervention space that could guide policies for making U.S. city diplomacy and public diplomacy more strategically aligned.
Through the Global Korea Scholarship (GKS) program, the government of the Republic of Korea annually invites over a thousand international students to learn the Korean language and obtain a higher education degree from Korean universities. One of the program's goals is positioned within the public diplomacy framework. Korea seeks to cultivate Korea-friendly networks and transform GKS students and alumni into ambassadors to contribute to Korea's promotion abroad. However, there is no clarity on whether this mechanism works as expected. This study examines GKS students' relationship-building experiences with South Koreans during and after the exchange program. Analysis of twenty in-depth interviews with the program's alumni reveals both what facilitates and what obstructs personal and professional relationship-building between scholarship recipients and South Koreans at different stages (language year and degree years) of the program and after graduation. The paper concludes with practical recommendations for universities, GKS administrators, and the South Korean government regarding their policies for scholarship holders.
This research is to reveal an aspect of costume culture and a phase of the cloths in the relationship of the Chosun dynasty, by considering the exported goods from the Chosun dynasty of the trading goods derived by the trade diplomacy between the two countries in the Chosun dynasty-Japan relationship in the 15th and 16th. The research findings, by analyzing various literatures and related documents, follow. The research results are as follow. The exchange was the form of presenting a return present in return for a tribute to the Chosun dynasty from the Japanese envoy, which has a polycentric characteristic. Pusanpo, Naipo, and Yumpo were designated as the open ports, which played a pivotal role in the Korea-Japan exchange. The imported goods were somok, peppers, drug-stuffs, gold, bronze, sulfur, etc. The exported goods were books and cloths, such as hemp cloths, cotton cloths, silk, etc. The majority of exported goods was cloths, particularly cotton cloths. Meanwhile, in the 15th and the 16th century, with expanding of active trade towards Japan, the amount of export increased rapidly. As a result of the increase of exporting cotton cloths, the raw cottons production was increased and cotton cloth manufacturing was developed. However, it also expanded a dual structure of cotton cloths between the cotton cloths for exports and the cotton cloths for domestic markets. This dual structure of cotton cloth was lead to the deterioration of cotton cloths and had an effect on the price increases of domestic markets.

Furthermore, it has inter-country cooperating system in the rage of cultural management. It means that artists' space of creating activity has a new, social role in spontaneously we need to approach to following model in Korea, as well.
Defense industry as 'a new dynamics of economic growth' policy implies driving policy of defense products' export. The purpose of this study is to suggest suitable strategies to meet with such policy in terms of region and individual nation. The strategies towards advanced region are joint sale strategy for the third countries, extension strategy of trade-off and development strategy of products to exploit niche markets. The strategies towards non-advanced regions are package strategy including exchange of economic development know-how, strengthening strategy of relationships to leading groups in national decision-making processes, exploit strategy of sales market through transfer discard and surplus equipments to other nations, government to government sale strategy towards countries holding low leveled equipment maintaining and management abilities. Finally, successive strategies require leaders' will, active sales diplomacy and active international cooperations of defense industry.

It had been consumed primarily as a raw material making the costume suit of the royal family and the aristocracy. The increased import of Somok was derived from a thought of preferred red color by our people. As its inflow was increased. the costumes tended to be luxurious In early Chosun Dynasty and resulted in social issues. This active trading from the early Chosun Dynasty caused from the communication of the Japanese envoy. In addition the study of the trading provided an opportunity that can glance at an aspect of the costume culture, though It was fractionary.
Since the division of South and North Korea in 1945, there has been little exchange in science and technology, despite some interchange in a few fields including the chemistry area. Accordingly, the difference in scientific and technological terminology between the two Koreas has become intensified. This is because North Korea carried out a campaign to purify the Korean language and blocked the inflow of foreign words. They also tried to convert into their own North Korean terms in many fields. This circumstance in North Korea aggravated the heterogeneity of inter-Korean scientific and technological terms. In particular, the heterogeneity of chemical terminology has worsened due to the different characteristics of the technology donor countries such as the United States and Japan in South Korea, and China and the Soviet Union in North Korea between the two Koreas and the different way of technological development. The purpose of this study is to collect chemical terminology data used in two Koreas and analyze similarities and differences. Through comparative analysis of inter-Korean terminology in the chemical field, it can be possible to recognize how the chemical terms between the two Koreas have changed since the division and the degree of heterogeneity based on different technical systems and language policies. The outcome of this study would present basic data on the unification of chemical terminology in preparation for before and after unification, and contribute to communication and academic exchange between researchers in the inter-Korean scientific and technological fields, including chemistry.

북한의 변화와 동향 파악에 대한 연구는 북한관련 정책에 대한 방향을 결정하고 북한의 행위를 예측하여 사전에 대응 할 수 있다는 측면에서 매우 중요하다. 현재까지 북한 동향에 대한 연구는 전문가를 중심으로 과거 사례를 서술적으로 분석하여, 향후에 북한의 동향을 분석하고 대응하여 왔다. 이런 전문가 서술 중심의 북한 변화 및 동향 연구에서 비정형데이터를 이용한 텍스트마이닝 분석이 더해지면 보다 과학적인 북한 동향 분석이 가능할 것이다. 특히 북한의 동향 파악과 북한의 대남 관련 행위와 연관된 연구는 통일 및 국방 분야에서 매우 유용하며 필요한 분야이다. 본 연구에서는 북한의 신문 기사 내용을 활용한 텍스트마이닝 방법으로 북한과 관련한 핵심 단어를 구축하였다. 그리고 본 연구는 김정은 집권 이후 최근의 남북관계의 극적인 관계와 변화들을 기반으로 세 개의 기간을 나누고 이 기간 내에 국내 언론에 나타난 북한과 관련성이 높은 단어들을 시계열적으로 분석한 연구이다. 북한과 관련한 주요 단어들을 세 개의 기간별로 분류하고 당시에 북한의 태도와 동향에 따라 해당 단어와 주제들의 관련성이 어떻게 변화하였는지를 파악하였다. 본 연구는 텍스트마이닝을 이용한 연구가 남북관계 및 북한의 동향을 이해하고 분석하는 방법론으로서 얼마나 유용한 것이지를 파악하는 것이었다. 앞으로 북한의 동향 분석에 대한 연구는 물론 대북관계 및 정책에 대한 방향을 결정하고, 북한의 행위를 사전에 예측하여 대응 할 수 있는 북한 리스크 측정 모델 구축을 위한 연구로 진행 될 것이다.
