창업생태계가 기업가정신 향상의 선행요소로 밝혀지면서 국가에서는 창업생태계 고도화를 사업들이 활발히 수행되고 있고 관련 연구도 진행하고 있다. 창업생태계는 창업자, 정부기관 및 투자자와 의 상호관계적인 작용으로 기업가정신 뿐만 아니라 국가의 경제성장을 위해 종요한 요소로 관심을 받고 있으나 창업생태계에 대한 정의를 비롯하여 국가별 제도적 및 정치학적 맥락의 상이함으로 인해 측정지표에 대한 비판이 증가하고 있다. 본 연구에서는 국내 실정에 적합한 창업생태계 지표개발 및 각 지역의 창업생태계 수준을 측정할 수 있는 지표를 개발하고자 한다. 창업 분야별 전문가의 FGI 및 델파이 조사를 실시하여 현존하는 지표들이 국내 실정에 얼마나 부합한지를 검증하고 면밀한 검토를 통해 국내의 지역창업생태계를 측정할 수 있는 지표를 개발하였다. 그 결과, 국내 지역 창업생태계는 정책(Policy), 투자(Finance), 문화(Culture), 시장(Market), 인적자원(Human Capital), 지원(Support), 지식(Knowledge)등 7개 지표와 지표별 각각 2~4개의 하위요소, 하위요소별 각각 1~4개로 구성되어 총 22개의 하위요인, 38개의 세부요인으로 구성되었다. 본 연구를 통해 지역의 창업생태계를 진단하고 지역별 강점 특화 및 약점을 보완할 수 있는 차별적 정책을 제안하는데 활용할 수 있을 것으로 기대한다.
4차 산업 혁명의 시대가 가시화됨에 따라 새로운 기술을 활용한 혁신적인 비즈니스 모델들이 부상하고 있으며 스타트업은 파괴적인 혁신에 대응할 수 있는 민첩성과 새로운 기술에의 개방을 기반으로 기회의 풍요를 누리고 있다. 하지만 지속가능한 창업 생태계를 조성하는 데에 있어 가장 중요한 것은 창업 그 자체가 아닌, 연구-창업-투자-상장 및 대기업으로의 도약- 재투자로 이어지는 스타트업의 선순환을 구축하는 것이다. 이를 위해서는 창업이 행해진 거점 지역에 조성된 환경이 중요한데, 이러한 물질적, 비물질적 환경 요인들은 '창업생태계'라는 단어로 포괄되어 일컬어진다. 이러한 지역 중점의 창업생태계 연구는 해당 지역 내의 요소들 간의 상호 작용이 어떻게 새로운 벤처의 경쟁력을 높이는 데에 기여하고 이들을 지원하는 지역 환경을 만드는 지에 중점을 두고 진행된다. 본 연구는 창업환경 및 기업 환경 평가에 있어 아시아 국가 1,2위에 꾸준히 언급되는 싱가포르를 지역적 맥락으로 설정하여, 현지 창업생태계를 구성하는 요소들의 상호작용과 생태계 참여자들의 관계성에 대한 연구를 통해 한국의 창업생태계에의 시사점을 제공하고자 하였다. 이 과정에서 Isenberg(2010)가 제시한 창업생태계의 6가지 요소- 정책, 금융, 문화, 지원, 인적자원, 시장-가 창업생태계 요소와 관련된 선행연구를 잘 포괄한다는 점에서 창업생태계를 분석하는 데에 가장 적합한 프레임워크임을 대전제로 두고, 연구의 표적 지역인 싱가포르에 적합하도록 일부 요소들에 집중한 지역적 변용 모델을 구축하고자 하였다. 이에 싱가포르의 정치적 특성상 정책이라는 요소가 금융에 막대한 영향을 끼칠 수밖에 없다는 것, 스마트 네이션(Smart Nation) 정책의 기조가 기업가 정신과 관련된 대학 교육에 영향을 미치고 있다는 것, 그리고 싱가포르의 창업 인프라 내에서 형성되는 기업가 네트워크와 글로벌 연결성이 싱가포르 스타트업의 성과에 유의한 영향을 준다는 것을 고려하여 정책(Policy), 문화(Culture), 그리고 시장(Market)이라는 요소들을 더욱 주요하게 바라봐야 할 필요가 있다고 판단하였다. 또한, 창업생태계 요소들의 내부적인 상호작용을 파악하기 위해서는 창업생태계 참여자들을 대상으로 한 질적 연구가 필수적이므로 현지에 직접 방문하여 반구조화된 설문을 진행하였다. 이렇듯 본 연구는 싱가포르 창업생태계의 정책, 문화, 시장 요소에 집중한 질적 연구를 바탕으로 현지의 창업생태계 현황을 조사하였고, 한국과의 비교를 통해 스타트업 관련 규제, 대학의 역할, 창업 인프라 측면의 시사점을 제공하고자 하였다. 이는 향후 진행될 창업생태계 연구뿐만 아니라, 창업 인프라의 조성, 창업생태계 활성화 방안 마련, 그리고 대학의 창업교육 방향성 설정에 기여할 수 있을 것이다.
In an entrepreneurial ecosystem, the failure rate of startups is extremely high at 90%, and every startup that fails becomes an orphan. This phenomenon leads to higher costs of failure for the entrepreneurs in the ecosystem. Failed startups have many lessons to offer to the ecosystem and offer guidance to the potential entrepreneur, and this area is not fully explored compared to the literature on successful startups. We use a case based method distinguishing a failed startup and a successful startup, studying the entrepreneurial characteristics and firm level factors which cause the failures, in the technology startup ecosystem of Bangalore. We study one of the modes of exit adopted by failed startup entrepreneurs and draw key lessons on causes that culminate in failures. We have identified that factors such as the time to minimum viable product cycle, time for revenue realization, founders' complementary skillsets, age of founders with their domain expertise, personality type of founders, attitude towards financial independence and willingness to avail mentorship at critical stages, will decisively differentiate failed startups from the successful ones. Accordingly, implications have been derived for potential entrepreneurs for reducing the cost of failures in the entrepreneurial ecosystem.
최근 전 세계적으로 계속되는 경제 불황과 고용 침체 등으로 주요 선진국에서는 기업가정신 고취와 창의인재 육성을 국가적 최우선 전략과제로 제시하며 기업가정신 생태계 활성화를 위한 다양한 노력을 기울이고 있다. 본 연구는 벤처중소기업부와 한국청년기업가정신재단이 2015년부터 진행해오고 있는 글로벌 기업가정신 트렌드 리포트(Global Entrepreneurship Trend Report, GETR)의 데이터를 바탕으로 2015년과 2016년 2년 연속으로 참여한 10개국의 기업가정신 생태계 구성요소를 비교, 검증하였다. 연구 결과 기업가정신 교육효과 및 창업환경은 개인과 조직의 기업가정신과 정(+)의 관계를 나타냈으며, 또한 기업가정신 교육효과, 창업환경, 개인의 기업가정신이 높을수록 생계형보다 기회형 창업을 할 가능성이 높음을 보여주고 있다. 반면 조직 기업가정신은 창업유형(생계/기회형 창업)에 유의한 영향을 미치지 못하는 것으로 분석되었다. 본 연구는 국내 기업가정신 생태계 활성화 및 양적으로 증가하고 있는 창업의 질을 제고시키기 위해서는 평생교육으로서의 기업가정신 교육이 요구되며, 우호적인 창업환경 조성이 중요함을 강조함으로써 향후 기업가정신 교육 및 생태계 조성에 대한 시사점을 제공하고자 한다.
Entrepreneurship is a creation of new combinations of goods and services. Today, every aspect of business operations has been changing, which we call development. The conventional business included production and manufacturing of goods and serving things the customer needed. Today, the business has changed form so that the demands of customers are shaped by the good or service which has been created by the businesses. Entrepreneurship in Mongolia is not a new concept but nowadays the number of entrepreneurs in Mongolia has grown sharply. Mongolia was a nomadic culture during its history and is probably the only nomadic culture left in the world today. Mongolian herders are the largest and the most powerful representation of successful entrepreneurs in Mongolia. Another practice of herders in the world are in Australia. Along with a comparison of the policy and government support system of Australia, this study intends to assess how 6 factors of the entrepreneurial ecosystem fit herders in Mongolia. As a result of this assessment, we propose policy to support the entrepreneurial mechanism of herders and identify cultural factors which support the existence of herding.
This paper examine the changing ecosystems in Malaysia, starting with the government policy driven greenfield cluster of Cyberjaya, which is part of the Multimedia Super Corridor (MSC) mega project. In this context of an emerging economy, predominantly production oriented, the role of the government was crucial with respect to implementing policies and building infrastructure for the ecosystems. First, the roles played by the cluster development agency, universities, and industry are explained. As the cluster developed, this paper, taking an entrepreneurial ecosystem approach, explores how some actors evolved and changed their roles to become catalyst organisations established for the cluster now serving nationwide. This was followed by the emergence of new actors in the ecosystems, for example, knowledge intermediaries, and new roles for universities. In addition to actors such as universities and industry, this paper recognizes the emergence of media organisations as new actors in the entrepreneurial ecosystems in Malaysia.
최근 창조경제가 정부의 확고한 국정기조로 자리잡게 됨에 따라 국가경제 전반에 혁신과 창의를 공급하는 중소벤처기업들에 대한 관심이 증대하고 창업활동에 대한 지원도 활성화될 것으로 기대되고 있다. 이와 더불어 최근 경제민주화의 개념이 등장하면서 중소벤처기업과 대기업이 균형 있는 공생발전을 이루어낼 수 있는 제도적, 문화적 장치에 대한 모색의 필요성이 한층 늘어나고 있다. 본 연구는 이런 두가지 큰 흐름을 전제로 창업초기 투자액의 건전한 회수과정에서 대기업이 대안이 될 수 있는지 검토하고, 이를 위해 필요한 정책변화를 모색한다.
본 연구는 우리나라 국가 수준에서 스케일업 창업생태계의 구성요소에 대한 중요도와 만족도(현재 수준)를 창업 후 7년 이내의 스타트업 창업자들을 대상으로 설문을 실시하고 구성요소별 스케일업 정책 방향을 IPA(importance-performance analysis) 분석을 활용하여 분석하는 데 목적이 있다. 창업생태계의 주체자인 창업자들의 인식은 창업의 양과 질에 영향을 주기 때문에 스케일업 구성요소에 대한 인식을 분석 하고 진단해 보는 연구가 필요하다. 국가 경제와 창업생태계의 발전을 위해서는 스타트업에서 스케일업, 유니콘으로 부상하는 기업들이 배출되어야 하고 이를 위해서는 스케일업 창업생태계를 위한 요소들이 필요하다. 본 연구의 주요 연구 결과는 다음과 같다. 첫째, 창업자들이 인식하는 스케일업 창업생태계 구성요소의 중요도 순위는 '성장단계별 자금 지원', '기업 맞춤형 스케일업 지원', '규제 개선', '스케일업 전용 펀드', '투자 대형화', '기술 인재 육성'순으로 나타났다. 둘째, 중요도-만족도 매트릭스에서 향후 집중적으로 개선해야 하는 요인은 '범정부 통합 추진 계획', '스케일업 전문 조직 운영', '기업 맞춤형 스케일업 지원', '규제 개선', '한국 스케일업 모델 구축'으로 나타났다. 이에 따라, 스케일업 창업생태계를 위해 다양하고 대형화된 금융자본, 사업 분야별 스케일업 프로그램의 다양화, 스타트업과 스케일업 지원의 연계, 신기술 및 신산업 분야의 규제 완화, 기업 맞춤형의 스케일업 성장 역량 강화, 해외 네트워킹 기회 제공 등을 시사점으로 도출할 수 있다. 또한 국내 스케일업 창업생태계 구성요소를 도출하고 이에 대한 인식을 진단한 연구로 정책 실무와 학술적으로 기여할 것으로 본다.
Given the substantial industrial and economic contributions of university start-ups, a growing number of studies have adopted the ecosystem perspectives to systematically explain creating start-ups in universities. Despite the huge theoretical potential, few studies have analyzed the complex, complimentary interactions of the core components in the university entrepreneurship ecosystems (UEEs). Addressing the limitation, this research not only discusses the role of the core ecosystem components, such as patents, entrepreneurship education, and student entrepreneurship clubs, but also analyzes their discrete and complimentary effects on the productivity of UEEs. Based on a national survey of universities, this study shows that all the core components have a positive effect on the ecosystem productivity. More importantly, this study investigated the complimentary relationships among components and tested the moderation effects of both the entrepreneurship education and the student clubs on the relationship between the patents and the productivity of UEEs. The analysis results show that the student clubs intensify the patents' positive effect on the productivity of UEEs. The research results could provide the crucial policy insights for the successful design of UEEs.

Strategic management of universities is crucial for the regional competitiveness due to the high impact of universities on the economic growth of regions through entrepreneurial training and support. The study aimed to investigate the HEInnovate self-assessment tool, valuable in building entrepreneurship-oriented strategy, by considering the case of Turan University. The tool can be used to study entrepreneurial capabilities of the university and make strong management decisions. The self-assessment allows getting feedback from all stakeholders, including external ones, which helps to make institutional changes to influence the regional economic growth. The framework of the research is based on the theories of strategic management and regional competitiveness, which can be deployed with the HEInnovate self-assessment recommendations and findings. The research methodology comprises objective and functional approaches to system analysis. HEInnovate self-assessment by Turan university revealed some weaknesses in the university strategy and helped make some recommendations, namely, the university's entrepreneurial ecosystem must act as part of a regional business support ecosystem to provide input into local economic development, attract more international faculty and faculty with more practical experience, create an entrepreneurial culture across staff of the university, address a lack of internal structures to support staff, and improve university-business cooperation.
