Setback Regulation in Solar Photovoltaic Deployment: A Comparative Analysis Involving International Cases for Policy Insights (국내 태양광 이격거리 규제 현황과 해외사례 비교를 통한 정책적 시사점)

  • Setback regulations stand out as a primary hindrance to the widespread adoption of renewable energy in South Korea. This study analyzed the current status of domestic and international setback regulations, laying the groundwork for an in-depth discussion aimed at improving regulations related to solar photovoltaic setback distances. While setback regulations lack universal standardization across nations, regulations in the United States exhibit certain similarities to those implemented in South Korea. Notably, South Korea has seen a gradual tightening of regulations from 2018 to the present, implementing standards approximately 5 to 10 times stricter than those in the United States.

The Basic Study on the Ripple Effect of Industrial & Technological Policy for New & Renewable Energy (신재생에너지 산업 기술 정책의 투자효과 분석에 대한 기초 연구)

  • This study is to propose the quantitative methods instead of total results on New & Renewable energy R&D investments. To do that, this study used KETEP R&D investment profile, National R&D investment profile, and ISTANS industrial census results. From the analysis, this study firstly showed that the R&D investment on New&Renewable energy is higher than that of other industrial parts. And the investment increase ratio on New&Renewable energy is also very higher during past 10 years. And finally showed that the ripple effects(relatively the employee number, the amount of sales, and the amount of export) of the focus energy group including feul cell, photovoltaic, and wind power was higher than those of general manufacturing industry. This approach was firstly conducted using the poor census results, so other analysis methods will be developed and performed to exact;y show the investment ripple effect.

UK Case Study for Sustainable Forest Biomass Policy Development of South Korea (지속가능한 산림바이오매스 정책개발을 위한 영국사례 연구)

  • This study investigated the reference case in the UK where legality and sustainability were systematically established for forest biomass represented by wood pellets. The UK is the country that best utilizes the trade value of wood pellets based on sustainability, with bioenergy accounting for 31% of total renewable energy production. The UK imported wood pellet, estimated 8,697 thousand tons in 2019. The UK government has continuously improved the renewable generation policy system to ensure the sustainability of wood pellets. The weighted average greenhouse gas emissions of a UK biomass power plant that received a Renewable Obligation Certificate (ROC) in 2018-19 was 26.71 gCO2e/MJ. These power plants are expected to meet the upper limit of 72.2 gCO2e/MJ by 2025. To issue an ROC, the biomass power plant must demonstrate that 70% of its total biofuel usage is sustainable. The UK uses the Sustainable Biomass Program (SBP) certification system, which is gradually expanding to other European countries, to prove the sustainability of biomass energy fuels. Global wood pellet production with SBP certification in 2019 was 10.5 Mt. This trend has significant implications for introducing additional sustainability into the wood pellet policy of South Korea.

  • Approaching to the era of high energy price and energy sources scarcity, the demand for governmental intervention to mitigate the short-term shocks is highly increasing. When any energy policy is implemented, double-side effects would be derived. To begin with positive aspect, by decreasing energy import, unnecessary currency outflow can be prevented and the resultant saved money will be appropriately allocated. Furthermore, industrial competitiveness will be assured by reducing use of expensive energy. On the contrary, inappropriate energy saving policy may lead to unexpected negative effects that would hinder improvement in productivity due to indiscreet replacing energy by equipments. In order to enhance effectiveness of energy policy, efforts should be made in advance to understand the energy use pattern of each industry sector which composes the economy. Therefore, in this study, an energy input-output method, one of the macroscopic approaches, is applied to analyze energy use patterns of each industry sector in Korea. Using this method, a quantitative assessment is performed to obtain the energy use intensity and the amount of energy uses with respect to energy types.

  • Geographic information system (GIS) based renewable energy resource map including potential analysis can play a crucial role not only to develop the national plan for renewable energy deployment but also to make strategic investment decision in the private sector. Korea Institute of Energy Research (KIER) has been developing domestic maps about several resources such as solar, wind, hydro, biomass, and geothermal, as well as conducting research on methodologies for potential analysis. Furthermore, the institute is trying to transfer related technologies and know-how to foreign countries, recently. In this context, the main purpose of this study is to introduce the business model of renewable energy resource map. From the value chain analysis, we focus on the government-side market in foreign countries, such as the development of the national level renewable energy resource map and the support of the national renewable energy plan. For about 180 countries, we segment the customers according to the consideration of economic capacity, renewable energy resource capacity, existence of renewable resource map, current portion of renewable energy facility capacity, and renewable energy policies, and we conclude that the target customers are non-Organization for Economic Co-operation and Development (non-OECD) countries or some OECD countries, their per capita GDP are under the average among OECD countries, that do not have renewable resource map yet. We segment the target customers into four groups, and suggest different strategies for market positioning and financing strategy based on Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. This study can help to develop the business strategy about the development of renewable energy resource map in foreign countries.

A Study on the Estimation of Optimal ESS Capacity Considering REC Weighting Scheme (REC 가중치를 고려한 최적 ESS 용량 산정에 관한 연구)

  • As the generation of renewable energy increases rapidly, the stability of the grid due to its intermittency becomes a problem. The most appropriate way to solve this problem is to combine and operate the renewable generators with the ESS(Energy Storage System). However, since the revenues of operating the ESS are less than the investment cost, many countries are implementing various incentive policies for encouraging investment of the ESS. In this paper we estimated optimal capacity of the ESS to maximize profits of renewable energy generation businesses under the incentive policy of Korea and analyzed the impact of the incentive policy on the future electric power system of Jeju island. The simulation results show that the incentive policy has significantly improved the profitability of the renewable energy businesses generation business. But the volatility of the net demand has increased as the energy stored in the ESS is discharged intensively at the time of the incentive application.

  • Korea successfully achieved energy independence in the shortest period of time from being the poorest country in terms of energy 50 years ago through steady development of nuclear technology. In the past, the nuclear industry has been driven through government-centered policy development, public institution-based research, and industrial facility and infrastructure construction. Consequently, South Korea became a nuclear energy powerhouse exporting nuclear power plants to the UAE, surpassing the level of domestic technological independence. However, in recent years, the nuclear industry in Korea has experienced a decline in new plant construction since the Fukushima accident in Japan, which caused changes in public perspectives regarding nuclear power plant operation, more stringent safety standards on the operation of nuclear power plants, and a shift in governmental energy policy. These changes are expected to change the domestic nuclear industry ecosystem. Therefore, in this study, we investigate the priority of technology development investment from the perspective of experts in private nuclear power companies, shifting the focus from government-led nuclear R&D policies. To establish a direction in nuclear technology development, a survey was conducted by applying an analytic hierarchy analysis to experts who have worked in nuclear power plants for more than 15 years. The analysis items of focus were the 3 attributes of strategic importance, urgency, and business feasibility of four major fields related to nuclear energy: nuclear safety, decommissioning, radioactive waste management, and strengthening industrial competitiveness.

  • We should have a new perspective on the words, green and growth, to have a full understanding of them and consider the environment itself as leading to the nation's growth. The green growth policy is to convert the paradigm of economic growth into one with a good circle of environment and growth. However, as each country has a different view of the green growth policy, we will see how the countries carry out the policy and how the companies and people accept it. To do this, we will employ an actual analysis and propose a green growth strategy for the nation. The following are from the actual analysis in the article: 1. The GG policy is not just limited on the environmental problems but related to the nation's well-being as well. 2. Energy policy should be defined as the core thing of the GG policy and energy effectiveness among others things should be carried out on a short term basis. 3. Developing a strategy using IT is necessary for the GG policy. 4. Very careful approach should be taken to build a master plan for the nation bearing effective outcome of the policy. 5. The GG policy should be regarded as a social reformative one motivating the nation's much interest in it.

  • Since the first oil embargo (1973), there have been developed many different types of energy-economy interaction models based upon various aspects of energy impact mechanism. We will propose to develop an integrated energy-economy interaction analysis system for less developed countries' energy policy analysis, especially for investment analysis toward constructing energy-saving industry infrastructure ; which is based on the motivation of combined energy models by John P. Weyant. This modeling system can cover the economic growth, inter-industry transactions including production features, and process analysis of energy sector in the total network scheme of general equilibrium, so that it can give many political implications as well as the modeling concept to be used for analyzing various political issues and making decisions related to national energy environment.
