Smart Specialisation Strategy and the Role of Strong Clusters: As a Development Leverage in Asia

  • In this increasingly globalised and rapidly-changing world, the various challenges that can arise are also increasingly globalised and complex. These may range from economic, environmental, societal or even demographic challenges. Solutions should therefore be applicable world-wide, but they need to be properly adapted to the specifications and needs at the regional and country level. This implies that past models of centralised innovation can be progressively substituted by new approaches based on openness and strategic collaboration between the various players involved. There are various models of openness and collaboration in research, development and innovation creating scientific networks at different levels. This paper is designed in a way to present the concept of smart specialisation and clusters and how they are linked and contribute to the support of Smart Specialisation Strategy in the Asian countries. The following paragraphs describe how smart specialisation is applied and the importance of clusters in developing a S3 strategy. In addition, the status of cluster policies in Asia as well as the steps towards S3 are also presented. The status of cluster policies and their steps towards S3 policies in Asia are described. The approach of China to adopt S3 in their R&I policy is also presented. The scope of this paper, is to demonstrate the policy framework of cluster and S3 policies in the region of Asia and how they are applied. China has been further analysed as a case, since they are more active in applying such policies.

A Study on Separated Collection and Recycling in Apartment Housing Areas in Taegu Metropolitan City (대구시 아파트지역의 분리수거 및 재활용에 관한 연구)

  • Recycling is receiving increasing social attention today as our nation begins to grapple with the significant problems caused by huge amount of municipal solid waste. The topic of recycling is not simple but extremely complicated. This study attempts to provide basic data and policy options for expanding and improving separated collection and recycling in public residential areas, through three case study of apartment housing areas in Taegu Metropolitan City. The main results of this study are summarized as follows. For the significant period of time, all three case areas had in common the extreme difficulty in establishing and operating the system of connecting public participation, collection and storage, transportation, and actual recycling of materials because of a variety of problems involved in this process. Both amounts of and prices for collected materials fluctuated considerably over time mainly due to monthly changes in recyclable home materials and the dynamic nature of recycling markets. Public questionnaire survey revealed the very high level of participation in separated collection, not only because almost all respondents well understood the necessity and importance of recycling, but because they also knew how to do separated collection. But overall activities were rated low and most respondents suggested the enlargement of public participation, the improvement of collection and storage facilities, and collection transportation networks. In particular, most respondents had little experience of using recycled Products and used mainly reproduced soap and bathroom tissue. Furthermore, they were considerably unsatisfied with low variety and quality of recycled products, their high prices and low availability in the market. Finally potential policy options and activities for improving separated collection and recycling are suggested.

An Effectiveness of Simultaneous Measurement of PM10, PM2.5, and PM1.0 Concentrations in Asian Dust and Haze Monitoring

  • This study introduces a novel approach to the differentiation of two phenomena, Asian Dust and haze, which are extremely difficult to distinguish based solely on comparisons of PM10 concentration, through use of the Optical Particle Counter (OPC), which simultaneously generates PM10, PM2.5 and PM1.0 concentration. In the case of Asian Dust, PM10 concentration rose to the exclusion of PM2.5 and PM1.0 concentration. The relative ratios of PM2.5 and PM1.0 concentration versus PM10 concentration were below 40%, which is consistent with the conclusion that Asian Dust, as a prime example of the coarse-particle phenomenon, only impacts PM10 concentration, not PM2.5 and PM1.0 concentration. In contrast, PM10, PM2.5 and PM1.0 concentration simultaneously increased with haze. The relative ratios of PM2.5 and PM1.0 concentration versus PM10 concentration were generally above 70%. In this case, PM1.0 concentration varies because a haze event consists of secondary aerosol in the fine-mode, and the relative ratios of PM10 and PM2.5 concentration remain intact as these values already subsume PM1.0 concentration. The sequential shift of the peaks in PM10, PM2.5 and PM1.0 concentrations also serve to individually track the transport of coarse-mode versus fine-mode aerosols. The distinction in the relative ratios of PM2.5 and PM1.0 concentration versus PM10 concentration in an Asian Dust versus a haze event, when collected on a national or global scale using OPC monitoring networks, provides realistic information on outbreaks and transport of Asian Dust and haze.

  • Objectives: Members of Korean Healthy Cities Partnership(KHCP) has increased rapidly since 2006 and adopted Active Living Environments(ALE) as common theme in 2015. Academic definition and categorization, needs assessment and operational planning for making active living environments were required from KHCP. Methods: Literatures review, survey to members of KHCP, specialist discussion and consultation with members of KHCP have been done from October of 2015 to February of 2016. Results: ALE included humane(social networks), physical and political resources. Three categories and 13 items for ALE were identified. Present actions among member cities were variable and especially immature in physical environments. Indicators for ALE were not secured stably. Requirements for policy and physical environmental approach and adolescent programme were high. Priority areas for education and technical assistance were master planning, guideline and case, program and policy development, partnership development, and networking among cities. Representative projects among member cities were somewhat different from ideal models. Conclusions: Policy and environmental approaches needs to be reinforeced systemically for members of KHCP including securing stable indicators. More education and technical assistance also needed sustainably.

PR-MAC Protocol based on Priority in Underwater Acoustic Sensor Networks (수중 음파 센서 네트워크에서 우선순위 기반의 PR-MAC 포로토콜)

  • Underwater acoustic sensor networks can be used disaster prevention and environmental monitoring systems in underwater environments. Because, the underwater environment is different from the ground, the long propagation delay, low transfer rates and limited bandwidth characteristics should be considered. In this, paper will propose the MAC protocol that allocates time slot into each node according to priority policy through the period of contention-free slot reservation in underwater acoustic sensor networks in order to avoid collision and minimize energy consumption waste. We perform mathematical analysis to evaluate the performance of the proposed protocol with regard to the collision probability, the energy consumption by collision, throughput and channel utilization. We compare the proposed protocol with the conventional protocol, and the performance results show that the proposed protocol outperforms the conventional protocol.

The Utilization Value of Greenbelts as Green Infrastructure: A Case Study of the Daejeon Metropolitan Area (그린인프라 구축을 위한 개발제한구역의 활용가치: 대전광역시를 중심으로)

  • This study aims to investigate the value of greenbelts exploring how they can be linked with green infrastructure networks. This research interprets the results of geographical information system (GIS) analysis differently from a conventional approach. The findings of the research are four-fold based on the analysis of the Daejeon Metropolitan Area. First, the most controversial greenbelts are laid on Yuseong-gu because the relaxation of the greenbelts for new housing development has caused outstanding issues since the early 2000s. Decisions on further relaxation or restoration of the greenbelts, which will provide a new direction for the establishment of green infrastructure networks, should be made through accurate environmental assessments. Second, the connected north-south corridors of large cities will affect the greenbelts not only in Daejeon, but also in the entire Chungcheong Provinces, and surrounding local municipalities, which should be considered for the revision of the greenbelt policy. Third, it is expected to experience growing development pressures towards neighboring municipalities due to the ongoing strict greenbelt policy. Among them, the most likely areas are Sejong City to the north and Nonsan to the south, requiring policy measures. Fourth, the value of green infrastructure should be added to current evaluation criteria rather than a binary approach - relaxing or preserving the greenbelts - to be holistically integrated with a metropolitan plan.

Risk Communication Networks in South Korea: The Case of the 2017 Gangneung Wildfire

  • Wildfires have become increasingly common and intense in South Korea because of climate change, but few have recognized the catastrophic level of the problem. Given the significant impact of wildfires, emergency management stakeholders must have effective risk communication structures for rapidly responding to such phenomena and overcoming geographical difficulties. Despite the country spending billions of dollars to build a big databased early warning system, risk communication flow during the 2017 Gangneung wildfire was ineffective, thereby causing substantial economic, social, and environmental losses. To examine the patterns of information exchange in South Korea's risk communication networks and their structural characteristics during the wildfire, we conducted semantic and network analyses of real-time data collected from social media. The results showed that the inefficient flow of risk information prevented emergency responders from adequately assessing the emergency and protecting the population. This study provides new insights into effective risk communication responses to catastrophic events and methods of research on webometric approaches to emergency management.

  • To install and operate the Automatic Noise Monitoring Networks reasonably, which able to monitoring environmental noise continually, is an important issue for making decision to urban environment. Noise level is determined by regional environmental factors, that affected by complex urban environment. Therefore, accurate measurement of environmental noise level has top priority to establish and promote appropriate environmental policies. Currently, Automatic Noise Monitoring System is installed for grasping the environmental noise level and preparing basic data for constructing noise-reduction policies. However, this measurement data is recognized not to be able to reflect a sensory noise. The main reason is the lack of reliable measurement data and unreasonable installation site. The main point of this research ought to be the analysis of installed site of noise monitoring system in Busan.

  • The purpose of this study is to propose a transit accessibility analysis method based on temporal variability of travel time. In this study, transit accessibility was defined in three levels (in transit route, spot and region unit) to present findings from different spatial scopes. Recently, Jeju special self-governing province reorganized bus system of the island. To compare transit accessibility before and after transit policy implementation, the reorganized bus system of Jeju special self-governing province was selected as a case study. This study used General Transit Feed Specification (GTFS) data format as storage public transit information, and calculated travel time using ArcGIS GTFS networks analysis tools. In the analysis of individual transit route level, we found the 3 types of accessibility changes which is increments, no significant changes and reductions and these results come from transit route change (number of transfer, distance change) rather than changes of vehicle interval. We found increases of inflow and outflow speed in most target spots and overall transit accessibility has been substantially improved in Jeju island. This study implies that accounting for temporal variability of travel time in accessibility analysis can result in more useful and sophisticated accessibility information in decision-making processes.

Analysis of Runoff Reduction Effect of Flood Mitigation Policies based on Cost-Benefit Perspective (비용-편익을 고려한 홍수 대응 정책의 유출 저감 효과 분석)

  • As the frequency of extreme rainfall events increase due to climate change, climate change adaptation measures have been proposed by the central and local governments. In order to reduce flood damage in urban areas, various flood response policies, such as low impact development techniques and enhancement of the capacity of rainwater drainage networks, have been proposed. When these policies are established, regional characteristics and policy-effectiveness from the cost-benefit perspective must be considered for the flood mitigation measures. In this study, capacity enhancement of rainwater pipe networks and low impact development techniques including green roof and permeable pavement techniques are selected. And the flood reduction effect of the target watershed, Gwanak campus of Seoul National University, was analyzed using SWMM model which is an urban runoff simulation model. In addition, along with the quantified urban flooding reduction outputs, construction and operation costs for various policy scenarios were calculated so that cost-benefit analyses were conducted to analyze the effectiveness of the applied policy scenarios. As a result of cost-benefit analysis, a policy that adopts both permeable pavement and rainwater pipe expansion was selected as the best cost-effective scenario for flood mitigation. The research methodology, proposed in this study, is expected to be utilized for decision-making in the planning stage for flood mitigation measures for each region.
