국내 수은 연구 동향 및 관리 현황 (Mercury Research and Management in Korea)

  • This paper reviews the current status of mercury research on exposure and contamination, mercury emissions, emission limits and control technologies, long-range transport and deposition research, and mercury management policy in Korea. According to a monitoring of the Ministry of Environment and the Ministry of Health and Welfare, blood mercury levels among Koreans are $5{\sim}8$ times higher than those of U.S. and Germany. The most dominant source of exposure to mercury is through dietary intake. Emissions of mercury from coal-fired power plants are estimated 8.93 ton/year in 2004. Emissions of mercury from other important sources, such as waste incineration, steel and cement manufacturing and non-ferrous metal smelting operations are to be further investigated. A study on long-range transport of mercury suggests that the dry deposition flux over the Yellow Sea was much greater than those for other oceans. As a whole, the amounts of wet depositions of nitrogen and sulfur were 1.9 and 1.5 times larger than the amounts of dry depositions in each species, respectively. Substantial influence from China caused by high emissions in East China and westerly wind was possibly suggested. However, the influence from nitrogen emission in Korea was also confirmed. Korean Government has already adopted stringent emission limits on mercury for incinerators and boilers in 2005. However, emission limits for coal-fired power plants and non-ferrous metal smelters are rather relaxed. As the above mentioned two sources can be two most important sources of mercury emissions, control strategy for those sources are to be considered.

승용디젤엔진의 연료분사 제어를 통한 LNT 촉매의 NOx 저감 특성에 관한 연구 (A Study on NOx Reduction Characteristics of LNT Catalyst with Fuel Injection Control in Light-duty Diesel Engine)

  • Lean NOx Trap (LNT) catalysts are capable of reducing exhaust NOx emissions from diesel engines. LNT stores NOx in lean condition and exhausts N2 by reducing NOx in rich condition. NOx reduction characteristic of LNT catalysts using throttle position sensor and fuel injection timing control for light-duty diesel engine was investigated. In contrast to SCR system, LNT catalyst uses diesel fuel in resuctant. Also if the concentration of reductant is exceeded, excessive amount of reductant will slip throughout LNT and cause another emission problem. Thus LNT regeneration with precise engine control established that can make higher NOx conversion efficiency and lower fuel penalty, prevent another emission problem. NOx and reductant concentration were measured by the NOx sensor and Mexa7100D equipped inlet and outlet of catalyst. As a result of engine test, regeneration strategy has reached high of 77.8% NOx conversion efficiency according to engine operation condition. Moreover, we have proved that it is possible to use regeneration strategy of LNT within 5% fuel penalty.

Effect of Intermittent Drainage on Nitrous Oxide Emission and Global Warming Potential in Rice Paddy Soil

  • Water control is mainly one of the key factors that can affect nitrous oxide ($N_2O$) emissions from soils. This study was undertaken to determine the effect of intermittent drainage compared to continuous flooding (conventional water regime) on $N_2O$ emission to global warming potential (GWP) with NPK (standard cultivation practice), NPK+Straw, and PK fertilizations. Nitrous oxide emission rates were collected twice a week using a closed chamber method. With continuous flooding, nitrogen (N) application increased $N_2O$ emission by 106.6% ($0.64kg\;ha^{-1}$ in NPK) with respect to the PK treatment ($0.31kg\;ha^{-1}$), and straw addition to NPK enhanced 148.3% of seasonal $N_2O$ flux ($0.77kg\;ha^{-1}$ in NPK+Straw). Although seasonal $N_2O$ emission slightly increased by 16.1-42.9% with intermittent irrigation, its seasonal $CH_4$ emission drastically reduced at 43.5-52.8% resulting in a lower GWP at 48.9-58.5% with respect to that of continuously flooded treatments ($4.51Mg\;CO_2\;ha^{-1}$, PK; $7.60Mg\;CO_2\;ha^{-1}$, NPK; $14.55Mg\;CO_2\;ha^{-1}$, NPK+Straw). Rice yield, at similar fertilization with the continuously-flooded rice field, was not affected by intermittent irrigation. Conclusively, intermittent irrigation can be very effective and a rational soil management strategy to mitigate GWP with considering rice productivity in a temperate paddy rice field like Korea.

서울의 휘발성유기화합물 배출량 자료 검증 (Validation of the emission inventory of volatile organic compounds in Seoul)

  • 2003년 12월 '수도권 대기환경 개선에 관한 특별법'이 국회를 통과하면서, 서울을 포함한 수도권 대기에서 미세먼지와 이산화질소 농도를 저감하는 것을 주요 목표로 하는 '수도권 대기환경관리 기본계 획'이 수립되었다. 휘발성유기화합물도 저감대상물질이며, 여러 오염배출원에서 저감하기 위한 계획이 수립되어 추진중이다. 효과적인 저감 대책을 수립, 시행하기 위해서는 정확한 추이와 현황, 그리고 주요 기여원을 알아야만 한다. 여기에서는 휘발성유기화합물의 서울에서의 대기 농도, 주요배출원에서의 배출 조성 측정 결과를 바탕으로 수용모델의 하나인 CMB를 활용한 결과와 배출량 자료를 비교하여 주요배출원을 파악하고 휘발성유기화합물 저감 대책을 수립할 경우 고려하여야 할 문제들을 검토하였다. 배출량 자료는 유기용제 사용이 가장 중요한 배출원이라고 산정하였으나, 이와는 다르게 CMB 모델 결과는 자동차 배출가스가 서울 대기의 휘발성유기화합물의 가장 중요한 배출원임을 보였다. CMB 모델에 사용된 대기 측정자료와 주요 배출원의 조성비, 모델 운용 과정을 검토한 결과 모델 결과는 신뢰도가 높은 것으로 판단하였다. 따라서 우리나라의 휘발성유기화합물 배출량 자료의 검증, 보완이 필요하다. 이와 함께 휘발성유기화합물 배출을 저감하는 목표(미세먼지 저감, 위해성 저감, 오존 저감 등)에 따라 구체적인 대상 성분과 대상 배출원을 정확하게 파악하여 정책을 집행하여야 함을 논의하였다.

Economic Growth and Environmental Quality : A Case Study from Industrial Sulfur Dioxide Provincial Panel Data in China

  • The Environmental Kuznets Curve Hypothesis postulates an inverted-U shaped relationship between GDP per capita and various pollutants. Pollutants emission increases up to a certain level as income goes up; after that, it decreases. This paper investigates the relationship between industry pollutants taking industrial sulfur dioxide omission as example, and economic growth by using province-panel data set from 1989 to 2004 in 28 provinces of P. R. China. The result shows that the EKC hypothesis may be supported in the case of industrial sulfur dioxide, and the GDP per capital of turning point is about RMB 13,548 (at 1978 price). Except Shanghai, all the provinces GDP per capital in this study are less than RMB 13,548, indicating the amount of industrial sulfur dioxide emission will be increasing in the near future. To realize sustainable development and pollutants abatement, the central and local government should adopt an integrated strategy to protect environment.

LOW FUEL CONSUMPTION AND LOW EMISSIONS - ELECTROMECHANICAL VALVE TRAIN IN VEHICLE OPERATION

  • The electromechanical valve train (EMV) technology allows for a reduction in fuel consumption while operating under a stoichiometric air-fuel-ratio and preserves the ability to use conventional exhaust gas aftertreatment technology with a 3-way-catalyst. Compared with an engine with a camshaft-driven valve train, the variable valve timing concept makes possible an additional optimization of cold start, warm-up and transient operation. In contrast with the conventionally throttled engine, optimized control of load and in-cylinder gas movement can be used for each individual cylinder and engine cycle. A load control strategy using a "Late Intake Valve Open" (LIO) provides a reduction in start-up HC emissions of approximately 60%. Due to reduced wall-wetting, the LIO control strategy improves the transition from start to idle. "Late Exhaust Valve Open" (LEO) timing during the exhaust stroke leads to exhaust gas afterburning and, thereby, results in high exhaust gas temperatures and low HC emissions. Vehicle investigations have demonstrated an improved accuracy of the air-fuel-ratio during transient operation. Results in the New European Driving Cycle have confirmed a reduction in fuel consumption of more than 15% while meeting EURO IV emission limits.

2007년 6월 수도권 오존모사 V - 배출량 변화에 따른 오존농도 예측 시 민감도기법 적용 (Ozone Simulations over the Seoul Metropolitan Area for a 2007 June Episode, Part V: Application of CMAQ-HDDM to Predict Ozone Response to Emission Change)

  • In this paper, we use the HDDM (High-order Decoupled Direct Method)-driven ozone sensitivity to predict change in ozone concentrations in response to domain-wide $NO_x$(Oxides of Nitrogen) and VOC (Volatile Organic Compound) emission controls over the Seoul Metropolitan Area during June 11~19, 2007. In order to validate the applicability of HDDM to $NO_x$ and VOC control scenarios, the HDDM results are compared to Brute Force Method (BFM). For VOC controls, NME (Normalized Mean Error) between BFM and HDDM remains less than 2% until the domain-wide VOC emissions are reduced by 80%. The NME for a 40% reduction in the domain-wide $NO_x$ emissions is less than 5% but increases abruptly after further reductions in the $NO_x$ emissions (i.e., 80% reduction). The results indicates that it may be inaccurate to use ozone sensitivity coefficients estimated at a given base emission condition in predicting ozone after $NO_x$ reductions larger than ~50% of the domain total in the SMA. Therefore, HDDM application on piecewise emissions is desirable to predict ozone response to emission controls with accuracy (i.e., truck emissions rather than the domain total). For computational efficiency, HDDM shows approximately 30% faster than the BFM sensitivity approach.

CNG 승용 자동차의 배출가스 특성에 관한 실험적 연구 (Experimental Study of Emission Characteristics for CNG Passenger Car)

  • 최근 차량용 에너지의 소비는 대부분 화석연료로부터 사용된다. 기존 화석 연료를 사용하는 자동차보다 친환경적이며 저렴하고 재생이 가능한 연료의 요구증대로 대체연료 자동차산업이 강조되고 있다. 오늘날 고옥탄가와 높은 자기발화온도 특징을 가지고 있는 천연가스는 저렴한 비용, 기존 화석연료보다 풍부한 매장으로 기존 스파크 점화엔진인 가솔린엔진의 대체에너지로 간주되고 있다. 본 연구는 기존 2리터 가솔린 엔진에 CNG 가스 분사시스템을 장착하여 전소 및 혼소 연료분사시스템을 설치하였다. 또한 CNG전소 및 가솔린/CNG 혼소차량의 ECU 제어전략을 최적화 하였다. 혼소차량에 대하여 NEDC모드 주행결과 가솔린 차량 대비 혼소차량의 CO2 저감율을 16%확인하였다. 또한 CO와 HC의 배기가스 배출량은 가솔린 차량과 동등한 수준을 확보하였다. 하지만 NOx의 배기가스 배출수준은 증가된 현상을 확인할 수 있었다.

고속도로 종단지형을 고려한 연료 효율적 최적주행전략 모형 개발 (Development of Optimized Driving Model for decreasing Fuel Consumption in the Longitudinal Highway Section)

  • 국토교통부는 2020년까지 수송부문 온실가스 배출량의 감축목표를 34.3%로 설정하였다. 목표달성을 위해 에코드라이빙 교육 및 정보를 제공하고 있으나 배출량 감축효과가 미비하다. 따라서 본 연구는 연료 효율적인 최적주행전략 모형의 개발을 목적으로 하였다. 종단경사도 및 길이가 다양한 도로지형을 생성하고 주행모드를 바탕으로 하는 시나리오별 속도 프로파일을 Comprehensive Modal Emission Model에 적용하여 연료소모량을 산정하였다. 연료소모량이 최소가 되는 시나리오와 속도변화량을 도출하였다. 도출된 시나리오와 속도변화량을 기반으로 최적주행전략 모형을 개발하였다. 개발된 모형을 검증하고자 실차테스트를 수행하여 일반 운전자의 속도 데이터를 수집하였다. 개발된 모형에 의해 생성된 속도 프로파일과 일반운전에 생성된 속도 프로파일을 분석하고 각각 연료소모량을 산정하였다. 최적주행 시 소모된 연료소모량이 일반운전보다 평균 11.8% 감축하는 것으로 분석되었다.

폐기물 소각시설 배가스에서의 수은 배출특성 (The Characteristics of Mercury Emission from Municipal Solid Waste (MSW) Incinerator Stack)

  • This study was carried to investigate the emission characteristics of mercury from domestic and industrial MSW (municipal solid waste) incinerator stacks. The mercury concentration levels of flue gas from 32 MSW incinerators stacks selected were above the criteria level ($5{\mu}g/S\;m^3$). MSWI facilities exceeding the criteria levels in Korea are due to the poor units comparison of combustion chamber(CC)-cyclone(CY)-stack. So, the mercury from MSW incinerators stack were suspected to contaminate the natural system unless the MSW incinerators were properly controlled. Mean-while, the relationship between mercury concentration and temperature of flue gas in MSW incinerator stacks were examined at two temperature ranges (Group A : $29.85{\sim}327.63^{\circ}C$, Group B : $446.9{\sim}848.15^{\circ}C$). The mercury concentration in flue gas with high temperature range was higher than that of flue gas with low temperature rage. This mean that the temperature of flue gas plays an important role in mercury control in MSW incinerator. The emission characteristics oi mercury was also evaluated by using the correlation matrix between the mercury and NOx, $PM_{10}$, moisture (MO.) at both low temperature and high temperature flue gas ranges. The mercury concentration was mainly affected by NOx, $PM_{10}$. moisture (MO.) at low temperature range, while the mercury concentration at high temperature flue gas was mainly affected by NOx, moisture (MO.). From these results, it was suggested that the temperature of cooling system and the air pollution control device should be properly regulated in order to control mercury of flue gas in MSWI incinerator.
