The purpose of this study is to establish a methodology for evaluating quantitative effects of transportation GHG (greenhouse gas) reduction-related policies that were implemented based on the reduction goals of transportation GHG and effective implementation plans. This study uses a modal utility function and demand estimation models as well as a GHG emission basic unit estimation model by each transportation mode based on actual traffic and emission data. The results showed that the effects of GHG reduction policies such as electric vary from region to region, and from vehicle to vehicle. It is also confirmed that an eco-drive promotion policy, one of the lowest budget policies, is expected to contribute to high reduction in GHG. In addition, not only automobile emission improvement policies but also the promotion policies of public transportation are expected to highly reduce GHG as confirmed quantitatively in this study. The results of this study are expected to be useful for national and local governments' evaluation of GHG reduction policies to cope with the post 2020.
Background: When basic local governments want to improve their air quality management policies, they need fundamental evidence, such as the effectiveness of current policies or scenario results. Objectives: The purpose of this study is to lay the groundwork for a process to calculate air pollutant reduction from basic local government air quality policies and provide numerical estimates of PM2.5 concentrations following improved policies. Methods: We calculated the amount of air pollutant reduction that can be expected in the research region based on the Gyeonggi-do Air Environment Management Implementation Plan issued in 2021 and guidelines from the Korean Ministry of Environment. The PM2.5 concentration variations were numerically simulated using the CMAQ (photochemical air quality model). Results: The research regions selected were Suwon, Ansan, Yongin, Pyeongtaek, and Hwaseong in consideration of population, air pollutant emissions, and geographical requirements. The expected reduction ratios in 2024 compared to 2018 are CO (3.0%), NOx (7.9%), VOCs (0.7%), SOx (0.1%), PM10 (2.4%), PM2.5 (6.1%), NH3 (0.05%). The reduced PM2.5 concentration ratio was highest in July and lowest in April. The expected concentration reduction of yearly mean PM2.5 in the research region is 0.12 ㎍/m3 (0.6%). Conclusions: Gyeonggi-do is now able to quickly provide air pollutant emission reduction calculations by respective policy scenario and PM2.5 simulation results, including for secondary aerosol particles. In order to provide more generalized results to basic local governments, it is necessary to conduct additional research by expanding the analysis tools and periods.

Recently, Korea parliament legislated the Low Carbon Green Growth Act (April, 2012) and approved a bill (May, 2012) to start carbon emission trading system in 2015. It means that for the first time, government would regulate the amounts of carbon emission in private entities, and private entities should attain predefined emission reduction goals by implementing clean development mechanism (CDM) project or buy the Certified Emission Reductions (CERs) from the trading market to avoid penalty. Under these circumstances, it is not easy for them to determine when or how to implement the CDM project because the governmental energy policies about the level of governmental subsidies, periods for free emission allocation, etc. are still under discussion and the future price of the CERs is quite uncertain. Thus, this study presents a real-option based model to assess the financial viability of the CDM project which switches bunker-C oil to liquefied natural gas (LNG). The proposed model is expected to assist private entities in establishing the investment strategy for CDM project under uncertain government energy policies.

Finally, to achieve the allocated target reduction, building energy management was executed according to the properties of the building located on each plot. It can be expected that the proposed community-based $CO_2$ management process will enable government-level GHG management, through which environment-friendly building construction can be promoted.

The new climate regime for practical reduction in green house gas(GHG) emissions was launched in Paris at Dec. 2015. The Korea government would make various policies and plans in order to achieve the BAU 37 % emission reduction goals by 2030. In this study, the current situation and the possible corresponding methodology to the GHG emission reduction of Korea paper industry were investigated. Although the GHG emission reduction in KOREA paper industry has been successfully conducted compared with other industries until now, the more efforts for controlling GHG emission would be required to meet the new climate regime. The efficiency of various GHG reduction projects conducted by Korea paper companies was evaluated to find efficient way for GHG reduction. The certified methodologies of the external project based offset systems in Korea GHG emission trading scheme were also reviewed for providing the possible way to develope tailored methodology to the Korea paper industry.

Carbon neutrality in agriculture can be derived from systematic GHG reduction policies based on quantitative environmental impact analysis of GHG-emitting activities. This study is to explore how to advance the calculation of carbon emissions from agricultural activities to the detailed spatial level to a spatial Tier 3 level (Tier 2.5 level), methodologically beyond the Tier 2 approach. To estimate the GHG emissions beyond the Tier 2.5 level by region for detailed spatial units, we constructed available activity data on carbon emission impact factors such as rice cultivation, agricultural land use, and livestock. We also built and verified detailed data on emission activities at the field level through field surveys. The GHG emissions were estimated by applying the latest national emission factors and regional emission factors according to the IPCC 2019 GL based on the field-level activity data. This study has significance that it explored ways to build activity data and calculate GHG emissions through statistical data and field surveys based on parcels, one of the smallest spatial units for regional carbon reduction strategies. It is expected that by utilizing the activity data surveyed for each field and the emission factor considering the activity characteristics, it will be possible to improve the accuracy of GHG emission calculation and quantitatively evaluate the effect of applying reduction policies.
Purpose - As the severity of air pollution caused by the shipping industry is becoming evident, port authorities have started making efforts to reduce air pollutants. Considering the limitations of the currently implemented emission-control area (ECA) and vessel-speed reduction program (VSRP), which are narrow in the designation range and navigation behavior of ships, this study proposes an emission-control route (ECR) that can complement the aforementioned two environmental policies. Design/methodology - This study was conducted on Korea-China trade service routes (ports of call) of regular liners. This study employed vessel-specific data, which is from an automatic identification system (AIS), for 1,728 maritime transportations performed by 387 container vessels during one year (July 1, 2021, to June 30, 2022). Performing a scenario analysis, this study analyzed the effectiveness of reduced air-pollutant emissions. Findings - This study found that the implementation of ECRs could increase average voyage time by 12.38%-25.28% but reduced air-pollutant emissions by 29.02%-43.54%. Additionally, the increase in average voyage times reduces the anchorage time of ships outside ports, providing an incentive for ship operators to voluntarily participate in compliance with regulations, thereby contributing to the establishment of a virtuous cycle of air-environmental policies related to ships. Originality/value - This study aims to verify the policy effectiveness by designing an ECR scope for liner trade routes between Korea and China. Therefore, originality and the value of this study includes conceptualizing the ECR system, analyzing its environmental performance, and exploring new policies that can be implemented while complementing existing policies.
This study utilizes system dynamics to examine the effects of fine dust reduction policies on PM10 concentration and health. System dynamics has the advantage of modeling the dynamic and circular relationship between PM10 emission sources, reduction policies, PM10 concentration, and health effect. The study created policy scenarios for Korea's representative fine dust reduction policies - industrial PM10 emission control, diesel vehicle regulation, expansion of electric vehicles, and expansion of parks and green areas - and compared the results with the 2030 baseline if the current trend is maintained. The analysis showed that the policy of supporting electric vehicles reduced PM10 concentration by 0.21 ㎍/m3 and reduced the number of people with circulatory diseases by 494, and the effect was evenly distributed across the country. The industrial emissions regulation scenario resulted in the highest PM10 concentration reduction of 0.22 ㎍/m3, but had a lower reduction in the number of people affected (358) than the EV support strategy, which could be attributed to the fact that this policy had a particularly high PM10 reduction effect in industrial areas such as Danyang-gun, Chungcheongbuk-do, and Sahagu, Busan. As a policy implication, this study suggests that it is necessary to apply fine dust policies tailored to the characteristics of local emission sources.

In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.
